In this study, in order to practice the social inclusion of libraries, the related policies currently announced in the 3rd Comprehensive Library Development Plan were examined, and the current status of tasks promoted by central administrative agencies and metropolitan and provincial libraries was examined based on these policies. As a result, first, in terms of active information welfare realization, various programs and services are being implemented to bridge the knowledge and information gap, but it seems that the scope of the target should be expanded in the future, cooperation with related organizations, and infrastructure improvement. Second, in terms of expanding the openness of the space, the expansion of the open space as an open space and the application of universal design are being performed. In the future, it seems that the scope of universal design application should be expanded in consideration of budget investment for continuous space reconstruction and diversity of users. Third, in terms of linking services across boundaries, services and programs are provided to infants and toddlers, children, women, the elderly, the underprivileged, job seekers, and multicultural families. In the future, it seems that the improvement of the service system for the expansion of inclusive services in libraries should precede, and cooperation between related ministries should be made to provide differentiated services. Finally, it is expected that future policy-making tasks for social inclusion should be considered not only for books, programs, and spaces, but also for librarians' education, establishment of cooperative networks with related organizations, and marketing for services and programs.
LID(Low Impact Development) facility classified as a social infrastructure can maintain landscape sustainability and functional sustainability through continuous maintenance and management. Since LID is a natural-based solution, the sustainability can be secured through the management of weeds, wastes and vegetation. The LID facility is distributed in the city and is an infrastructure that can be managed through citizen participation because of simple maintenance. Therefore, this study was conducted to investigate the maintenance factors affecting the sustainability of the LID facilities and to suggest measures for maintenance by investigating the participation of the peoples. The factors for landscape sustainability were derived to waste and weed management. Also the factors for functional sustainability were assessed to identification and management of dead bodies and selection of applicable soil and plant species. The citizens showed high agreement of more than 80% in the questionnaires on expanding and managing LID facilities, enacting LID ordinances, and participating in the national movement. The intention to participate in LID management linked to jobs was about 64%, indicating that LID could become a job for the vulnerable. Maintenance of the LID can easily be carried out by non-specialists, which can lead to citizen participation with low cost for each facility. The maintenance cost for citizen participation can be allocated from the social infrastructure management cost reduced by LID application of the local government and the social welfare budget of the central government.

This study was conducted to identify the utilization of public health centers, as well as the individual characteristics and regional characteristics that affect their utilization based on data from the 2016 Community Health Survey, National Statistical Portal, and National Institute of Environmental Research. Independent samples t-tests, variance analysis, and multiple logistic regression analysis were used for analysis. Hierarchical multiple regression was used to analyze individual and regional characteristics. The results of hierarchical multiple regressions revealed that aged regions, women, older age individuals, respondents with lower education level and income level, walking practitioners, nutrition label readers, individuals experiencing depression, those who have received health checkups, those who are not covered by essential care, those who have spouses, and basic livelihood beneficiaries have increased use of public health centers. However, the use of public health centers decreased in stressors, and regions in which the population per 1,000, number of health care workers, health and welfare budget, fiscal independence, and unemployment rate were above the national average. As above, the central government and local governments need to analyze not only individual characteristics such as health behavior and psychological factors, but also regional characteristics, when establishing local health care policy.
This study deals with the rent-seeking behavior that exist in cultural voucher from the viewpoint of culture and arts management. Art organizations open to consumers, producers and governments of the arts are dependent on the internal and external influence of an open system. Researcher has found rent-seeking in the course of introducing policies and legalization of the cultural voucher business which has been promoted in the direction of democratization of culture or cultural democracy. Cultural voucher business is a legal term. Although the government has increased the budget or tried to change the policies of the cultural voucher business, the implementation of the cultural voucher business has been opposed to the diversity of consumption and equity as the consumption of genre and the concentration of the capital region have increased. These results were structurally related to the process of legalization and rent-seeking behavior in bureaucracy. This study reaffirms that the efficient operation standard of the cultural voucher business is a balance between the choice of the beneficiary, the competition of the supplier, and access to the cultural voucher. And the theory of rent-seeking was applied as a criterion to analyze this balance. Thus, it is suggested that the criteria of evaluation and improvement to check the conservativeness of bureaucrats are needed to establish a legal system applied to the purpose of 'cultural democracy' and 'democratization of culture' ideology and to guarantee individual creativity and autonomy.

The purposes of this study were to verify the status of Barrier Free Design Certification in the center for the elderly. To achieve these purposes, the architectural characteristics of the center for elderly and the status of Barrier Free Design Certification was analyzed. The results of this study were as follows. (1) The functional composition of centers for the elderly are similar regardless of the location, but the area and shape of the plot are very different according to the location. (2) According to an analysis on the status of Barrier Free Design Certification in centers for elderly, the sanitation and intermediate facilities are necessarily considerable adjustment. (3) For the accessability and conveniences of Barrier Free Design Certification in a small building, such as centers for the elderly, they are necessary to simplify the self-assessment documents, minimize the period for judging, and reducing the fees for certification.

