본 논문에서는 주파수제어보조서비스의 제공에 대한 비용평가 산정방안을 제안하여 향후 도매전력시장에서 이루어질 계통운영자와 주파수제어보조서비스 제공자 간의 보조서비스 계약 시 계약단가에 대한 합리적인 수준을 제시하고자 한다 이를 위하여 국내 도매전력시장에서의 주파수제어보조서비스 항목에 대한 단가를 추정하기 위해 호주와 영국의 전력시장 운영사례를 통해 주파수제어보조서비스가 차지하는 비율을 이용하여 보조서비스의 거래금액을 추정하고 서비스 제공 항목별 단가를 산정하기 위해 주파수제어보조서비스 분류(안)에 해당 서비스의 요구량을 모의 산정하여 비용을 평가하였다.

본 논문은 실시간 수급균형 및 안전도 유지를 책임지는 계통운영자가 효율적인 시장운영을 위한 보조서비스 확보를 위해 체계적인 보조서비스 제도 수립에 근간이 되는 보조서비스의 가치산정 및 적정보상에 대한 합리적 근거를 제시한다. 보조서비스 개선방안에 따른 시장참여자의 정산영향 평가 및 분석을 위한 비용분담, 수익배분 시뮬레이션을 수행하였다. 보조서비스 비용요소를 발굴하여 비용산정에 반영하고 비용분담 방안을 제시함으로써 전력계통운영에 필수적인 보조서비스 공급에 대한 유인이 확대될 것이다.

현대사회의 산업구조가 고도화 되고 IT 활용 기술이 발달함에 따라 전기품질에 대한 고급화가 요구되고 있다. 우리나라 전력계통을 운영하는 한국전력거래소는 급격한 부하변동에 대응하고 고품질의 전력을 공급하기 위해 출력의 증 감발 특성이 우수한 수력발전소의 보조서비스(주로 자동발전제어)를 활용하고 있다. 전력계통의 신뢰도 향상과 안정적인 운영 목적을 달성하기 위해 수력발전소가 계통보조서비스에 적극적으로 참여해야 하지만, 전력계통 보조서비스 제공으로 수력발전소의 전수비가 하락하는 문제가 있다. 따라서 본 논문에서는 이 문제를 해결하기 위해 수력발전소 전력계통 보조서비스 제공에 따른 전수비의 변화를 정량적으로 분석하고 검토하여 향후 수력발전소 운영 자료로 활용하고자 한다.

The purpose of this study was to provide basic data for oral health promotion of service worker and their effective interpersonal relationships forming through the evaluation about service workers' awareness of the auxiliary oral hygiene devices and using behavior of it. The survey was carried out questionnaire research targeting 400(service group 200, non-service group 200) and compared the two groups. The obtained results were as follow: 1. brushing behavior showed the highest ratio of 3~4 times/day(53.4%) in brushing frequency, up-down method(50.8%) in brushing method, after 5 minutes after the meals(45.0%) in brushing time, shape brush(56.6%) in brush change time. 2. service group used a lot more auxiliary oral hygiene devices than non-service group(50.9%). the frequency of use was toothpick(30.9%), gargle(29.9%), floss(13.5%), tongue cleaner(10.1%). 3. In comparison of two group about state of use, service group showed more higher ratio of floss(66.1%), tongue cleaner(64.4%), gargle(56.6%) than non-service group. non-service group showed more higher ratio of toothpick(54.6%) than service group 4. Service group used auxiliary oral hygiene devices by suggestions of dental clinic(53.6%) and didn't use them because of uncomfortable to use(45.4%) or didn't know how to use(21.6%). 5. As result of the awareness-related using rate of auxiliary oral hygiene devices, service group showed higher using ratio except toothpick than non-service group. especially gargle(54.8%), tongue cleaner(43.3%), floss(35.8%) were showed high. 6. service group took a regular checkups more than non-service group and showed the highest ratio of each 1 year(43.5%) in checkup period.

계통운영 보조서비스는 전력계통의 안정성 확보, 전기품질 유지 및 전력거래 활성화를 위한 필수적인 서비스이다. 계통운영보조서비스의 비용요소는 연료비, 운영유지비, 자본비용, 기회비용으로 구분된다. 이의 적정비용규모를 산정하여 보조서비스 제공자에게 보상함으로써 전력의 공급안정성 화보에 크게 기여할 수 있게 된다. 여기서는 국내 전력시장에서 연료비와 운영유지비 측면에서 적정비용규모를 산정하고 현재 운용중인 시장규칙과 비하여 개선방안을 제시한다.

