본 연구는 미용업 분야를 헤어, 네일, 피부, 메이크업으로 나누어 사고재해 실태와 사용 제품에 대한 안전 인식도를 비교하기 위하여 수행되었다. 그 결과 근무하는 사업장의 작업 시 발생하는 유해요인으로는 분진, 근골격계, 화학물질 함유 제품의 유기용제 순으로 높게 나타났으며, 지난 1년 동안의 사고 및 재해는 26.3%가 경험한 것으로 파악되었다. 사고나 재해의 종류로는 베임, 인대 늘어남, 하지정맥류 등의 근골격계 이상이 가장 많았다. 미용업에서 사용되고 있는 제품의 화학물질 함유에 대한 인지도는 77.2%, 중금속 함유에 대하여 인지도는 59.1%로 나타났으며, 미용업 관련 제품의 표시사항(성분, 주의사항 등)에 대한 확인 여부는 '중요한 내용만 확인'한다는 응답이 가장 많았다. 화학물질에 대한 물질안전보건자료(MSDS)의 인지여부는 88.8%가 알지 못하는 것으로 나타났으며, 물질안전보건자료(MSDS)에 대한 인식도 및 사업장의 비치 여부가 낮은 것으로 파악되었다. 안전교육의 필요성은 73.6%로 높게 나타나 안전 교육에 대한 대책 마련이 요구되었다. 본 연구는 미용업 전반에 대한 사고재해 실태 및 안전의식에 관한 포괄적인 연구가 수행되어 미용업 근로자의 안전의식 고취와 정책적 안전관리 방안, 근로자 건강관리의 기초 자료로 활용되기를 기대한다.

최근 몇 년간 지속된 국내 건설경기 침체로 설비건설업계는 많은 어려움을 겪고 있다. 또한 금년 1월 1일부터 기계설비공사의 겸업제한이 폐지되면서 일반건설사도 기계설비의 면허취득이 가능해지는 등 설비건설업계에 많은 변화가 일고 있다. 이처럼 개방과 불황의 파고를 넘기 위해서는 기업의 경쟁력 강화가 그 어느 때보다도 절실히 요구되고 있다. 기업은 신기술 신공법 개발 및 알뜰경영으로 경쟁력을 강화시키는 것도 중요하지만 전사적인 안전관리로 근로손실에 의한 생산성 저하, 재해보상금 지급 등 안전사고와 관련한 지출을 크게 줄이는 것도 경쟁력 강화의 한 요인으로 주목되고 있다. 최근들어 안전 보건 및 환경 등에 대한 관심이 높아지면서 건설업계는 기업경영의 우수성을 객관적으로 평가받을 수 있는 안전보건경영시스템 인증 취득이 늘어나고 있다. 더구나 설비건설업계의 숙원사업인 분리발주와 유사한 주계약자공동도급이 올해부터 기계설비공사에 적용되면서 일반건설업체도 기계설비건설업체와 공동도급을 받기 위해 노력하고 있다. 이럴 때 설비건설업체가 경쟁에서 우위를 선점할 수 있는 요건은 무엇일까? 기술력, 신뢰도 등 여러 가지 요인이 있겠지만 안전보건경영시스템 인증도 한 몫 할 수 있을 것으로 예상된다. 지난 2001년 안전보건경영시스템 인증이 도입된 이후 지난 3월 30일 현재 설비건설업계는 14개 업체가 인증을 취득했다. 본지는 지난 2006년 9월호에 건설업 안전보건경영시스템을 특집으로 소개한 바 있다. 최근들어 안전보건경영시스템에 대한 관심이 높아지면서 이에 대한 문의가 많아짐에 따라 이번 호에는 안전보건경영시스템에 대해 다시 한번 알아본다.

Occupational Safety and Health Management Cost were introduced in 1988 to prevent human safety accidents occurring in industrial sites. However, the accounting standards of Occupational Safety and Health Management Cost based on five construction types and three construction amounts do not reflect the characteristics of various construction sites. In order to understand this problem, this study analyzed the utilization rate and usage details of Occupational Safety and Health Management Cost of domestic construction companies. As a result, this study identified considerable number of projects surpassed the limits of allowed usage of Occupational Safety and Health Management Cost and analyzed their causes. Based on these findings, this study suggests the necessity and direction of improvement of Occupational Safety and Health Management Cost accounting standards.

Purpose: This study was designed to draw up problems with the safety and health diagnosis system, and designed a hierarchical survey model of the clauses prescribed by the Occupational Safety and Health Act. The purpose of the survey is to derive the effectiveness of the safety and health diagnosis system at the construction site by targeting three groups of experts. Method: This paper set up the legal status analysis and overseas related system analysis and AHP hierarchy analysis survey model. In addition, the validity of the analysis results was verified by a survey. Results: The analysis of the survey items showed a high importance on items included in the human utilization and the precision of the pre-plan. In particular, mid-sized construction companies showed the highest importance for their active activities after the safety and health diagnosis. Conclusion: Through this study, we should recognize problems for improving the safety and health system of construction industry and prepare policy and institutional improvement measures for experts.

수명의 연장과 생활수준의 향상으로 인해 건강하고 아름다운 삶에 대한 관심과 욕구가 높아지고 이에 따라 미용 서비스 산업은 급격한 신장을 이루었고 이러한 미용업의 발달로 인해 미용분야는 전문화·세분화 되고 있다. 하지만 현재 우리나라는 이러한 미용업의 발전을 뒷받침할 수 있는 독립적 미용업 관련 법률을 갖추지 못하고 공중위생관리법으로 미용분야의 규율이 이루어지고 있다. 이에 미용산업의 독자적인 발전을 도모하고 미용업의 특성에 맞는 법적 규제를 위해서는 미용관련 독자적인 법률의 제정이 요구된다. 미용관련 독자적 법률의 제정의 방향은 면허권자를 보건복지부 장관으로 하고, 전문분야별 세부적 면허제도를 마련함이 필요하다. 또한 학력에 따른 지식이나 기술을 고려하여 면허의 종류에 따라 할 수 있는 업무범위 또는 개설영업범위를 달리하는 방법 등을 마련하여야 하고, 미용업에 대한 면허제도의 합리적 정비를 전제로 미용업 개설의 신고제는 유지됨이 타당하다.

Construction industry has a relatively higher accident rate compared to other industries, especially the serious accident rate including death. Ministry of Employment and Labor has not only implemented safety consciousness but also initiated the basic occupational safety and health training for the construction industry. Despite the effort, only a few sites follow the obligatory task and there are reports stating the effect of the education is minimal. As a result, this research aims to determine and analyze the current state of the basic occupational safety and health training including its lesson plan and method. Furthermore, by analyzing the preliminary study on the effective instructional method, this research suggests an effective method to implement safety consciousness to the workers. An improvement plan is also suggested by supplying appropriate educational material to different workers by differentiating the characteristics and the cause of death at various work types in construction sites.

The construction business has a high accident rate among all the industries, and it accounts for 68% of the total accident rate for the small and medium-sized construction sites where a safety manager is not appointed,. Thus, through effective safety management and education of the construction sites, the accident rate can be significantly reduced. This study proposed a plan to improve the system suitable for small and medium-sized construction sites by integration with the basic safety & health education system. Through previous research and survey, the improvement points of special safety & health education at small and medium-sized construction sites, and the preference for integration with basic safety & health education were analyzed.
