A Performance Evaluation of Governmental Funding Projects for IT Small and Medium-Sized Enterprises and Venture Business Using DEA/AR-I (DEA/AR-I을 활용한 IT 중소.벤처기업 정부자금지원정책 성과평가)

  • It is necessary to establish a systematic framework where the performance of governmental funding projects can be evaluated just-in-time as well as objectively regarding IT small and medium-sized enterprises and venture business. In this study, a framework is proposed for the performance evaluation using Data Envelopment Analysis (DEA) and a case study is illustrated with an empirical dataset. Especially, in order to enhance the reliability of optimal solutions, a DEA/AR-I revised model is developed by adding Acceptance Region (AR) Type I constraints into the DEA basic model. Based on the procedure and the models, it is considered that an 'efficiency score' can be calculated as a guideline for conducting successive performance evaluation processes fast. As for major governmental funding projects with respect to 'IT SMERP 2010 Plan', performance evaluations are discussed concerning between projects as well as between corporate entities within each project.

  • In this paper, we study the relationships between organization characteristics and desired software quality attributes of enterprise systems. We collected data from three client organizations in three different domains (auto manufacturer, insurance services firm, and government agency) that adopted enterprise software of the same software vendor. Our analysis discovers that capability is a more important attribute to the manufacturing and insurance firms than the government agency. Usability is ranked the highest among other attributes for the government agency and reliability for the manufacturing firm. The relationships identified in this study will help enterprise systems vendors predict their customer needs and, ultimately, increase effectiveness and efficiency in their software development processes. Such findings will be specially useful when software vendors develop enterprise software for a venture firm by enabling them to meet the customer needs customized by the organization haracteristics while staying within the incubating firm's limited budget.

  • The megatrend of convergence in finance, telecommunication, and service industries is being spread over the whole industry. It has generated various kinds of contractual alliance or joint venture. Our paper builds a theoretical model for the profit sharing between two firms that participate in a joint venture. The model shows how the profit sharing rule affects the incentives of the participants, and, eventually, the efficiency. We derive the first-best solution of the profit sharing, where no incentive distortion exists. Then, we compare the incentive-affecting cases with the first best outcome, and assess the efficiency and the fairness of distribution. Our analysis shows that if we properly design the decision-making structure on transfer price and production quantity, we can reach the socially optimal efficiency.

  • Standard Industrial classification is a key factor of technology spillover effect. It is the result of the empirical study that is the IC(industrial classification) which influences the technology spillover effect by way of interaction term, or moderating effect combing independent variables and moderators. As relatively high technology industry is more important than the low counterpart in R&D management system. And the result of the study says that Government should support SME's considering the IC moderating effect and different subsidies which is appropriated to the SME's IC(industrial classification). This way of Government subsidy will improve the efficiency of industrial policy effect of SME's.

  • 우리나라에서의 기존 산학연 협력에 관한 연구는 주로 대학의 역할을 강조하였다. 그러나 출연(연)이 지난 $30^{\sim}40$년간 연구개발 수행과정에서 축적된 혁신역량을 국가차원에서 효율적으로 활용할 필요가 있다. 특히 최근 들어 중소기업의 기술경쟁력 강화에 대한 관심이 증대되고 있는 시점에서 정부출연기관에 의한 중소기업 지원의 타당성과 필요성에 대하여 실증적으로 도출한 연구가 부족한 것이 사실이다. 이 연구는 기존의 추상적인 정책제안을 탈피하여 1,077개의 중소기업과 13개 정부연구기관의 373명의 연구원들을 대상으로 한 광범위한 설문조사를 분석하여 중소기업이 실질적으로 요구하는 기술의 유형과 지원의 형식 및 정부연구기관의 연구원들이 체감하는 기술공급의 문제점들을 중심으로 고찰하고자 한다. 설문조사결과 정부연구기관이 지역을 기반으로 한 중소기업과 대학 등 국가기술혁신체제 속의 연구개발주체들을 네트워크화 하여 기술지식과 정보의 유통, 활용을 촉진하는 매개체로서의 역할을 수행하여 지역혁신 지원 조직이 공동으로 지역 중소기업을 위한 산 학 연 종합기술지원 사업을 추진할 것을 요구함을 발견하였다.

The Study on the Balance of Ambidextrous Strategy of Exploration and Exploitation for Startup Performance (조직의 탐색과 활용에 대한 양손잡이 전략의 균형이 스타트업 성과에 미치는 영향)

  • The organizational ambidexterity is an organizational strategy designed to pursue exploration activities to seize new opportunities and exploitation activities to efficiently use resources. Most of these ambidextrous structures have been studied for large corporations with slack resources, and there are still not many studies on the necessity of an ambidextrous structure for startups with relatively low-level resources. However, recently, the startup ecosystem is being advanced globally, and the amount of VC investment is rapidly increasing. This is a time when a lot of venture fund is invested in startups and a startup-friendly environment for rapid growth is created. This is the time to discuss the necessity and applicability of an ambidextrous organizational structure for startups. Therefore, this study conducted a hypothesis test whether the importance and necessity of balance that startups solving market problems with new ideas and utilizing accumulated resources have. To conduct this study, we analyzed 140 startups data gathered from the survey and the moderation effect was also analyzed. As a result of the study, it was verified that the balance of startup exploration and exploitation had a significant effect on startup performance, and the moderating effect of environmental dynamics was found to have a significant effect on the relationship with non-financial performance. Therefore, for startups with insufficient resources, it was concluded that the surplus resources generated in the process of a firm's growth should be effectively utilized and the balance between exploration and exploitation should be balanced from the initial stage of searching for a new business. In other words, it was confirmed that it is important for continuous growth and survival to seek the structure of an ambidextrous organization in order to internalize a mechanism that enables startups to pursue both effectiveness and efficiency in the long term. This study suggests a strategic direction for the growth of startups from the perspective of organizational structure. We expect that this meaningful results on the relationship between the ambidextrous capabilities of startups and performance contribute to the growth of startups in the rapidly growing startup venture environment.

