Environmental Restoration of Water System in Golf Courses (골프장내 수계의 환경친화적 복원)

  • It is a general trend that golf courses have been developed on mountain areas or in valleys due to economical or legal reasons in Korea. Therefore, most of golf courses have special landscape characteristics of brooks and ridge lines as well as peaks. Development of golf courses in the regions of intermediate valley significantly influences ecological factors such as biodiversity, hydrology, and biogeochemical cycles due to changes in original ecosystems of valleys, ridges, and peaks. This study developed a comprehensive framework to incorporate ecological principles and examples into the landscape planning and design process. The restoration system fur water environment may significantly minimize the ecological impacts from developing golf courses. Biotops and artificial damps have been applied to a golf course construction site in southern part of Korea, requiring a restoration of existing water ecosystem by the local EPA. The detailed drawings and water restoration plans were presented in this paper.

  • 현재 하천 건천화에 따른 수생태계 교란 및 수질악화 등의 근본적인 문제가 발생하고 있으며, 최근 정부의 저탄소 녹색성장기조에 따라 조성되고 있는 신도시, 소규모 및 대규모 택지개발사업의 경우는 환경 친화적인 단지조성 요구에 부응하기 위해 기존 도심하천의 복원 및 인공하천의 녹색성장을 고려한 친환경적 생태하천으로 조성하고자 하는 다양한 노력이 시도되고 있으나 안정적인 생태복원의 수원확보 방안을 마련하지 못해 실제 설계가 반영되지 못하고 있다. 또한, 조성하고자 하는 소하천 혹은 실개울 등의 수질보전 및 생태계 보호 등 하천이 본래의 기능을 유지할 수 있도록 생태하천유량을 확보하는 다양한 기술들이 개발되어 있지만, 공사 유형과 주변 환경에 적합한 생태하천유량 확보 방안을 선정할 수 있는 비구조적 대책마련이 부족한 실정이다. 이러한 실정과 문제점을 고려해 볼 때, 조성하고자 하는 도시 내 자연하천 및 인공하천 조성 등 수변환경을 고려한 단지조성에 맞는 생태하천유량 확보 방안 및 평가에 대한 연구가 단계적으로 이루어져야 할 것이다. 따라서 본 연구에서는 생태하천유량 확보와 하천수질 개선이 필요한 특정 지역 또는 다양한 유형의 공사 지구 내 하천이 정상적인 기능을 수행할 수 있도록 적용 가능한 생태하천유량 확보 방안들과 수리해석 모델인 HEC-RAS(River Analysis System), 생태하천유량 산정 모델인 PHABSIM(Physical HABitat SIMulation)을 연계한 물리서식처 평가 모듈을 개발하고, 이를 기초로 가중치부여매트릭스 평가(국토해양부, 2006) 기법을 적용한 최적의 생태하천유량 확보 방안과 수질개선 방안을 제시해 줄 수 있는 의사결정지원 시스템을 구축 하고자 한다. 본 연구에서 개발된 최적의 생태하천유량 확보 방안 도출을 위한 의사결정지원 시스템의 활용으로 필요유량은 물론, 기준을 만족하는 수질의 확보가 절실히 요구되는 중 소규모 하천에 실질적으로 적정수질의 생태하천유량을 확보함으로서 하천으로서의 역할을 위한 본 기능의 회복과 동시에 소하천, 도심하천 및 인공하천 등 중 소규모 수계의 수문순환을 정상화하여 하천의 지속 가능한 개발과 관리가 효율적으로 이루어지도록 하는데 이용될 수 있을 것으로 예상되어진다.

Monitoring on Bolboschoenus planiculmis Restoration in Nakdong River Estuary: Implications for Wetland Restoration Using Shoot Transplantation (낙동강하구 새섬매자기(Bolboschoenus planiculmis) 복원 모니터링: 식물체(shoot) 식재를 이용한 습지복원)

  • Bolboschoenus planiculmis has been acknowledged as a key species in whooper swans (Cygnus cygnus) habitat by providing food for this migratory waterfowl. B. planiculmis wetlands are being degraded by water shortages and salinization caused by anthropogenic activities and climate changes. In 2004, the distribution of B. planiculmis in the tidal flats of the Nakdong Estuary was 2,475,568 m2, and in 2021, the distribution area was 798,731 m2, which decreased by 32.3%. In order to restore the degraded B. planiculmis wetlands, shoot transplantation and seed sowing were tentatively used in three places with different salinity and water levels. The average density per unit area in September at the optimal growth period after planting were A (fresh water level 50 cm) 58±15.65 m-2, B (brackish water level 0~5 cm) 188±63.83 m-2, C (brackish water level 0 cm or less) 188±45.13 m-2. The tubers were observed as A 0 g dw m-2, B 25.32±2.94 g dw m-2, and C 13.39±0.91 g dw m-2. Tubers were distributed in the soil, with only 3.0% at the 10~20 cm depth but 97.0% at the 0~10 cm depth. In contrast, the germination rate of B. planiculmis seeds was observed to be 0%. Results of this study provide technical support for the restoration of B. planiculmis wetland and the improvement in the quality of whooper swans habitat.

