PMS(Pavement Management System) has been developed and/or operated for the freeway and national highway systems in Korea. There is, however, no municipal PMS that is necessary in many cities for efficient management of their roadways. In this study, a municipal Prototype PMS is developed. The Prototype PMS is designed to be operated on PC base. It uses GIS interface for user friendliness that applies color graphics, text and distress pictures to display pavement conditions and rehabilitation information for both current and historical situations. The computer program of the prototype PMS consists of four major functions(inquiry, analysis, data management, and print). Especially, prioritization and M&R(Maintenance and Rehabilitation) alternative selection procedure is designed to be flexible so that the users can modify the decision criteria whenever it is necessary. Database items of the Prototype PMS is carefully selected for the objectives and size of municipal PMS. Reference point method is basically used for the location referencing in the Database. The unit section consists of each loom segment of the road for effective management.

As the physical layer on telecommunication network is replaced fiber optic lines, it is increased the need of systematic maintenance for fiber optic lines. Korea Telecom has developed FLOMS in order to establish maintenance processes for optical fiber lines. FLOMS has functions which manages optical facilities and tests optical fiber lines automatically. As a resuls, this system can check and/or report a fault. Operator, who is reponsible for management of optical fiber lines, can test the characteristics of optical fiber lines remotely using FLOMS. As interpoerable with Digital Transmission Management System, FLOMS provides efficient management for optical fiber lines. This system improves the work process to find fault location fast, detect the degradation of fiber quality, and make database of optical facilities efficiently.

Due to the influences of global financial crisis, countries are putting their efforts on the enhancement of appropriateness and transparency of director compensation. In several countries including Germany, the United States, the United Kingdom, France, and Italy, listed companies and financial institutions in certain levels make public announcement for compensations of individual directors, not the averages. Recently, even Asian countries including China, Hong Kong, and Singapore are introducing individual director compensation public announcement policies. On the other hand, in cases of companies, which must submit annual reports, under current Korean capital market laws and enforcement ordinances, they are obligated to mention 'total wage paid to all executives in that business year' on the annual report, but does not have to mention individual wages of each executive. About this, at the 17th national assembly, revised bill for the Securities and Exchange Act for companies to mention wages of each executive. The financial world is opposing to open individual director compensation to the public as they concern about the shrinking of outstanding human resources recruitment, breach of corporate confidence, privacy invasion, deterioration of labor-management relations, and downfall of the executive's management will as director compensation will be standardized downward; however, if public opening of individual director compensation is forced, domestic companies will prepare more objective and rational standards when they calculate director compensations, and moreover, it will prevent arbitrary intervention of dominant shareholders. Therefore, to clearly and efficiently control director compensation, we need regulations for obligating public opening of individual director compensation.

This study has been carried out to suggest an improvement measure by analysing the current situation of the working condition for the teachers in child care. For this, governmental policy and law and relevant references in relation to the working conditions for the teachers have been collected for analysis. On the basis of the research, in order to improve the working condition for the teachers the following suggestions have been made: provision of salary system considered the level of qualification criteria and academic certificate, carrying out a raise in pay according to the salary class, requirement of written indication of a provision of allowance, increase of the initial salary for the principal of nurseries, observance of legislation for payment of excess duty allowance, elucidation of legislation for the salary of the teacher in unsupported nurseries and settlement of ratio of supporting personnel expenses from government.

This study has been conducted to identify the current status and practices of electrical stimulation for patients with dysphagia in Korea. Main goal of the study is to find evidences of developing and distributing a quality indicator and organized performance exam. This study analyzed 50 survey questionnaires given to clinical professionals in upper-scale general hospitals, university hospitals, nursing homes and professional rehabilitation hospitals. The survey sent out and collected by E-mails or interviews from August 21, 2013 to November 10, 2013. Most of the hospitals showed lack of using a quality indicator and organized performance exams in device maintenance, pre-operational tests and post-operational tests. It is strongly recommended to develop a standardized guideline of a higher quality indicator and organized performance exam in using neuromuscular electrical stimulator for patients who are suffering from dysphagia.

