Internet service provider is able to collect personal information to prevent the violations of the rights of service providers and customers using internet. But there are still many debates going on between a personal privacy and a regulation. Proxy servers are used in various technical purposes include bypass access. Although the proxy server users are increasing but there are not any proper institutional mechanisms and regulations to protect users. In this study, we discuss the two sides of a proxy service includes its privacy protection function and the cyber-crime threat and propose supplementary measures to mediate between the interests of public and private.

The police is responsible for protecting nation's property and life. Protecting nation from crime among the core duties is the most important activity of the police. But the big problem on reported crime system of the police was founded in the recent Suwon incident. Unfortunately, the unprofessional response made a toll of human sacrifice. Taking this opportunity, we need to consider closely the problems of the reported crime and system of the police and the solutions on the problems. This study analyzes the reported crime system of the police from the law and institutional and try to seek the solutions. This study searches the management status of the police system and arranges the problems in legal and institutional terms. And then, it arranges the solutions on the problems.

This study aims to prevent the serious threat from dangerous person or group by responding or blocking or separating illegal activities by use of SNA: Social Network Analysis. SNA enables to identify the complex social relation of suspect and individuals in order to enhance the effectiveness and efficiency of investigation. SNS has rapidly developed and expanded without restriction of physical distance and geo-location for making new relation among people and sharing large amount of information. As rise of SNS(facebook and twitter) related crimes, terrorist group 'ISIS' has used their website for promotion of their activity and recruitment. The use of SNS costs relatively lower than other methods to achieve their goals so it has been widely used by terrorist groups. Since it has a significant ripple effect, it is imperative to stop their activity. Therefore, this study precisely describes criminal and terrorist activities on SNS and demonstrates how effectively detect, block and respond against their activities. Further study is also suggested.

With the coming of the digital era, encryption has become common in everyday life. Almost anyone can easily acquire encryption software and use it to prevent unwanted third parties from accessing one's private information. However, the spread of encryption has also seriously hindered law enforcement during the investigation of cybercrimes, which hides incriminating digital evidence in encrypted hard drives and files. Therefore, many countries have attempted to compel criminals to decrypt encrypted evidence and it has been inevitable to examine privilege against self-incrimination as basic right on the side of constitution. This study analyzed the past court decisions on the issue of compelled decryption in the US and whether the Government can compel a defendant to disclose his password in Korean legal system on the constitutional side. Finally, this study suggests an approach to create a legal procedure to make it a crime for a suspect or defendant to refuse to disclose his password to law enforcement for criminal cases in Korea.

This study is aimed to examine the process of juveniles' steeping in cyber crime for finding out data which could be applied to prevent juveniles' cyber crime and to rehabilitate the juveniles related in cyber crime. Also, this study is designed focusing on the Grounded Theory method, and 5 probationees connected with internet fraud have been interviewed as participants for this study. For the juveniles who had been steeped in cyber crime, some findings according to the analysed data have been emerged in the context of social work intervention. First, interventions need to be focused on the improvement of social environment and juveniles' crooked thoughts to prevent juvenile's Internet fraud and to rehabilitate juveniles related with Internet fraud. Second, workers need to guide the juveniles who have been indecisive on the another crime into regretting their guilty attitude in depth. Third, the prevention of juveniles' Internet fraud needs to be conducted on the level of social movement, and social work practice centers need to grope concrete programs networked with correctional authorities for the social movement.

The purpose of this paper is to explore security guard's status and roles in society through media reports. Research method is to anlyze security Guard's 'Keyword Trend' and 'Keyword Frequency Analysis' by 'Big Kind' which enables 'News Big Data' analysis. The result came out by the analysis in sectional private security guard's history of settling down, growing up (quantity), and growing up (quality) by separating generations is that there are lots of attention and exposure from media about crime, security guard job, minimum wage, and 'Gabjil', but the images of security guard are recognized as victim of crime and 'Gabjil', and working in poor environment with minimum waged and ambiguous job, instead of people preventing crimes. In the future, stabilizing security guard's social status and work responsibility, and developing job professionalism are necessary to improve the images of security guard.

최근 택시를 이용한 범죄가 늘어남에 따라 대부분의 여성 탑승자들은 긴장과 불안감을 느끼면서 택시를 이용한다. 탑승자들의 불안감은 택시 영업을 하고 있는 사람에게도 불쾌한 일이며, 이로 인해 탑승자와 택시 영업을 하고 있는 사람 간에 마찰이 생긴다. 이러한 문제점을 해결하기 위해 택시 기사와 택시에 대한 정보, 현재 위치에 대한 정보, 알람 기능을 이용한 방법을 제안한다. 이 방법으로 인해 탑승자의 안전은 회사로부터 실시간 보호받고 있으므로 탑승자는 이전보다 택시를 이용하는 것에 대해 안전함을 느끼면서 택시를 이용할 수 있다.

The features of crimes, their causes and backgrounds of 70 army delinquents, comparing with the controls, were studied from Nov. 1st, 1976 to Nov. 20, 1976 The results were as follows: 1. Most of the delinquents were from the adverse circumstances i. e. low education level, poor economic status, farmers and had got married. 2. The majority of the delinquents occurred within the first 2 years of the enlistment. 3. The rate of the parent-loss of the criminals was definitely higher than that of the controls. (48.6%) 4. Escapers from military service were over the half of them, and violence, steal and embezzlement were followed. The motivations of the escape from the military service was mostly domestic problem and illness; but a lot of the criminals also escaped for amusement and pleasure. 5. The prognosis of them was relatively favorable and constructive.

지역사회교정은 기존의 시설내처우와 대비되는 개념으로 형사절차 전반에 지역사회가 개입하여 사회내처우를 실행하는 것이다. 이는 시설내처우가 지닌 과밀 수용, 교정 프로그램의 효율성, 범죄의 학습화 등의 문제점을 극복하고 범죄자들의 진정한 사회복귀를 도모할 수 있는 방법으로 인식되고 있기 때문이다. 하지만 지역사회교정 또한 많은 문제점들을 가지고 있어 이에 대한 해결책의 연구가 필요하다. 이 연구에서는 이러한 문제인식에 기인해서 지역사회교정의 개념과 문제점들에 대해 살펴보고 이의 대안을 제시하였다. 지역사회교정의 활성화를 위해서는 담당기관 및 인력의 확충 및 담당 직원의 세심한 채용 및 지속적인 관리를 통해 전문화를 유도하며, 전문 프로그램을 수행할 수 있는 민간봉사자와의 네트워크 구축이 필요하며, 지역기관, 지자체, 관계 당국 간의 이해와 협조가 반드시 필요하게 될 것이다. 이와 함께 지역사회교정의 실천단계에 있어 발생될 수 있는 많은 문제점들에 대한 객관적이고 실증적인 후속 연구가 진행되어야 할 것이다.

폐쇄회로 텔레비전(CCTV, Closed Circuit Television)은 범죄 예방을 위해서 현재 많이 사용되고 있다. 하지만, CCTV의 경우 주로 영상에 기반하기 때문에 사각지대가 존재할 수 있으며 범죄 발생시 즉각적인 대처보다는 후속 조치에 주로 활용된다. 본 논문에서는 이와 같은 문제점을 해결하기 위해 비명을 탐지할 수 있는 치안 향상을 위한 비명 감지 시스템을 설계하고 구현하였다. 제안하는 시스템은 비명을 감지하면 경보음을 제공해주며, 중앙 시스템에 알림을 주어 관리자가 확인하고 즉각적인 대응이 가능할 수 있도록 할 수 있는 기능을 제공한다.
