An Oral History Study of Overseas Korean Astronomer: John D. R. Bahng's Case (한국천문연구원 원외 원로 구술사연구 - 방득룡 전임 노스웨스턴 대학교 천문학 교수 사례 -)

  • 한국천문연구원은 2017년 제1차 구술채록사업에 이어 2020년 제2차 사업을 진행하면서 최초로 원외 원로에 대한 구술채록을 시도하였다. 국가 대표 천문연구의 산실로서 연구원 존재 의의를 확립하기 위하여 원내 원로에 국한되었던 구술자 대상을 확장한 것이다. 그 첫 외부 구술 대상자로 방득룡 전임 노스웨스턴 천문학과 교수를 선정하여 2020년 7월부터 준비단계에 들어갔다. 방득룡 전(前)교수가 첫 번째 한국천문연구원 원외 인사 구술자로 선정된 이유는, 그가 우리나라 천문대1호 망원경 구매 선정에 개입한 서신(1972년)이 자료로 남아있었기 때문이다. 한국천문연구원에서 2017년에 수행한 제1차 구술채록사업에서 구술자로 참여한 오병렬 한국천문연구원 원로가 기증한 사료들은 대부분 연구원 태동기 국립천문대 구축과 망원경 구매 관련 자료였으며 이 가운데 1972년 당시 과학기술처 김선길 진흥국장에게 Boller and Chivesns(사(社))의 반사경을 추천한 방득룡 전(前)교수의 서신은 한국 천문학 발전사에서 중요한 사료였다. 연구진은 이 자료를 시작으로, 방득룡 전(前)교수의 생존 여부와 문서고의 공기록물들에서 그의 흔적을 찾아가기 시작했다. 놀랍게도 그는 실제 세계와 한국천문연구원 문서고 깊숙이 기록물들 모두에서 상존하고 있었다. 1927년생인 방득룡 전(前)교수, Dr. John D. R.은 미국 플로리다 한 실버타운에서 건강한 정신으로 생존하여 있었고 연구진의 인터뷰에 흔쾌히 응했다. 2020년 9월 16일에 한국천문연구원 본원 세종홀 2층 회의실에서 영상통신회의로 그와의 구술인터뷰가 진행되었다. 이 구술인터뷰는 원외 인사가 대상이란 점 외에도 방법적으로는 전형적인 대면 방식이 아닌 영상 인터뷰였다는 점에서 코로나 시대의 대안이 되는 실험적 시도였다. 현대 한국천문학 발전사의 재조명 측면에서도 의미가 있었다. 1960년대 초반부터 1992년 정년퇴임까지 30년을 미국 유수 대학교 천문학과 교수로 재직하며 활발한 활동을 해 온 한국계 천문학자가 우리나라 최초 반사망원경 구매 선정에 적극 개입하였던 역사는, 공문서 자료들과 서신 사료들에 이어 그의 육성으로 나머지 의구심의 간극이 채워졌다. 또 구술자 개인이 주관적으로 중요하다고 여기는 '기억'이 중요한 아카이빙 콘텐츠 확장의 단초가 될 수 있다는 것을 보여줌으로써 구술사 연구에 있어서도 중요한 관점을 주었다. 애초 연구진이 방득룡 전(前)교수의 공식 기록에서 아카이빙의 큰 줄기로 잡았던 것은 1948년 도미, 1957년 위스콘신 대학교 천문학 박사학위 취득, 1962년부터 노스웨스턴 대학(일리노이주 에반스턴)의 천문학 교수진, 1992년 은퇴로 이어진 생애였다. 그러나 그와의 구술 준비 서신 왕래와 구술을 통하여 알게 된 그가 인생에서 중요시 여겼던 지점은, 1948년 도미 무렵 한국의 전쟁 전 상황과 당시 비슷한 시기에 유학한 한국 천문학자들의 동태, 그리고 1957년부터 1962년까지 프린스턴 대학교에서 M. Schwarzschild 교수와 L. Spitzer 교수를 보조하며 Stratoscope Project를 연구하였던 경험이었다. 기록학적 의미에서도, 전자를 통해서 그와 함께 동시대 한국 천문학을 이끌었던 인재들의 맥락정보를 얻을 수 있었으며, 후자를 통해서는 세계 천문학사에 큰 영향을 미친 석학에 대한 아카이브 정보와의 연계 지점과 방득룡 전(前)교수의 연구 근원을 찾을 수 있었다. 이들은 추후 방득룡 콘텐츠 서비스 시에 AIP, NASM, Lyman Spitzer 콘텐츠, 평양천문대, 화천조경천문대, 서울대와 연세대, 그리고 한국천문연구원까지 연계되어 전 세계 폭넓은 이용자들의 유입을 유도할 수 있는 검색 도구가 될 수 있다. 이번 방득룡 구술사 연구에서 구술자 개인의 주관적인 소회가 공식 기록이 다가갈 수 없는 역사적 실체에 일정 부분 가까울 수 있다는 것, 그리고 이를 통하여 개인의 역사는 공동체의 역사로 확장될 수 있다는 사실을 발견할 수 있었다. 또 연구진은 방득룡 전(前)교수의 회상을 통하여 구술자 개인의 시각으로 한국과 미국 천문학계의 공동체 역사를 재조명할 수 있었고, 이것을 아카이브 콘텐츠 확장 서비스에 반영할 수 있다는 기대를 가지게 되었다. 무엇보다 이 연구를 통하여 다양한 주제의 아카이브로 연동될 수 있는 주제어와 검색도구를 구술자 개인의 회상으로부터 유효하게 도출할 수 있다는 것을 확인하였다. 그리고 향후 한국천문 구술아카이브의 확장을 통하여 보다 다양한 활용과 연구 재활용의 선순환이 가능하다는 것도 알 수 있었다. 이는 최근 기록학계에서 대두되고 있는 LOD(Linked Open Data)의 방향성과도 흡사하여 한국천문학 구술사연구의 차세대 통합형 기록관리의 미래모형을 기대케 하는 대목이다.