하천법 제66조에서 지자체는 하천에서 생기는 수익금을 하천의 유지 보수에 관한 비용에 사용해야 한다고 규정하고 있고, 동법 시행령 제77조에서 하천 수익금은 하천의 유지 보수를 위해 우선적으로 사용해야 한다고 규정하고 있다. 하천 수익금은 법에서 규정한바와 같이 하천관리를 위해 사용되어야 하지만 건설교통부에서 제공한 2003년도 자료를 분석한 결과 하천과 관련된 용도로 사용된 하천수익금은 30%만 사용되고 있었다. 하천 수익금은 하천의 유지 보수에 우선순위로 사용해야 함에도 불구하고 현재 지자체의 하천 관리에 소요되는 비용을 구체적으로 파악하기 어려운 실정이다. 따라서 본 연구는 지역 내 물 관리 및 재정 관리를 구축하고 있는 네덜란드의 사례를 통하여 국내 하천 유지 보수를 위한 재정확보 도입 방안을 도출하였다. 네덜란드는 지역의 55%가 해수면 아래에 위치한 저지대 국가로 기후변화의 적응을 위해 각 지역별 물 기구는 물 관리를 위한 재정확보로서 독자적인 세금시스템을 구축해왔다. 본 연구는 먼저 네덜란드의 하천관리 측면의 물 기구의 정책방향, 중점추진과제 등의 여건을 살펴봄으로써 네덜란드의 물 관리 방향을 조사하였다. 이를 통해 (1)물 관리 업무에 쓰인 네덜란드 정부 지출 내용 (2)네덜란드 물 관리 기구 법제분석 (3)네덜란드 물 관리 주관 기관 및 재정 조달 방식을 구분할 수 있었다. 또한 국내 하천 수익금 징수 체계와 네덜란드 징수체계를 비교 분석하였다. 비교분석 결과 우리나라와 달리 네덜란드 물기구의 시스템은 중앙정부와 별도로 독립적인 세금시스템을 갖춰 독자적인 하천관리유지가 가능하였다. 이는 지역별 물 기구가 세금을 토대로 물 관리를 위한 금융기관을 설립함으로써 물 관리 재정문제를 해결하고 있기 때문이다. 이는 물 관리를 위한 재원 확보를 위해 네덜란드가 지자체 중심의 물관리가 정착되는 모범적인 사례를 보여주고 있다는 점을 파악할 수 있다. 본 연구를 통하여 네덜란드의 사례를 통해 국내의 재정확보 방안을 위한 방향성을 도출하였다. 네덜란드의 사례는 물 관리의 확보를 위해 자체 금융기관을 설립하여 재원조달을 성공했다는 점에서 국내 하천의 관리 유지 재원조달에 관한 새로운 관점을 시사한다. 국내 하천의 관리유지 재원조달에 대한 논의가 지속되고 있으므로 네덜란드 사례는 향후 우리나라의 하천 관리유지를 위한 재원조달의 제도적 기반을 구축하기 위한 기초 조사로 활용되어 질 것으로 기대한다.

본 연구에서는 우리나라 국방 분야의 신뢰성의 제고하기 위한 국방 신뢰성 Master Plan의 구축이 시급하다고 판단하여 우리나라 국방 분야의 신뢰성 업무를 종합하는 기본 계획서인 "국방 신뢰성 Master Plan"을 제안하고자 한다. 이를 통하여 소요제기단계부터 설계 및 개발 단계, 양산 및 유지정비보수 단계, 운용단계에 이르기까지 신뢰성을 적용할 수 있게 됨으로써 무기체계의 작전수행능력 제고는 물론, 무기체계의 성능향상, 무기체계의 개발기간 단축뿐만 아니라 막대한 비용 절감 효과가 기대된다. 또한 무기체계의 각 개발 단계의 주요시점마다 신뢰성의 개념을 적용함으로써 체계의 운용유지비용을 획기적으로 절감할 수 있을 것으로 기대되며, 국산무기체계의 국제경쟁력 향상을 통하여 경제발전에도 크게 기여할 것으로 전망된다.

지하매설물이란 땅속에 묻혀있는 상수, 하수, 전기, 통신, 전력 등 도시기반시설을 의미하며, 지상시설물에 비해 관리가 어렵고 예기치 않은 사고로 인해 많은 재산상, 인명상 피해를 입힐 가능성을 안고 있다. 우리는 서울 아현동과 대구에서의 대형 가스폭발사고, 도로굴착공사가 끝난지 얼마 안되는 지점에 또다른 매설물의 매설 또는 유지보수를 위해 중복공사가 일어나 교통에 혼잡을 유발하게 되는 경우를 빈번하게 경험하면서 도시의 동맥역할을 하는 이러한 지하매설물에 대한 체계적 관리가 시급함을 실감하게 된다. 특히 선진외국에서 GIS를 도입하여 지하매설물을 데이타베이스화하고 지하매설물 관리체계를 개발하여 지하매설물을 체계적으로 계획하고 관리하며, 대형사고를 사전에 예방하고, 사고가 일어난 경우에는 GIS를 활용하여 보다 신속하게 대처함으로서 피해를 최소화하는 실정을 감안할 때 GIS도입이 이러한 매설물에 대한 체계적 관리를 가능하게 하는 방안으로서 적극적으로 검토되어야 함을 느낀다. 본 글에서는 첫째, 이러한 지하매설물의 관리실태와 문제점을 분석하고 둘째, 현재 국가 및 서울시에서 추진 또는 계획 중인 지하매설물 관리체계 구축사업내용과 셋째, 지하매설물 데이터베이스가 어떻게 구축되고 유지.관리되어야 할 지에 대하여 간략히 살펴보고자 한다.

본 논문에서는 지방국도에 시설되고 있는 교통 정보 제공시스템의 운전 상태를 감시하여 보수와 함께 유지관리를 수행하기 위한 종합 보수지원 시스템을 구현한다. 제안된 시스템은 국도상에 불규칙하게 설치되는 차량검지 시스템을 계층 집중형 감시시스템으로 디자인하여 실시간 감시와 함께 발생되는 운전 이력과 정보를 활용하여 유지보수 체계의 온라인화를 실혐하였다.

소프트웨어는 Invisibility, Complexity, Changeability 라는 태생적 문제점을 가지고 있으며, 특히 소프트웨어의 유지보수 비용의 문제는 소프트웨어 산업에서 중요한 이슈로 부각되고 있다. 유비쿼터스 시대에서 유지보수의 비용을 체계적으로 관리하고, 그 비용을 절감하기 위해서는 유지보수 비용을 절감할 수 있는 환경 지원과 자가성장이 가능한 커뮤니티 컴퓨팅 모델을 개발 및 도입을 위한 정책적 지원 필요성을 제안한다.