  • Research about U.S. and European countries demonstrated that startups and young firms account for nearly all net job creation. If we want to bring down unemployment and to increase economic growth rate, we need to create new companies and to make them to grow. Credit availability is one of the most important factors for entrepreneurs as they attempt to start or expand a business. For young firms, access to credit for business growth can mean the difference between survival and failure. Equity crowdfunding is an innovative means of raising capital for businesses. Crowdfunding campaigns can give new business access to a large pool of investors. This brings huge benefits for marketing and increase provability of success of business and ROI, so it leads follow-on investment from Venture Capital and Angel investors. In Korea, the survival rate of startups and average growth rate of survivors is far lower than those of the U.S or other countries due to lack of funds for startup or early business growth. Equity crowdfunding can be a new funding source for venture or startups. It can increase startup and survival rate, in addition to the growth rate of survivors, resulting in decreased unemployment rate. In Korea, Equity crowdfunding will be available from 2016. Further study is needed to determine whether the impact of crowdfunding in Korea on job creation will be similar to its impact in the U.S.

  • ERP 시스템은 기업의 이익을 최대화하기 위해 생산 판매 물류 회계 인사 등 기업의 기간 업무를 조직적 횡단적으로 파악하고, 경영 자원의 활용을 전사적으로 최적화하려는 계획 관리를 위한 경영 개념으로 사용되었다는 것을 알 수 있다. ERP시스템을 도입함으로써 얻는 이점으로는 실시간으로 제공되는 각종 재무, 생산관련 자료를 통한 신속한 의사결정 지원으로 의사결정의 일관성 및 질을 향상 시킬 수 있으며 효율적인 재고관리를 통한 보관 및 유통비용의 최소화 등을 들 수 있다. 본 연구에서는 ERP 시스템을 고려하고 최신 웹기술을 고려하여 웹환경 ERP 시스템을 설계하고 구축하여 고객의 불만해소와 업무 생산성 향상 및 경제적 절감등의 주안점을 두어 연구를 진행하였다.

소상공인 창업자의 자금공급 확대를 위한 빅데이터 활용 방안연구

  • 소상공인 창업자들이 자금조달의 대부분을 은행 대출에 의존하고 있는 가운데 소규모 자금 조달을 필요로 하는 이들을 위해 핀테크 기반의 새로운 금융서비스를 통해 소상공인 창업자의 금융 공급을 확산할 필요가 있다. 이러한 환경 변화 패러다임에서 본 연구는 빅데이터와 핀테크 솔루션의 활용이 소상공인의 매출과 금융지원에 미치는 영향을 살펴보기 위해 실제로 공공과 민간의 상권빅데이터자료를 수집하여 분석을 수행하였다. 이를 통해 소상공인에 대한 금융혜택 증대를 위한 사업장의 매출증대 등 소상공인 창업자의 사업성 평가에 필요한 주요변수들을 상권빅데이터를 실증적으로 분석하여 효과성을 검증하는 것이 본 연구의 목적이다. 특히 자금의 대부분을 정책자금을 통해 조달하는 소상공인들이 일반 은행에서도 중소기업 대출의 하나로 비중 있게 이루어질 수 있도록 기존에 활용되지 못한 빅데이터 변수들을 탐색하여 소상공인의 경쟁력 향상을 위한 효율적인 금융지원이 가능함을 확인하고자 하였다. 본 연구에서는 소상공인 창업자의 대출 등 금융지원 확대를 위한 사업성 평가에 상권빅데이터의 활용 가능성이 있는지를 중심으로 문헌적 연구방법 연구와 실증적 분석을 병행하였다. 본 연구는 핀테크와 빅데이터의 활용이 향후 소상공인 자금 조달의 발전 방향이 어떻게 되어야하는지를 모색해야하며, 소상공인을 포함하는 중소기업 신용평가방식의 발전 방향을 구체적으로 모색되어야 할 시점임을 의미하고 있다.

Zombie Firms and Performance of R&D Support Programs for Small and Medium Enterprises (한계기업과 중소기업 R&D 지원 성과)

  • This study empirically analyzes the direct effects of government support for SMEs (project success) and indirect effects (sales growth) focusing on the differences between financially difficult firms (so-called 'zombie' firms) and 'normal' firms. If the zombie firm has a problem in technology development (success of the project) and the economic resilience capability (sales growth), then excluding them from the government's R&D support programs would enhance the overall efficiency of the programs. If not, government R&D could complement the market failure and play a positive role in revitalizing marginal firms. In this study, we collected data about 7,575 firms who participated in seven government R&D programs in 2013 and 2014. As a result of the logistic regression analysis, we did not find evidence that the likelihood of success for zombie firms was lower than that for the normal firms. However, the tendency of sales growth after the project was smaller for the zombie firms than for the normal firms. For zombie firms, we also found that firms that succeeded in the project were more likely to increase sales than those that failed.