Study on the Organization of Government-managed Constructions at Dongnae Province in the 19c (19세기 동래 지역의 관영공사조직에 관한 연구)

  • The purpose of this study is to examine process and organization of local government-managed construction by reviewing official documents and materials in regard to the official residences and castles officially constructed in Dongnae in the 19c Chosun Dynasty. Results of this study can be described as follows. 1) The construction of official residences requires exchanges of official documents among upper and lower governmental agencies concerned. Previously prepared for some 1 or 2 months, the construction was proceeded through proceeded from Paok to Gaegi, Ipju, Sangryang, Gaeok and to Iptaek. Such construction was carried out independently and concurrently Gijang and Yangsan neighboring Dongnae provided cooperation by way of supplying labor and timbers. 2) Dongnaebu castle was constructed under local autonomy system, like other government-oriented works, as governor of Dongnae became responsible for defending such establishment in 1739. The castle was built up in 1731 as an establishment with 6 gated and 15 forts. Directly controlled by governor of Dongnae, the castle continued to be partially repaired until the 19th century. Under the regime of Daewongun, the castle was enlarged and extended for military strengthening. Besides the gate having double-gated structure for the outside wall, the other five gates came to have bastions and 30 forts were additionally established, dramatically changing the structure of the castle as whole. 3) Government-managed construction was often implemented by an organization whose members included local government officials, lower administrative agencies and local influential persons. The construction of official residences was implemented by Gamyeokdogam which was headed by Jwasu of Hyangcheong. In the construction, chief of military officials became supervisor, who was responsibly supported by Saekri. The construction of castled were divided into several works, for example, establishments of fortress, tower gate and quarrying stone were implemented by the organization of Paejang, Gamkwan and Saekri. As a military official, Gamkwan supervised the construction. Saekri was in charge of related internal affairs. Paejang was an technical expert leading several workers. The construction of castles in 1870 were organized as a general rule having particularity of social conditions on Dongnae.

A Study on Standardization of Supervision Cost by Investigating Supervision Workload in Cultural Heritage Repair Works (문화재수리공사의 감리업무량 조사를 통한 감리대가 기준 마련 연구)

  • The Korean Government introduced a cultural heritage supervision system in January 2010 to control quality and to prevent poor construction. However, cultural heritage related constructions that require supervision, a scope of supervision, supervision cost and placement of supervisors have not been standardized yet. For this reason, standards of supervision for repair works of cultural heritage that reflect the characteristics of small-scale repair works and restoration of cultural heritage are required. Accordingly, this study has suggested standards of supervision works and cost by analyzing the average construction period that is suitable for the characteristics of cultural heritage repair works. In other words, this study has suggested standards of full-time supervision costs by applying the fixed amount-added method (adding direct labor cost, direct expenses, overhead expenses, engineering fee, charges for additional works and VAT) which is the same as the method of calculating supervision costs for public construction projects because a supervisor has to work full time at a construction site to perform supervision if the project is a mid/large-scale cultural heritage repair work. Also, this study has suggested standards of part-time supervision costs for a small-scale cultural heritage repair work and the ways of supervising the construction projects by visiting the project site on important occasions. According to the result of the analysis by applying the forgoing standards of supervision costs for cultural heritage, a full-time supervision cost for cultural heritage repair works is approximately 98% compared to the construction supervision of a public construction project, and a part-time supervision is approximately 158% compared to architectural construction supervision. It is expected that the valuable cultural heritage of Korea will be preserved by controlling quality of cultural heritage repair works through the application of this study result - the standards of supervision costs for cultural heritage repair works - to an actual project.

Urban Stream Landscape Improvement After Natural-Style Stream Restoration - Case Study of Yangjae Stream, Seoul - (도시 자연형하천 공사 후의 경관개선방안 - 서울시 양재천을 사례로 -)

  • Since 1960s urban streams in Seoul have been dried and polluted because of urbanization. So, these devastated urban stream environment need to be restored for the better life of residents. Since 1995 stream restoration project which is called Natural-Style Stream Project have begun. However, some projects focused on the restoration of park-style open space rather than restoration of stream environment. As a result there are some stream landscapes to be improved. Therefore, this study aims to investigate the current status of urban stream landscape after Natural Style Stream Project and to propose the alternatives for the urban stream landscape improvement. The study site is Yangjae stream, Seoul.

