As 4th industrial revolution has emerged as a hot topic, the blockchain technology capable of enabling super intelligence as a premiere has been an attracting attention. With the interest in blockchains, various platforms using blockchains are emerging. Reflecting this trend, several countries including US, EU, China, and Japan are preparing blockchain and related laws or amending existing laws. In Korea, the platform business based on blockchain is being done, but the related laws are insufficient. In this study, we first present the legal system of the blockchain, examine each component, and then compare the current state of the legal system in US, EU, China, and Japan based on the blockchain legal system. Finally, we propose a brief improvement plan of the legal system for industrial development by commercialization of blockchain. In the future, we would like to study the individual legal system about the blockchain.

인터넷 증명서 발급 기술은 기존의 증명서 발급 개념을 네트워크상으로 옮겨 PC, 프린터 및 인터넷 연결만 되어 있으면 장소에 관계없이 온라인 상에서 증명서를 발급 받을 수 있도록 하는 기술을 의미한다. 본 논문에서는 최근 개인 인증서의 확산과 프린터의 보급 및 관련 법제의 정비로 그 사용이 증가되고 있는 인터넷 증명서 발급에 필요한 기술에 대하여 논의한다.

정보기술에 대한 투자규모는 날로 증가하고 있다. 국내 공공 부문의 경우에도 전자정부 구현 등을 위한 다양한 사업으로 인해 투자가 지속적으로 증가하고 있다. 이런 정보화 투자의 증대에도 불구하고 정보화의 효과에 대해서는 아직도 많은 의문이 제기되고 있다. 특히 S/W 취약성으로 인해 보안 침해사고가 발생하고, 정보화 관련 법제도 미흡으로 보안강화 노력이 강구되지 못하였으며 국가정보화의 새로운 틀이 마련되는 시점에서 법제도의 정비가 필요해졌다. 이러한 부분을 보완하고자 정보보호관리(Information Security Management : ISM)라는 제도를 분석한 프레임워크가 개발되었고, 본 논문은 이를 활용하여 국외 정보보호관리 제도 및 정책을 분석하고자 한다. ISM은 주체별로 역할과 책임을 명확하게 하고, 정보화의 목표를 조직목표에의 기여로 정하여 체계적으로 추진하되, 정보보호 보안 프로그램의 적합성과 구현 및 평가/개선을 하려는 핵심추진 노력이 필요하고, 아울러 이런 노력은 현재의 모습에 만족하지 말고 보다 나은 대안과 효과적 수단을 지속적으로 강구하려는 자세 등이 주요한 특징에 속한다. 본 논문을 통하여 분석된 국외 정보보호관리 제도 및 정책은 향후 우리나라의 정보보호관리 제도 및 정책에 상당한 영향을 미칠 것으로 기대된다.

The cloud records management system has the following problems. It has not been accompanied by a change in the legislative system and has not been exploited the benefits of cloud technology. In addition, it has not been considered for changes after system construction. To solve this problem, the contents of the Fourth Industrial Revolution should be reflected in the improvement of the legislative system and the long-term development strategy of the national archives system. A fundamental review of the records management system is also required, and in the process of e-government, the National Archives should act as a pan-government records management control tower.

As so clearly have been demonstrated in the Gulf War and Iraq Freedom Fight, along with the civilian space exploration and development, the 'militarization' of aerospace technology and the 'battlefield-worthiness' of space are becoming more and more at issue. Korean peninsula, the last major theatre where the 4 world powers' national interests stand face to face, no doubt is in dire need for understanding and organizing necessary legislations for establishing national security from any space threats, such as satellite imaging, as well as countering against such threats. Compare to United States, Japan and China that have already declared the national security as the purpose of the space development, and equipped themselves with necessary legislations, Korea's legislations fall short of fully appreciating and effectively responding to the significance of military use of outer space and its control. This article will review legislations of leading countries' of space law and space technologies from two different perspectives. After briefly summarizing the problems of Korea's current legislations, particularly with the National Space Development Act (proposal), drafted by Ministry of Science and Technology, in mind, this article reviews and offers certain legislative directions to which Korea should pursuel for national security of outer space.

This study focused on urban regeneration projects to diversify projects methods. Since the enactment of legal redevelopment projects, they were concentrated on improving the physical environment and supplying housings. In this article, 12 cities' urban regeneration policies and projects will be examined to point out the characteristics of each regions via documentary studies and interview investigations. They could be divided into 3 groups by population and region. Finally, this article is intended to propose diversified regeneration methods depending on the regions and to address implications on the regeneration policies.

This study aims to examine the state of accidents and related issues related to Theme Groups experiential learning experiences of students and suggest ways to improve security measures to prevent future incidents. Case studies of the sunken Sewol ferry and the collapse of the gymnasium at Mauna resort in Gyeongju are conducted by analyzing the existing literature and the data collected from the media sources and related agencies. With a basis on the findings of the analyses, it is suggested that legal foundation and disaster and risk management systems (systematic revision of the laws, raised safety awareness among citizens, production and education of security managers, formation of disaster management organizations, establishment of headquarters in case of emergency and installation of first aid facilities, improved national response system, enforcement of disaster drills, introduction of assessment system, etc.) must be established to contribute to creating a safer society.

Cyber attacks threaten the national security in this day and age. The government of the Republic of Korea recently released the National Cyber Security Comprehensive Countermeasures as a new cybersecurity policy. But current legal system cannot provide legal basis for the implementation of such measures. The current legal system related to cybersecurity is applied in each sector, thus the governance system in cybersecurity is separate. So there are many problems in the governance system in cybersecurity. To solve these problems fundamentally, it is righter to make a new cybersecurity law than to revise existing laws. Meanwhile, lawmakers proposed some bills in Congress to strengthen the cybersecurity in Korea in 2013. It will increase possibility of legislation of cybersecurity act to make a law through the analysis of these bills and to derive the essential elements from those. and to reflect these in the new cybersecurity act.

현재 우리내의 지적제도는 도해지적이 가진 문제점으로 인해 도상과 현지경계가 불일치하는 지적불부합지를 양산함으로써 많은 문제점을 야기 시키고 있다. 이를 해결하고자 지적재조사 사업 추진에 대한 논의가 활발하게 이루어지고 있지만, 사업 시행 시 예상되는 갈등영향은 청산이내 경계분쟁 위주의 지엽적 논의로 이루어져왔다. 따라서 본 연구에서는 갈등이론을 토대로 갈등현황 및 한계를 도출 및 해소하기 위해, 지적재조사 사업에 대한 갈등영향평가, 조정기구의 도입, 전담추진기구 창설, 청산과 관련한 법제도의 정비, 사업소요비용의 국가전액 부담과 같은 해소방안을 제시하였으며, 사업의 원활한 추진을 위해 갈등영향평가 실시에 대한 정책적 필요성을 제안하였다. 이를 통해 지적재조사 사업 시 예상되는 강등에 대해 대처하고자 한다.

The legal dispute of electronic commerce and computer crimes are increasing because the electronic services like e-government and e-commerce are now widely used. Computer Forensics becomes the method for recovery, preservation, analysis and report regarding digital evidence essential to resolve the legal dispute and computer crime. In this paper, the developmental process of Computer Forensics is discussed. It is intended to elicit constructive discussion regarding the domestic Computer Forensics. And this discussion will be of help to establish the secure e-business and e-government services in the field of the research, legal system and technical skill of domestic Computer Forensics.
