A Study on National Cyber Capability Assessment Methodology (국가 사이버 역량 평가 방법론 연구)

  • It is required for us to enhance the national cyber capability as the worldwide countries have been doing effort to strengthen their cyber capabilities. However, we are encountering the difficulty in estimating national cyber capability due to the absence of any cyber capability assessment methodology. This paper presents the national cyber capability assessment methodology which is used for settle up national cyber policy. We also introduce the result of five major nations(US, China, Japan, Russia, Korea)' cyber capability assessment using the proposed methodology. The methodology is developed using open data and includes three areas; base capability, attack capability and defense capability. The assessment result shows the in the order of US, China, Korea, Russia, Japan. As the analysis of that result, in order to enhance the our cyber capability, we recommend that first, cyber budget and human resources for the base capability should be more invested, second, the strategy for attack capability enhancement is strongly required and lastly, the patch ratio and security monitoring level should be upgraded.

  • Recently, as the development of cyber weapons, the threat of cyber warfare has been increasing. Nations, which experienced cyber warfare already, have been damaged not only in the cyber space as well as in real war field. Therefore, each nation is constantly making efforts to prepare for cyber warfare. First of all, to prepare for cyber warfare, each nation's capability of cyber warfare should be understood. A plan of reaction of cyber warfare should be searched by comparison and analysis of capability of cyber warfare. This paper compares and analyzes established methodology of capability assessment about cyber warfare, and this paper finds a better point to suggest the improvement of capability assessment about cyber warfare. This paper applies capability assessment of cyber warfare to nations, which can influence on Korea with improved capability assessment of cyber warfare. Comparing and analyzing the result of assessment, this paper deducts complementary point of Korean cyber warfare to suggest the plan to enhancing capability of cyber warfare.

  • 최근 현실 공간에서의 물리적 공격(Hard Attack)이 가상공간을 통한 사회 공학적 공격 및 정보기반통신망 공격(Soft Attack)으로 변화하고 있다. 이에 따라 군사(방위산업) 및 국가 주요정책정보에 대해 정보통신망을 통한 각종 정보의 해킹등 전자정부 사회간접시설 및 공공서비스의 기능에 대한 침해가 빈발하고 있다. 사이버공간에서의 국가안전보장을 위한 활동은 사후방어보다는 사전예방이 중요하며, 이를 위해서는 사이버공격 징후의 포착과 종국적인 책임기관에 의한 통합적 대비가 필요하다. 이러한 업무를 효율적으로 수행하기 위해서는 대통령실을 정점으로 국가안전보장을 종국적으로 책임지는 기관이 국가 사이버위기의 예방 및 방어 전략을 체계적 통합적 관리할 수 있도록 입법적 대응방안을 마련하는 것이 매우 시급한 과제이다.

  • 기업의 가치평가방법은 DCF법을 비롯하여 OPM, 증권거래법에 의한 본질가치평가방법, 상속세법에 의한 재산가치평가방법, 비교법, 일정성장배당모형 등 여러가지가 있다. 이중 각 평가방법은 특정한 목적을 가지고 탄생된 것이나 영리를 위한 기업의 가치를 평가하여 그 결과를 M&A나 A&D 또는 경영의 지표로 이용하려할 때 그 편파성 때문에 목적을 달성하기 어렵다. 따라서 본고에서는 그들의 균형을 취하는 평가방법을 알아보고, 장기적인 차원에서의 경영을 전제로 벤처기업자금조달과 맞물려있는 경영권 방어에 대하여 살피므로써 벤처기업인들이 안정적인 경영을 수행하거나 창업초기에 일찍 경영에 대한 분명한 목표를 설정하고 자신의 역량을 생산적인 곳에 사용할 수 있게 할 수 있는 틀을 제시해 본다.

