  • 본 연구의 논의의 전개는 오늘날 산업사회의 발달로 인해 고도의 경제성장과 의료기술의 발달로 평균 수명이 늘어나고 이로 인한 인구 고령화 현상이 급속히 진행되고 있다. 이러한 논의를 토대로 고령화 사회에서 재가노인복지서비스가 제대로 이루어지기 위해서 본 연구는 재가노인복지서비스가 전문적인 서비스 수준으로 이어져야 한다고 보고 있다. 이에 따라 재가노인복지서비스의 필요성, 재가노인복지 사업, 문제점 등에 대해서 개괄적으로 살펴보고 우리나라 재가노인복지서비스의 과제와 개선방안을 모색해보고자 한다.

  • 밖으로는 코펜하겐 사회개발(社會開發) 정상회의를 계기로, 안으로는 국민기대수준(國民期待水準)의 제고와 고도성장의 부작용(副作用)에 대한 성찰을 배경으로 신복지구상(新福祉構想)이 제기된 바 있다. 이는 인간성(人間性) 회복을 근간으로 한국 실정에 어울리는 생산적(生産的) 공동체적(共同體的) 복지정책(福祉政策)을 추진함으로써 국민생활의 안정에 우선을 두겠다는 정책의지의 결집이라고 요약된다. 신복지구상(新福祉構想)은 우리에게 발상의 전환과 새로운 패러다임의 제시를 요구하고 있다. 우리 국민은 고도성장(高度成長)의 부작용(副作用)으로 생활을 둘러싸고 있는 경제 사회적 환경이 열악하게 되어 안정적인 삶을 위협받고 있다. 특히 물질적(物質的)인 삶의 풍부함과 더불어 황금만능사상(黃金萬能思想)이 만연하여 인간경시경향(人間輕視傾向)이 두드러지고 있어 국민들은 안전하고 안정된 생활여건(生活與件)의 조성을 갈구하고 있는 것으로 풀이된다. 지금이야말로 대내외적(對內外的) 환경변화에 발맞추어 성장잠재력(成長潛在力) 확충을 지지하면서 계속적인 산업화(産業化)가 발생시킬 사회적(社會的) 비용(費用)을 줄일 수 있도록 적절한 복지정책(福祉政策) 대안(代案)의 개발이 요청되고 있다고 하겠다. 복지정책의 중점은 국민요구를 반영하여 삶의 질(質)향상을 위한 생활복지(生活福祉)로 모아져야 할 것이다. 대부분의 국민이 문화(文化)가 있고 건강(健康)하며 안정(安定)된 생활을 희구하고 있음에 비추어, 일상생활 속에서 복지증진을 체감(體感)할 수 있도록 지역사회를 단위로 특색 있는 정책이 전개되어야 할 것이다. 앞으로의 사회복지정책(社會福祉政策)은 전통적(傳統的) 사회보장제도(社會保障制度)와 서구적(西歐的) 사회보장제도(社會保障制度)의 조화, 경제성장과 사회복지의 균형, 정부, 민간 그리고 지역사회의 공조(共助)를 요구하고 있으며, 이와 관련하여 일본(日本)과 대만(臺灣)의 경험이 시사하는 것처럼 장기적인 시각(視角)에서 꾸준히 일관성 있게 공적지출(公的支出)을 늘려나가는 것이 중요하다고 판단된다. 그리하여 민간의 자발적(自發的) 참여를 유도함으로써 국민 모두의 삶의 질(質) 향상에 기여할 수 있을 것이며 결국 인간성(人間性) 고양을 통하여 국민화합이 달성될 수 있을 것이다.

The Growth of the Korean Welfare State and its implications for redistribution: Who has been excluded? (한국 복지국가 성장의 재분배적 함의: 누가 복지국가로부터 소외됐는가?)

  • This study aims to analyse the redistributive impact of the welfare state growth in Korea after 2000s and establish whether there are people excluded from the benefits of the growth. The growth of the Korean welfare state has been achieved by universalizing welfare benefits under the social insurance-centered institutions which are the legacies of the productivist/developmental welfare regime. When it comes to redistribution impacts, the welfare state growth improved inequality among old age populations to a certain degree due to the introduction of the Basic Pension. On the other hand, welfare benefits for the working poor population has hardly been improved in spite of the growing welfare state. It can be said, therefore, that low-income working-age populations have been excluded from the growth of Korean welfare state. These groups are mostly in middle-old age, unemployed or precariously employed and half of them were female householders. The exclusion of these groups from the Korean welfare state shows that the growth of the Korean welfare state was unbalanced. To include the excluded into the Korean welfare state, it is necessary to increase non-insurance social provisions, extend the range of application of the social insurances, integrate income protection, employment service, and vocational training for the working poor, and combine universal and targeted welfare benefits.

