  • 메콩강 유역은 중국, 미얀마, 라오스, 태국, 캄보디아 및 베트남의 6개국이 공유하는 국제하천으로 각국의 안보, 경제성장 및 발전 등에 밀접한 영향을 주며 유역의 개발과정에서 국가별 개발전략 및 경제발전의 차이, 환경문제에 대한 입장의 차이로 인한 다양한 문제가 발생하고 있다. 특히 상류인 중국의 댐 건설 이후 갈수기에 메콩 강 하류지역의 수위가 매년 하락하는 현상이 발생하면서 중국의 수자원 무기화에 대한 우려가 심화되고 있다. 이와 같은 수자원의 통제는 메콩 강 하류 국가의 홍수나 가뭄조절에 대한 대응을 어렵게 하며 최근 급격한 기후변화로 인한 재난위험의 증가는 이에 대한 우려를 심화시키고 있다. 이에 대한 대응으로 하류 국가들 또한 메콩 강 곳곳에 댐을 건설하려는 계획을 수립하고 있어 메콩 강 유역의 무분별한 댐 건설에 대한 문제들이 제기되고 있다. 이러한 문제의 해결방안 마련을 위해서는 기후변화 또는 유역개발이 사회 경제 및 환경에 미치는 영향에 대한 사전분석이 매우 중요하며 기본적으로 강우-유출해석 시스템의 구축을 통한 사회 경제적 영향에 대한 예측 및 검토는 정책결정 및 수자원관리측면에서 매우 중요한 요소이다. 본 연구에서는 메콩강 유역을 대상으로 준 분포형 모형인 SWAT 모형에 전 세계적으로 구축되어 제공되는 범용 공간정보자료 및 기후변화 시나리오를 이용하여 강우-유출해석 시스템을 구축하고 메콩강 유역의 2100년까지의 미래 유출변화를 분석하였다. 이를 위해 메콩강유역을 총 33개의 소유역으로 분할하고 HadGEM의 RCP45 및 RCP85 기후변화시나리오를 소유역별 과거자료를 이용한 임의보정의 과정을 거쳐 적용하였다. 본 연구의 결과는 미래 메콩강 유역개발 및 수자원 관리 및 다양한 시나리오 적용을 위한 기초자료로 유용하게 활용될 수 있을 것으로 판단되며, 앞서 밝힌바와 같이 현재 메콩 강은 댐에 의한 수자원 통제의 영향이 커지고 있음에도 불구하고 방류데이터 등의 비공개로 이에 대한 영향은 고려하지 못하는 한계가 존재하기에 향후 이와 관련한 시나리오의 적용 등 추가적인 연구 또한 필요하다고 판단된다.

A Study on Policy for National Geographic Information System (국가GIS 중장기 정책방향에 관한 연구)

  • This study is to suggests the vision and policy issues on National Geographic Information System in Korea. Firstly, this study is to describe the current situation and problems of national geographic information. ${\ulcorner}$The Second national geographic information plan${\lrcorner}$ consist of 47 projects include national level. For the purpose of third NGIS plan, diverse problems suggested on spatial information computierization, application, distribution. Secondly, we conducts an analysis of national geographic information demand. According to the analysis results 'cyber geospace' is the key issues in near future. In order to construct the ${\ulcorner}$Integrated Digital Territory${\lrcorner}$ in the 21st Century, the current promoted project for the national geographic information constuction needs to be more developed. In this regard, it is necessary to implement ${\ulcorner}$Integrated Digital Territory${\lrcorner}$, enhancing the usability of NGIS, creating the 'cyber geospace' and intelligent territory.

Analysis on the Change of Regional Vulnerability to Flood (홍수피해에 따른 지역적 취약성 변화 분석)

  • Recently, the damage by fresh flood increases in Gangwon-do and Gyeongsangbuk-do of the north-eastern area of Korea. Even though the recent pattern of rain fall keeps changing, there is no strategy to mitigate damage by disaster. For the appropriate measure and policy for decreasing damage, an index for vulnerability is necessary to provide evidence of local climate change. The present work analyzes the flooding damage cost during the past 20 years. During 80's, the southern area of Korea was seriously damaged by over-floods on the agricultural ground. After that time, the loss and damage has decreased in the southern area but the middle part has shown slight but distinct increases of damage. The absolute coast of damage in the northern part has kept constant. However, the relative regional damage to the total country damage has kept increasing over 20 years in the same area. The surface area of floods is strongly correlated with the regional damage cost in the southern part but the north-eastern part has weak correlation between flooded area and cost. It implies that the recent damage in the north-eastern mountain area was not caused by flood itself but the other factors such as avalanches. The present work expects that the damage cost can be a good proxy value for index for climate change impact assessment.

