Korea is faced with the challenge of adapting to the world's fastest - growing low birthrate, aging society, and low growth with low interest rate era. With low fertility and aging population, the factors of financial income of health insurance are decreasing, and the increase of public interest in health, high cost medical technology and the development of medicine are leading to increase expenditure of health insurance. In this study, I will examine the strengthen protection of health insurance, financial stabilization, and fairness of medical care. First, the present status and limitations of health insurance were identified through domestic policy report, domestic and foreign literature, and precedent research. Second, the foreign health insurance policy measures to stabilize the finances were examined separately. Based on this study, in order to maintain sustainable health insurance through reinforcement and financial stabilization of health insurance, the current financial income structure of health insurance must be renovated. It will be necessary to expand government subsidies and discover new tax revenues. In addition, a policy to save finances by reorganizing the medical bill payment system and medical delivery system will also be needed.

This study investigates the nature of the welfare state under the Kim Dae Jung and Roh Moo Hyun regime focusing on participatory democracy in the policy decision making procedure for the National Health Insurance. Participatory democracy was introduced not for the qualitative development of Korean democracy but for securing political legitimacy to change the Korean economic structure after the IMF financial crisis. Although participatory democracy played the positive role in winning higher benefit level in National Health Insurance. an index for the development of the welfare state, in 2007 A policy of higher benefit level ended in failure because of the pursuit of the neoliberal ideology, lack of government's responsibility for public finance, and thwarting policy holders' substantial participation in the decision-making process. Like those of past welfare systems, participatory democracy under the Kim Dae Jung and Roh Moo Hyun regime was introduced for securing political legitimacy. But it was managed under restrictions imposed by pro-economic-growth ideology. Nevertheless, the Kim Dae Jung and Roh Moo Hyun governments are different from the former welfare states because of the fact that participatory democracy system is not 'service' system but 'political structure' and the fact that the grant of powers by participatory democracy played positive roles in the development of welfare state through request of higher benefit level policy.

국내 방산 부품.소재 국산화개발 활성화 방안으로 방산 연구개발 측면에서는 정책 일관성유지와 투자의 확대, 국내 여건에 부합되는 전략 수립, 국제협력 연구개발의 강화를, 방위산업 측면에서는 방산업체의 경제력 강화, 국산화개발에 따른 경제성 보장, 방산물자의 수출촉진을, 기술정보 측면에서는 정보 획득체계의 강화와 기술정보의 공유를 제시하였다. 이러한 제반 개선 방안은 당장 시행이 어려운 분야가 많겠지만, 부품.소재 개발이 장비개발보다 용이하다는 인식을 불식하고 부품.소재 국산화 개발의 중요성을 인식하여 부품.소재 국산화개발을 위한 정부의 강력한 국산화 의지가 필요하다.

일반적인 접근제어 모델이 메커니즘 내에 보안 정책을 미리 설계함에 따라 보안 요구사항의 추가나 변경에 어려움이 있는 반면에, 다중 접근제어 정책 모델은 기업 환경에 필요한 다양한 보안 정책들을 융통성 있게 지원하기 위해, 권한 명세 언어를 기반으로 positive/negative 권한을 모두 표현할 뿐만 아니라, 권한의 예외적 수행, 권한의 전파와 충돌 해결 정책 등을 구현함으로써, 접근제어의 권한 적용에 유연성을 강화하였다. 그러나, 기존의 권한 전파 및 충돌 해결 정책은 권한 전파의 모든 가능한 path를 고려하지 않거나, 충돌 문제를 해결하지 않는 부분이 있는데, 이것은 특히 서로 다른 정책의 어플리케이션 통합 환경에서 권한의 남용이나 상실 등 의도하지 않은 부당한 권한의 실행을 야기시킨다. 따라서, 본 논문에서는 다수의 정책의 영향을 받은 주체에 대해서 권한의 독립적 수행을 보장하면서, 추가적인 충돌 상황을 발생시키기 않는 권한 전파 정책을 제안한다.

