우리나라의 건축사제도나 건축법 그리고 건축관련 교육제도 등이 일본의 그것과 유사하거나 깊은 관련이 있음을 부정할 수 없다. 이는 건축 초기 법제정과정에서 일본의 건축제도를 참고할 수 밖에 없었던데도 원인이 있겠으나 같은 동양문화권으로서 역사나 문화가 유사한 것과도 깊은 관계가 있다고 볼 수 있다. 그러나 같은 동양문화권이면서도 중국은 이미 건축가인증제도나 교육제도 등의 정비에 있어 구미식 모델, 특히 AIA의 제도를 도입하는 등 세계화에 따른 시장개방에 적극 대처하고 있는데 반하여 우리나라와 일본은 이에 크게 뒤지고 있는 듯한 감이 있다. 오는 4월 16일부터 19일까지 제주도 서귀포에서 열리는 동북아3국 건축사협의회에서는 시장개방 대응과 건축사자격상호인증 등을 주의제로 다루게 된다. 따라서 이러한 때에 우리와 제도적으로 매우 흡사한 일본의 건축관계 현황을 알고, 그것을 타산지석으로 삼아 앞으로의 대안을 수립하는데 참고가 되기를 바라는 뜻에서 일본의 건축계와 관련된 여러 가지 자료들을 소개하고자 한다.

Closed-circuit television(CCTV) is a facility that forms the backbone of the ubiquitous services provided by the Integrated Management Center of the Ministry of Land, Infrastructure and Transport and the Integrated Control Center of the Ministry of the Interior. However, it is installed and managed according to different laws, as it is operated and managed by each department. Moreover, because there are no regulatory grounds for unified management of CCTV, each municipality responsible for the actual management manages it based on the individual standards of each department. Thus, the purpose of this study is to develop a standardized management form to establish an integrated management plan. The author inspected the existing situation by examining the legal system and public data and through hands-on worker interviews, and discovered the managed element by reviewing the specifications of the bidding system. The management form for integrated management comprises the above requirements along with the management histories and linkage of intelligent facilities. A uniform management form for integrated management containing specifications of the CCTVs installed by various departments is created, and is easily searched for facilities to check requirements for joint use. The result of this study can contribute to building the database of facility management system for integrated management of facilities at the integrated management center as well as for a detailed simulation of the selection of location of CCTV depending on the CCTV's specifications.

As the 'hyper-connected society' has emerged through the 'Fourth Industrial Revolution, public interests as well as social dangers have increased. Above all, the risk of infringement of information, including confidential personal information, is dramatically increasing. As the hyper-connected society has been realized, even if only one of the internet devices is hacked, there would be a danger that the ripple effect of such a hacking spreads to the whole network. Therefore, the necessity and importance of information security, including cybersecurity, has been increasing. In other words, the stability of cyberspace and internet space is becoming more important. As a result, the Korean government is seeking to build a legal system related to information security, which would be able to cope with the information infringement problem in the hyper-connected society. However, it seems that the government is still struggling with the direction of building such a legal system. In this context, a comparative review examining the legal systems of advanced foreign countries will provide meaningful implications as to what kinds of legal policies we should devise and implement for information security. In particular, the U.S. legislative act that actively responds to the cybersecurity violations is worthy of reference. For this reason, this article systematically analyzes the current status of the U.S. cybersecurity laws. Especially, this article focuses on the "Cybersecurity Information Sharing Act of 2015"(hereinafter "CISA"), that was recently enacted by the U.S. congress. The CISA prescribes the systemic and detailed information-sharing between national and private entities. The CISA, that actively promotes information-sharing, is full of suggestions for us, in that information-sharing is an effective way to properly realize information security in today's hyper-connected society.

The purpose of this study is to find ways to improve the legal system for supporting libraries for the disabled. For the stdy, related precedent studies were historically analyzed, and the legal definition of libraries for the disabled and related laws were discussed. Through this, it was confirmed that the current 「Library Act」 does not have sub-regulations of the Enforcement Decree and Enforcement Rules supporting the regulations related to library support for the disabled, and the 「Welfare of Persons with Disabilities Act」 replaces them. In addition, through research on the current status of libraries for the disabled and interviews with field workers in libraries for the disabled, the need for improvement of the legal system related to libraries for the disabled was confirmed. In conclusion, three improvement plans for supporting libraries for the disabled were proposed as follows: First, the definition and duties of libraries for the disabled through the 「Library Act」; second, preparation of regulations on support for library services for the disabled and fulfillment of duties through the 「Enforcement Decree of the Library Act」; third, through the 「Library Act」 and 「Enforcement Decree of the Library Act」, standards for facilities, collections and manpower of libraries for the disabled are presented.

