  • u-City는 첨단 정보통신 인프라와 유비퀴터스 정보 처리를 도시공간에 융합해서 도시민에게 편리하고, 건강하며, 안전하고, 쾌적한 생활을 누리도록 하는 목표로삶의 질을 향상시키는 신개념의 도시이다. 도시기반시설인 도로는 이러한 u-City를 구축하는데 있어 핵심 구성요소 이지만, 도로 공간에서 발생하는 인명사고는 u-City의 목표인 안전한 도시를 구축하는데 있어 걸림돌이 되고 있는 것이 현실이다. 따라서, 본 논문에서는 안전한 도시 구축을 위하여 USN 기술을 활용하여 횡단보도 주변에서 보행자의 안전을 지원하는 시마트 연석에 대한 개념과 개발 내용을 소개하고자한다. 스마트 연석은 도로 연석과 동일한 크기로 설치되어 지상에 돌출되지 않으므로 주위 환경과 잘어울리며, 상부 모서리에 경광등이 점멸되어 운전자로 하여금 횡단보도 지역임을 쉽게 알 수 있도록 하고, 측면에서 바닥비춤조명을 비춤으로써 운전자의 시인성을 높여 안전사고를 미연에 방지하는 기능을 가지고 있다.

An Experiment on Walking Speeds of Freshmen Unexperienced in Shipboard Life on a Passenger Ship (승선생활 미숙련 대학 신입생들의 여객선 내 보행속도 실험)

  • To increase the safety of onboard evacuation of guests who is unfamiliar with onboard living conditions, this study measured and compared the onboard walking speeds of 81 participants on a passenger ship, I t were found that the walking speeds at corridor on navigation were slower than those at berth by 27.2%, and the speeds of walking on the corner on navigation were slower than those at berth by 23.2%. This means that the ship motion on navigation directly influenced walking speeds. The walking speeds of upward-stairs and downward-stairs were measured to be 0.71m/s and 0.75m/s, respectively. From the crowd counter-flow experiments, because of the narrow space between participants, the walking speeds were decreased as person after person. And it was clear that the group's walking speeds were determined by the walking speeds of leading person(s) of the group. The walking speeds obtained this study were different from those of IMO guideline(MSC/Circ 1033).

A Study for Pedestrian's Safety: Relating to TPB (무단횡단을 하는 보행자의 안전을 위한 연구: TPB를 중심으로)

  • On roads vehicles are the bossy, while pedestrians are the frangible. The current paper has a purpose for contributing to pedestrian's safety. First, it studies the association between demographic parameters and TPB(Theory of Planned Behavior)'s variables(pedestrian's attitude toward crossing behavior in roads, personal norm, etc.) and his/her crossing intention, perceived risk while crossing, and the experience of past traffic accidents. Its sample comes from a specific population(college students). Further, the present study endeavors to explain the portion of human cognitive failure/error, impulsiveness, time perspective, and probabilistic/math-logical judgment ability in pedestrian's riky crossings on roads. Research results found that TPB variables and such a few human characteristics have some significant association with the risky crossing intention on the road. Considering the human psychological portion in pedestrian accidents would help us prevent the accidents and reduce unhappiness of the accidents and, further, economic loss and insurance expenditure related with the accidents.

Relationship between Traffic Accidents of Elderly Pedestrians and Barrier-Free Facilities in the Case of Cheongju (고령보행자의 교통사고와 이동편의시설과의 관계 (청주시를 사례로))

  • The purpose of this study is to analyze the relationships between the traffic accidents of elderly pedestrians and barrier-free facilities in the case of Cheongju. First, many accidents of elderly pedestrians were determined to occur in the road and during crossing. Second, the correlation analysis shows that the paving conditions, guiding blocks and embossed blocks have impacts on elderly safety. Finally, the logistic regression model, which is statistically significant (chi-square =0.000, Nagelkerke =0.198), was developed, and includes the paving conditions, bollards, audible signals and remaining time signs as the independent variables. The variables, with the exception of the existence of bollards, are all analyzed to have positive impacts to elderly safety.

  • In this research, Check the problems through analysis of traffic accidents while the elderly walking. Propose a way to reduce elderly traffic accidents. Therefore, analyzing the characteristics(by time and place etc) in order to reduce the traffic accident in the elderly pedestrian. Proposed the following Policy alternatives. First, Build a pedestrian safety island on the center of the road. Secondly, Should install the pedestrian crossing signal facilities which show the spare time and the guard rail to prevent crosswalk. Third, Should expend the installation area of pedestrian-operating traffic signal. Fourth, the night lighting facilities shall be installed nearby Crosswalk. Finally, Should appoint the elderly care area. Measures presented in this study, I hope they can be the basic data for the elderly in traffic safety policies for the elderly in accordance with the advent of aging society.

