A Preliminary Study on Domestic Embracement and Development Plan Regarding UNESCO World Heritage Programme (유네스코 세계유산 제도의 우리나라 문화재 정책에의 수용과 발전방안에 대한 시론적 연구)

  • UNESCO World Heritage Programme was introduced following the adoption of Convention Concerning the Protection of the World Cultural and Natural Heritage by the General Conference of UNESCO in 1972 in order to protect cultural and natural heritage with superb value for all mankind. Despite its short history of less than 40 years, it has been evaluated as one of the most successful of the cultural area projects of UNESCO with 890 world heritage registered worldwide. For systematic protection management of World Heritage, UNESCO, through systemization of registration, emphasis on the importance of preservation management plan, institutionalization of monitoring, and operation of World Heritage Fund, has utilized World Heritage Programme not just as a means of listing excellent cultural properties, but as a preservation planning tool, and accordingly, such policies have had a significant influence on the cultural heritage protection legislations of numerous nations. Korea has ratified World Heritage Convention in 1988, and with the registration of the Royal Tombs of the Joseon Dynasty in 2009, it has 9 World Heritage Sites. Twenty years have passed since Korea joined the World Heritage Programme. While World Heritage registration contributed to publicity of the uniqueness and excellence of Korean cultural properties and improvement of Korea's national culture status, it is now time to devise various legislative/systematic improvement means to reconsider the World Heritage registration strategy and establish a systematic preservation management system. While up until now, the Cultural Properties Protection Law has been amended to arrange for basic rules regarding registration and protection of World Heritage Sites, and some local governments have founded bodies exclusive for World Heritage Site management, a more fundamental and macroscopic plan for World Heritage policy improvement must be sought. Projects and programs in each area for reinforcement of World Heritage policy capacity such as: 1) Enactment of a special law for World Heritage Site preservation management; 2) enactment of ordinances for protection of World Heritage Sites per each local government; 3) reinforcement of policies and management functionality of Cultural Heritage Administration and local governments; 4) dramatic increase in the finances of World Heritage Site protection; 5) requirement to establish plan for World Heritage Site preservation protection; 6) increased support for utilization of World Heritage Sites; 7) substantiation and diversification of World Heritage registration; 8) sharing of information and experiences of World Heritage Sites management among local governments; 9) installation of World Heritage Sites integral archive; 10) revitalization of citizen cooperation and resident participation; 11) training specialized resources for World Heritage Sites protection; 12) revitalization of sustainable World Heritage Sites tourism, must be selected and promoted systematically. Regarding how World Heritage Programme should be domestically accepted and developed, the methods for systemization, scientific approach, and specialization of World Heritage policies were suggested per type. In the future, in-depth and specialized researches and studies should follow.

  • Related incidents and accidents are frequent after 2000 years, such as the outbreak of the Taian peninsula crude oil spillage and Gumi hydrofluoric acid leakage accident. In the wake of such environmental pollution accidents, Consensus has been formed to enact legislation on liability for the compensation of environmental pollution in 2014 and the rescue, and has been in force since January 2016. Therefore, in the domestic insurance industry, the introduced environmental liability insurance system needs to be managed through the standardization formula of a new insurance model for managing the environmental risk. This study has been carried out by the emergence of a safe insurance model with a risky nature of the risk type, which is one of the services of the knowledge base. The verification of the six assurance media on the occurrence of environmental pollution such as chemical, waste, marine, soil, etc. is expressed through semantic interoperability through this possible ontology. The insurance model was designed and presented by deducing the relationship between the amount of money and the amount of money that was written in the area of existing expertise, In order to exclude the possible consequences, the concept of abstract is conceptualized in the form of a customer, and a plan for the future development of an ontology-based decision support system is proposed to reduce the cost and resources consumed every year. It is expected that standardization of the verification standard of the mass of mass will minimize errors and reduce the time and resources required for verification.

