사단법인 한국침해사고대응팀협의회(CONCERT) 사무국은 지난 1월 4일부터 23일까지 3주간에 걸쳐 CONCERT 396개 회원사 중 125개 정회원사를 대상으로 '2009년도 기업 정보보호 이슈'에 대한 조사를 실시했다. CONCERT의 정회원사는 현재 보안전담팀이 구축.운영되고 있는 기업 및 기관, 즉 기업 정보보호에 있어 그들만의 뚜렷한 의식을 지니고 있는 곳을 의미하기에, 이들을 대상으로 한 설문결과는 사실상 우리나라 기업 정보보호의 방향성을 제시한다고 해도 과언이 아니다. 매년 그렇듯이 CONCERT FORECAST 보고서는 제품/서비스 공급자나 학계 등의 의견이 아닌 순수 유저들의 입장에서 기업 실무와 직접적으로 연관된 이슈들만을 추려냈다는 점에서 타 전망자료들과는 그 궤를 달리하며, 그렇기에 기업 실무자의 입장에서는 가장 흥미롭고 유용한 참고자료로 사용될 수 있다. 기업 정보보호 담당자들의 현실적인 고민들이 듬뿍 묻어있는 금번 조사결과를 소개한다.

이 논문은 현대의 불규칙한 기후 환경에 주요한 영향을 미치는 탄소 배출을 감소시키기 위한 현실적인 방안을제공하고자 한다. 우산 대여시스템은 일회용 우산구매 시 사용 절제를 장려할 수 있는 시스템으로, 사용 시 지속해서 탄소 배출을 감소시킬 수 있다. 사용자는 자신이 위치한 곳에 가까운 대여소를 애플리케이션으로 선택 후 대여가 가능하며 대여한 곳과 다른 대여소에도 반납할 수 있다. 지난 몇 년간 시행됐던 아날로그식에 단점인 회수율을 시민의식이라는 신념에만 의존하지 않고 NFC 보안과 Node MCU 통신 탑재를 통해 효율적으로 다양한 상업이나 공공기관에서 확장될 수 있을 것으로 기대한다.

This study aims to provide theoretical base in criminal law for engineers in the viewpoint of jurists to encourage interdisciplinary studies on cyber crimes. Apart from seriousness of discussion on torrent cyber crimes, a good effect of the internet networks such as sharing of information has bee emphasized while the evil influence of its side effect has been neglected. Therefore, this study suggests that we need to consider reinforcement of cyber ethics, and legal mind of IT technicians, strict security by managers, active efforts to develop legitimate contents by managers of web hardware and P2P, and reinforcement of punishments against crimes by internet users. And this study approaches new norms on computer and cyber crimes in interpretational sense of criminal law, and provides the theoretical base of the criminal law focusing on traditional theories, assumptions, and precedents involved in regulations against computer virus distribution.

This study aims at exploring relation of social security network building, civil culture and community unity. To achieve the purpose, this study selected the general citizens in Seoul Region (Gangdong, Gangseo, Gangnam and Gangbuk) from Jul. 15 to Sept. 15, 2014 as population and sampled 400 people using cluster random sampling. Excluding unhonest data, the number of cases used for the final analysis is 337 people. The collected data were analyzed for the study purpose using SPSSWIN 18.0, as statistical techniques, factor analysis, reliability analysis, correlation analysis, t-test, one-way ANOVA, multiple regression analysis, path analysis etc. were used. First, social security network building has an effect on civil culture. That is, the more activated voluntary crime prevention activity, the higher order law-abiding spirit. The more activated local government security education, police public order service, the higher awareness of participation becomes. First, social security network building has an effect on civil culture. That is, the more activated voluntary crime prevention activity, the higher order law-abiding spirit. The more activated local government security education, police public order service, the higher awareness of participation becomes. The more activated voluntary crime prevention activity, street CCTV facilities, police public order service, the higher tolerance spirit becomes. On the contrary, street CCTV facilities reduce citizens' autonomy. Second, social security network building has an effect on community unity. The more activated street CCTV facilities, police public order service, crime prevention design, the higher a sense of stability becomes. The more activated local government security education, police public order service, crime prevention design, the higher awareness of community becomes. The more activated voluntary crime prevention activity, government security education, police public order service, crime prevention design, the higher community institution becomes. Third, civil culture has an effect on community unity. That is, the more activated awareness of community, tolerance spirit, the higher a sense of stability, awareness of community and community system become. Fourth, social security network building has an effect on civil culture and community unity. That is, social security network building has a low effect community institution directly, but if civil culture is enhanced through social security network building, then it has a high effect on community unity.