  • 최근 ICT 기술이 발전함에 따라 많은 편리함과 경제적 등 이점이 증대함과 동시에 각종 침해사고, 관리 미숙 및 부주의로 생기는 손실 또한 증가하는 추세다. 또한 침해 대응 실무자의 역량강화를 위하여 실제 시스템에서 실습하기는 어렵다. 본 논문에서 사물인터넷 (IoT) 장비들을 봇넷으로 구성한 Mirai 공격 사례를 바탕으로 가상 시스템을 통해 공격 및 방어 훈련 시스템을 구현하였다.

Moderating Effect of Security Ability on the Relation between Privacy Concern and Internet Activities

  • This study explored the moderating effects of security ability on the influence of privacy concerns on internet activity using Korea media panel survey data. To this end, we applied between-subjects factorial design between 2 (privacy concern high / low) × 2 (security ability high / low) groups and compared five types of internet activity among four groups by variance analysis. As a result, privacy concerns have a main effect on internet activity, and security ability have a moderating role in this relationship. Despite the privacy concerns, people do their internet activities in order to enjoy the benefit from the internet. This study have academic implication in that it focus on the issue of privacy paradox in terms of the type of internet activity. In addition, practical implications are that, in order to activate online activities of individuals in an internet-connected society, efforts for enhancing their security abilities are necessary.

  • Because of the development of computers and networks, the use of the internet has been rapidly increased. The smart devices, such as smart phones and tablet PCs, have made an epoch-making changes, which have brought people's daily lives to the cyber world and life values have been improved. The cyber world not only just changed individual's lives, but also affected all areas and the world. The recent global trends reside mainly in protection of energy sources, and nation's dependency of the information system such as politic, economic and national security. Since major national infrastructure becomes a stragic attack target, the importance of cyber warfare has rised as an effective way to attact enermy. This article explores the concept of cyber warfare and national cyber capability, and then figure out the plan of reaction to minimize damages with best protection when cyber warfare occurs.

  • Cyber defense exercise should require training on the latest cyber attacks and have a similar process to defense cyber attacks. In addition, it is also important to train on cyber resilience that can perform normal tasks or support equivalent tasks regardless of cyber attacks. In this paper, we proposed and developed a cyber range that can strengthen the elements of cyber resilience by performing cyber defense exercise in real time based on the cyber crisis alert issued when a cyber attack occurs in Korea. When BLUE, YELLOW, ORANGE, and RED warnings are issued according to the cyber crisis, our system performs proactive response, real time response, and post response according to the alarm. It can improve trainee's capability to respond to cyber threats by performing cyber defense exercise in a cyber crisis environment similar to the actual situation of Korea.

  • This paper aims to set the priorities for the cybersecurity strategy of Cambodian government. To this end, we built a AHP research model by adopting 4 factors from the ITU national interests model and selecting 7 strategies from best practices of 8 countries leading the cyber security. Using a questionnaire, 19 experts evaluated Cambodia's cybersecurity strategy priorities. The key policy factors were evaluated in the order of homeland defense, economic welfare, value promotion and favorable world order. Their strategic alternatives were identified in the order of legislation, capacity building, and cyber attack prevention for critical infrastructure. This study will contribute to setting the strategic priorities and feasible action plans to strengthen Cambodia's cybersecurity capabilities.

  • We are facing the situation where cyber threats such as hacking, malware, data leakage, and theft, become an important issue in the perspective of personal daily life, business, and national security. Although various efforts are being made to response to the cyber threats in the national and industrial sectors, the problems such as the industry-academia skill-gap, shortage of cybersecurity professionals are still serious. Thus, in order to overcome the skill-gap and shortage problems, we propose a Cybersecurity technical response Job Competency(CtrJC) framework by adopting the concept of cybersecurity personnel's job competency. As a sample use-case study, we implement the CtrJC against to personals who are charged in realtime cybersecurity response, which is an important job at the national and organization level, and verify the our framework's effects. We implement a sample model, which is a CtrJC against to realtime cyber threats (We call it as CtrJC-R), and study the verification and validation of the implemented model.