  • 지구온난화와 도시기후 변화에 대응하기 위해 자연의 생태적 기능을 복원하고 환경에 대한 오염부하를 저감하여 도시 환경의 건강성과 지속성을 높이기 위해 도심 내 물순환시스템(urban water circulating system)의 구축이 요구된다. 즉, 물순환시스템을 활용하여 도심 내 다양한 수원(생태하천/호수 유지용수, 하수처리수, 우수, 지하수 등)을 네트워크 및 통합 관리하여 도시 내 물순환의 건전성과 수자원의 재이용률을 향상시킬 수 있다. 이를 위해서 연중 발생량이 일정하고 막대한(66.4억톤/년, 2009년 기준) 하수처리수 방류수는 고도처리를 통해 수질이 양호하며 안정적인 대체 수자원으로 고려된다. 또한, 하수처리수의 재이용은 공공수역으로 배출되는 오염부하량의 총량 삭감 및 상수사용량의 절감과 수자원을 효율적으로 이용한다는 면에서 최근 재이용 사례가 증가하고 있는 추세이다. 그러나, 도심 내 친수공간(생태하천/호수)은 저류수량에 비해 유입수량이 적어 체류시간이 비교적 장시간이고, 이로 인해 부영양화가 쉽게 발생해 수질이 악화된다. 따라서, 본 연구에서는 하수처리수 재이용수를 도심 내 친수공간의 유지용수로 활용 시, 수질정화공정(응집 후 여과, 응집 후 여과+한외여과, 응집 후 여과+한외여과+역삼투 공정)이 친수공간 내 조류성장에 미치는 영향을 파악하기 위해, 하수처리수 재이용수 pilot plant의 수질정화공정별 유출수를 활용해 M. aeruginosa를 시험조류로 조류성장(growth kinetics)을 조사하였다. 조류는 $5\times104$ cells/mL의 초기 농도로 접종하여 배양하였으며, 조류성장에 직접적인 제한인자인 용존반응성인의 농도에 따른 성장속도를 Monod와 변형 Monod Kinetics를 이용해 반포화상수(Ks)와 최대 성장속도(${\mu}$max)를 산정하였다. 실험결과, 역삼투 공정을 제외한 다른 수질정화공정은 비록 영양염류가 80~90% 이상 제거되어 수계의 화학적 성상이 변하였으나 조류성장역학의 변화는 통계학적 (p=0.05)으로 유의할만한 수준은 아닌 것으로 판명되었다. 또한, 수리학적 체류시간이 2주 이상이 될 경우, 역삼투 공정을 제외한 수질정화공정 별 유출수에서는 조류의 과다성장으로 인해 부영양화가 발생하는 것으로 판명되었다. 결론적으로 하수처리수 재이용수를 친수용수로 활용시, 조류성장을 방지하기 위하여 용존반응성인의 농도를 중점적으로 관리하는 수질정화공정 및 유지용수 공급방안을 고려해야하는 것으로 판단된다.

  • An increase in energy such as natural gas, coal, oil, has occurred to a large amounts of environment impact emissions, it is necessary to reduce in the construction industry for the energy consumption. To encourage remodeling project in developed countries of the majority, on the basis of this, remodeling project in the construction industry has grown to a large amount. Results of analysis of the research related to the advanced remodeling, analysis of the economic validity in accordance with the production and process and building elapsed years of selection alternative of remodeling there has been a problem that has not been properly reflected. In this study, a decision support model that can simultaneously choose the most cost-effective and energy-efficiency alternative. Developed process model, generates a "Remodeling Solution" that combines the renewable energy equipment and envelope system, energy performance evaluation of the application of international standards(ISO-13790, DIN V 18599), perform the economic evaluation through LCCA(Life Cycle Cost Analysis) technique, circulated evaluation and configured to output the optimal Remodeling Solution. The results of applying the model developed in the case, it was confirmed that it is possible to select a choice of cost-effective energy-saving alternative. Then, developed model through this study, it is expected to be able to help highly effective remodeling alternative to selecting by decision-makers.

