Disaster Recovery Priority Decision for Credit Bureau Business Information System: Fuzzy-TOPSIS Approach (신용조회업무 정보시스템의 재난복구 우선순위결정: 퍼지 TOPSIS 접근방법)

  • The aim of this paper is to extend the TOPSIS(Technique for Order Preference by Similarity to Ideal Solution) to the fuzzy environment for solving the disaster recovery priority decision problem in credit bureau business information system. In this paper, the rating of each information systems and the weight of each criterion are described by linguistic terms which can be expressed in trapezoidal fuzzy numbers. Then, a vertex method is proposed to calculate the distance between two trapezoidal fuzzy numbers. According to the concept of the TOPSIS, a closeness coefficient is defined to determine the ranking order of all information systems. The combination between the fuzzy set and TOPSIS brings several benefits when compared with other approaches, such that the fuzzy TOPSIS require few fuzzy judgements to parameterization, which contributes to the agility of the decision process, it does not limit the number of alternatives simultaneously evaluated, and it does not cause the ranking reversal problem when a new alternative is included in the evaluation process. This paper is demonstrated with a real case study of a credit rating agency involving 9 evaluation criteria and 9 credit bureau business information systems assessed by 6 evaluators, and provide the systematic disaster recovery framework for BCP(Business Continuity Planning) to practitioner. Finally, this paper show that the procedure of the proposed fuzzy TOPSIS method is well suited as a decision-making tool for the disaster recovery priority decision problem in credit bureau business information system.

Alternative LSP Allocation for Considering QoS in MPLS Networks (MPLS 망에서 QoS를 고려한 복구경로 할당)

  • In this paper, we propose the alternative LSP allocation for MPLS networks required more confidence. In the first place, we must classify the user traffics by the QoS parameter. We assigned altermative LSPs on realtime traffics and then allocated alternative LSPs of non-realtime traffics. The proposed algorithm can provide more confidential alternative LSP by priority method for relatively high cost realtime traffic error. And the proposed algorithm can improve the shortage of network resources what is occured by using a few links when altermative LSPs are setup. The validity of the proposed algorithm has been justified in performance by analysis through simulation results using the program tool and comparison with conventional methods. Also, that improves 9% more than existing method in the recovery ratio-one is 89%, the other is 98%, respectively.

  • 본 논문은 다양한 센서들과 디바이스들이 실시간으로 정보를 주고 산업 IoT 환경에서 실시간 분산 제어 역할을 하는 마스터 노드(Master Node)인 CPS시스템이 시스템장애 또는 내, 외부적인 요인으로 인해 정상적인 수행을 하지 못할 때 일시적으로 마스터 노드의 기능을 수행할 수 있는 싱크노드(Sink Node)를 선정하여 대리 마스터 노드를 결정하는 방안을 제시한다. 산업 IoT환경에서 마스터 노드의 역할로써 중요한 파라미터들을 선정한다. 이 후 상황에 따라 파라미터들의 가중치를 변경하여 우선순위 알고리즘을 통해 지속적으로 싱크 노드들의 우선순위에 대한 정보를 마스터 노드와 싱크노드들 간 공유하게 된다. 마스터 노드의 결함이 발생 시 우선순위가 높은 싱크노드가 마스터 노드의 역할을 대신 수행하여 예기치 못한 상황에도 데이터를 유지할 수 있도록 한다.