A study on Korean welfare policy examined through Mokminsimseo (목민심서를 통해 한국적 복지정책에 대한 연구)

  • This study examined the specific contents of social welfare policies of the Joseon Dynasty through the analysis of Mokminsimseo, Aemin Sixjo and Jinhwang Yukjo, and identified the connection between them and today's social welfare policies. As a result, In the Care of the People, it contained the basic contents of the Elderly Welfare Act and welfare services for the elderly, and in the Freedom, it included welfare policy services related to infants and children, and the value system of welfare for the disabled through government affairs. The policy direction was confirmed, and it was found that disaster relief calls for social integration in response to social crises and disasters. This also confirmed that major areas of social welfare policy such as family safety, income security, health policy, and social integration have been emphasized through social welfare policy indicators. In addition, through the analysis of Qinhwangyukjo, it was found that it contains not only the basic ideology and values of the social security system and social insurance system in terms of visa, scale, and power, but also the details of specific policy implementation. Today's social welfare policies and social service policies, which are equipped with social welfare facilities and are implementing systematic social welfare services for each target, were able to confirm their foundation through the Qinhwangyukjo. This confirms that the emphasis on social integration and income security is prominent in the Qinhwangyukjo through the social welfare policy indicators of the current policy system.

The effect of notification disposition in the current juvenile justice system from the perspective of institutionalized children's welfare (시설보호아동의 복지 관점에서 본 소년법상 통고제도)

  • Taking the perspective of children's welfare, this study aimed at critically analyzing the system of notification disposition which institutionalized children have experienced. Notification disposition is a juvenile justice process that, when a child (10 th 18 years old ) has been delinquent or is at risk for delinquency, is initiated without investigation or prosecution procedures by direct notification to a judge from the caregivers, school principals, chief probation officers, or directors of child care institutions. The data used in the analysis included case records of probation offices, and court sentencing documents of juvenile protective dispositions. Results showed that notification cases were initiated by directors of child shelters/care institutions. The most common reasons of notification were theft, runaway, physical violence, drinking, and smoking. Furthermore, there were more controversial reasons, such as "bad influence on another institutionalized children", "showing no remorse", "no sense of guilt"and "challenge of rearing in institutions" Based on the results, we discussed three problematic aspects of the direct notification system by directors of childcare institutions : (1) too much reliance on the judicature judgment of juvenile court; (2) less stability of the judicial status of notified children, and (3) inadequacies of the notifying eligibility for directors of child care institutions.

A Comparative Study on the Social Welfare Policy in Korea and Japan during the American Military Occupation- Centered on the Anti-poverty Policy (한국과 일본의 미군정기 사회복지정책 비교연구 - 빈곤정책을 중심으로 -)

  • The American military occupations of Korea(1945-1948) and Japan(1945-1952) after the second world war had great influences on the history of the two countries, the contents and results were, however, quite different. This study attempts to analyze the similarities and differences, the determinants of the social welfare policy, and their long-term effects on the later social welfare policies in the two countries. For the purpose of this study, it uses a comparative case study on the public assistant policies of the two countries during the American military occupation. The conclusions of this study are summarized as follows. Firstly, although the American military occupations of the two countries faced the similar social problems during the same period, their countermeasures were quite different from each other. In Korea, the American military occupation hardly tried to establish a substantial social welfare system by making laws, but, mainly relying on temporary emergency relief, they just aimed for social control. On the other hand, in Japan, the American military occupation tried to improve the existing social welfare system in terms of the principles of demilitarization and democratization. Secondly, the political determinants of the social welfare policy in the two countries were much more important than the socioeconomic determinants. Especially the differences in the basic military occupation principles, the administration structure, and the roles of the indigenous ruling classes acted upon the different social welfare policies of Korea and Japan. Thirdly, the long-term effects on the later social welfare policies in the two countries was different. In Korea, the American military occupation hardly contributed to modernize the social welfare policy. Therefore, the unsystematic premodern relief system continued to exist for a long time. On the other hand, in Japan, the American military occupation contributed to modernizing the social welfare policy in terms of ideology and system and formed the groundwork for developing the later social welfare policies.

