Plan to revitalize social and environmental education to improve the effectiveness of carbon neutrality in Jeju Special Self-Governing Province (제주특별자치도의 탄소중립 실효성 제고를 위한 사회환경교육 활성화 방안)

  • In order to improve the effectiveness of carbon neutrality in Jeju Special Self-Governing Province, this study identifies the current state of social environmental education through literature research, excluding school environmental education being implemented in elementary, middle, and high schools in the province, and identifies shortcomings or problems. The purpose is to establish a plan to systematically and integratedly operate social environmental education, and the derived plan can be used as a guide to change environmental awareness and induce eco-friendly behavior to improve the effectiveness of carbon neutrality. As a result of the study, Jeju Special Self-Governing Province established a consultative body with environmental education institutions, organizations and expert groups operating dispersed throughout the province through the substantial operation and support of the environmental education center currently being entrusted, to identify the current status and develop content necessary for establishing environmental education policies, establishing a platform to enable information sharing, role division, regular communication, empathy, and policy feedback, and on-site environmental education centered on the field to stimulate emotions and personalize environmental problems so that environmental problems can be properly recognized.   • 자연재난은 발생원인에 따라 바람, 강우, 적설, 파고등으로 구분할 수 있다. 이러한 재난원인은 자연현상의 일부로 발생하였으나, 경제가 발전함에 따라 과거에 비해 재해에 안전한 사회를 요구하게 되어 재해저감을 위한 투자와 방재정책 개발의 필요성이 증대되고 있다. 기존에는 자연재난을 저감시키기 위하여 연최대치 강우를 통계 분석하고 강우-유출관계를 이용하여 장래에 발생할 홍수량을 예측하여 자연재난을 저감할 수 있도록 설계하는 것이 일반적인 재난저감계획 수립으로 간주되었다. 그러나, 재해예방을 위해서는 과거에 발생한 재난의 지역적 특성을 분석하여 재난발생 위험과 피해규모를 파악함으로써 재난계획 수립의 기초자료로 활용할 필요성이 있다. 이러한 자연재난에 대한 대책수립은 국가차원에서 필요하며 이를 위해서는 지역별 안전도 평가의 필요성이 증가하게 된다. 그러나 이러한 연구를 수행하기 위해서는 방대한 자료를 바탕으로 풍수해 발생특성을 분석하는 연구와 지자체 또는 지역별 재난피해저감 능력을 수치적으로 나타낼 필요성이 있다. 따라서, 공학적인 면뿐만 아니라 행정적인 면을 동시에 고려하는 학제간 연구가 필요하다. 본 연구에서는 우리나라에서 주로 발생하는 풍수해에 의한 자연재난 특성을 파악하고 재난발생 확률을 고려한 재난피해규모와 재난피해 저감능력을 비교하여 전국 234개 지자체별 지역 및 시설물별 안전도를 평가하고자 한다. 과거 10년간 재해연보에 수록된 지자체별 피해현황을 지자체별 특성을 고려하여 분석, 지자체별 연평균 피해규모를 소방방재청의 지역별 안전도 지침서에 의거, 10등급으로 분석하였다. 또한, 지자체별로 투자우선순위 및 방재예산편성의 효율성 극대화를 위해 지자체별 시설물별 피해현황을 분석하는 기법을 개발하여 지자체별 시설물별 안전도 진단지표를 설정하였다. 분석된 결과는 지자체별 시설물별 재해저감을 위한 풍수해저감 종합계획 재난보험제도 도입등의 기초자료로 적용될 수 있다.로 나타났다. 이는 두 흐름에 의해 와(vortex)가 크게 형성되어 하상의 세굴에 영향을 미치기 때문으로 판단되었다.보다 본질부가 차지하는 면적이 월등히 적고 제1차 및 제2차섬유가 차지하는 면적이 많았다. 따라서 고섬유함량인 대마의 품종개량에 있어서는 가능한 한 본질부가 차지하는 면적은 축소시키고 제1차 및 제2차섬유가 차지하는 면적은 증대시켜야 할 것으로 본다.우리 나라 수도의 작기는 앞으로 당기는 것이 좋다고 고찰된다. 6. 우리 나라의 현행 수도작기로 본 기온 및 일조조건은 수도의 분얼전기에 대해서는 호조건하에 놓여 있으나, 분얼후기인 7월 중ㆍ하순 경의 일조부족과 고온다습조건은 병해, 특히 도열병의 유발원인이 되고 있다. 7. 우리 나라의 현행수도작기로 본 전국각지의 수도의 출수기는 모두 일조시간이 적은 부적당한 시기에 처해 있다. 8. 출수후 40일간의 평균기온에 의한 적산온도 88$0^{\circ}C$의 출현기일은 수원에서 8월 23일이었고, 년간편차를 고려한 안전출수기일은 8월 19일로서 적산온도면에서는 관행 출수기일은 약간 늦다고 보았다. 9. 등열기의 평균기온에 의한 적산온도는 현행 수도작기로서는 최종한계시기에 놓여 있으며, 평균기온의 년간편차와 우리 나라의 최저기온이 낮은 점을 고려할 때, 현행출수기는 다소 늦은 것으로 보았다. 10. 생육단계별의 수도체내의 질소함량은 영양생장기의 질소함량이 과다하였으며, 출수 이후에 영양조락을 여하히 방지하느냐가 문제된다고 보았다. 11. 수리불안전답 및 천수답이 차지하는 전답면적의 비율은 차차 감소되고 있는데, 이와 전체 10a당 수량의 증가율과의 상관계수를 산출하였는데, 수리불안전답과의 상관계수 (4)는 +0.525였으며, 천수답과는 r=+0.832, 그리고 수리불안전답과 천수답을 합계한 것과의 상관계수 (r)는 +0.841로서 후2자와는 고도의 정(+) 상관을 보여 천수답이 차지하는 면적비율이 작