본 연구는 고령사회 도래에 따른 고령층 정보격차해소 방안에 관한 연구이다. 먼저 정보격차에 관한 이론적 쟁점을 살펴본 후 해외 주요국들의 고령층 정보격차해소 현황을 소개하고, 고령사회 도래에 따라 고령층의 정보사회 참여를 촉진하기 위한 고령층 정보격차해소 방안을 고찰하고 있다. 향후 빠르게 진행될 고령사회에 대응하기 위한 고령층 정보격차해소 정책방안으로서 정보격차 진화의 단계별로 제1유형, 제2유형, 제3유형으로 분류하여 정책방안을 제시하였다. 제1유형에서는 정보의 접근성, 제2유형에서는 정보의 활용성, 그리고 제3유형에서는 정보의 수용성을 기준으로 정보격차가 분화된다. 이 유형들은 그 일부가 정책방안을 구상함에 있어 중복 고려될 수 있다. 제1유형에서는 보편적 접근 및 서비스를 지향하는 입장에서 정보기기에 대한 균등한 접근기회 보장 및 인적 네트워크 강화를 중요하게 고려해야 할 것이다. 제2유형과 제3유형에서는 고령층의 사회참여 역량을 강화함으로써 궁극적으로 삶의 질 향상에 기여할 수 있는 방향으로 나아갈 수 있도록 하기 위하여 정보활용 능력 및 세대 간 의사 소통 능력의 증진이 중요하게 고려되어야하겠다. 이와 같은 대응방안을 체계적이고 지속적인 대책으로 접근해 나갈 필요가 있다.

This study aims to diagnose the issues arising from the relationship between the out-of-pocket maximum in health insurance and private indemnity health insurance and propose policy tasks for institutional improvement. Through literature research, the study analyzed the damage to consumers caused by the non-payment of refunds exceeding the out-of-pocket maximum and the changing role of indemnity insurance due to the strengthening of health insurance coverage. The results confirmed that unilateral interpretation of insurance clauses and incomplete sales practices infringe upon consumer rights, and that insurance premiums do not decrease despite the reduction in coverage of indemnity insurance. Therefore, the study emphasized the urgency of institutional improvements such as rationalization of product structure, transparency of risk rate calculation, and reinforcement of consumer information provision, as well as the need for social consensus on the rational division of roles between health insurance and private insurance. This study is significant in that it provides policy implications for the developmental reorganization of the healthcare system.

최근에 제안된 감독 지식을 융합하는 강화 학습 기법인 potential-based RL 기법의 효용성은 이론적 최적 정책으로의 수렴성 보장으로 증명되었고, policy-reuse RL 기법의 우수성은 감독지식을 융합하지 않는 기존의 강화학습과 실험적인 비교를 통하여 증명되었지만, policy-reuse RL 기법을 potential-based RL 기법과 비교한 연구는 아직까지 제시된 바가 없었다. 본 논문에서는 potential-based RL 기법과 policy-reuse RL 기법의 실험적인 성능 비교를 통하여 기법이 policy-reuse RL 기법이 policy-reuse RL 기법에 비하여 더 빠르게 수렴한다는 것을 보이며, 또한 policy-reuse RL 기법의 성능은 재사용하는 정책의 optimality에 영향을 받는다는 것을 보인다.

이제 우리 나라도 경쟁당국이 거래의 공정화를 경쟁촉진 개념으로 전환하여 경쟁질서에 파급영향이 큰 카르텔, 독과점, 기업결합 등에 가용자원을 집중 투입하도록 하고, 또한 정부내에서의 경쟁제한적인 규제의 개혁 등 경쟁주창 노력을 강화하며, 법집행에 있어서는 경제분석기능 및 법률전문가 보강과 사적소송의 활성화를 통하여 경쟁을 획기적으로 제고함과 아울러 공정거래위원회의 독립성이 실질적으로 보장되도록 관련 제도를 보완해야 할 것이다.

The recently proposed "Potential-based" reinforcement learning (RL) method made it possible to combine multiple learnings and expert advices as supervised knowledge within an RL framework. The effectiveness of the approach has been established by a theoretical convergence guarantee to an optimal policy. In this paper, the potential-based RL method is applied to a dynamic channel assignment (DCA) problem in a cellular networks. It is empirically shown that the potential-based RL assigns channels more efficiently than fixed channel assignment, Maxavail, and Q-learning-based DCA, and it converges to an optimal policy more rapidly than other RL algorithms, SARSA(0) and PRQ-learning.

강화학습을 위한 많은 방법 중 정책 반복을 이용한 actor-critic 학습 방법이 많은 적용 사례를 통해서 그 가능성을 인정받고 있다. Actor-critic 학습 방법은 제어입력 선택 전략을 위한 actor 학습과 가치 함수 근사를 위한 critic 학습이 필요하다. 본 논문은 critic의 학습을 위해 빠른 수렴성을 보장하는 RLS(recursive least square)를 사용하고, actor의 학습을 위해 정책의 기울기(policy gradient)를 이용하는 새로운 알고리즘을 제안하였다. 그리고 이를 실험적으로 확인하여 제안한 논문의 성능을 확인해 보았다.