The counter-terrorism in Korea should be approached practically divided both internally and externally. However, in reality it is impossible for the military and the police to control all the counter-terrorism. So there is a need of precaution using the partnership with private companies. But the military and the police have stressed the conservative and closed operation. Furthermore, the focus of counter-terrorism in Korea is more on expose facto treatment than prevention, so they are almost the defenseless. In order to solve this problem, we should form the private subcontractors of the counter-terrorism experts. That is the introduction and the application of PMSCs system. First, the military and the police need to change its mind set for the partnership with private companies to prepare appropriateness. Second, it should be built up infrastructure to let the hands-up workers on counter-terrorism out place. Third, it should be set up the institutions of learning to train regularly to applicate PMSCs system and to specialize. Fourth, the training of counter-terrorism should be made it mandatory about exit passengers to danger zone. Fifth, the selection of PMSCs suitable for counter-terrorism should be strict.

Korea has established diplomatic relations with 190 countries in the world. It opened its diplomatic offices in 113 countries. Korea raised its status in international society through multinational force peace activities, national defense cooperation activity and UN peace maintenance activity for the maintenance of world peace. But there have been vio lent crimes by terrorist organizations and armed groups that try to achieve their political, religious and ideological go als greatly damaging Koreans working in overseas countries. This research studied the tendency of international terr orism against Koreans. The suggestion and conclusion are as follows. First, the study shows that armed groups and extremists have threatened and attacked Koreans in overseas countries. But there aren't enough personnel who can i mmediately and correctly analyze and respond the threats and attacks. So it is urgent to raise experts continually an d develop manuals to respond the attacks. Next, the damaging targets in overseas countries have been changed from hard targets to soft targets. There could be a limit in the restriction of basic rights of people by governmental agenc ies. So it is necessary for people to show mature civic awareness not going to a tourism-prohibited area.

The child sexual abuse is a serious social problem. The children are to seek the physical ability for protecting the mselves from crime. However there is no effective prevention program for that. The reason why the lack of understanding of society and the people's attitude as a fence sitter provoke in a roundabout way to the child sexual abuse. Thus this these conducted a survey research about the child sexual abuse for the common citizen. The questionnaire s were analyzed and composed of a frequency analysis and a cross-tabulations by using the tool SPSSWIN. The res ult was that the crime for child was often occurred nearby school and any effective prevention system.

RFID in which subminiature IC chip with the indentified information is built a core technique that can recognize, trace and manage various information of an object using radio frequency in the age of Ubiquitous. Several pressing matters about an infringement of Privacy and a security of private information should be settled as soon as possible because an information of specific circumstance can be collected and used without any awareness by others as well as a private information. In addition, various algorithms with high level of security, which is normally used in wire, can be hardly applied to RFID tag because of a lot of restrictions of tag. In this report, designed-RFID tag based on the standard of ISO/IEC 18000-6 and the problems which originated from the technical procedure of that design were analyzed, and the algorithm which could be applied to the designed-tag was also investigated.

This study studied the working relationship between national crisis management and national defense elements from a comprehensive security perspective. The elements of national defense are presented in the Integrated Defense Act. Therefore, by presenting the principles, problems, and alternatives of integrated defense, the study was conducted with the aim of protecting the lives and property of the people in the event of a national crisis and strengthen national security. As a theoretical background, an analysis frame was envisioned based on the four stages of crisis management in the 'Comprehensive Crisis Management Model' and the 'Basic Guidelines for National Crisis Management'. Through this, four domestic and foreign case studies were conducted. As a result of the study, it can be confirmed that related laws, organizations, and public awareness must be provided in order for the national defense elements at each stage of national crisis management to work well. For the completeness of national crisis management, it was suggested that the enactment of the Framework Act on National Crisis Management, the establishment of an integrated defense plan, linked training, C4I for communication, strengthening the capabilities of local government heads, and national defense elements of firefighters.

최근 들어 정보통신 분야의 기술이 급격히 발전함에 따라 컴퓨터 사용의 증가와 임베디드 시스템 및 사회 각 분야에서 보안에 대한 의식이 점점 높아져 가고 있다. 각 분야에서 신체 정보를 이용한 연구들이 활발히 이루어지고 있는데 본 논문에서는 USB 캠을 이용한 실시간 얼굴 인식 방법에 대해서 제안한다. 카메라를 이용하여 얼굴을 인식하는 방법은 현재까지 여러 가지 방법들이 제시되어 왔지만 일반 pc에서 쓰는 USB 캠을 사용하여 제약 조건 없고 안정적인 인식 방법은 아직까지 나와 있지 않다. 얼굴영역을 주성분 변수로 변환하여 영상의 명암, 얼굴위치, 얼굴의 영역을 추출할 수 있는 기존의 시스템들이 많이 연구되어 왔는데 본 논문에서 제안된 방법에서는 일상생활에서 흔히 쓰는 USB 캠을 사용하여 기존의 CCTV와 같은 고가의 하드웨어를 대체하며 보다 효율적인 성능을 위하여 얼굴을 식별하기 위해 LVQ, FCMA, RBF 알고리즘을 적용한 시스템을 설계한다.