A Dynamic Signal Metering Algorithm Development for Vehicles and Pedestrians at Roundabouts (차량 및 보행자를 고려한 회전교차로 감응식 신호미터링 알고리즘 개발)

  • In order to improve traffic flow and vehicular safety, installation of roundabouts is encouraging recently. Roundabouts are generally installed at which traffic flow and pedestrian flow is relatively low intersections. Roundabouts reduce vehicle speed, minimize vehicle weaving, and reduce critical conflict points. For these reasons, roundabouts are generally operated unprotected pedestrian crosswalk, thus a shortcoming for pedestrian safety always exists at roundabouts. The purpose of this study is developing a dynamic signal metering algorithm for traffic and pedestrian at four-way-approach with two-lane roundabouts in which three different operation algorithms(fixed-time pedestrian, vehicle signal metering, and vehicle and pedestrian signal metering) are suggested and its performance is tested by using VISSIM. The results of the fixed pedestrian signal operation show that there is a big average delay increase in general and that increases up to 51.4 seconds/vehicle(42.5%) when the total number of approaching vehicle is 3,800 vehicle/hour. However, the results of the simultaneous dynamic signal metering operation for the vehicle and pedestrian crossing with push button show that there is a substantial average delay reduction up to 40.6 seconds/vehicle(42.7%) when the total number of approaching vehicle is 3,000 vehicle/hour.

A Method for Locating Bus Stops Considering Traffic Safety at Signalized Intersections (교통안전을 고려한 신호교차로 버스정류장 설치방법에 관한 연구)

  • Currently, the only established criteria is on the location of bus stops on principal roads where uninterrupted flow mainly occurs. There are no clear guidelines on any method to locating bus stops considering the characteristics of bus operation and pedestrians. If the location or exterior of a bus stop is inappropriate, road users including bus drivers and pedestrians will be caused serious dangerous and inconvenience. In this study, the research below was performed in order to propose rational criteria for the location of bus stops integrated with or separated from speed-change lanes at signalized intersections considering smooth traffic flow and the characteristics of bus operation and pedestrians as well as traffic safety : First, the appropriate length of each of the near-side and far-side bus stops was calculated by categorizing bus stops to be constructed into those integrated with speed-change lanes and those separated from speed-change lanes. Secondly, the appropriate length of each of the bus stops divided into near-side bus stops and far-side bus stops and integrated with or separated from speed-change lanes was selected by considering the characteristics of pedestrians. Thirdly, whether the construction locations of bus stops were appropriate or not was determined based on the appropriate length of bus stops integrated with or separated from speed-change lanes, which was calculated and selected by considering traffic flow and the characteristics of pedestrians and considering traffic safety. The method for locating bus stops considering traffic flow, the characteristics of pedestrians, and traffic safety will be able to help suggestion criteria of bus stop and the location of safe and pleasant bus stops.

A Study on Assessment Indicator of Walking Environment Considering Land Use Characteristics (토지이용을 고려한 보행환경 평가지표 개발 및 적용에 관한 연구)

  • This study presents a systematic method of evaluation with the premise that satisfaction rating scale of the walking environment will vary according to the characteristics of land use by footpath types. Ultimately, it aims to contribute to the effective management and improvement of footpaths. The result of the study shows a statistically significant difference in the indicators and it's weights for walking environment on new town, old town, commercial areas, subway station, river and park by footpath types. After applying the walking environment assessment model to some of the footpaths in Suwon, it was found that actual level can be simulated successfully in reality. Therefore, the result of the study is expected to help determining the priorities for the walking environment improvement for the local government.

The Relationship between the Behavioral Characteristics of Elderly and Fatal Pedestrian Accidents (고령보행자의 행동특성과 보행사망사고의 관계)

  • This study examines the characteristics of traffic accidents involving elderly pedestrians by analyzing relevant data vis-à-vis fatal pedestrian accidents and proposes solutions to reduce such accidents. We analyzed 3,853 cases of fatal accidents involving elderly pedestrians and 1,786 cases involving younger pedestrian (these cases reflect accidents that occurred from 2005 to 2008). The results show that accidents involving the elderly occur more frequently in rural areas than urban areas, especially in autumn; this condition applies even in situations where the elderly exhibit compensation behaviors such as walking on safer roads. We found that elderly pedestrians exhibit a defective behavior in crossing roads, especially in complicated road conditions where intersections and turning/reversing vehicles represent a menacing threat. These characteristics could be explained by the degenerated physical/mental ability of the elderly and by psychological factors such as reduced level of self-confidence.

A Study on the Satisfaction Analysis of Smart Traffic Safety Systems using Importance-Performance Analysis (IPA를 이용한 스마트 교통안전 시스템의 만족도 분석 연구)

  • Purpose: The purpose of this study is to derive improvements through user satisfaction analysis for the smart traffic safety system being applied to improve traffic safety. Method: A survey-based IPA analysis was used to derive system and service improvements for groups of drivers and pedestrians. Result: As a result of the analysis, both drivers and pedestrian groups showed that Quadrant 1(Keep up the Good Work) was 'Perception of risk information', and Quadrant 3(Low Priority) was 'Reliability of warning information'. On the other hand, 'AI display suitability', which was analyzed as Quadrant 1(Keep up the Good Work) in the driver group, was found to be Quadrant 3(Low priority) in the pedestrian group. Conclusion: Satisfaction factors for smart pedestrian safety systems may vary depending on users, and it is judged that user-centered system construction and service provision are necessary.