Comparative Study of Steam Evaluation Technique (호안평가방법에 대한 비교 연구)

  • 자연과 함께하는 하천복원기술개발에 관한 연구의 일환으로 호안평가기법을 개발하였는데 평가항목은 수리안정성, 생태성 및 어메니티로 구성되어 있다. 개발된 방법과 외국의 호안평가방법을 비교하기위하여 일본과 미국의 방법을 선택하였다. 세가지 방법들의 세부적인 평가항목들의 유사성은 많지 않았으며, 그 이유는 평가의 관점이 각각 상이하기 때문이다. 미국의 방법은 어메니티는 거의 고려하지 않았으며 일본의 방법은 호안구조물의 파괴에 초점을 맞춘 방법이다. 세가지방법의 평가항목을 수리적 안정성, 생태성 및 어메니티의 대항목을 분류하고 각 항목마다 몇 개의 소항목으로 구성하고 각 소항목마다 1점에서 5점까지 점수를 부여하였다. 점수가 낮을 수록 좋은 평가가 되도록 배정하였다. 광주천의 한지점의 조사결과를 각각의 방법에 맞춰 점수를 계산한 결과 연구팀의 방법은 2.19점, 미국방법은 2.71점, 일본의 방법은 2.11점으로 평가되었다. 평가항목의 중복성이 많지 않았지만 평가결과는 점수의 차이가 크지 않음을 알 수 있었다. 각 방법의 소항목들을 자세히 검토하여 연구팀의 평가방법을 보완하는 연구가 필요할 것이며 평가방법이 확립되면 기존호안을 평가하여 호안공사 우선순위를 정하는데 유용하게 이용될 수 있을 것이다.

  • 본 연구는 충청북도 내 각 지자체에서 조성한 자연형 하천에 대하여 자연형 하천의 기능을 올바르게 이해하고, 친자연공법을 적용하여 "내고장 하천살리기" 사업을 제대로 시행하고 있는지를 조사하고 평가한 것이다. 주민들이 경제적으로 여유를 가지게 되면서 마음의 안정과 심미적 가치를 주거지의 인접거리에 있으면서 생태학적으로 가장 역동적인 생물서식지이며 추이대인 하천변에서 찾게 되면서 각 지자체에서는 경쟁적으로 많은 공사비를 투입하여 자연형 하천을 조성하였다. 자연형 하천을 조성하기 위해서는 하천이 가지고 있는 다양한 역할을 이해하고, 하천에 대한 올바른 진단과 대안제시를 통해야 함에도 불구하고 세심한 검토가 부족한 상태에서 예산과 건설장비를 투입하고, 조성된 하천을 방치한다면 생명체들이 살아 숨 쉬는 하천으로 되살아나기 어렵다. 따라서 본 연구에서는 내고장 하천을 자연형 하천으로 살리기 위한 기준을 다음과 같이 설정하고 충청북도 내 각 지자체에서 조성한 자연형하천을 평가하여 자연형하천 조성에 대한 업무의 눈높이를 향상시킬 수 있도록 한 것이다. 1) 내 고장 하천 고유의 특성을 산출하고 이에 따른 자연형 하천공법의 추진 2) 하천의 생태복원을 위하여 모니터링을 실시하고, 서식처 보존사업의 추진 3) 주민, 행정부서 간에 하천살리기 실천활동과 거버넌스 행정구현의 추진.

A Study on Evaluation Standard for Revegetation Method through Monitoring of Vegetation on the Slope of Expressway (고속도로 비탈면 식생 모니터링을 통한 녹화공법 평가기준 연구)

  • A study was conducted to present the criteria for evaluating the revegetation method of the slope of the expressway. The results of comparative analysis between 2019-2020 field survey and existing research data (2015-2016) are as follows. Soil is a very important factor at the beginning of revegetation work. However, after the plant has settled, the importance of the soil composition diminishes. Among the plants used, the number of plants sown at the beginning gradually decreases. And it changes as it competes with invading plants. Among the plants used for sowing, it was found to affect the vegetation composition in the order of exotic grass > native herb and wildflower > native tree. Plant coverage is continuously evaluated as an important factor regardless of the time. The vegetation structure on the slope will change continuously over time. New items need to be evaluated in situations where a lot of time has elapsed since the application of revegetation work. It is desirable to use the current evaluation standard only to perform the evaluation within 1 to 2 years. In the long run, it is necessary to establish a new evaluation standard that adjusts the weights of each item.

Case Study of the Early Stage Vegetation Recovery with Soil Property in the Roadside Slopes of the Expressway (고속도로 비탈면 녹화공법 시험시공지의 토질조건별 초기 녹화효과 사례연구)

  • This study investigated and analyzed the effects of vegetation on the roadside slopes at the expressway construction sites in order to evaluate the vegetation recovery regarding soil type and revegetation technique. We selected two study sites with an area of 1,000 m2 located in the construction sites of the Korea Expressway Corporation, named Hwado-Yangpyeong Expressway Section 3 and Saemangeum-Jeonju Expressway Section 7. The revegetation was monitored in three plot groups (earth, soft rock, and hard rock slopes), and scored based on the guideline of the Ministry of Land, Transport and Maritime Affairs. The revegatation was generally lower in the Hwado-Yangpyeong site than that of the Saemangeum-Jeonju site. The field monitoring indicated that the revegetation varied with slope aspect and environmental characteristics between plots. the Saemangeum-Jeonju site showed a high overall evaluation score, but there was a slight difference in the score for each plot. This seems to be due to the differences in geographical conditions, construction methods, and site environment between two sites. This study can provide basic information to understand the short-term effects of revegetation techniques in the roadside slopes.