A Study on Estimation of Forest Burn Severity Using Kompsat-3A Images (Kompsat-3A호 영상을 활용한 산불피해 강도 산정에 관한 연구)

  • Forest fires are becoming more frequent and larger around the world due to climate change. Remote sensing such as satellite images can be used as an alternative or assistance data because it reduces various difficulties of field survey. Forest burn severity (differenced normalized burn ratio, dNBR) is calculated through the difference in normalized burn ratio (NBR) before and after a forest fire. The images used in the NBR formula are based on Landsat's near-infrared (NIR) and short-wavelength infrared (SWIR) bands. South Korea's satellite images don't have a SWIR band. So domestic studies related to forest burn severity calculated dNBR using overseas images or indirectly using the normalized difference vegetation index (NDVI) using South Korea's satellite images. Therefore, in this study, dNBR was calculated by substituting the mid-wavelength infrared (MWIR) band of Kompsat-3A (K3A) instead of the SWIR band in the NBR formula. The results were compared with the dNBR results obtained through Landsat which is the standard for dNBR formula. As a result, it was shown that dNBR using K3A's MWIR band has a wider range of values and can be expressed in more detail than dNBR using Landsat's SWIR band. Therefore, it is considered that K3A images will be highly useful in surveying burn areas and severity affected by forest fires. In addition, this study used the K3A's MWIR band images degraded to 30 m. It is considered that much better results will be obtained if a higher-resolution MWIR band is used.