본 논문은 배터리에너지저장장치(BESS)를 적용하여 전력계통의 2차 주파수조정 보조서비스를 제공하기 위한 제어 방안을 검토한다. BESS가 계통운영기관의 자동발전제어를 통한 2차 주파수조정 보조서비스에 참여하기 위해서는 제어 요구량에 대한 정확한 추종이 가능 해야하고 이를 위한 효율적인 SOC 관리가 요구된다. 이를 위해 본 논문에서는 2차 주파수조정 보조서비스 제어신호를 제어대상 배터리의 SOC에 따라 배분하고 SOC가 가용범위를 벗어 날 경우 SOC 회복제어를 수행하도록 제어 방안을 제안하였다.

최근 장애인활동지원서비스를 이용하는 이용인의 수요가 증가하면서 서비스의 질적인 측면이 요구되고 있는 가운데 이용인을 보조하고 있는 활동보조인의 근로조건에 관한 연구와 함께 이 근로조건이 서비스 질과의 연관성이 있는가에 대한 연구가 이루어져야 할 실정이다. 하지만, 이러한 현실임에도 불구하고 이에 대한 활발한 연구가 미비한 실정이기에, 기존 연구에서는 직무만족이라는 개념에 근무조건이 하나의 요소로 적용을 시켰으나 구체적으로 근로조건이 서비스 질에 차이가 있는지에 대한 연구가 필요하다. 이러한 맥락에서 장애인활동보조인의 근로조건이 이 서비스의 질에 연관성이 있는지를 알아보고, 어떠한 근로 조건이 서비스의 질을 높이는지 선행연구들을 통하여 추론하여 장애인활동보조인의 원활한 활동과 함께 보다 더 성장된 질적인 서비스가 진행 될 수 있도록 제언하고자 한다.

The present study aims to examine the assistive technology service operation system[ATSOS] of the support system for independent living[SSIL] which was introduced after the enactment of the Law of Assisting the Independence for Persons with Disabilities[LAIPD] and to discuss its implications in the development of the assistive technology service delivery system[ATSDS] and the related measures for promoting the assistive technology industry in Korea. For this purpose, the literature review and the field study were employed. The research findings showed that the Japanese SSIL, which adopted the user payment system as measures to establish the sustainable ATSOS, arranged the consumer participation structure through substantial cooperation among related government departments. The result of this study indicates the need to secure the consumer's right to choose in a comprehensive utilization process of assistive technology services as for the establishment of the ATSDS in Korea. Furthermore, the arrangements for practical cooperative strategies among related government departments are encouraged.

방송통신위원회 "장애인방송 편성 및 제공 등 장애인 방송접근권 보장에 관한 고시"[1] 8조3항에서는 장애인방송물을 제작 송신 재송신할 경우에 대하여, 한국정보통신기술협회(이하 "TTA")에서 제정한 시청각장애보조방송서비스 기술표준의 준수를 의무화 하고 있다. 이에 TTA에서는 시청각 장애 보조 방송 서비스 관련 모든 방송매체 공통의 시청각 장애 보조 방송 서비스 표준의 기술을 검증하고 장애인방송 의무 적용에 대한 정부 정책 및 방송사업자 업체 대상 상용화 적용 시험을 지원하고자 장애인방송 수신기 시험환경과 장애인방송을 송신 및 재송신하는 방송매체의 송출스트림의 표준적합성을 검증할 수 있는 시험환경을 개발하였다. 본 논문에서는 "시청각 장애 보조 방송 서비스"[2]표준의 자막방송 및 화면해설방송을 시험하기 위한 시험환경 및 시험도구 개발 내용을 소개한다.

It is Korea Employment Agency for the Disabled that is facilities providing assistive technology services for supported employment since 2004's. This center have one central organization and 18 branch offices. The need of this service through satisfaction research of the demand is confirmed by precedent study Therefore foundation of assistive technology center for supported employment should be required by demand analysis because of improving professional and providing 'qualitative' services instead of 'quantitative' ones. So assistive technology center for supported employment can resolve a problem about various needs for increasing disabled population. Demand of establishing this center has been researched.