  • The purpose of this thesis is studying for a legal basis and definition of Oil Record Book. In the thesis, comparing with the laws related to punishment for false entry of Oil Record Book of the maritime countries and korea Act. Studying the improvement marine pollutants from ships by suggesting legal and institutional proposal which are able to make themselves increase effectiveness for recording and inspection of Oil Record Book. Suggest the solution of the problems raised in this thesis, First, The Oil Record Book should not be the evidence which is having the effectiveness simply after the accident of marine pollution, but take sanction on pre-inspection of Oil Record Book as establish the concrete administrative punishment for each contents-based record of Oil Record Book. Second, It should set up of judgement criteria of false entry of Oil Record Book by port state control officer. Third, It should strengthen the legal effectiveness of Oil Record Book contents such as Code(c) ; oil residue, Code(d); relating to bilge discharge by including premeditation for false entry of Oil Record Book. Also, The enhancement of role for marine pollution prevention manager raise the effectiveness of Oil Record Book as recognizing the importance of Oil Record Book.

Development of the Safety Cabinet for Respiratory High-Pressure cylinder according to Consequence Analysis of Physical Explosion Damage (호흡용 고압용기 파열 피해영향 분석에 따른 안전충전함 개발)

  • A fire station and scuba have operated filling facilities for respiratory high-pressure cylinder without getting authority or reporting according to High-Pressure Gas Safety Control Act. They need facility improvement and special management to make provision for the time of accident during filling process. The Government have strived to correct illegal operations and suggested an alternative, establishing and operating the safety cabinet. It insures a safety being distance from danger caused by overpressure and a safety provoked by the protective wall equals or superiors. The safety cabinet is required to have an internal structure that smoothly distribute overpressure at the time of rupture. Plus, it needs to minimize fragments. It is also equipped with the performance of protective wall that makes overpressure to outside vent on the place where there is no person (top or bottom). This study calculated the consequence of physical explosion damage and built a prototype of safety cabinet. In addition, through the gas burst test, it derives for the ways to mitigate the physical explosion damage.

Comparison of Construction Cost Applied by RC and PC Construction Method for Apartment House and Establishment of OSC Economic Analysis Framework (공동주택 RC 및 PC공법 적용 공사비 비교 및 OSC의 포괄적 경제성 분석 프레임워크 구축)

  • OSC is a type of supply chain and value chain that spans the entire process of construction production (planning, design, construction, maintenance, etc.). It is a method of producing the final object by manufacturing it in a factory, transporting it to the site, installing and construction. This research as is the construction cost was compared for each case A, which applied the PC method, and case B, which applied the RC method. In the case of applying the PC method (excluding the PC design cost), compared to the case where only the RC method was applied, the frame construction cost per unit quantity (m3) increased by about 70% (50% based on the total RC construction type). Of the total frame construction cost of PC method application, PC accounted for 90.2%, 'PC manufacturing cost' 54.8%, 'PC assembly cost' 28.5%, and 'transportation cost' accounted for 6.89%. Also a decision-making framework that can consider both costs and benefits was established. In the case of benefits, the construction period, defect repair, disaster occurrence, energy efficiency, noise/dust/waste, and greenhouse gas emission indicators reflecting OSC technical advantages were presented. It can contribute to providing a basis for helping decision-making on the introduction of PC apartment houses using OSC.