Runoff Characteristics and Relationship between Non-point Source Pollutants from Road (국도에서 발생하는 비점오염물질 유출특성 및 상관성)

  • The urban is possessing of various landuses such as commercial, industrial, residential and official areas. All of these landuses is including the paved areas that are roads and parking lots. The NPS (nonpoint sources) pollutants are generally originated from pavement areas in urban by human activities. Especially the roads are stormwater intensive landuses because of high vehicle activities and high imperviousness. The main NPS pollutants from roads are particulates and metals from vehicles and pavements. The Korea MOE (Ministry of Environment) is developing the NPS control program to reduce the NPS pollutants from the basins. However, it is not easy to control the NPS because it has high uncertainty by characteristics of rainfalls and watersheds. Therefore, this research was conducted on characterizing the runoff and providing mean EMC from roads. The monitoring were performed for total 16 rainfall events from a road in Youngin City since 2006. The results show that the TSS is highly correlated with other pollutant parameters. The statistical regression models using TSS EMC have been developed to easily determine the EMC of other pollutant parameters.

  • Modern disasters prevent accidents in advance and recover after accidents are very important. Our government's current response to these accidents is not appropriate. As for disaster management so far, it has been the center of disaster response and recovery efforts, and has been led by the government against it. The reality is that most private organizations and agencies have only subsidized government disaster management agencies. Korea is no longer a safe zone for earthquakes. Now for the establishment of effective disaster management system for earthquakes in the diagnosis is very urgent and the problems of the operational disaster management, which the problems of the nation.Policies to improve academic efforts to seek alternative proposal is also at a time when volume can be said to be very big need to mine. This study from 2016 to 2019, about the earthquake that took place between National Statistical Office, based on analysis of data to. First of all, research 1: What was the government's plan on Pohang earthquake? The results showed that the residents' evacuation of Pohang was important in the Pohang earthquake, but for the sake of students' safety, they were directly assigned to the test site to cope with the emergency situation. Therefore, the research and analysis shows that the nation should continue to think about the causes and responses of the damage at the disaster site and strive to develop technologies and methods to minimize the damage.

