The Study on the Delineation of the Busan Metropolitan Region, Korea (부산광역도시권 설정에 관한 연구)

  • The newly adopted Korea Geodetic Datum (a.k.a. KGD2002) calls for massive reengineering work on geospatial dataset. The main focus of our study is placed on the strategy and system implementations of the required data reengineering with a keen attention to integrated approaches to interoperability, standardization, and database utilization. Our reengineering strategy includes file-to-file, file-to-DB, DB-to-file, and DB-to-DB conversion for the coordinate transformation of KGD2002. In addition to the map formats of existing standards such as DXF and Shapefile, the newly recommended standards such as GML and SVG are also accommodated in our reengineering environment. These four types of standard format may be imported into and exported from spatial database via KGD2002 transformation component. The DB-to-DB conversion, in particular, includes not only intra-database conversion but also inter-database conversion between SDE/Oracle and Oracle Spatial. All these implementations were carried out in multiple computing environments: desktop and the Web. The feasibility test of our system shows that the coordinate differences between Bessel and GRS80 ellipsoid agree with the criteria presented in the existing researches.

  • This paper proposes a modified way to delimit the boundary of Busan metropolitan area and compares the empirical analysis with the existing metropolitan area boundary. More specifically, the present state of the metropolitan transportation network is reflected by service area analysis in our study area. The analysis of the linkage between the central city and its fringes considers various travel behaviors as well as commuting to work and school, based on origin-destination trip information. In addition, more diverse indices are applied to the analysis of urban characteristics, and the land cover map is used as well. Compared with the current Busan metropolitan area boundary, our empirical analysis captures the status quo of the undergoing spatial dynamics such as the newly form ed homogeneous sphere of living in our study area.

Analysis of City Size Distribution and Spatial Structure - with Korean Metroplitan Statistical Areas (MSA) (한국 도시의 규모분포와 도시공간구조 분석 - 광역도시통계권을 중심으로)

  • The purpose of this research is to identify the urban structure in Korea. Though there is research regarding urbanization, there is little regarding the urban structure of the Korean economy. In this paper, two issues will be discussed: the measurements of inter-city and intra-city structure in Korean Metropolitan Statistical Areas (MSAs), which is newly defined. First, the city size rank rule, widely known as Zipf’s Law, will illustrate Korean the inter-city structure. The city size rank rule gives an idea whether Korean MSAs are balanced or not. In general, Korea has a heavy concentration in the Seoul MSA in terms of population. It could be either that the Seoul MSA is too big or that the Busan MSA is too small or both. If this is the primacy problem, a decentralization policy is necessary. On the other hand, if it is a second city problem, development policies for the Busan MSA and Daegu MSA are more important. Next, the Korean intra-city structure will be discussed. The evolutions of the MSAs explain intra-city structure by analyzing population density function and the housing price function. Some large MSAs such as Seoul and Busan have experienced urban sprawl, while other MSAs have experienced urban concentration. The population density gradient by the distance from the ARC GIS shows the growth rate of a city. According to the Spatial Mismatch Index between population and employment, the Ulsan MSA, Gwangju MSA, and Suwon-Hwaseong-Osan MSA are more mismatched, while the Daejeon MSA and Incheon MSA are less mismatched. Therefore, these analyses of Korean urban structure are meaningful in developing regional policy.

  • Global warming and a new energy policy request the energy saving and pollutant emission control in municipal level. Previous studies focus on transportation in the Seoul metropolitan area which can easily meet the policy goal by reducing it. This study expands the area of urban energy planning to the industries and land use which takes up most of energy use of the city. We empirically study the Busan metropolitan area's 5 years natural gas and electricity consumption data by the industries and land use. Results show that energy usage significantly depends on not only population but also urbanizing intensity and industrial category. This paper address that the policy maker need to pay attention on energy usage pattern of each sectors during the planning.

The Changes of Urban System Reflected in Daily Movement: 2005-2012 (일일 인구이동으로 본 국토공간의 도시체계 변화: 2005년과 2012년)

  • This paper examined the changes of urban system through the network and the flow pattern reflected in daily movement in Korea. Because daily movement reflects trip pattern, urban system formed by inter-city linkages can be recognized in terms of living sphere. While population movements between cities have the number of linkage systems of city network and the number of traffic regions composed of the origin and destination has increased respectively. Nevertheless, spatial extent of Capital region and Busan region has been expanded. In Gangwon-do in which Seoul-oriented high-speed transportation network has developed, separation of living sphere between Yeongdong area and the Soyanggang cultural region formed around Chuncheon was intensified. Living sphere that includes Daejeon and the surrounding cities has been expanded to the southern Gyeonggi-do. The existing living sphere formed in Jeollanam-do was fragmented into the east and west around Mokpo and Suncheon due to the weakened centrality of Gwangju. Living spheres formed by spatial interaction were consistent with regional administrative boundary. Considering the increased interaction between Seoul and its surrounding cities, the development of global city-region centered on Seoul is expected.

Analysis of Spatial Association of Regional Economic Growth and Land Use Considering Regional Economic Sphere (광역경제권 설정을 고려한 지역경제성장과 토지이용에 관한 공간연관성 분석)

  • The aim of this study is to analyze the spatial association of regional economic growth and land use considering 5 plus 2 regional economic sphere (Capital region zone, Chungchung zone, Honam zone, Daekyung zone, Dongnam zone and kangwon zone, Jejudo zone) in Korea. The factors of regional economic growth are GRDP and the rate of self-finance and land use, especially industrial and manufactering zone. The data for this research are obtained by National Statistical Office web-site etc. For this, the Seemingly Unrelated Regression(SUR), as a kind of simultaneous equation model, is employed as empirical analysis. Overall results of this study show that the spatial association of the capital region zone and other zones is complementary. but Honam zone and Dongnam zone or Daekyung zone is competitive. We conclude from this study that the policy of regional development will be considered in accordance with the regional economic growth and land use. Also, this study found that Economic growth of regional economic sphere will be achieved from that of cities within zone and the results will be helpful to policy makers and regional planners when establishing regional planning in the future.