Australia's Water Management Policies and Implications in Response to Climate Change (기후변화에 대응한 호주의 물관리 정책과 시사점)

  • Recently, as the extreme drought continued due to the reckless development and the dramatical climate change, national concern about the water management issues has been increased rapidly around the world, especially in Korea. Meanwhile, it is necessary to analyze and review the related cases in Australia, where they have developed the consistently, eco-friendly and systematically management from the national level, which is similar to that of Korea in difficult circumstances. Australia has been suffered by repeated droughts and floods due to low rainfall and dryness, and water disputes were begun with immigrant settlement in the 1890s. In the early days, water management agreements for efficient distribution of water resources, water use regulation programs, and federal water laws were enacted, and now the established water management system in which development and conservation are assumed to be well balanced. In Korea, however, in the past, the Ministry of Environment was responsible for water quality issues while the quantity was managed by the Ministry of Land, Infrastructure and Transport, and the main local departments for water management were divided. Therefore, it was difficult to manage the integrated water management due to problems such as duplicated works, excessive investments, and inefficiency. To resolve this situation, in 2018, all water management functions were unified, such as enacting the fundamental water-related laws, thereby laying the foundation for the integrated water management system for each basin. From 2019, even the integrated water management system was implemented, we are promoting the effect of sustainable water resource management. In order to establish a management policy for efficient and eco-friendly water management, the IWRM (Integrated Water Resource Management) of Australia, which has been devised in various ways, was analyzed and compared with the present situations and cases occurred in Korea, and the implications from this study would be suggested the future of IWRM in Korea.

  • 최근 선진국에서는 지역사회의 지역특성, 대비능력 등을 토대로 맞춤형 재난 대비책을 마련하여 시행하고 있다. 이는 중앙정부의 한정된 자원을 효율적으로 배분하고, 지방정부는 지역의 취약성을 파악하여 구체적 적응정책의 방향성 제시를 가능하게 한다. 우리나라 역시 재해위험에 대한 각 지역의 방재능력을 여러 가지 방법으로 진단하고 있으나 대부분 지역의 인구, 재정력, 시설, 인력, 자원 확보 및 계획 등 정량적 정보만을 종합하여 위험도를 진단하고 있어 재해위험에 대한 지역민과 지역사회가 느끼는 취약성을 제대로 반영하지 못하고 있는 실정이다. 이에 본 연구에서는 홍수 취약성 개념 틀을 정의하고 지역사회를 기반으로 취약성을 평가할 수 있는 홍수피해저감지수(Flood Disaster Risk Reduction Index, FDRRI)를 개발하였다. FDRRI는 지형적 기상적 요인을 고려한 홍수노출지표, 사회적요인과 과거피해 요인을 고려한 민감도지표, 지역안전도 피해저감능력지수를 고려한 피해저감능력지표, 지역민의 대비능력을 나타내는 지역사회대비능력 지표를 결합하여 평가된다. 특히, 지역사회대비능력지표는 지역민 설문조사를 통해 지역민의 역량을 정량화한 것으로 본 연구에서 처음으로 도입한 것이다. FDRRI의 적용성 검토를 위해 지형적 특성, 홍수피해정도 등을 고려하여 낙동강 유역의 경북 봉화, 김천, 경남 고성, 김해를 시범지역으로 선정하고 FDRRI를 산정하였으며 타당성을 검증하였다. FDRRI는 홍수위험에 대한 지역의 저감능력을 잘 반영하고 있으며, 지역별 맞춤형 저감대책 및 지역사회가 참여한 지속가능한 재난관리 정책 수립 등에 활용될 수 있을 것으로 기대된다.

