Under the changing circumstances of broadcasting, this study aims at the corelation of television drama's rating and television image production techniques, analyzing TV image production techniques and TV rating of drama, the highest rating genre. For this research, 6 dramas were selected as samples except the dramas about history and violence on the basis of the TNS media korea's top 100 of the year 2007. This study analyzed camerawork, shot size, shot duration and scene duration with the contents of replay and manuscript viewing of broadcasting companys' homepages. As the result of the analysis of corelation, TV rating is inverse proportionate to multiple camerawork and shot average duration with a very close relationship, showing no relationship with other variables. The result of this study shows that multiple cameraworks and long durated shots should be avoided for higher TV rating.

The development of the latest media technology has changed the traditional broadcasting system. The traditional broadcasting system, which was operated by the mass media and the terrestrial broadcasters, is now transformed to the viewer-centered and bidirectional media through the convergence of internet and mobile. In terms of broadcasting environment, the function of the traditional TVs has been changed to the Smart TVs combined with an open platform which not only deliver visual contents, but also supply various applications and additional information linking the content providers and viewers. This ongoing broadcasting environmental change has made it possible for viewers to participate in the programs such as reality shows or sports events through SNS, texting or phone calls. Therefore, the purpose of this experiment is to present the ways to promote easier and more convenient viewer-participation in the programs by applying mobile messenger to existing broadcasting system in order to enhance the involvement of broadcasters and viewers of the programs and to diversify the roles of content providers and viewers in broadcasting.

This study conducted a frame analysis of the news reports of Chonbuk bus strike broadcasted via local broadcasting companies of the Jeollabuk-do. The results showed that all Chonbuk local televisions gave more emphasis on 'episodic' frame by emphasizing demonstrations and struggles between capital and labor. In the case of content frames, news reports did not present the solution or an alternative of the strike, and the democratic process frame or the institutional improvement frame was not embossed. Therefore, local television news of Chonbuk bus strike was insufficient in reporting causes and backgrounds of the strike. Also, it displayed existing press routine in reporting the issue of social conflict such as a bus strike.

In this paper proposes bat tracking in baseball broadcasting using CAMshift and Kalman filter. The bat is changing fast during the swing, the shape also continues to rotate. For this reason, to apply the CAMshift to self adjust the size of the search window in order to use the color information to the invariant of the bat. Because it uses the color information if there are objects of similar color to the background because of the interruption on the track narrows the search range in range of motion detection by using the MHI(Motion History Image). By applying a Kalman filter, limit changing on the size of the search window, and it can be obtained higher track accuracy. But, this proposed method was limited color change by light.

The purpose of this paper is to examine how technological innovation and increasing competition affect the relationship among market players and what policy issues are emerging through the case of UHDTV. There emerges sharp conflicts among consumer-electronics companies, telcos, terrestrial broadcasting companies and pay-TV companies since they all have different perspectives and interests regarding the way UHDTV services are introduced in the competitive broadcasting market. Dualized governance structure leads to aggravating conflicts. While the case of UHDTV demonstrates clearly that technological innovation and more competition into the market create conflicts among these market players, it is well expected that we will see very often similar conflicts and policy chaos in this innovative and competitive broadcasting industry.

This paper presents a novel mobile measurement system with multi antennas which enable mobile measurement as well as fixed measurement with telescope mast. Proposed system installed 4 omni directional antennas for the space diversity process and one directional log periodic antenna for the simultaneous conventional fixed measurement. Whole antenna systems are connected to the custom DTV channel analyzers with Ethernet networks respectively and processed by the main controller to calculate real time average receive levels. To prove the performance of proposed system, the typical receive models are categorized as 3 area types - open area, building area and house area, and then intensive field tests were performed through mobile and fixed measurement phases. With these measurement data, the relationships between mobile and fixed measurement are analyzed, and the concept of compensation factor is proposed to assume the average receive level of signal. The field test is fulfilled as a co-work with public broadcasters and the proposed system is applied to the intensive coverage measurement projects for metropolitan areas by the korean government agencies.

This study aims to analyse the process of digital switchover in the UK, which is regarded as one of the most successful cases in the world, and to examine efficient plans for the future digital switchover project in Korea through the UK's case. The digital switchover in the UK shows with no doubt the significance of integrated government policies, collaboration between relevant governmental organisations, and the public service broadcaster. Along with this, active and detailed Public Relations (PR) should take place, helping the citizens realise the efficiency of the phased switchover region by region and the measures to resolve the gaps between all social brackets. To sum up, the successful digital transfer is not only achieved by governmental policy and technological preparation from broadcasters, but also by voluntary citizen participation. Government officers and broadcast executives need to realise this and should focus on communicating with citizens.

The video-based system of the broadcasters and the video-related institutions have shifted from analogical to digital in worldwide. This migration process can generate a defect, digital dropout, in the quality of the contents. Moreover, there are limited researches focused on these kind of defects and those related have limitations. For that reason, we are proposing a new method for feature extraction emphasizing in the peculiar block pattern of digital dropout based on discrete cosine transform (DCT). For classification of error block, we utilize support vector machine (SVM) which can manage feature vectors efficiently. Further, the proposed method overcome the limitation of the previous one using continuity of frame by frame. It is using only the information of a single frame and works better even in the presence of fast moving objects, without the necessity of specific model or parameter estimation. Therefore, this approach is capable of detecting digital dropout only with minimal complexity.

Internet is essential to live nowadays, but persons with disabilities are hard to use internet because people who develops and operate web sites don't think and comply the web accessibility standard. In order to solve this problem, Korea governments implement a lot of policies such as. making web accessibility standard, operating web accessibility education program, etc.. The purpose of this paper is examined the web accessibility compliance of major web sites such as portal, news, banking, education in Korea. In order to investigate the web accessibility compliance status of major web sites's in Korea, 15 web sites were chosen. This study was used the 4 major checkpoints that must be the crucial among 14 checkpoints in Internet Web Contents Accessibility Guidelines which was amended by Ministry of the Information and Communication in 2005. The results of this study showed that 15 major web sites in Korea didn't meet the 4 major checkpoints.

Set-top Box which receives broadcasting signal and delivers it to display device such as TV usually doesn't have low-power mode, standby power mode. On the other side, most consumer electronics support standby power mode. The main reasons come from technical barriers and operational stability. Set-top box normally consumes 80~90% power of active mode even though turning off. This is much higher compared to other consumer electronics which consume less than 1W in standby power mode. However, most developed countries including Korea are enforcing the regulations which enhance energy efficiency of set-top box. This paper describes design and development of low-power set-top box. Key technologies are SoC supporting low-power mode, system hardware and software operating in separated power mode, and middleware managing the power with broadcasting system. Finally, we show energy saving expectation through development and proliferation.