This study aimed to determine the importance of the policies formulated through the Ministry of Maritime Affairs and Fisheries' master plan for Seafarer's policy. To confirm the importance of the Seafarer's policy, AHP analysis was conducted on the 3 main policies and 15 auxiliary policies established by the master plan for Seafarer's policy. To analyze the reliability of the survey, we investigated the inconsistency ratio of 34 respondents retrieved. We found that 25 respondents validated the reliability of the findings. The analysis showed that the policy of establishing a stable supply and demand system was the most important among the main policies for seafarers, while the policy of fostering seafarers linked to jobs was the most important one among the auxiliary policies. By group, the government recognized establishing a stable supply and demand system as a priority of policy. Dif erences were found on the fact that improving working conditions and expanding welfare were important for seafarers. This study, which analyzed the importance of the Seafarer's policy through AHP analysis, has the following implications. We established guidelines to enhance efficiency, such as budget allocation by policy according to the importance in implementing Seafarer's policies. Furthermore, our study can be used as basic data for establishing a master plan for Seafarer's policy by comparing differences in importance per group.

In most countries, public libraries are knowledge information centers, complex cultural spaces, lifelong learning facilities, and third places for local residents. The social homage spoken on the premise of this identity and socio-cultural role is the knowledge and information agora, cultural infrastructure, living room in the city, and the university of the people. However, if there is a significant gap between public libraries regardless of country or region, it will inevitably lead to information gaps, regional gaps, and cultural inequality and cultural welfare gaps among local residents. This study is regarded as the essence of regional cultural facilities and premised that the regional gap in public libraries is a factor of regional cultural gaps. Based on this premise, the gap between the location quotient, input indicators, and output indicators of public libraries of regional governments in Korea and basic local governments in the Gyeongbuk region was analyzed. And this study derived core elements through correlation and regression analysis of input and output indicators of all public libraries nationwide, developed a management model for each indicator, and suggested a plan to resolve the relative gap for public libraries by city and county in Gyeongbuk.

In this study, we investigated and the following conclusions are presented by identifying the current status and problems in order to expand the future's value of the community care project introduced and implemented to improve the quality and care for the elderly's life. First, the needs analysis of the elderly receiving services is composed of patient-centered rather than investigator-centered, and in particular, medical management through medical staff visits should be strengthened, and specialized service items according to gender, age, disability type, and personal preference should be strengthened. This will have to be gradually strengthened. Second, by analyzing the satisfaction, redundancy, and effectiveness of service items, we save money, and consider the consumer-oriented service item composition and application of items necessary for new services. Third, through the introduction of an integrated schedule management system, it is necessary to specialize in pre-booking and visit schedule management between the elderly and the direct service organizations that provide services. Fourth, as an effort to solve the financial problem, it is necessary to prepare a rational resource sharing system with health and medical finance, long-term care insurance system, and social welfare financial project. and it may consider that putting the medical personnel who are from local public medical college input. Through these proposals, the community care business will be able to complete and have future value as a universal aged care system.

The number of public rental housing has increased according to the government's 「Housing Welfare Roadmap (2017)」, and facility maintenance costs for the demand of improvement of performance and residential standards due to the aging of long-term public housing are significantly increasing. Consequently, the financial burden of public housing rental business for maintaining stocked housing is aggravated. However, there is a lack of objective data to analyze the size of the maintenance costs that are executed by the type of repair work, and the elapsed years of the aged long-term public rental housing. This study analyzes the execution status of 33 long-term public rental housing complexes located in Seoul for 14 to 28 years of elapsed years based on the data of maintenance costs. In addition, this study proposes a model to predict the maintenance costs by elapsed years by dividing 'Long-term Repair Plan Work and Government-Funded Project [Y1]', 'Planned Repair Work and General & Unplanned Repair Work [Y2]', and 'Total maintenance costs [Y3]'. It is intended to be used as basic data for the establishment of the maintenance plan at the stage of setting up the budget and the establishment of the sustainable operation plan for public rental housing

The aim of this study is to analyze problems with regional development projects by examining their actual conditions and to propose measures to promote such projects based on the size of local cities. To achieve this goal, problems associated with regional development projects were analyzed, and measures for their promotion were derived by dividing these projects into planning, strategy, policy, and institutional sectors according to the size of local cities. The problems identified with regional development projects include diversification leading to similar and overlapping projects, lack of participation by local experts, top-down government structure for designating and supporting regional development projects, and insufficient budget. In order to address these issues, local experts have suggested differential measures based on the size of local cities. Specifically, in the planning sector, it was proposed that economic, cultural, social, and welfare functions be expanded and reorganized primarily around small and medium-sized cities, and that long-term strategies be established for regional large cities through various partnerships and step-by-step procedures. In the policy sector, it was suggested that the implementation of bottom-up development under the leadership of local governments should be focused on small and medium-sized cities, and that the transition from a specific industry-oriented policy to a corporate growth policy needs to be established around large cities. Finally, in the institutional sector, it was recommended that a performance evaluation system for the use of financial resources and a system for expanding financial resources should be established primarily in small and medium-sized cities.
