According to the Annex 17 to the Convention on International Civil Aviation, an appropriate authority of each contracting state has to define and allocate tasks and coordinate activities between the departments, agencies and other organizations of the State, airport and aircraft operators and other entities concerned with or responsible for the implementation of various aspects of the national civil aviation security programme. The airport has to take leading role in implementing security tasks at airport area because the airport operator is the provider of airport facilities and services to its customer and the security activities belong to its services. So Republic of Korea Government enact the Law, Aviation Safety and Security. The Purpose of this Act is to prevent any unlawful act in airport facilities with international conventions, including the ICAO to provide for standards, procedures and mandatory matters needed to ensure the safety and security of civil aviation. But the Act has some error. So is this paper to review the revision of aviation security regulation and the changes of aviation security responsibilities and task assignment. There is the term "aviation security personnel", who are charged with the task of preventing any act of disrupting the order and safety in airport. But there is no term "security screening personnel" who performs to detect or search for dangerous object, such as weapons or explosives, which may be used for the unlawful obstruction.

Recidivism prediction has been a subject of constant research by experts since the early 1970s. But it has become more important as committed crimes by recidivist steadily increase. Especially, in the 1990s, after the US and Canada adopted the 'Recidivism Risk Assessment Report' as a decisive criterion during trial and parole screening, research on recidivism prediction became more active. And in the same period, empirical studies on 'Recidivism Factors' were started even at Korea. Even though most recidivism prediction studies have so far focused on factors of recidivism or the accuracy of recidivism prediction, it is important to minimize the prediction misclassification cost, because recidivism prediction has an asymmetric error cost structure. In general, the cost of misrecognizing people who do not cause recidivism to cause recidivism is lower than the cost of incorrectly classifying people who would cause recidivism. Because the former increases only the additional monitoring costs, while the latter increases the amount of social, and economic costs. Therefore, in this paper, we propose an XGBoost(eXtream Gradient Boosting; XGB) based recidivism prediction model considering asymmetric error cost. In the first step of the model, XGB, being recognized as high performance ensemble method in the field of data mining, was applied. And the results of XGB were compared with various prediction models such as LOGIT(logistic regression analysis), DT(decision trees), ANN(artificial neural networks), and SVM(support vector machines). In the next step, the threshold is optimized to minimize the total misclassification cost, which is the weighted average of FNE(False Negative Error) and FPE(False Positive Error). To verify the usefulness of the model, the model was applied to a real recidivism prediction dataset. As a result, it was confirmed that the XGB model not only showed better prediction accuracy than other prediction models but also reduced the cost of misclassification most effectively.

We are living in more comfortable circumstances with the social developments and the improvement of the standard of living, but, on the other hand, we are exposed to an increase of the occurrences of tires on account of large-sized, higher stories, deeper underground building and the use of various energy resources. The materials of the floor in a residence modern society have been going through various alterations in accordance with the uses of a residence and are now used as final goods in interioring the bottom of apartments, houses and shops. There are so many kinds of materials you usually come in contact with, but in the first place, we need to make an experiment on the spread of the fire with the hypocaust used as the floors of apartments, etc. and the floor covers you usually can get easily. We, scientific investigators, can get in contact with the accidents caused by incendiarism or an accidental fire closely connected with petroleum stuffs on the floor materials that give rise to lots of problems. on this account, I'd like to propose that we conduct an experiment on fire shapes by each petroleum stuff and that discriminate an accidental tire from incendiarism. In an investigation, it seems that finding a live coal could be an essential part of clearing up the cause of a tire but it could not be the cause of a fire itself. And besides, all sorts of tire cases or fire accidents have some kind of legislation and standard to minimize and at an early stage cope with the damage by tires. That is to say, we are supposed to install each kind of electric apparatus, automatic alarm equipment, automatic fire extinguisher in order to protect ourselves from the danger of fires and check them at any time and also escape urgently in case of fire-outbreaking or build a tire-proof construction to prevent flames from proliferating to the neighboring areas. Namely, you should take several factors into consideration to investigate a cause of a case or an accident related to fire. That means it's not in reason for one investigator or one investigative team to make clear of the starting part and the cause of a tire. accordingly, in this thesis, explanations would be given set limits to the judgement and verification on the cause of a fire and the concrete tire-spreading part through investigation on the very spot that a fire broke out. The fire-discernment would also be focused on the early stage fire-spreading part fire-outbreaking resources, and I think the realities of police tire investigations and the problems are still a matter of debate. The cause of a fire must be examined into by logical judgement on the basis of abundant scientific knowledge and experience covering the whole of fire phenomena. The judgement of the cause should be made with fire-spreading situation at the spot as the central figure and in case of verifying, you are supposed to prove by the situational proof from the traces of the tire-spreading to the fire-outbreaking sources. The causal relation on a fire-outbreak should not be proved by arbitrary opinion far from concrete facts, and also there is much chance of making mistakes if you draw deduction from a coincidence. It is absolutely necessary you observe in an objective attitude and grasp the situation of a tire in the investigation of the cause. Having a look at the spot with a prejudice is not allowed. The source of tire-outbreak itself is likely to be considered as the cause of a tire and that makes us doubt about the results according to interests of the independent investigators. So to speak, they set about investigations, the police investigation in the hope of it not being incendiarism, the fire department in the hope of it not being problems in installments or equipments, insurance companies in the hope of it being any incendiarism, electric fields in the hope of it not being electric defects, the gas-related in the hope of it not being gas problems. You could not look forward to more fair investigation and break off their misgivings. It is because the firing source itself is known as the cause of a fire and civil or criminal responsibilities are respected to the firing source itself. On this occasion, investigating the cause of a fire should be conducted with research, investigation, emotion independent, and finally you should clear up the cause with the results put together.

