Structural Relationship for Recognition of Radiation Risks on Management and Benefits of the University Students (대학생들의 방사선 위험 인식이 관리와 편익에 미치는 구조적 관계)

  • The purpose of this study was to perform an actual proof analysis on the structural effects of recognition of radiation risks on management and benefits. Data was collected using self-administered questionnaires targeting students having majors related to radiation from 1 April to 31 May in 2013 of one four-year-course university located in Chungbuk, Korea. As a result of the analysis, it turned out that as recognition of radiation risks is higher, recognition of radiation management is higher, which has a significant effect on benefits. It was indicated that although recognition of radiation risks does not directly influence radiation benefits, positive recognition on radiation benefits could increase through the parameter, radiation management. In order to improve smooth use of radiation and increase benefits, education that emphasizes the need of proper radiation management should be performed.

Methodology on the Safety Goal Setting of Reactor Operation based on the Radiogenic Excess Cancer Risk in Korea (한국인의 초과 방사선 암 위험도 평가에 근거한 국내원전의 안전목표치 설정 방법론)

  • By using the Korean demographic data and the modified relative risk projection model given in the Committee on the Biological Effect of Ionizing Radiation (BEIR) report-V under the U.S. National Academy of Science, the radiogenic excess risk in Korean population has been evaluated. On the basis of this risk, a safety goal for the safe operation of domestic nuclear power plants has been further derived in terms of personal dose. The baseline risk of death due to all causes in Korea and the trivial risk level, which the society considers safe, were estimated to be $5.2{\times}10^{-3}$ and $5.2{\times}10^{-6}$, respectively. The radiogenic excess cancer risk in Korea has been estimated to be $5.2{\times}10^{-3}$ for tie case of acute exposure to 0.1 Gy and $3.7{\times}10^{-3}$ for the case of chronic lifetime exposure to 1.0 mGy/y. On the basis of these risks estimate, the resulting safety goal for one year opeation of a reactor was 0.05 mSv, which is quite identical with the ALARA guideline prescribed by the USNRC in the Appendix I, 10CFR50.

Analysis of Public Perception of Nuclear Power Generation Reflected in the Times (시대성이 반영된 원자력발전에 대한 일반인들의 인식 분석)

  • This study investigates the perception of the general public through analysis of various potential risk factors reflecting nuclear power generation and nuclear power (radiation) and risks. A total of 293 copies of the data were collected from various strata in Busan. As a result, among the potential factors in everyday life, there was a high awareness of the risk to the fire. Next, the perception of risk for radiation terror and nuclear (nuclear) energy was relatively high compared to other risk factors. In the analysis according to age, educational background, and political ideological tendency, the results were contradictory to the necessity, risk and safety of nuclear power generation. The potential risk factors and the perception of nuclear power according to the tendency of political ideology were analyzed to be positive recognition of conservative ideology and negative recognition of progressive group. In other words, the perception of nuclear power was analyzed differently according to the tendency of political ideology. Therefore, it should be decided to reflect the opinions of experts and various opinions of the general public in the setting of nuclear radiation (radiation), it is believed that ordinary people need to take flexible action without having a vague sense of anxiety about various potential risks and nuclear power (radiation) based on objective and scientific grounds.

  • The decommissioning of nuclear power plants should be prepared by quantitative and qualitative risk assessment. Radiological and non-radiological hazards arising during decommissioning activities must be assessed to ensure the safety of decommissioning workers and the public. Decommissioning experiences by U.S. operators have mainly focused on deterministic risk assessment, which is standardized by the U.S. Nuclear Regulatory commission (NRC) and focuses only on the consequences of risk. However, the International Atomic Energy Agency (IAEA) has suggested an alternative to the deterministic approach, called the risk matrix technique. The risk matrix technique considers both the consequence and likelihood of risk. In this study, decommissioning stages, processes, and activities are organized under a work breakdown structure. Potential accidents in the decommissioning process of NPPs are analyzed using the composite risk matrix to assess both radiological and non-radiological hazards. The levels of risk for all potential accidents considered by U.S. NPP operators who have performed decommissioning were estimated based on their consequences and likelihood of events.

  • 원자력이용시설의 증가와 대형화는 이에 따른 이익 못지않게 위험도 증가되고 있으며 방사선폐기물의 처분 폐로등 인간과 환경을 방사선으로 부너 보호되어야할 안전성 문제가 계속 남아있다. 원자력의 이익과 위험에 대한 분계점을 슬기롭게 다루워 나가는 창조적 인간의 지혜가 속단되는 한 원자력 이용산업은 더욱 발전되어 나갈 것이다.

  • The current radiation risk assessment for occupational exposure is based on the measured exposure dose and health checkups of workers. This people-centered risk assessment may occur errors because absence of using personal dosimeter or unrelated health symptoms of individuals lead to difficulties in obtaining accurate data from workers. In addition, although the established legal upper dose limit was used as a reference for the assessment, it does not imply that this limit is the optimal dose of radiation workers should get; ALARA principle should always be appreciated. Therefore, a new risk assessment model that can take account of all the important factors and implement optimization of radiation protection is required at the national level. In this paper, based on the KOSHA Risk Assessment, we studied on the workplace-centered risk assessment model for radiation field rather than the people-centered. The result of the study derived a right model for radiation field through the analysis of the risk assessment methods in various fields and also found data acquisition methods and procedures for applying to the model. Multidimensional model centering on the workplace will enables more accurate radiation risk assessment by using a risk index and radar plot, and consequently contribute to the efficient worker management, preemptive worker protection and implementation of optimization of radiation protection.