The Proposition of Domestic Sprinklers Installation Standard and the Fire Services Act (국내 스프링클러 설치기준과 소방관련 법에 관한 고찰)

  • Recently, many accidents occur frequently because sprinklers aren't installed or don't work right when there are outbreak of fire in houses and aggregate buildings. Therefore, they can result in damage for humans and loss of property. Sprinklers are the most appropriate which can extinguish buildings' fire in the initial stages. Through lack of legal system, in domestic cases, sprinklers cannot operate their inherent performance. Domestic standard simply classifies installation objects according to types of business and forms of buildings, also divides into uses and floors of buildings. Especially it only regulates that sprinklers must be installed every floors in particular fire buildings that have more than eleven floors. While it doesn't need to install sprinklers below ten floors, so we are threatened the safety. In this study, we derived causes and implications by analyzing concepts of sprinklers facilities, installation standards in domestic and foreign legal system, and recent cases that expanded damages in fire accidents because of weak point of installation and control standards. In domestic cases, as a result, government has to provide an institutional strategy and law that regulate duty to install sprinklers to all aggregate buildings regardless of floors in terms of new buildings. Also, if someone who has existing buildings wanted to install them, government would guarantee subsidy to encourage installation. In addition, government supervises fire-fighting activities when there are fire by compensating standards about regular inspection by a qualified technician, operation and maintenance of sprinklers as well as reinforcement of administrative criteria.

The Study of Regional Economic Effect by Construction of 119 Integrated Information System through RAS Method -In the Case Gyangsngnamdo- (RAS Method을 통해 본 119소방종합정보시스템 구축 사업의 지역 경제 파급효과 분석에 관한 연구 -경상남도를 중심으로-)

  • This study aims to examine the ripple effect of the '119 Integrated Information System' for city disaster management on the local economy. The study was conducted in the area of Gyeongnam province, and the study method is the interdependence analysis based on the Input Coefficient drawn from Input-Output Tables in which Intermediary Transaction Tables drawn through RAS was taken advantage of to grasp the correlation among industries and regions in terms of the local economy, and the ripple effect of the changes of political exogenous variables on the local economy was divided to such elements as production, added value, and employment so as to attempt empirical analysis on the local economy system. To estimate the ripple effect on the local economy, three different amounts of the expected input were applied to the study respectively and the results are as follows: Some $28.7{\sim}42.4$ billion won for the production induction effect, some $7.5{\sim}11.4$ billion won for the added-value induction effect, some $103{\sim}157$ job openings for the employment induction effect, and some $3.8{\sim}5.7$ billion won for the income induction effect are expected to take place as the ripple effect on the local economy.

  • The reason of source for a tragic death by the occurrence of an event is $\ulcorner$unobservant of safety rule,$\lrcorner$ $\ulcorner$negligence of staff,$\lrcorner$ $\ulcorner$deficiency of responsibility$\lrcorner$ and $\ulcorner$deficiency of safety value$\lrcorner$ and for certain reason that is insufficiency of space for safety education also think little of a people, unobservant of safety rule, selfishness and so on. It makes new and specific plan that is simulation room before I compare the inside and outside of the country for a nation the reform of consciousness. Next, go ahead with a plan for about safety-simulation room. The Government can support to plan if it make a proposal to center of Government. It should be make a people of safety system, and it build the safety-simulation room $1{\sim}2$ in the city or county. And, the city cannot build the big safety-simulation room the reason are size of building and money. Accordingly, it will be make a system and installation for different type of safety-simulation room for about calamity, disaster and different type of accident in Korea. It must be build the building of space that should be make a space of knowledge and information by many books and media, develop of education program from life-safety.