GENERAL STRATIGRAPHY OF KOREA (한반도층서개요(韓半島層序槪要))

  • Regional unconformities have been used as boundaries of major stratigraphic units in Korea. The term "synthem" has already been propsed for formal unconformity-bounded stratigraphic units of maximum magnitude (ISSC, 1974). The unconformity-based classification of the strata in the cratonic area in Korea comprises in ascending order the Kyerim, $Sangw{\check{o}}n$, $Jos{\check{o}}n$, $Py{\check{o}}ngan$, Daedong, and $Ky{\check{o}}ngsang$ Synthems, and the Cenozoic Erathem. The unconformites separating them from each other are either orogenic or epeirogenic (and vertical tectonic). The sub-$Sangw{\check{o}}n$ unconformity is a non-conformity above the basement complex in Korea. The unconformities between the $Sangw{\check{o}}n$, $Jos{\check{o}}n$, and $Py{\check{o}}ngan$ Synthems are disconformities denoting late Precambrian and Paleozoic crustal quiescence in Korea. The unconformities between the $Py{\check{o}}ngan$, Daedong, and $Ky{\check{o}}ngsang$ Synthems are angular unconformities representing Mesozoic orogenies. The bounding unconformities of the $Ky{\check{o}}ngsang$ Synthem involve non-conformable parts overlying the Jurassic and late Cretaceous granitic rocks.

A Clinical Study on Transpulmonary Leukostasis and Prophylactic Effects of Steroid in Cardiac Surgery (심장수술시 백혈구의 폐내정체와 스테로이드의 예방적 효과에 관한 연구)

  • After cardiac surgery, it has been recognized that various complications were associated with injured humoral and cellular immunity by cardiopulmonary bypass(CPB). Especially, in postoperative pulmonary dysfunction, transpulmonary leukostasis followed complement activation and inflammatory responses are major pathogen. Some studies have showed that pretreated-corticosteroids before CPB protected postoperative pulmonary dysfunction. Corticosteroids may inhibit complement and leukocyte activation. On based previous studies, present investigator determined changes of leukocyte counts and transpulmonary leukostasis during cardiac surgery and postoperative periods. For the evaluation of postoperative pulmonary function and edema, $PaO_2$ and chest X-ray were compared between pre-CPB and post-CPB. Fever and other parameters were also observed postoperatively. The aim of this study was to define for the prophylactic effects of corticosteroid(Solu-Medrol: 30mg/kg) on all the researched parameters. This study was prospectively designed with randomized-blind fashion for 50 patients undergoing cardiac surgery. According to the purpose of study, all patients were divided into placebo and steroid group. : Placebo group was 25 patients received normal saline(not corticosteroid), and steroid group was 25patients received corticosteroid(Solu-Medrol: 30mg/kg) before initiation of CPB. The results of study were summarized as follows. 1. Total peripheral leukocyte counts decreased significantly at 5 minutes of CPB in all patients(P<0.01), and began to increase progressively at later periods of CPB with neutrophilia. The significant rise remained at postoperative 7th day(P<0.05). 2. During partial CPB, transpulmonary leukostasis occurred in placebo group(P<0.001), whereas it was prevented in steroid group. 3. In both groups, peripheral lymphocyte counts were stable during CPB, but began to reduce at time of intensive care unit(ICU) and the lymphocytopenia remained until postoperative 3rd day. The lymphocyte counts recovered on postoperative 7th day. 4. In both groups, peripheral counts of monocyte were relatively stable in the early peroid of CPB, and increased gradually in the later periods of CPB. This significant monocytosis remained throughout postoperlative periods(P<0.05). 5. The mean value of postoperative $paO)_2$ was lower than that of pre-CPB in placebo group(P=0.01) but didn't significant in steroid group(P=0.90). In the incidence of pulmonary edema signs and fever, placebo group was higher than steroid group(P=0.001, p=0.01, respectively). However mechanical respiratory supporting and care periods at intensive care unit were not significant difference between two groups(P>.0.05).With the above results, the investigator concluded that leukocyte activation and pulmonary sequestration were caused by cardiac surgery with CPB and demonstrated that high dose corticosteroid will provide prophylactic effect for pulmonary leukostasis and higher neutrophilia. These effects may ameliorate postoperative pulmonary dysfunction and contribute to postoperative less morbidity. However, further study should be performed because postoperative lymphocytopenia continued for 3 days in both groups, which may suspected damage or suppression of cell-mediated immunity with used corticosteroid.