Family is a primary unit of the major socialization processing for children. Parents among the family members are one of the most important figures from whom the child and adolescent acquire a wide variety of behavior patterns, attitudes, values and norms. An organization of family members product family structural functioning. Abnormal family structure is one of the most important reference models in the learning of antisocial patterns of behavior. Therefore incest and child sexual abuse including spouse abuse, elderly abuse, and neglect occurs in the abnormal family structural setting. In particular, incest, a specific form of sexual abuse, was once thought to be a phenomenon of great rarity, but our clinical experiences, especially over the past decade, have made us aware that incest and child sexual abuse is not rare case and on the increasing trend. Therefore, the aim of this study was to determine the family problem and dynamics of incest family, and character pattern of post-incest adolescent victim in Korea. A total of 1,838 adolescents from middle and high school(1,237) and juvenile correctional institute(601) were studied, sampled from Korean student population and adolescent delinquent population confined in juvenile correctional institutes, using proportional stratified random sampling method. The subjects' ages ranged from 12 to 21 years. Data were collected through questionnaire survey. Data analysis was done by IBM PC of Behavior Science Center at the Korea university, using SAS program. Statistical methods employed were Chi-square, principal component analysis and t-test etc. The results of this study were as follows ; 1) Of 1,071 subjects, 40(3.7%) reported incest experiences(sibling incest : 1.6% ; another type of incest : 2.1%) in their family setting. 2) The character pattern of post-incest adolescent victim was more socially maladjusted, immature, impulsive, rigid, anxious and dependent than non-incest adolescent. Also they showed some problem in academic performance and their assertiveness. 3) The other family members of incest family revealed more psychological and behavioral problem such as depression, alcoholism, psychotic disorder and criminal act than the non-incest family, even though there is no evidence of the context between them. 4) The family dynamics of incest family tended to be dysfunctional trend, as compared with non-incest family. It showed that the psychological instability of family member, parental rejection toward their children, coldness and indifference among family member and marital discordance between the parents had significant correlation with incest.

All measures related to the safety of the casino facilities guarantee safety of facilities that are targets of security guards, protect lives and properties, minimize risks of artificial and natural disaster and crimes. In summary, plan for responding to safety and accidents should be developed not only for the casino facilities but also for the facilities of annexed buildings, and lives and properties of customers and employees. Determine areas in the casino facilities that are prone to accidents and set around-the-clock guard in the areas or maintain surveillance with CCTV and prevent accidents through continuous patrol. These are the most basic and the most important requirements in safety. In addition, casinos which prompt gambling are causing economic and psychological treats to families. To resolve these social issues, casinos have adopted limited entrance system. To support this system, new forms of machine security systems such as video automatic recognition system of fingerprint pattern recognition system should be adopted too. In addition, security guards in casino facilities need to instill themselves with a sense of ownership as well as a strong sense of mission to do the best for customer security and to protect the company assets and employees and manage accidents that could occur without notice. Security guards should do their best to enable manage accidents that could occur without notice. Security guards should do their best to enable tourists who are on the rise due to increase in advanced country-style tourism and leisurely activities to get the utmost satisfaction from the casinos, and as a leader of private security company, establish the foundation for security based on the characteristics of security in Korea.

