Clients demands have been changed by construction circumstances such as high-technology, mega-projects, and the complexity of construction. Advanced foreign countries have already introduced and applied new project delivery systems(i.e, CM, DB, etc.) to deal with the change of such that. Recently, Korea also launched two new project delivery systems, "Best Value Contracts to which the State is a Party" to provoke the project delivery system, which helps a public owner select a project delivery system appropriate to the project characteristics. Even though government has made his efforts as stated above, some clients have still used those to public construction projects uniformly. That is because there are not a selection criteria of project delivery system for clients. Therefore, this paper proposes the selection criteria of project delivery system based on project types in the public large construction projects.

This study introduces the current status of the design for safety(DfS) introduced as one of the owner - centered construction site safety management plan, and presents the problems and the improvement plan. The design for safety has been shifting from the construction management-oriented safety management to the owner-centered safety management system, The owner has to make the design considering the safety from the design stage centered on the owner. The owner has to review and approve the adequacy of the safety-conscious design and The risk factors that can not be eliminated during design are the system to prevent the disaster at the construction site by planning to eliminate the risk factor when writing the safety management plan that is made at the construction stage. The design for safety system implemented from May 2016 will be further developed to prevent the risk of safety accidents that may occur in construction sites, contributing greatly to the reduction of construction accident. In addition, it suggests ways to develop more efficient and convenient system through continuous hazard finding and system improvement.

Post-evaluation system reflects the results of performing a public construction project in the future similar public construction projects to be utilized in the planning. However, the current system simply compares the expected values, such as demand, B/C ratio, cost of construction, construction period, with the actual values after the completion of construction. In addition, most public owner does not actively conduct the post-construction evaluation tasks, so that the evaluation results has not been returned to early stage of a construction project. In this study, status of the post-construction evaluation system is investigated by a survey of the public owner and the construction project evaluation system of the United States and Japan was analyzed. This paper presents the improvement scheme of utilization of the results of the post-construction evaluation system. Through improving the post-construction evaluation system, it is expected that public agencies would easily utilize the post-construction evaluation.

In many cases, the construction industry in Korea has a hierarchical structure in which a general contractor in charge of the entire project is subcontracted from the client and entrusts the construction to a specialty contractor in charge of detailed work types. In this structure, the general contractor manages and takes responsibility for the entire construction, but the person directly involved in the construction is an individual specialty contractor, so the quality and safety of the facilities will vary according to their construction and management capabilities. In order to solve quality and safety problems that may arise due to the difference between the person receiving the order for construction and the person who actually constructs it, it is necessary to let the person who receives the order perform the construction directly for projects under a certain amount. The system introduced for this purpose is the direct construction mandatory system. As described above, although this system was introduced to prevent bad construction and risk transfer, it is a system that has various problems due to the characteristics of the domestic construction industry, institutional limitations, and practical problems, so it is necessary to improve it legally and institutionally.

대한설비건설협회는 지난 2월 25일 설비건설회관 대회의실에서 제44회 정기총회를 개최하고 2011회계년도 사업계획을 수립했다. 2011년 사업추진의 기본방향은 기계설비시공 관리기준법의 국회통과 결집, 법 통과 후의 하위법령 및 세부기준 제정, 회원사의 적정공사비 확보를 위한 주계약자형 공동도급 활성화 및 직할시공제, 설비공사 분리발주 확대 등 설비건설업계 도급영역 확대, 회원사 경영환경 개선을 위한 불공정하도급거래 개선, 설비기자재가격 현실화 등 관련 제도개선 사업 등에 역점을 두고 있다.

최근들어 우루과이 협상의 진전이 가사화됨에 따라 서비스업의 개방이 현실적인 사항으로 인식되고 있고, 서비스업으로 분류되는 건설업도 개방압력에 직면해 있다. 건설시장의 개방에 따라 가장 크게 우려되는 부분은 국내업체의 설계 및 엔지니어링 분야를 들 수 있으며 선진외국 건설업체와 비교했을 때 매우취약한 실정이다. 이에 대처하기 위해 설계 및 엔지니어링 기술을 육성시킬 수 있는 기술경쟁입찰 풍토를 조성할 필요성이 있으며 설계 및 시공단계의 상호조정을 통하여 공사수행을 보다 효율적으로 수행할 수 있는 일괄입찰제도의 확대운용은 필수적이라 하겠다. 따라서 본 연구는 국내 일괄입찰공사의 확대시행을 위한 현행 일괄입찰제도의 개선방향을 설정하고 일괄입찰제도 절차의 개선안을 제안하여 설계입찰자의 평가 및 낙찰자 선정에 대한 구체적인 개선안을 도출하고자 하였다. 이와 같은 개선방안의 마련을 위해 설문 및 면담조사가 실시되었으며 최종적으로 실무자들과의 총의회를 통하여 최종안을 제안하였다. 본 연구의 주된 내용은 일괄입찰공사유형의 제시, 사전자격심사, 입찰서류 및 입찰기간, 입찰자평가시 발주처참여, 낙찰자선정, 실시설계판정, 건축$\cdot$토목$\cdot$기계$\cdot$설비에 대한 새로운 평가체계 제시 등으로 요약할 수 있다.

건설산업공생발전위원회가 지난해 10월 출범했다. 국토해양부장관을 필두로 주요 발주기관장과 종합 전문 설비협회 단체장, 민간전문가 등이 대거 참여한 위원회가 건설산업의 당면과제를 논의하기 시작한 것이다. 그동안 상생협력 및 동반성장을 지원하기 위한 제도 개선이 지속적으로 이뤄져 왔지만 이번 공생발전위원회는 건설산업 공통의 과제와 미래 발전방안을 민 관이 함께 모색한다는 점에서 향후 적지 않은 성과가 기대된다. 공생발전위는 크게 ${\bigtriangleup}$건설문화 개선 및 이미지 제고 ${\bigtriangleup}$건설산업 참여주체 간 공생발전 정착 ${\bigtriangleup}$건설산업의 경쟁력 제고 등 3가지 대주제를 제시해 놓고 있다. 이 위원회에 정해돈 대한설비건설협회 회장이 설비건설업계 대표로 참석하여 기계설비업계의 당면문제를 건의하고 있다. 이에 따라 지난해 12월 23일 열린 제3차 회의에서는 그동안 대한설비건설협회가 지속적으로 건의한 저가하도급 심사제도 개선, 하도급 계약 시 부당특약 근절방안, 산재은폐 제도개선 등의 논의가 본격화 되었다. 이처럼 설비건설업계는 공생위원회가 저가하도급 유도 및 불공정 하도급 관행 등을 개선해 줄 것으로 기대하고 있다. 즉, 하도급업계가 피부로 느낄 수 있는 진정한 공생발전이 이루어지기를 기대하고 있는 것이다.