Locational Effect of Seoul-Pusan High Speed Rail on Urban System and Urban Scale Economies (고속철도역 입지의 도시시스템 및 도시경제 변동효과)

  • 본연구의 목적은 경부고속철도역의 입지가 도시간 인구분포와 도시경제에 미치는 영향을 분석하 는 데 있다. 인구분포 결정식의 추정결과를 토대로 하여 고속철도의 건설에 따른 도시시스템의 변화를 살펴보면 대도시내 인구분산화가 이루어지면서 대도시와 중소도시간 인구불균등은 심화될것으로 예상된 다. 고속철도의 역사가 입지하는 도시의 경제활동이 증가한 점을 감안하면, 향후, 서울 , 대구, 부산등의 도시경제 수준은 상대적으로 열악해 지고 천안과 대전은 고속철동역 유치로 인하여 도시성장 기반을 구 축할 수 있을 것이다. 지역개발차원에서 수도권 남부지역에 고속철도역을 입지시켜 서울의 중추기능을 분산시킬 필요가 있다. 고속철도 개발을 통해서 수도권 남부지역을 중심으로 도시권이 형성되어 수도권 내 2대 공간체계가 개발된다면 서울도시권에 대한 기존의 개발압력을 줄이면서 수도권내 남부도시권은 천안 및 대전과 연계되어 광역적인 개발이 가능할 것이다.

  • 2000년대에 들어오면서 우리나라에는 대전, 영월, 김해를 시작으로 많은 시민천문대가 생겨나면서 지방자치단체에서 건립한 시민천문대 외에도 다양한 형태로 시민들이 이용할 수 있는 천문대가 생겨났다. 현재 전국적으로 파악되는 공립, 사립 천문대의 수가 50개를 훨씬 넘으며, 이 가운데 약 절반은 지방자치단체에서 건립한 시민천문대이다. 그러나 이런 시대의 흐름에도 불구하고 인구 350만인 거대도시 부산에는 제대로 된 시민천문대가 아직 없는 실정이다. 수도권의 경우 서울시청을 기준으로 접근거리 150km이내의 시민천문대는 최소 15개가 넘으며, 사설 천문대 등을 합하면 이 수치의 2~3배에 달한다. 한국천문학회는 부산시민의 전폭적인 지원에 힘입어 2021년 제 31차 국제천문연맹총회(IAUGA 2021)를 부산으로 유치하는데 성공하였다. 부산시는 과학문화도시로서 시민의 과학대중화 사업, 특히 천문학 관련 교육과 홍보에 심혈을 기울여 왔으며, IAUGA2021의 부산 개최를 맞이하여 세계적인 과학도시로 성장할 계기를 마련하게 되었다. 21세계 우주시대를 살아가는 선진 시민으로서 350만 부산 시민의 우주에 대한 호기심을 충족시켜주며 청소년에게 현대적인 우주관을 교육할 수 있는 시민천문대의 건립을 제안한다. 구경 1m 급 주망원경을 갖춘 천문돔, 다수의 보조망원경을 갖춘 관측실, 천체투영관, 강의동 등으로 구성될 부산 시민천문대는 부산뿐만 아니라 과학문화가 상대적으로 낙후된 동남권 지역의 천문학 교육을 위한 중추적인 과학문화시설이 될 것으로 기대한다.

Ventilation Corridor Characteristics Analysis and Management Strategy to Improve Urban Thermal Environment - A Case Study of the Busan, South Korea - (도시 열환경 개선을 위한 바람길 특성 분석 및 관리 전략 - 부산광역시를 사례로 -)

  • The purpose of this study is to propose a ventilation corridor management plan to improve the thermal environment for Busan Metropolitan City. To this end, the characteristics of hot and cool spots in Busan were identified by conducting spatial statistical analysis, and thermal image data from Landsat-7 satellites and major ventilation corridors were analyzed through WRF meteorological simulation. The results showed the areas requiring thermal environment improvement among hot spot areas were Busanjin-gu, Dongnae-gu, industrial areas in Yeonje-gu and Sasang-gu, and Busan Port piers in large-scale facilities. The main ventilation corridor was identified as Geumjeongsan Mountain-Baekyangsan Mountain-Gudeoksan Mountain Valley. Based on the results, the ventilation corridor management strategy is suggested as follows. Industrial facilities and the Busan Port area are factors that increase the air temperature and worsen the thermal environment of the surrounding area. Therefore, urban and architectural plans are required to reduce the facility's temperature and consider the ventilation corridor. Areas requiring ventilation corridor management were Mandeok-dong and Sajik-dong, and they should be managed to prevent further damage to the forests. Since large-scale, high-rise apartment complexes in areas adjacent to forests interfere with the flow of cold and fresh air generated by forests, the construction of high-rise apartment complexes near Geumjeongsan Mountain with the new redevelopment of Type 3 general residential area should be avoided. It is expected that the results of this study can be used as basic data for urban planning and environmental planning in response to climate change in Busan Metropolitan City.