The Legal Character of Social Welfare Corporations And The Necessity of The Outside Director System (사회복지법인의 법적 성격과 외부이사제의 필요성 - 학설과 판례 분석을 중심으로 -)

  • This article is aiming at finding the character of social welfare corporations and at finding whether the outside director system is constitutional or not. These two issues are closely interrelated with each other. After examining critically existing studies and precedents that have seen the character of social welfare corporations as public sector or private sector, the present study suggests the dualism that divides social welfare corporations into facility corporations and support corporations and that finds the character of facility corporations and support corporations respectively. According to the dualism, even if outside director system for the facility corporations restricts the right to manage the corporations the system is seen as being constitutional because the corporations are more likely to be public sector so that the principle of private autonomy would not be applied to them. While outside director system for the support corporations is seen as being unconstitutional because the corporations are more likely to be private sector so that the principle of private autonomy would be applied to them. So, this article suggests the amendment of Social Welfare Service Act through which the different character of the facility corporations and support corporations can be respected and the diversity of social welfare corporations and social welfare services can be realized.

The political-economical meaning and implication of 'Generation Equity' debate in the Welfare States (복지국가의 세대간 형평성 담론의 정치경제학적 의미와 함의: 미국을 중심으로)

  • Public pension system of western welfare states has been maintained by transfers of public resources between working-age population and old-age population. But population aging cause the problem of fiscal burden on pension financing, so cutback on public spending for the elderly has been on the issue at public agenda. The argument on public spending for the elderly is more aggressively proceeded in the United States than any other welfare states. The argument is concerned with the problems of generation and is going under the rhetoric name of 'Generational Equity' which contends unequal distribution of social resources such as federal budget within generations. This article analyzes the background of 'Generational Equity' perspective and the reason why that argument is actively going forward in the U. S. and political-economy context of that argument. Generational Equity perspective contends that the elderly are getting more benefits and high spending on the elderly has contributing to the rising poverty rate of children. But there are lots of objection to this perspective on the ground that the perspective has weak positive evidences. The reason that 'Generational Equity' perspective has the power only in the U. S. but other welfare states is mainly due to that pluralistic political regime and selective welfare system. This research presents that political-economy meaning of 'Generational Equity' perspective is related to the political regime and welfare system of the society itself. And this research has the implication that our society having a selective welfare system would take a risk of encountering 'Generational Equity' social debate in the near future.

Community-based Welfare and Policy Tasks for Rural Areas in Korea - A Case Study of Koryung Gun, Kyungsangbukdo (고령군 지역사회 복지의 실태와 정책 과제)

  • The rural area of S. Korea has been excluded from the process of industrialization and urbanization, and is to be faced with a serious crisis in the context of recent globalization/localization with a rapid economic and political change. And hence it is required to give a active attention to community-based welfare for rural areas. The status of welfare of Koryung-gun as such a rural area adjacent to Daegu city is still low, even though recently it has been improved dramatically, and the welfare policy seems not to reflect the rapidly changing conditions of reality, though it has been institutionalized systematically. What is more, the number of dwellers who demand basic welfare has been increased, as welfare services seem not to delivered to them. In order to improve this totally low level of social welfare, major tasks should be pursued to formulate as basic principles an integral approach for community-based welfare and ultimately a restoration of rural community; to construct a mobilization system of diverse resources within community, to develop connections between welfare demanders and providers, and networks of institutes and facilities for community welfare; and to find out and to extend financial sources for welfare policies.

Productive Welfare and Re-inspection of Asian Values in Korea (한국의 생산적 복지와 아시아 가치의 재조명)

  • In a broad range of socio-economic and political systems, we could be able to say that the common and highest goal of all nations is the well-being of the people. From this point of view, it can be seen that two significant historic developments were achieved in the 20th century. One was the maximization of productivity through the socially efficient distribution of resources and the other was the concept of national welfare, which assumes social responsibility for the basic livelihood of human beings. In this point, it is need not only to strengthen economic wealth, but also to redistribute resources equitably. Efficiency and equity, economic and growth, and national welfare emphasize the above-mentioned principle, but they are deeply interdependent in that the well-being of the people cannot be guaranteed in the presence of only one of those. This study aims to find out the equilibrium point those problems in the productive welfare policy in Korea. Finally, it is necessary to develop productive welfare systems in order to solve the issues well.