  • 지진은 인간의 통제가 불가능한 자연재해의 하나로 중요한 사회기반시설인 상수관망 시스템에 큰 피해를 유발하여 사회기능의 마비로 이어질 수 있다. 이러한 피해를 경감하기 위해서는 재해발생 이전에 시스템의 사전 보강을 통해 내구성을 강화하고, 재해피해 상황을 사전에 모의하여 필요한 복구전략, 복구자원 등의 대책을 마련하고, 실제 지진이 발생한 상황에서는 최대한 신속하게 피해를 복구하는 노력이 필요하다. 본 연구에서는 재해발생 상황을 고려하여 상수관망시스템의 지진피해를 모의하고 복구전략을 수립함으로써 복구대책을 마련할 수 있는 방안을 모색하고자 한다. 재해가 발생한 이후의 비상상황을 모의한 후, 시스템의 취약도 및 수리분석을 통해 최적의 복구대책 및 전략을 수립하기 위한 컴퓨터 기반의 시뮬레이션 모형을 개발하였다. 먼저, 지진발생 시 발생 가능한 상수관망시스템의 관 파손, 누수, 배수지(정수지) 파손, 펌프시설 파손 및 전력차단으로 인한 펌프운영 중단, 기타 구조물의 파손 등의 취약도 분석을 통해 시스템 파괴 모의를 한 후, 복구 우선순위와 복구에 필요한 소요인력, 장비 등을 결정한다. 시스템의 피해상황을 관망 수리해석 모형인 EPANET 모형에 반영하여 정밀한 수리해석을 실시함으로써 재해 상황에서의 용수공급 상황을 실제와 가깝게 재현하도록 한다. 다음으로, 복구전략에 따른 실제 복구진행상황(파손관의 수리, 전력회복에 따른 펌프재가동 등)을 시간별로 모의하여 절점별 공급 가능량을 계산한다. 효율적인 복구전략을 마련하기 위해 다양한 민감도분석을 실시하여, 가장 효과적인 복구전략을 선정하였다. 본 연구에서 개발한 컴퓨터 기반의 시뮬레이션 모형은 복구 소요시간 예측, 복구 소요자원 산출, 시 공간적 복구 진행상황 등을 정량화한 의사결정 시스템의 역할을 수행 할 수 있다. 또한, 상수관망에 발생할 수 있는 다양한 지진피해를 모의하여, 해당 시스템에 가장 효과적인 복구전략을 마련하는데 도움을 줄 것이다.

Development of Emergency Restoration Scenarios for Railway Accident using Analytic Network Process (네트워크분석적 의사결정기법을 이용한 철도사고 임시복구시나리오 개발)

  • The emergency restoration scenarios for efficient railway accident management and restoration were developed. The emergency restoration procedures defined by the worst case of emergency restoration and the important events was proposed based on questionnaires from specialists and the result of survey. Via these studies, the railway accident in the tunnel could be the worst case among all railway accident types. Therefore, educations for a restoration team in confined area condition should be planned and performed to recover the worst case accident. In order for the emergency restoration, when a railway accident is occurred, the restoration should be performed in orders of handing collapse of facilities, burying track, and derailment of vehicle in tunnel based on the statistical analysis. The result of priorities were established by the period of restoration. The standard operation system for efficient railway accident management was developed by synthesizing the worst case for rapid emergency restoration, and important events for the standard operation procedures according to each emergency restoration type. Through this study, the restoration operation system of railway accident are recommended. This paper suggests to develop emergency restoration scenarios for the efficient railway accident management and recovery system. The study results will contribute not only for insuring punctuality, but also for minimizing delays from accidents. Therefore, emergency restoration scenarios will play a major role in the SOP for the damage limitation and the prevention of accident spread.

  • Korea is constructing the disaster management system to prevent various disasters and minimize damages. In spite of these efforts, however, Korea lately suffered from a number of diverse disasters. These disasters once again lead to the questions and criticisms concerning the effectiveness of the disaster management system. So research into how to quantify the disaster management system is very significant in securing the right of the people to lead a safe life, keeping human life and properties from being injured. The purpose of this study is to prioritize policies which can be considered for establishing and operating disaster management system. To do that, this study conducts a questionnaire survey, targeting for 282 fire man. The survey includes various factors according to four stages in disaster management process: prevention, preparedness, response and recovery. The method used is AHP(Analytic Hierarchy Process) technique using expertchoice 2000. Results of the analysis are as follows. At the first stage of analysis, prevention is found as the most significant factor. The other significant factors are response, preparedness, and recovery factor in order. At the second stage of analysis, share of role among disaster facilities is the most significant factor. Reorganization of disaster facilities and connection of law are significant in order.