Research on Trend Analysis of Ecosystem Water Quality Regulating Services in National Park - Focusing on Odaesan National Park - (국립공원의 수질조절 생태계서비스 가치평가 연구 - 오대산국립공원을 중심으로 -)

  • The purpose of this study is to estimate the trend of ecosystem water quality regulating services in Odaesan National park of the last five years and the corresponding economic values. Recently the climate change makes increased the value of the water, it is more important to protect the source of the riverthan to purify the contaminated water. To evaluate the water quality regulating services, we calculated the difference between purification and pollution from national park and estimated the quantitative value of the water quality regulating services. As a results, the amount of the value of the water quality regulating services from 2017 to 2021 was increased from approximately BOD 128.21 kg/Day, T-P 12.11 kg/Day to BOD 161.38 kg/Day, T-P 13.24 kg/Day and the economic value also increased from 2,304 million won to 2,817 million won.

The Demand and Supply of Nutritionist Workforce in Korea and Policy Recommendations (국민영양관리를 위한 영양사 인력의 적정수급에 관한 연구)

  • The objective of this study is to provide basic information and policy implications needed to balance the supply and demand for dietitian by projecting supply and demand for dietitian. The data from the Ministry of Health Welfare and Family on the number of licensed nutritionist, resident registration data of the Ministry of Public Administration and Security, and health insurance qualification data of the National Health Insurance Corporation were used to examine the current status of supply. To project the supply of nutritionist workforce, the in-out moves method and demographic method were used. The ratios of nutritionist to population and GDP, and that of other countries were applied as the demand projection method. According to the study results, the projection on the imbalance of supply and demand for dietitian by year 2021 differs depending on the method used. First, according to the results based on age-adjusted population ratio, there is an oversupply of 1,643 dietitians in year 2010, and 2,076 dietitians in year 2020. Second, although the projection on the imbalance of the supply and demand for dietitian differs depending on whether the GDD is calculated in won(₩) or dollar($). it is expected that there will be an oversupply in general. Third, as to the scenario using the nutritionist ratio in foreign countries, the oversupply of dietitian is likely in Korea, under any scenario, when comparing the nutritionist supply projection with the demand projection based on the nutritionist ratio in the United States. However, the projection of the supply and demand varies in each scenario when the European nutritionist ratio is applied. Under European 'scenario 1', an oversupply is expected, whereas under 'scenario 2', a shortage of supply is expected. A careful approach is required in interpreting the supply and demand projection using criteria of other countries, because dietitian assumes different roles and functions in each country. Although a slight oversupply of nutritionist workforce is projected, it does not cause a major problem as the demand for diet therapy is expected to rise due to aging and the increase of chronic diseases, and as the demand for clinical dietitians in hospitals increases. Accordingly, the demand for dietitians will rise and, in this context, the oversupply of nutritionist will not incur much problem. However, the nutritionist qualification is much too open in Korea, and this has a negative effect on the quality of the nutritionist workforce. Therefore, it is important that the nutritionist qualifications and requirements are reinforced in the future, enhance the quality level of the nutritionist supply, and maintain the balance between the supply and demand.

Policy suggestions to educate and produce outstanding paramedics in Korea (우수한 1급 응급구조사 인력 양성 및 배출을 위한 정책 제안)

  • Purpose: With the purpose of educating and producing outstanding paramedics by enhancing their competencies, this study aimed to make policy suggestions to re-establish the education system and improve the national examination and the certification scheme. Methods: This study used focus group interviews and questionnaires to collect data. Totally, there were 277 subjects, including experts from the education and field. Data were collected from September 9 to 20, 2016, and analyzed using SPSS 22.0. Results: To strengthen the curriculum of paramedics, this study suggested 27 courses with 94 credits as the standardized curriculum and derived 9 core competencies of paramedics. For the national examination, this study suggested consolidating written test subjects, adding scenario questions to practical tests, and applying critical criteria to simple practical tests that performs a procedure, grading these tests on a pass/fail basis. In addition, this study suggested converting certification into license, reflecting paramedics' healthcare job characteristics. Conclusion: The quality of emergency medical services in Korea will improve when those with core competencies that originated from the standardized curriculum based on the results of this study acquire their certification through the national test scheme, and the certification management system creates a virtuous cycle to further enhance paramedics' professionalism.