Development of Depth-Damage Function by Investigating Flooded Area with Focusing on Building Damage (피해설문조사 기반의 도시지역의 침수심별 피해 추정함수 개발 -건물피해를 중심으로-)

  • In this study, we developed a depth-damage function based on flood damage survey with focusing on building damage in urban area. We designed items for the questionnaire survey to develop a depth-damage function which estimates the amount of damage based on inundation depth targeting Dongducheon, Korea, which has experienced severe inundation damage due to significant flooding in July 2011. Based on the survey of the area, we developed a depth-damage function and used this to estimate the real amount of damage on buildings in the inundation area. To assess the damage on buildings, we categorized buildings into two groups; namely residential buildings and commercial buildings. Also, in order to calculate the real amount of damage caused by flooding, properties and detailed damaged items were sub-divided into two groups for the survey; facilities loss (wall paper, floor paper, painting, electrical facilities, and boilers) and furnishing loss (furniture, electronic products, and daily necessities. We expect this study on the process for developing depth-damage function and on the investigation research for flooded area to help in the efficient implementation of all kinds of disaster management policies and the attainment of a society safe from disaster.

A Study on Improvement of Site Selecting Indicators for Safe Pedestrian Environment (안전한 보행환경 사업 대상지 선정지표 개선방안 연구)

  • As car-oriented road policies have been made forward so far, relatively pedestrians' walking conditions are so in poor environments that more than two thousand pedestrians die from car accidents every year. Pedestrians' walking right has been severely invaded like that. Pedestrians' walking right is a right that people are able to walk safely and comfortably in pleasant surroundings as long as they don't threaten the public safety, order maintenance, and welfare. The government has an obligation to provide safe, comfortable, and pleasant environments to pedestrians. Recently interests in pedestrians' safety are increasing, government-driven supports have been made to make safe, pleasant, and healthy walking surroundings. As poor walking condition improvement projects cost high, they should be progressed to accomplish maximal effects using finite finances efficiently, and post feasibility evaluations of the projects should be severely estimated. However site selecting indicators which satisfy with the goal for composing safe working surroundings have not been decided yet, though currently it has a legal basis to specify walking condition improvement sites by the Law for Pedestrians' safety and Comfort Increasement. Therefore this study focuses on suggesting improved ways for selecting sites where pedestrians' safe environment project by reviewing previous research. When project sites are selected, evaluation indicators related to awareness survey of residents and history should be excluded, and disaster safety assessments for walking safety facilities, latent human hazards and natural disasters like a strong wind are proposed besides evaluations on pedestrians' safety and walking environment for matching with the purpose of the project to make safe working surroundings.

Indications and Estimations of the Needs for Direct Medical Control in the Patients Transported by 119 Rescuers (119 구급대에 의해 이송된 환자들 중 직접적 의료지도가 필요한 범위와 그에 따른 수요 추정)

  • Direct medical control by medical doctors is an essential part of emergency medical services system (EMSS). However, the indications are not specifically defined, even in 119 system with their own medical control team. The Seoul Metropolitan Fire and Disaster Management Department has operated internal medical consultation services on its own since January 2004. Based on the experiences from these services, we reviewed the cases of the direct medical consultation and establish the indications for direct medical control. And we presumed the demand of direct medical control with the established indications. The crews of 119 in Seoul made 793 calls to Medical Control Team during November 2004. We reviewed all of the calls according to the level of consciousness (AVPU), the kinds of emergency care done by crews during transport (10 categories), and the mechanisms of injuries (9 categories). The need for direct medical control was judged by authors with reviewing the records reported by the crews and control teams. Among 23 items, 14 items assigned as the indications, which were abnormal level of consciousness (VPU), 6 kinds of emergency care, and 5 mechanisms of injures. The sum of the three of them, 7,782 cases (45.9%), was in need of direct medical control. In conclusion, about half of the patients transported by 119 crews in Seoul require direct medical control. The need for the direct medical control in Seoul was estimated as many as 260 calls per day. To fulfill the need for direct medical control and to provide a effective medical control, the direct medical control should be accomplished through the communications between the crews and the medical staffs in the local hospitals.
