  • 국제원자력기구(International Atomic Energy Agency, IAEA) 는 80년대 초반부터 전세계적인 원자력 안전 분야 주요 활동을 분석$\cdot$정리하여 배포하고 있다. 1990년대 중반부터 현재와 같은 체제로 작성$\cdot$배포 되기 시작한 $\ulcorner$원자력 안전(Nuclear Safety Review)$\lrcorner$ 은 전세계적인 원자력 안전 동향, 주요 행사 및 현안사항, IAEA 및 회원국들의 주요 안전 관련 활동, 주요 안전 관련 사항에 대한 전망 등으로 구성되어 있으며, 통상 차기 연도 3월 및 6월 IAEA 이사회에서 내용을 검토$\cdot$확정하여 9월 말의 IAEA 정기 총회 기간중에 회원국들에게 배포되고 있다. $\ulcorner$ 원자력 안전 1998$\lrcorner$은 4개의 장으로 구성되어 있다. 1장은 국제적으로 중요하고 장기적인 영향력을 가진 사건 및 현안 사항, 2장은 원자력$\cdot$방사선$\cdot$폐기물 안전 분야에서 수행된 IAEA활동, 3장은 회원국에서의 원자력$\cdot$방사선$\cdot$폐기물 안전 분야 주요 활동 및 정보, 4장은 앞으로의 주요 사건 및 안전 관련 현안 사항에 대한 전망을 기술하고 있다.

Research on the Actual Condition of the radiation Safety Management(RSM) for the Educated Training of the Dental Diagnostics X-ray Generators (교육용 치과 엑스선 발생장치에 대한 방사선 안전 관리 실태 조사)

  • The purpose of this study is to offer data base for establishment of dental training x-ray generator based safety usage through surveying real radiation safety management state of radiation worker's in plan of operations that have dental training x-ray generators and use it. For it, comprehensive references were surveyed referring reports of current state of regulation technique development and domestic radiation safety evaluation and nuclear related legislation regarding radiation safety management of dental training x-ray generators. On the basis of it, questionnaires were filled in about respondent's general characteristic radiation safety manager's status current state of radiation safety management and the level of knowledge & consciousness. For the study, the survey was conducted to 224 people of radiation safety managers and university graduates training assistants and full-time professors who can treat dental training x-ray generators in education center. through this survey 95 questionnaires were used as analysis materials except the insufficient and omitted responses. As a method of analysis, the frequency and percentage were figured out with the general characteristics and safety manager's status. Chi-square test for frequency and correlation per question analysis and Pearson correlation analysis for crosslevel correlation were done with current state of radiation safety management and knowledge & consciousness level. As a result, running dental training x-ray generators was dealt with by 20's to 40's who have high education level over post undergraduate degree and major in dental hygienic. In addition, female have higher consciousness level for radiation safety management than male. Suggestion for Comprehensive Quality Assurance of Medical Linear Accelerator in Korea (국내 선형가속기의 포괄적인 품질관리체계에 대한 제언)

  • American Association of Physicists in Medicine (AAPM) Published Task Group 40 report which includes recommendations for comprehensive quality assurance (QA) for medical linear accelerator in 1994 and TG-142 report for recommendation for QA which includes procedures such as intensity-modulated radiotherapy (IMRT), stereotactic radiosurgery (SRS) and stereotactic body radiation therapy (SBRT) in 2010. Recently, Nuclear Safety and Security Commission (NSSC) published NSSC notification no. 2015-005 which is "Technological standards for radiation safety of medical field". This notification regulate to establish guidelines for quality assurance which includes organization and job, devices, methods/frequency/tolerances and action levels for QA, and to implement quality assurance in each medical institution. For this reason, all of these facilities using medical machine for patient treatment should establish items, frequencies and tolerances for proper QA for medical treatment machine that use the techniques such as non-IMRT, IMRT and SRS/SBRT, and perform quality assurance. For domestic, however, there are lack of guidelines and reports of Korean Society of Medical Physicists (KSMP) for reference to establish systematic QA report in medical institutes. This report, therefore, suggested comprehensive quality assurance system such as the scheme of quality assurance system, which is considered for domestic conditions, based the notification of NSSC and AAPM TG-142 reports. We think that the quality assurance system suggested for medical linear accelerator also help establishing QA system for another high-precision radiation treatment machines.

  • Medical electrical equipment - Part 1: General requirement for basic safety and essential performance of MFDS was revised as 3th edition and Medical electrical equipment Part 2-54: Particular requirements for the basic safety and essential performance of X-ray equipment will be expected to be announced as notification. Therefore this technical report was written to introduce provision of the particular requirements, replacement, addition, amendment. The purpose of this particular requirements is to secure requirements for basic safety and essential performance of X-ray equipment for radiography and radioscopy. X-ray high voltage generator, mechanical protective device, protection against radiation is included in this particular requirements. Medical electrical equipment - Part 1, Part 1-2, Part 1-3 is applied to this particular requirements. If the requirements is announced as notification, It is expected to widen understanding for basic safety and essential performance of X-ray equipment for radiography and radioscopy and play a part to internationalize of medical equipments.

  • For the safe management of radwaste repository, data of the site and environment have to be collected and managed systematically. Particularly, for the radwaste repository, which has to be institutionally controlled for a long period after closure, data will be collected and maintained through the monitoring programme. To meet this requirement, a new programme called "Site Information and Total Environmental data management System (SITES)" is being developed. In this study, as the first stage of GIS(Geographic Information System) development that will be embedded in SITES, the scope and function of GIS are issued. Methodology for the Selection and management of thematic maps is studied as well.d as well.

Methodology on the Safety Goal Setting of Reactor Operation based on the Radiogenic Excess Cancer Risk in Korea (한국인의 초과 방사선 암 위험도 평가에 근거한 국내원전의 안전목표치 설정 방법론)

  • By using the Korean demographic data and the modified relative risk projection model given in the Committee on the Biological Effect of Ionizing Radiation (BEIR) report-V under the U.S. National Academy of Science, the radiogenic excess risk in Korean population has been evaluated. On the basis of this risk, a safety goal for the safe operation of domestic nuclear power plants has been further derived in terms of personal dose. The baseline risk of death due to all causes in Korea and the trivial risk level, which the society considers safe, were estimated to be $5.2{\times}10^{-3}$ and $5.2{\times}10^{-6}$, respectively. The radiogenic excess cancer risk in Korea has been estimated to be $5.2{\times}10^{-3}$ for tie case of acute exposure to 0.1 Gy and $3.7{\times}10^{-3}$ for the case of chronic lifetime exposure to 1.0 mGy/y. On the basis of these risks estimate, the resulting safety goal for one year opeation of a reactor was 0.05 mSv, which is quite identical with the ALARA guideline prescribed by the USNRC in the Appendix I, 10CFR50.

  • The research reactor (TRIGA Mark-III(KRR-2)) was constructed and had been operated in 1972. In 1999 the radioisotope process units had stopped its operation due to normal operation of HANARO. In 2003 the core assembly was decommissioned by D&D program. The contact exposure rate on the core assembly and the rotary specimen rack are from 300mSv/h to 700mSv/h. This report describes the decontaminationing procedures, the health physics programs, and the waste management.