Radiation Therapy Alone for Early Stage Non-small Cell Carcinoma of the Lung (초기 비소세포폐암의 방사선 단독치료)

  • Purpose : To evaluate the outcome of early stage non-small cell lung cancer patients who were treated with radiation therapy alone and define the optimal radiotherapeutic regimen for these patients. Materials and Methods : A retrospective review was peformed on patients with sage I or II non-small cell carcinoma of the lung that were treated at our institution between June, 1987 and May, 2000. A total of 21 patients treated definitively with radiation therapy alone were included in this study. The age of the patients ranged from 53 to 81 years with a median of 66 years. All the patients were male. The medical reasons for inoperability were lack of pulmonary reserve, cardiovascular disease, poor performance status, old age, and patient refusal in the decreasing order. Pathological evidence was not adequate to characterize the non-small cell subtype in two patients. Of the remaining 19 patients, 16 had squamous cell carcinoma and 3 had adenocarcinoma. Treatment was given with conventional fractionation, once a day, five times a week. The doses to the primary site ranged from 56 Gy to 59 Gy. No patients were lost to follow-up. Results : The overall survival rates for the entire group at 2, 3 and 5 years were 41, 30 and $21\%$, respectively. The cause specific survivals at 2, 3 and 5 years were 55, 36 and $25\%$, respectively. An intercurrent disease was the cause of death in two patients. The cumulative local failure rate at 5 years was $43\%$. Nine of the 21 patients had treatment failures after the curative radiotherapy was attempted. Local recurrences as the first site of failure were documented in 7 patients. Therefore, local failure alone represented $78\%$ of the total failures. Those patients whose tumor sizes were less than 4 cm had a significantly better 5 year disease free survival than those with tumors greater than 4 cm $(0\%\;vs\;36\%)$. Those patients with a Karnofsky performance status less than 70 did not differ significantly with respect to actuarial survival when compared to those with a status greater than 70 $(25\%\;vs\;26\%,\;p>0.05)$. Conclusion : Radiation therapy 리one is an effective and safe treatment for early stage non-small ceil lung cancer patients who are medically inoperable or refuse surgery. Also we believe that a higher radiation dose to the primary site could improve the local control rate, and ultimately the overall survival rate.

Bladder Preserving Treatment in Patients with Muscle Invasive Bladder Cancer (근침윤성 방광암 환자의 방광 보존적 치료 결과)

  • [ $\underline{Purpose}$ ]: This study analyzed the tumor response, overall survival, progression free survival and related prognostic factors in patients with muscle invasive bladder cancer subjected to bladder preserving treatment. $\underline{Materials\;and\;Methods}$: Between August 1995 and June 2004, 37 patients with muscle invasive (transitional cell carcinoma, clinically stage T2-4) bladder cancer were enrolled for the treatment protocol of bladder preservation. There were 33 males and 4 females, and the median age was 67 years (range $38{\sim}86\;years$). Transurethral resection of the bladder (TURB) was performed in 17 patients who underwent complete resection. The median radiation dose administered was 64.8 Gy (range $55.8{\sim}67\;Gy$). The survival rate was calculated by the Kaplan-Meier method. $\underline{Results}$: An evaluation of the response rate was determined by abdomen-pelvic CT and cystoscopy at three months after radiotherapy. A complete response was seen in 17 patients (46%). The survival rate at three years was 54.7%, with 54 months of median survival (range $3{\sim}91$ months). During the study, 17 patients died and 13 patients had died from bladder cancer. The progression free survival rate at three years was 37.2%. There were 24 patients (64.9%) who had disease recurrence: 16 patients (43.2%) had local recurrence, 6 patients (16.2%) had a distant recurrence, and 2 patients (5.4%) had both a local and distant recurrence. The survival rate (p=0.0009) and progression free survival rates (p=0.001) were statistically significant when compared to the response rate after radiotherapy. $\underline{Conclusion}$: The availability of complete TURB and appropriate chemoradiotherapy were important predictors for bladder preservation and survival.

