Estimation Method of the Competitive Bid-price in Bid-rigging of Public Construction (기댓값 분석에 따른 공공공사 입찰담합의 가상경쟁가격 산정방법)

  • Korea's public construction projects are under construction through bidding, however, due to the nature of the bidding, collusion between participants can occur. The collusion of bids accordingly damages the client. So, it is necessary to calculate the appropriate fictitious competition price to compensate for this. In this regard, econometrics methods are generally used, but there are limitations and issues arising from the nature of construction, especially design-build bid. Therefore, this study proposes a method to estimate reasonable competitive bid-price in design-build bid. It derives the lowest bid-price from the design submitted by the proponent and estimates the competitive bid-price by examining the factors according to the penetration rate according to the technical level of the tester, the skill level of the competitor, and the type of tester. Based on the method proposed in this study, a reasonable price can be derived that reflects the characteristics of the design and construction bidding bidder selection method and also it can be used as a reference material in the actual bidding process as well as calculating the damage due to the answer.

An Environmental Management Cost Estimating Method Improvement for New Multi-Housing Projects (공동주택 신축공사 환경관리비 산출방법 개선)

  • For construction projects, it is required to estimate the Environmental Management Cost(EMC) for pollution prevention, using the calculation standards prescribed in the Construction Technology Management Law(CTML). However, the EMC standards are difficult to utilize without definite site information. Therefore, it is needed a new calculation method reflecting project site information. According to the definition of EMC in the CTML, this study identifies the EMC items and classifies them into the pollution types such as air, water, noise, waste and others. With this EMC classification, the stud:』 analyzes using the SPSS the EMC for the 78 new multi-housing projects, which were executed during the past three years, 2000-2002. And then an EMC estimating matrix is developed with simple information such as site location and size of area from historical data. The proposed matrix can be effectively used to check and control budgeting and estimating the EMC of the multi-housing projects. In addition, the proposed EMC matrix are validated through a case study.

  • Recently, Design-build project as delivery system public construction sector tends to be increased according to the Masterplan for promotion of construction technologies, and construction projects are increasing their complexity, variety and scale. And owner's requirements become various. Preliminary design for design eligibility judging of design-build has been designed excessively to get a good point and this tendency includes the elements which is capable of wasting the budget. Because of excessive design, owners require to apply VE study into the design development phase but in the Design-build system, VE application has not been of no effect that owners expect, owing to the characters of lum-sum contracts. The purpose of this study is to propose the plan for effective application of VE in the design development phase in order to solve the problems such as excessive design of preliminary design in the design-build project. This study established plans for VE application through investigating and analyzing VE application case and then proposed the applications in the aspect of regulations and contracts, parties participated in project, VE operation through research for verification of usefulness.

  • The purpose of this study is to derive basic data of the Guaranteed Maximum Price(GMP) process and to present specimens that can be used at the time of execution of CM at Risk project in South Korea. CM at Risk project is issued in South Korea, but the actual data is lack. On the other hand, CM at Risk project is universalized and the market of the CM at Risk is steadily growing. Because of that, in this study, The United States cases was selected as a sample. GMP consists of CM's fee, CM contingency, project direct cost, project indirect cost, allowance. GMP negotiations are performed before the end of design completion, and after 3 rounds of estimation comparison, preliminary GMP is confirmed. GMP can be multiple contract and it is useful for Procurement of long lead materials and early construction. If the actual cost is lower than expected GMP, sharing of the saving is an option since the conflict of interests between the client and the contractor can occur.

  • Since early 2000s, the importance of CM services has been increasingly recognized and the CM market is continuously growing. As a consequence, the number of CM companies has increased, which means keener market competition. In order to increase their competitiveness, it has been a major task for CM companies to employ and foster competent construction managers who can play a role of efficient project leaders. The objective of the paper is to analyze key characteristics of construction managers' roles during design stages from the perspective of leader's roles including strategic planner, team builder, gatekeeper, expert, champion.

  • Due to the inherent risk factors of the remodeling projects, the remodeling project is failing frequently, and schedule delay are occurring in most remodeling projects. The risk factors that cause the delays in these remodeling projects are not common to all remodeling projects, and the likelihood of risk factors will be affected by the various characteristics of the project. In this context, based on the results of a reliable survey conducted on 29 construction managers who have performed remodeling projects, this research analyzes (1) "importance of each characteristic", which means how frequently the characteristics of the remodeling project affect the occurrence of risk factors, (2) "the likelihood of delay risk factors for remodeling projects", which assesses which risk factors are most likely to occur, and 3) "the level of effect of project characteristics that affects the occurrence of each risk factor." Through this study, the relationship between various characteristics of the office building remodeling projects and the delay risk factors was analyzed in various aspects, in further, it is expected that the owner planning the remodeling will be able to grasp the delay risk that is likely to occur according to the characteristics of the project in advance.

  • Today, the United States, Europe and other advanced organizations are utilizing the concept of competency-based HR management. Recently, many organizations in Korea are also managing workforces by introducing the concept of job competencies in personnel management. However, in spite of the current trend, domestic human resources management methods for construction managers continues to operate by asking about work experience, licensing, education level, etc. This is a seniority system and it functions separately from an assessment of practical job competencies for the business. Moreover, construction management work has been very fragmented in terms of expertise and capacity depending on the type of management work and project progress. Therefore, it is necessary to develop a competencies management system for each business segment to effectively manage job competencies that reflect the the characteristics of a construction manager' s work. As such, the aim of this study is to analyze human resources management methods pertaining to domestic construction managers and present challenges and limitations in current practices. In particular, factors affecting the job competencies of construction managers are analyzed statistically. The results of this study will be used as the basis for future research into development of a construction manager competency management system.

  • The paper considers two non-deterministic methods of analysing the risk exposure in a cost estimate The fist method(referred to as the 'conventional statistical' method) analyses cost data directly, to describe a probability distribution for total cost. The second method(referred to as the 'Monte Carlo simulation' method) interprets cost data directly, to generate a probability distribution for total costs from the descriptions of elemental cost distribution. The common practice of allowing for risk through an all-embracing contingency sum or percentage addition is challenged. Rather than excluding conventional, non-deterministic methods, they are here presented as possibly the only of effective foundation on which to risk management in cost estimating.

Exploring Delays of The Mega Construction Project: The Case of Korea High Speed Railway (대형 건설사업의 공기지연분석: 경부고속철도 건설사업을 중심으로)

  • Korea has become the 5th country to own and operate the high speed railroad in 2004. However, there were many difficulties until Koreans enjoy the first bullet train service with the average hourly speed of 300km. The high speed railroad requires elevated quality standards differently from the traditional railways. In addition to the technical difficulties, the construction project itself was an unpleasant case with huge delays and cost overruns mainly due to the lack of experiences, deficiency of owner$^{\circ}{\O}$s role, and increase of public resistances triggered by environmental concerns. This paper analyzes the reasons for delays on this mega-project. With respect to the characteristics of the whole project level, it is very complicated/linear project, whose total length is around 412 km with the composition of various sections in the route of the railway which have basically different conditions. For that reason, the analysis is performed in both macro and micro level. First, macroscopic analysis is performed to find critical subdivisions in the railway route that induces the significant delay in the opening due date. Then, microscopic analysis is followed to quantify the causes and effects of delays focused on these critical subdivisions in more detailed way. Finally, this paper provides lessons learned from this project to avoid the decisive delays in performing the similar large-scaled projects.
