In this study, evaluation factors for effective operation are classified to goal-operation strategy, human and physical resources, incubating services, and networking program in business incubator. And, the success strategies of supporting these are classified to construction of industry-academy-laboratory networking system, specification and specialization, finance independence, and appointment of special operation staff in business. We are also presented the priority of success strategy based on the results of analysing by enterprises in business incubator, enterprises graduated form business incubator, and director of business incubator by applying the evaluation model using AHP(Analytic Hierarchy Process) technique proposed in this paper. Finally, we are suggested the concrete propelling schemes of success strategy.

1990년대 후반 정부는 경기부양의 일환으로 창업보육센터(Business Incubatir: BI)를 전국에 설치·운영하도록 지원하였다. 창업보육센터를 통해 벤처기업이 스스로 자생력을 갖출 수 있는 시기까지 시설, 기술, 행정, 경영지원 뿐만 아니라 입주지원까지 다양한 지원 역할을 수행해오고 있다. 특히 창업보육센터의 교육프로그램은 입주업체들의 기업 성장에 있어서 매우 중요한 역할을 한다. 이러한 창업보육센터의 교육프로그램이 기업 성과에 영향을 미치는 요인으로 최근 조직문화에 대한 관심이 고조되고 있다. 조직문화는 스타트업을 움직이는 심장이며 그 영향력은 실핏줄을 타고 회사의 가장 사소한 결정에까지 미친다. 조직문화마저 없다면 스타트업은 제품, 브랜드 무엇 하나 제대로 갖추지 못한 그저 꿈을 쫓는 집단에 지나지 않을 것이다. 본 연구는 창업보육센터의 교육프로그램 서비스품질 구성요인 인 유형성, 신뢰성, 반응성과 스타트업에게 중요한 원동력이 되는 실천중심설계가 교육만족, 조직문화 및 조직성과에 미치는 영향에 대해 살펴보고 아울러 교육만족이 조직문화에 조직성과에 미치는 영향에 대해 연구를 진행하고 가설을 검증함으로써 학문적, 실무적으로 유용한 시사점을 도출하고자 한다.

Korea is a country having shortage of natural resources, but to overcome this issue and to nurture national competitiveness it is challenging for national-lead economic policy, citizen's dedicated efforts and technological innovation for achieving economic growth. Since the financial crisis, the government has boldly promoted policies to nurture venture companies to make structural adjustments for the sophistication of the industrial structure and job creation. Various policies for establishing the foundation of the entrepreneurial ecosystem in which the process of start-up, growth, recovery and reinvest are virtually circulated are presented by the Business Incubators. Recently the Business Incubators neither present a direction differentiated from the vocation of Business Incubator, and nor the operating methods for leading the changing of Business Incubator environment, which threatening the role of Incubating and growing early startup companies. In order to explore the development change of the business incubator, in this research we analyzed the published papers from 1998 to 2016 of business incubator government polices, research methods, related research topics and other major variables. The analysis of the research trends of business incubator revealed the lack of depth case studies, diversity of research topics, and the study of certain limited variables. For the development of the business incubator, case studies of the institutions which carried out excellent incubator and research on the incubation system of the institutions, that are similar to the incubation center are required. This research suggest further research on the case studies of excellent business incubator and agencies, and the center director and manager, which is the center of human resources, and hopes for the revitalization of business incubator researches.

이 연구의 목적은 창업보육센터 입주기업 CEO의 기업가정신 및 시장지향성이 경영성과에 미치는 영향을 분석하고 창업보육센터 지원서비스의 활용정도를 통해 경영성과에 미치는 영향을 분석하는데 있다. 이 목적을 달성하기 위하여 서울권에 위치한 창업보육 센터를 대상으로 설문조사를 실시하여 얻어진 연구 결과를 분석하고 창업보육센터 입주기업의 지원서비스 활용정도가 경영성과에 어느 정도 영향을 미치고, 입주기업의 지원 방안을 제시하고자 한다.

그동안의 연구는 짧은 창업보육사업의 경험으로 BI의 현황파악과 이에 대한 개선책을 제시하는 탐색적 연구가 많았다. 그 선행연구조차도 운영시스템 특성이나 성공요인을 규명함으로써 BI의 효율적 운영을 위한 방향의 제시나 정책적 연구중심으로 수행되었다. 본 연구는 창업보육센터 지원서비스의 질적수준 도움정도가 만족도(센터와 서비스만족)에 미치는 영향을 실증적으로 분석하고자 한다. 이 같은 연구결과는 창업보육센터의 효율적 운영방향과 정책방향을 수립하는데 기여함은 물론 창업보육센터 평가모델의 개발에도 활용될 것으로 기대한다.

한국기술교육대학교(이하 한기대) 창업보육센터에서는 교수 현장연구학기제, 중소기업기술애로 등의 경험을 토대로 입주업체의 보육닥터제도를 실시하고 있다. 보육닥터제도란 우리대학 가용 인력(교수. 대학원생)을 활용하여 창업보육센터에 입주한 업체에 대한 기술지도 및 경영지도를 실시하는 것을 말하며. 우수 벤처기업을 육성하는데 그 목적이 있다 하겠다. 대학이 갖춘 양질의 고급기술인력을 활용한다면 향후 그 효과 및 성과는 기대가 되며, 이에 보육닥터제의 운영방안과 방법들에 대하여 고찰하여 발전방향을 모색해 보고자 한다.

In this paper we investigated the organization of regional business incubation center itself and that of companies m center and scrutinized the problems and obstacles to take self-supporting administration for both of center and companies in it. We classified the companies operating inside the center into four types according to the formation of organizations analyzed them, and proposed some solutions to enhance their operating abilities to obtain elf-supporting administration.

Recently, a number of Telecommunication Business Incubators have been established and operated with aims to promote start-ups of small and venture business. To give satisfactory results of governmental policy, there are required developing the evaluation model to support effective operations of business incubators using the objective and rational criteria. This study based on classification of evaluation factors by analytic hierarchy process. We analysed the weights of this factors and suggested the evaluation model of business incubator using the evaluation scale. Also, we evaluated 39 business incubators by suggested model, and were revealed the scores of ranging from 67 to 77 in the graduated firm's data from business incubators.

기업, 대학, 정부는 창업을 활성화하고 생태계를 구축하기 위하여 끊임없이 발전하며 상호작용을 증대시키고 있으며 정부는 협력을 확대하기 위한 다양한 정책을 추진하고 있다. 대학은 창업활성화의 중심에 있고 그 중심에는 가장 오래된 전담조직인 창업보육센터가 있다. 본 연구는 대학의 창업생태계가 대학의 창업보육센터의 경영성과에 미치는 영향을 분석하여 결과를 도출하고 방향을 제시하는 것을 목적으로 한다. 연구결과를 요약하면 다음과 같다. 첫째, 대학의 창업생태계는 창업보육센터 입주기업의 경영성과에 긍정적인 영향을 미친다. 둘째, 대학의 관심은 입주기업 경영성과에 긍정적인 영향을 미친다. 셋째, 창업보육센터장의 리더십, 매니저의 전문성과 적극성은 입주기업 경영성과에 긍정적인 영향을 미친다. 따라서 입주기업의 경영성과를 향상시키고 성장시키기 위해서 기업 대학 정부는 상호협력 해야 하며 창업보육센터에 대한 지원을 아끼지 말아야 한다.