Design and Policy of Seat Belt for fire Engines (소방차량의 안전벨트 설계 및 정책제안)

  • According to the National Fire Agency, there were 61 traffic accidents of Fire engines in 2021. That is an increase of about 80% compared to the previous year. And the number of injuries and deaths increased by more than 300%. According to the survey of this study, less than 25% of firefighters wore seat belts of Fire engines during dispatch, contrary to the rapid increase in injuries and deaths. About the reasons for why firefighters do not wear seat belts, It can be found in aspects that are related to personal consciousness, organizational culture, and firefighting dispatch. The number of dispatches will increase in the future, this is considered to be a serious problem for the stability of the firefighting organization. In this study, a seat belt should be designed newly and proposed to improve the seat belt wearing policy.

Study of Design of Traffic Lights for the Prevention of Disaster to be prepared for a Super-aged Society (초고령사회에 대비한 교통신호등 방재디자인 연구)

  • South Korea, which has entered an aged society, is about to enter a super-aged society in 2025. With the increase of an aging population, traffic accidents by aged drivers have been settled as a social problem. Now, when Korea is facing a super-aged society to come, a study was conducted to prevent traffic accidents that occur while the elderly people are driving through a disaster prevention design. For theoretical research, this study examined the concept and necessity of disaster prevention design, the present condition of an aged society, aged drivers' physical and cognitive characteristics, and the policies related to the forms of traffic lights the elderly people see. In addition, to propose the design, this study investigated and analyzed the traffic safety forms and colors of the International Standards Organization and proposed the first and second forms of the design of traffic lights for the gradual improvement of the traffic lights based on that. The first improved design form is a plan for displaying a triangle, an arrow with a large area, and a quadrangle in the lens of the head of the existing traffic lights, and the second improved design form is a plan for introducing a new traffic light head and forming the traffic light with a bigger triangle, an arrow with a large area and a quadrangular lens. Since it has a visually clearer form than the present traffic lights, it is expected that aged drivers who have physical and cognitive characteristics due to aging can secure better visibility and conspicuity and that they can make better reflex responses than they can now, also in the change of driving environment (rain and heavy snowstorm, etc.). In addition, it is expected that this study would be a preceding study to prepare standard guidelines on traffic safety signs other than traffic lights to be prepared for the super-aged society.

Water yield estimation of the Bagmati basin of Nepal using GIS based InVEST model (GIS기반 InVEST모형을 이용한 네팔 Bagmati유역의 물생산량 산정)

  • Among various ecosystem services provided by the basin, this study deals with water yield (WY) estimation in the Bagmati basin of Nepal. Maps of where water used for different facilities like water supply, irrigation, hydropower etc. are generated helps planning and management of facilities. These maps also help to avoid unintended impacts on provision and production of services. Several studies have focused on the provision of ecosystem services (ES) on the basin. Most of the studies have are primarily focused on carbon storage and drinking water supply. Meanwhile, none of the studies has specifically highlighted water yield distribution on sub-basin scale and as per land use types in the Bagmati basin of Nepal. Thus, this study was originated with an aim to compute the total WY of the basin along with computation on a sub-basin scale and to study the WY capacity of different landuse types of the basin. For the study, InVEST water yield model, a popular model for ecosystem service assessment based on Budyko hydrological method is used along with ArcGIS. The result shows water yield per hectare is highest on sub-basin 5 ($15216.32m^3/ha$) and lowest on sub-basin 6 ($10847.15m^3/ha$). Likewise, built-up landuse has highest WY capacity followed by grassland and agricultural area. The sub-basin wise and LULC specific WY estimations are expected to provide scenarios for development of interrelated services on local scales. Also, these estimations are expected to promote sustainable land use policies and interrelated water management services.

  • Due to social and cultural changes and the growth of aging people living as a single because of aging, lonely deaths are steadily increasing, and each local government has begun to define them as a social problem. The legal basis began to be established. In order to explore policy measures to prevent lonely deaths, this study examined cases of lonely death prevention policies using smart digital information technology (AI, IOT), which is being promoted by Daegu Metropolitan City to promote non-face-to-face policies to prevent lonely deaths. Policies related to lonely deaths are divided into two axes: lonely death prevention projects and post-excavation support projects. In order to operate these businesses efficiently, the provision of non-face-to-face services through artificial intelligence and the Internet of Things is recognized as a new service delivery system, so the importance and necessity of non-face-to-face services is increasing. It is time that multifaceted changes and preparations are needed, such as establishing a system to expand the non-face-to-face industry at the national level. In order to respond to another national disaster situation in the future, the non-face-to-face smart care system is being expanded in various welfare policies such as preventing lonely deaths. It will have to be activated.