Utilization of Technical Resources in the Emergency Recovery Process of Flood Damage of Local Governments (지방자치단체의 홍수피해 응급복구 과정에서의 기술자원 활용방안)

  • This study analyzed appropriate equipment combination for emergency recovery after flood disasters and proposed an alternative approach for economic and rapid emergency recovery based on the utilization of human resources who have practical experience in construction business and in equipment operation. The current countermeasures and response to flood disaster including emergency procedures and methodologies are investigated and related legal framework was also analyzed. Currently, some emergency recovery works are over payed and delayed due to unclear and inefficient processes on equipment and human resources mobilization during and after flood disasters, particularly in local governments. Best practices in mobilizing equipment and human resources were compiled, theoretical foundation was investigated and analyzed, and improved emergency recovery schemes were proposed for effective flood disaster countermeasures in local government. Prioritization in equipment and human resources mobilization was also proposed considering equipment transportation distance and accessability to disaster sites. This study also proposed improved ways to utilize experts in local areas in supporting community emergency response volunteers for disaster risk management.

  • 현재 세계적으로, 홍수를 비롯한 자연재해로 인한 피해가 증가하고 있다. 우리나라의 경우, 매년 여름철에 발생하고 있는 장마로 인해 지역 곳곳에 침수피해가 심각해지고 있으며, 이에 대한 피해액 또한 증가하고 있는 실정이다. 또한, 여러 재해의 피해반복과 새롭게 반복되는 건축물 설계로 인해 지형이 바뀌고 있으며, 이로 인해, 기존의 실시된 홍수취약성 분석결과가 현실적으로 반영이 되기 힘든 상태이다. 피해를 줄이기 위해서는 변형된 환경에 맞춰 새로운 홍수취약성 분석을 실시하여 지역의 우선순위를 파악하여야 한다. 본 연구에서는 우리나라중 인구와 건물밀집도가 가장 높은 서울시 25개 구를 대상지역으로 선정하였으며, 인자들을 Pessure-State-Response (PSR) 구조로 나누었다. 압력지수(PI) 에는 유역면적, 주택 수 등 9개의 인자로, 상태지수(SI)는 연 홍수 피해액 등 4개의 인자로 선정하였으며, 대책지수(RI)의 경우에는 재정자립도, 홍수복구금액등 7개의 인자로 나누었다. 분석방법으로는 의사결정과정에서 발생할 수 있는 불확실성을 정량적으로 반영한 AHP방법과 AHP방법에 Fuzzy이론을 결합한 Fuzzy AHP 방법을 통해 각각의 결과를 비교분석하였다. 그 결과, 3개의 지수 모두 인자들의 지역별 취약순위가 바뀌었다. 본 연구의 결과를 바탕으로 홍수 방재 관련 정책 수립 등의 사업 등을 실시할 경우 해당지역에 대한 우선순위를 판단하는데 도움이 될 것으로 판단된다.

  • In this paper, we present a Petri Net (PN) model for reliability analysis of a shared database system. The system consists of components; a database, two processors, two memory and a bus. The database should be operational and at least one of the component should be also operational. Otherwise system will be down. Each component can be failed and repaired individually. Stochastic Reward Net (SRN) Model for reliability analysis is developed. SRN is potential to define various reward function and can be easily used to obtain performance measures. The modeling techniques using variable cardinality, enabling function, timed transition priority in SRN are shown.

  • Various researches are actively studied to satisfy exponentially increasing the usage of the Internet as well as the diverse service demands. Especially the Optical Internet that delivers several Tbps through a single optical fiber requires the intelligence to satisfy the various types of survivability requirements. In the paper, a novel recovery scheme that satisfies the various restoration demands in IP over WDM networks is proposed. The scheme classifies the restoration services into three classes and applies dedicated protection and shared restoration scheme with different priorities for each class. Also, a configuration scheme for information database to support the scheme is proposed. This scheme satisfies the different degree of restoration demands in terms of restoration time, blocking rate and resource usage. With the scheme, medical data can be transmitted without loss.