This paper studies changes in people's social security awareness during Lee Myung-Bak government, and based on the result, suggests future Park Geun-Hye government's social-security-related administration management plan. In specific, the changes in people's social security awareness in the period of 2008 ~ 2012 have been analyzed, and the result has been utilized to draw suggestions on the future social-security-related administration management plan The result is as the following: First, comprehensive social-security-related policy must be continuously pushed. In terms of the fact that social security is closely related to people's daily lives and life itself, every major component of social security cannot be overlooked. Therefore, comprehensive administration management and policies on each of those components are necessary. Second, social security policies must be reinforced enough for people to actually witness. In case of crime rate, 57.1% of people are pointing it as one of the main causes of social unrest; therefore, this national anxiety must be met with focusing awareness on the subject nation-widely and with thorough national defense preparedness. Third, mutual cooperation between social-security-related branches, and systematic management within the each branches are required. In order to systematically manage every aspect of social security, not only the big agencies - such as Ministry of Security and Public Administration, Ministry of National Defense, Prosecution Service, or National Police Agency -, but most of other parts of administration must cooperate as well. Fourth, consistency in social security policies is necessary. As Park Geun-Hye government's administrative slogans are, "secure and integrated society," "establishing a foundation for happy unification era," which are similar to that of previous administration, the administration should be consistent on its social-security-related politics, rather than differentiating themselves from the previous administration.

Virtual currencies have emerged along with new technologies such as block chain, artificial intelligence (AI), and big data. This study examines the benefits of a security-enhanced block chain resulting from individual trading, decentralized from governments, as well as the problems associated with misuse of virtual currencies. Virtual currencies, due to its anonymity, is vulnerable to financial crimes, such as ransom-ware, fraud, drug trafficking, tax evasion and money laundering. Use of virtual currencies can facilitate criminals avoid detection from investigative agencies. Government regulatory policy continues to address these concerns, and the virtual currency exchange has also announced a self-regulation proposal. However, a fundamental solution remains necessary. The purpose of this paper is to investigate the problems regarding abuse of virtual currency and to identify a practical system for transactions involving virtual currencies. However, in order to promote transactions involving virtual currencies and to institutionalize a governance system, multilateral cooperation is required. Although the restricting the use of virtual currencies regarding minors and foreign trade, as well as the introduction of a real-name system are considered promising prospects, many problems remain. Virtual currency is not a simple digital item but a method of redesigning the function of money. Coordinated efforts are needed globally to be able to further activate the positive aspects concerning the use of virtual currencies.

According to the recent statistics of Korean National Police which analyze the present status on the rate of the traffic accidents and their effects in Korea, the number of casualties by traffic accidents of 2004 amounted to 6,563, which means that the average number of casualties per 10,000 vehicles is 3.99. The figure of 3.99 is much larger than 1.85 of U.S.A, 1.10 of Japan, 1.14 of U.K., and 1.23 of Germany. The number of registered vehicles of Korea is steeply increasing since 1997 when it reached 10,000,000. Since then, the number of annual increase is estimated at 860,000 except for the year 1998 when the Korean economy was under the control of IMF, and over 14 million vehicles are registered as of the end of the year 2004. With the increase of vehicles, the violations of traffic rules, crimes using vehicles, car thefts, etc have been imposing a lot of serious problems on our society. On this thesis, we are aiming at analyzing some characteristics of traffic accidents reported to the police and suggesting some kinds of the police activities for securing the safety of the transportation. This study analyzes movie by individualiztion theory of JUNG. It is about the mother and the boy who killed the family and a lot of people based on the original novel of the same name. Movies based on maternal love express the maternal sublime devoted to their children, or act as a genre film that introduces maternity even against social myth or ethics. It expresses the desire of a woman to clash with maternity and raises questions about maternal ideology.The maternal ideology was a modern product had fixed sex role in industrialized societies.As a resukt, maternal love is identified with femininity unlike paternal love. Women are emphasized to be responsible for raising safe social members beyond individual responsibility. The movie develop story about crime that occurred in motherson relationship which lacks attachment formation in fostering process. This is not a recuurence of the maternal ideology of mother who miscarried child because she lacked motherhood. Mother Eva projected a conflict that is between maternal ideology and her desire on motheson relationship.Son Kevin also experiences a projection that influenced his persona through his mother. In this paper, I analyze through JUNG's individualization theory that The characters face their projected ego and realize self-fulfillment by searching of their own life goal out of external role or ideal.

Since the 1960s, the United States' (U.S.) deinstitutionalization policy has reinstated people with mental illness into communities. Unfortunately, when untreated, some people with psychiatric disorders become homeless, and some commit serious crimes during a psychological crisis. Assisted Outpatient Treatment (AOT), also known as Kendra's Law in New York and Laura's Law in California, provides treatment, services and support to people with mental illness in the community. AOT has repeatedly been found effective and is recognized as an evidence-based practice. The response to the mental health crisis (crisis intervention) in the U.S. has also been successful in preventing worsening mental illness and related criminality and other issues. This paper provides an opportunity to create a platform from which to learn how to successfully apply the AOT and crisis intervention of the U.S. to South Korea within the cultural and societal context when establishing social services for people with mental illness in South Korea's communities.
