Broadcast-based data dissemination has become a widely accepted approach of communication in the mobile computing environment. However, with a large set of data items, the expected delay of receiving a desired data increases due to the sequential nature of the broadcast channel. With the objective of minimizing this wait time, this paper explores the problem of data broadcast over multiple channels. In traditional approaches, data items are partitioned based on their access probabilities and allocated on multiple channels, assuming flat data scheduling per channel. If the data items allocated on the same channel are broadcast in different frequencies based on their access probabilities, the performance will be enhanced further. In this respect, this paper proposes a new broadcast scheduling scheme named two level dynamic programming(TLDP) which can reflect a variation of access probabilities among data items allocated on the same channel.

본 논문에서는 그 동안 국내 지상파 DTV 방송의 임시대역으로 사용해 오던 Ch.61~69(752~806MHz)를 포함한 700MHz 대역의 주파수 Ch.52~69(698~806MHz)를 지상파방송 디지털전환 이후 경매에 의해 통신에 할당하려는 방송통신위원회의 정책 추진에 대한 기술적, 정책적 타당성을 분석하고, 디지털 방송에서의 주파수 필요성과 상관성을 비교하여 바람직한 주파수 정책에 대한 방향을 모색하고자 하였다. 디지털 방송의 경우 이 대역에서 차세대방송용으로 활용할 계획을 가지고 있으며 방송 콘텐츠산업과 디스플레이산업의 발전 촉매제로 간주하고 있다. UDTV(Ultra-HDTV) 및 Full-HD 3DTV 를 비롯하여 HD 혹은 Full-HD MMS(Multi Mode Service) 서비스와 무안경식 3DTV, 홀로그래피 3DTV 와 같은 차세대방송 환경 구축을 위해서는 우선 700MHz 대역의 주파수의 추가 확보와 정책적 지원의 필요성이 요구되고 있다. 본 논문에서는 무선통신과 방송분야의 주파수 요구 내용을 비교함으로써 바람직한 주파수 할당 정책에 대한 대안을 제시하였다.

UHD(Ultra High Definition) broadcasting is an attractive next-generation service of realistic broadcasting that enables you to feels like listening on the spot in ultra-high definition resolution. In addition, the test broadcasting run by UHD broadcasting agencies and UHDTV terminal launch could herald the full-scale UHD broadcasting era. However, in order that UHD broadcasting will be activated, the function of conditional access control and information protection through which we can on pay per view watch the programs of subscriber preference from the channels of various and subdivided genres is essential. To provide a technical foundation for these features and to achieve the UHD TV transition early, determining technology development & standardization strategy through the analysis of the key protection technologies is required In this paper, we propose standardization technologies which our country can lead and present a long-term driving directions by analyzing UHD broadcasting technology & test broadcasting trends and content protection technology & standardization trends.

협회는 7월5일 IPTV 서비스의 조속한 도입과 아울러 합리적인 제도 마련을 촉구하는 관련업체의 의견을 담은 건의서를 국회 방송통신특별위원회에 전달했다. 또한 국무조정실 방송통신 융합지원단과 정보통신부 융합전략팀에도 전달했다. 협회는 건의서에서, 이해 관계자들의 소모적인 논쟁이 결과적으로 IPTV 서비스 도입정책 지연과 더불어 관련 산업 활성화를 가로막아 산업계의 첨단기술 및 제품들이 사장될 위기에 있으며 국가적으로도 막대한 손실로 이어질 수 있다며 IPTV 서비스의 조속한 도입을 촉구했다. 특히, 협회는 국가 100년 대계를 생각해 더 이상 소모적인 논쟁을 종식하고 국가 신성장 동력인 IPTV 상용화를 통해 IT강국의 위상을 제고해야 하며, 이를 위해 정부의 신속한 제도마련과 뉴미디어에 걸맞은 규제제도 완화가 병행돼야 한다고 주장했다.

개인 방송에 대한 관심이 폭증하고 있음에도 불구하고, 이에 대한 학술적 연구를 찾아보기는 어렵다. 본고는 대표적인 개인 방송 플랫폼인 아프리카 TV와 유튜브의 콘텐츠-시청자 매칭 기술과 대용량 데이터의 효율적 전송 기술을 중심으로 알아 본다. 개인 방송 플랫폼은 UGC(User Generated Contents)의 생산과 소비의 접점을 제공하는 중요한 역할을 담당한다. 개인 방송의 가장 큰 문제는 부적합한 콘텐츠의 무분별한 노출과 확산이다. 개인 방송 콘텐츠 생산자와 콘텐츠에 대한 정제 기술이 요구된다.

방송통신융합은 이미 진행중인 사항으로써, 그 형태도 다양하게 전재되고 있다. 네트워크의 융합, 서비스의 융합, 사업자의 융합 등이 기술 발전에 힘입어 앞으로도 계속 새로운 형태로 진화할 것이며, 좀 더 고품질의 데이터를, 개인의 필요에 맞도록, 이동성이 강조된 방향으로 요구하는 사용자의 욕구에 적절히 대응하는 형태로 발전할 것이다. 본 고에서는 서비스, 망융합 및 표준의 관점에서 현황을 개관하였으며 Ubiquitous라는 Keyword를 통하여 새로운 방향으로 발전할 것도 아울러 조망해 보았다.

본 논문은 FM방송의 품질측정 방법을 통하여 초단파방송대역의 모노방송 및 스테레오방송 뿐만 아니라 새로운 부가서비스를 대비한 필요주파수대역폭 산정 및 점유주파수대역폭 실측방법을 제시하고자 한다. 이론적인 필요주파수대역폭 산정은 이미 널리 알려진 바와 같이 카슨공식으로 정의된다. 이러한 카슨공식에 근거한 이론적인 필요주파수대역폭 산정과 실측에 의한 점유주파수대역폭을 실측 및 비교 분석함으로써 FM방송의 주파수대역을 효율적으로 이용할 수 있도록 하고자 한다.

성공적인 국제 메가 스포츠 이벤트는 진행 국가와 해당 도시의 글로벌 이미지를 제고하고, 국가경제 성장에 파급 효과가 있음이 다수 사례를 통해 입증되었다. 최근의 국제 메가 스포츠 이벤트는 단순한 스포츠 행사가 아닌 최첨단 정보통신기술과 방송통신 융합의 전시회라고 해도 과언이 아니기 때문에 정부만의 과제와 역할로는 성공할 수 없다. 국제 스포츠 이벤트 운영의 패러다임이 변화하는 환경 속에서 대회를 기획하고 주관하는 스폰서는 이벤트 개최와 성공을 좌우하는 핵심요소로 그 선정에서부터 중요한 검토가 이루어져야 한다고 볼 수 있다. 이 글에서는 향후 있을 2018 평창동계올림픽의 안정적인 개최와 성공을 기대하며 2014 아시안 게임의 사례를 중심으로 안정적이고 신뢰성 있는 스포츠 대회 개최를 위한 방송통신망 Infra 구축과 운영 방안에 대해 기술하고자 한다.