As children's participation in online activities has recently increased, online services for children are also rapidly increasing, but children are not sufficiently guaranteed their rights. The purpose of this study is to classify and analyze issues related to the children's online privacy issues in Korea through the current status and case studies of application services mainly used by children. For this purpose, this research analyzed problems related to the children's online privacy protection according to the stage of using the application. As a result of the application content analysis, 1) issues of child identification, 2) effectiveness of notice and consent, and 3) issues of children's rights as subjects of information were derived. Based on the current status analysis, the policy implications were drawn based on the children's online privacy protection in the online environment, and suggestions were made for improvement.

The whole objective of two papers in series was to develop the framework of an information management system (IMS) for soil-contaminated sites. In this work, we investigated current status of information management in our country and the IMSs of developed countries such as USA, Germany, Netherlands, and Japan. Through the investigation, we made four suggestions which could be taken into account for developing the IMS's framework. Firstly, we need to append the amendments on definition of information management and opening to the public to the Soil Environment Conservation Law. Secondly, detailed guidelines for each cleanup phase need to be developed. Thirdly, in order to increase the access of the public into the IMS, we need to provide electronic data files (e.g., PDF files) for them. Finally, a sole institution need to be chosen to control efficiently the IMS. In the subsequent paper, we will develop the framework of the IMS, based on the results of this work.

This study examined the characteristics of the records produced by the National Election Commission, which is designated as a constitutional institution in Korea, and derived problems by analyzing the status of its records management. This paper suggests improvement plans based on the findings. First, it investigated records and their features since the National Election Commission has been in service. The differences between works in the field and legislation were analyzed through literature surveys and staff interviews. The improvement plans were presented in terms of systems, facilities, human resources, and services. In particular, this study suggests focusing on the production of a large amount of the same records of the National Election Commission.

This study aims to analyze the social and legal status of Internet personal broadcasting in Korea and propose the direction of personal broadcasting regulation based on overseas regulatory laws and the media characteristics of Internet broadcasting. The influence of Internet personal broadcasting has increasing, and social and legal problems such as pornography and fake news have also growing. In the absence of legal regulations on personal broadcasting on the Internet, academia is also discussing relevant legislation and policies at a general level of analysis. In addition, the current study argues that new legislative research is needed to respond to the rapidly changing media environment and to cope with the newly introduced Internet broadcasting content and platforms. The findings suggest that freedom of expression is a significant value, yet obscene materials for minors should be thoroughly regulated, and that internet personal broadcasting should be regulated to the minimum extent through self-regulation guidelines through cooperation between councils and related agencies or businesses. The significance of the current study indicates that it proposed the practical and concrete laws for the improvement of the quality of Internet personal broadcasting content, the establishment of new broadcasting policies for fair and diverse content development, and the efficient and fair regulation of personal broadcasting content.

In this paper, we research on the personal information protection system in smart-phone based on mobile environment. This paper proposes the enhanced personal location privacy mechanism in location-based service environment of a smart phone operating system(iOS, Android) for the relevant regulations on location-based protection and utilization. Also, the result verified that possibility on a self-control mechanism of the personal information protection system's subject in the window platform throughout the experiment. Therefore, this study have drew a method that user positively can cope with a protection of personal location information by having a user's self-control method in the system under development or done by illegal location-based service providers and illegal application developer.

The study aims at providing enhanced policies of school library opening services. It analyzed various issues on primary school libraries in Gangnam-gu, Seoul which have provided opening services for the last 10years, from 2001 to 2011, in cooperation with the Gang-Nam Gu Council. In theoretical aspect, this study discussed legal grounds, types, strengths and weaknesses of school library opening policies. Furthermore, it conducted a survey and interviewed the primary school librarians and users to explore their understanding about school library opening. As a result, it presented alternative strategies of three aspects; human resource, administrative system and finance for improving school library opening services.