A Study on Forest Insurance (산림보험(山林保險)에 관한 연구(硏究))

  • 1. Objective of the Study The objective of the study was to make fundamental suggestions for drawing a forest insurance system applicable in Korea by investigating forest insurance systems undertaken in foreign countries, analyzing the forest hazards occurred in entire forests of Korea in the past, and hearing the opinions of people engaged in forestry. 2. Methods of the Study First, reference studies on insurance at large as well as on forest insurance were intensively made to draw the characteristics of forest insurance practiced in main forestry countries, Second, the investigations of forest hazards in Korea for the past ten years were made with the help of the Office of Forestry. Third, the questionnaires concerning forest insurance were prepared and delivered at random to 533 personnel who are working at different administrative offices of forestry, forest stations, forest cooperatives, colleges and universities, research institutes, and fire insurance companies. Fourth, fifty three representative forest owners in the area of three forest types (coniferous, hardwood, and mixed forest), a representative region in Kyonggi Province out of fourteen collective forest development programs in Korea, were directly interviewed with the writer. 3. Results of the Study The rate of response to the questionnaire was 74.40% as shown in the table 3, and the results of the questionaire were as follows: (% in the parenthes shows the rates of response; shortages in amount to 100% were due to the facts of excluding the rates of response of minor respondents). 1) Necessity of forest insurance The respondents expressed their opinions that forest insurance must be undertaken to assure forest financing (5.65%); for receiving the reimbursement of replanting costs in case of damages done (35.87%); and to protect silvicultural investments (46.74%). 2) Law of forest insurance Few respondents showed their views in favor of applying the general insurance regulations to forest insurance practice (9.35%), but the majority of respondents were in favor of passing a special forest insurance law in the light of forest characteristics (88.26%). 3) Sorts of institutes to undertake forest insurance A few respondents believed that insurance companies at large could take care of forest insurance (17.42%); forest owner's mutual associations would manage the forest insurance more effectively (23.53%); but the more than half of the respondents were in favor of establishing public or national forest insurance institutes (56.18%). 4) Kinds of risks to be undertaken in forest insurance It would be desirable that the risks to be undertaken in forest insurance be limited: To forest fire hazards only (23.38%); to forest fire hazards plus damages made by weather (14.32%); to forest fire hazards, weather damages, and insect damages (60.68%). 5) Objectives to be insured It was responded that the objectives to be included in forest insurance should be limited: (1) To artificial coniferous forest only (13.47%); (2) to both coniferous and broad-leaved artificial forests (23.74%); (3) but the more than half of the respondents showed their desire that all the forests regardless of species and the methods of establishment should be insured (61.64%). 6) Range of risks in age of trees to be included in forest insurance The opinions of the respondents showed that it might be enough to insure the trees less than ten years of age (15.23%); but it would be more desirous of taking up forest trees under twenty years of age (32.95%); nevertheless, a large number of respondents were in favor of underwriting all the forest trees less than fourty years of age (46.37%). 7) Term of a forest insurance contract Quite a few respondents favored a contract made on one year basis (31.74%), but the more than half of the respondents favored the contract made on five year bases (58.68%). 8) Limitation in a forest insurance contract The respondents indicated that it would be desirable in a forest insurance contract to exclude forests less than five hectars (20.78%), but more than half of the respondents expressed their opinions that forests above a minimum volume or number of trees per unit area should be included in a forest insurance contract regardless of the area of forest lands (63.77%). 9) Methods of contract Some responded that it would be good to let the forest owners choose their forests in making a forest insurance contract (32.13%); others inclined to think that it would be desirable to include all the forests that owners hold whenerver they decide to make a forest insurance contract (33.48%); the rest responded in favor of forcing the owners to buy insurance policy if they own the forests that were established with subsidy or own highly vauable growing stock (31.92%) 10) Rate of premium The responses were divided into three categories: (1) The rate of primium is to be decided according to the regional degree of risks(27.72%); (2) to be decided by taking consideration both regional degree of risks and insurable values(31.59%); (3) and to be decided according to the rate of risks for the entire country and the insurable values (39.55%). 