Busking culture which is a element of Urban Amenities is spreading rapidly in the field of public art culture with the change of media environment. However, the lack of a proper institution and policy to manage the negative aspects of it continue to lower urban amenities and make the conflict among stakeholders. The study aims to increase the advantages from the domestic busking culture and derives suggestions to develop the institution and policy for the soft landing of the busking culture. Applied methods to achieve the research objectives are an in-depth interview and overseas case analysis. The result of analysis is as follows. Stakeholders related to the busking culture in South Korea has presented very strongly and concretely in aspect of policy or institutional improvement. In addition, based on the analysis of oversea cases, the researchers have proposed three ways for settling down a proper busking culture: the busking permit system, the management system for professional buskers, and the civil complaint management system through time and noise restrictions.

인공위성의 전력요구가 증가함에도 전력손실과 무게증가를 최소화하기 위하여 버스전압은 점차 증가되고 있는 추세이다. 기존보다 높은 버스전압을 수용할 수 있는 새로운 전력변환장치가 개발되었으며 이에 적합한 태양전지배열기의 최적화 설계가 필요하다. 본 연구에서는 높은 버스전압의 전력변환장치에 적합한 태양전지배열기의 개발에 관하여 기술한다. 태양전지배열기는 태양전지의 직병렬 연결을 재구성하고 해석을 통하여 적합한 블록킹 다이오드 및 블리드 저항을 선정하여 최적화 설계가 이루어졌다. 설계된 태양전지배열기는 인공위성의 우주환경과 임무수명에 따른 감쇄요인을 반영하여 전력을 예측함으로써 요구조건의 만족여부를 확인하였다.

Due to the increase of multimedia services, multicasting is considered as important design factor for ATM switch. To resolve the traffic expansion problem that is occurred by multicast in multistage interconnection networks, this paper proposes the multicast switch using a high-speed bus and a shared memory switch. Since the proposed switch uses a high-speed time division bus as a connection medium and chooses a shared memory switch as a basic switch module, it provides good port scalability. The traffic arbitration scheme enables internal non-blocking. By simulation we proves a good performance in the data throughput and the cell delay.

페이스북 등과 같은 소셜 네트워크 서비스 (SNS: Social Network Service)가 개인 정보 공유 및 타인과의 커뮤니케이션에 빈번하게 이용됨에 따라서, 소셜 네트워크 서비스에서 사이버 스토킹이 중요한 문제가 되고 있다. 그러나, 지금까지는 온라인 소셜 네트워크 서비스에서의 사이버 스토킹 행위를 이해하기 위한 연구가 다소 부족한 상황이다. 본 논문에서는 페이스북 사용자들의 사이버 스토킹 행위를 보다 더 잘 이해하기 위하여 온라인 설문조사를 수행하였다. 본 논문의 결과는 사이버스토킹에서 (1) 주로 대상이 되는 콘텐츠(예: 개인 사진)가 무엇인지, (2) 어떤 그룹이 주로 스토킹의 대상이 되는지를 보여준다. 본 논문은 이러한 결과 관찰을 통하여 어떻게 온라인에서 사용자 프라이버시를 보호할 수 있는지를 검토한다.

A stalking is becoming more diverse and the methods are developing over time as the society has changed over time due to the advancement of information technology but an initial countermeasure seems to be difficult as there is no sufficient legislations against such crimes as stalking. Our country passed laws regulating such stalking at 1999 and four more additional bills were proposed until the 18th National Assembly but they failed to become legalized. Two more additional bills were proposed during 19th National Assembly which are still pending. Crimes such as stalking violates and invades physical and psychological freedom of the victims and the crimes are severely inveterate and intentional. Advanced countries such as the United States, the Great Britain, Germany, and Japan enacted legislations that strictly regulates stalking and also appropriate responses. As these exemplary cases show, it is essential that our country also requires an effective legislations against crime of stalking and protecting a victim of the crime.

This study aims to analyze the causes of conflict between street performing subjects and identify methods to induce their collaboration in promoting a creative city. This study proposes preventive mechanisms after identifying potential problems in performances on the streets of Jeju, which aims to become "the island of culture and art". To this aim, the type and relationship between the subjects of conflict, characters of conflict, solutions, extent and role of tolerance, responses of the subjects, and type of conflict management employed were examined and analyzed. We employed an in-depth interview method involving cases of conflict occurring during street performances in Jeju. were categorized into 6 types. First is conflict resulting from the lack of facilities. Second is conflict caused by non-designated performance venues. Third is conflict due to exclusive ambiance. Fourth is conflict resulting from direct engagement by neighboring residents. Fifth is conflict between residents and police during performances. Sixth is conflict by lack of definite relationship with relevant institutes. To systematically resolve these conflicts, we propose the following management methods: (1) behavioral approach of pretraining through a registration system; (2) establishment of busking zones and allocation after registration; (3) training of facilitators to manage street performances and extended roles; (4) establishment of standards for street performances through the systematic approach of ordinance; (5) training to secure tolerance of residents; and (6) simplification of deliberation process by building a collaborative system among institutes.

This paper deals with the legal meaning and issues of street performances. The key elements in the legal sense of street performances (or artistic performances) are 'public places' and 'artistic activities'. Therefore, as far as belongs to "artistic activities in public places", we can call them in principle as street performances regardless of its level of art, whether they are paid or not, size of performances or genre of artistic activities. Street performances are a way for anyone to freely participate and enjoy art by being performed on open places. In addition, street performances can be seen as more popular and democratic artistic acts than mainstream art culture in that anyone can become street performers. Although street performances are in vogue and becoming a universal cultural phenomenon, they do not appear to be legally organized yet. However, we don't have to strictly regulate street performances on the grounds that they are something different and special. Instead, they should let their street performances be freely performed and enjoyed in accordance with the constitutional law that guarantees the freedom of art or the freedom of artistic expression. Of course, it is necessary to modify the relevant laws on key issues raised regarding street performances. Finally, for street performances to be well established as cultural phenomenon, it should be harmonized that efforts to observe the law and orders by street performers, mature rituals and cultural tolerances of citizens who enjoy street performances, and efforts to realize the purpose of cultural countries and to promote street performances by governments.

In this paper, we implement the H.264/AVC baseline decoder by hardware-software partitioning under the embedded Linux Kernel 2.4.26 and the FPGA-based target board with ARM926EJ-S core. We design several IPs for the time-demanding blocks, such as motion compensation, deblocking filter, and YUV-to-RGB and they are communicated with the host through the AMBA bus protocol. We also try to minimize the number of memory accesses between IPs and the reference software (JM 11.0) which is ported in the embedded Linux. The proposed IPs and the system have been designed and verified in several stages. The proposed system decodes the QCIF sample video at 2 frame per second when 24MHz of system clock is running and we expect the bitter performance if the proposed system is designed with ASIC.

In this paper, we propose a cell scheduling algorithm for input queueing ATM switch. The input queueing architecture is attractive for building an ultra-high speed ATM (Asynchronous Transfer Mode) switch. We proposea WMUCS (Weighted Matrix Unit Cell Scheduler) based on the MUCS which resolves HOL blocking and outputport contention. The MUCS algorithm selects an optimal set of entries as winning cells from traffic matrix (weightmatrix). Our WMUCS differs from the MUCS in generating weight matrices. This change solves the starvationproblem and it reduces the cell loss variance. The performance of the proposed algorithm is evaluated by thesimulation program written in C++. The simulation results show that the maximum throughput, the average celldelay, and the cell loss rate are significantly improved. We can see that the performance of WMUCS is excellentand the cost-effective implementation of the ATM switch using proposed cell scheduling algorithm.