11) Payment of Premium Although a few respondents wished to make a payment of premium at once for a short term forest insurance contract, and an annual payment for a long term contract (13.80%); the majority of the respondents wished to pay the premium annually regardless of the term of contract, by employing a high rate of premium on a short term contract, but a low rate on a long term contract (83.71%). 12) Institutes in charge of forest insurance business A few respondents showed their desire that forest insurance be taken care of at the government forest administrative offices (18.75%); others at insurance companies (35.76%); but the rest, the largest number of the respondents, favored forest associations in the county. They also wanted to pay a certain rate of premium to the forest associations that issue the insurance (44.22%). 13) Limitation on indemnity for damages done In limitation on indemnity for damages done, the respondents showed a quite different views. Some desired compesation to cover replanting costs when young stands suffered damages and to be paid at the rate of eighty percent to the losses received when matured timber stands suffered damages(29.70%); others desired to receive compensation of the actual total loss valued at present market prices (31.07%); but the rest responded in favor of compensation at the present value figured out by applying a certain rate of prolongation factors to the establishment costs(36.99%). 14) Raising of funds for forest insurance A few respondents hoped to raise the fund for forest insurance by setting aside certain amount of money from the indemnity paid (15.65%); others wished to raise the fund by levying new forest land taxes(33.79%); but the rest expressed their hope to raise the fund by reserving certain amount of money from the surplus money that was saved due to the non-risks (44.81%). 15) Causes of fires The main causes of forest fires 6gured out by the respondents experience turned out to be (1) an accidental fire, (2) cigarettes, (3) shifting cultivation. The reponses were coincided with the forest fire analysis made by the Office of Forestry. 16) Fire prevention The respondents suggested that the most important and practical three kinds of forest fire prevention measures would be (1) providing a fire-break, (2) keeping passers-by out during the drought seasons, (3) enlightenment through mass communication systems. 4. Suggestions The writer wishes to present some suggestions that seemed helpful in drawing up a forest insurance system by reviewing the findings in the questionaire analysis and the results of investigations on forest insurance undertaken in foreign countries. 1) A forest insurance system designed to compensate the loss figured out on the basis of replanting cost when young forest stands suffered damages, and to strengthen credit rating by relieving of risks of damages, must be put in practice as soon as possible with the enactment of a specifically drawn forest insurance law. And the committee of forest insurance should be organized to make a full study of forest insurance system. 2) Two kinds of forest insurance organizations furnishing forest insurance, publicly-owned insurance organizations and privately-owned, are desirable in order to handle forest risks properly. The privately-owned forest insurance organizations should take up forest fire insurance only, and the publicly-owned ought to write insurance for forest fires and insect damages. 3) The privately-owned organizations furnishing forest insurance are desired to take up all the forest stands older than twenty years; whereas, the publicly-owned should sell forest insurance on artificially planted stands younger than twenty years with emphasis on compensating replanting costs of forest stands when they suffer damages. 4) Small forest stands, less than one hectare holding volume or stocked at smaller than standard per unit area are not to be included in a forest insurance writing, and the minimum term of insuring should not be longer than one year in the privately-owned forest insurance organizations although insuring period could be extended more than one year; whereas, consecutive five year term of insurance periods should be set as a mimimum period of insuring forest in the publicly-owned forest insurance organizations. 5) The forest owners should be free in selecting their forests in insuring; whereas, forest owners of the stands that were established with subsidy should be required to insure their forests at publicly-owned forest insurance organizations. 6) Annual insurance premiums for both publicly-owned and privately-owned forest insurance organizations ought to be figured out in proportion to the amount of insurance in accordance with the degree of risks which are grouped into three categories on the basis of the rate of risks throughout the country. 7) Annual premium should be paid at the beginning of forest insurance contract, but reduction must be made if the insuring periods extend longer than a minimum period of forest insurance set by the law. 8) The compensation for damages, the reimbursement, should be figured out on the basis of the ratio between the amount of insurance and insurable value.
