  • Construction market structure give to third subcontract from contractor that received bid. A general contractor is subcontract to subcontractor that construct final product. When the subcontractor is related with productivity on the site, a study is lack to subcontractor productivity. The property of construction industry include many subcontractor at one project. If a subcontractor will improve productivity, total productivity would improve on the site. We will understand about subcontractor productivity and suggest about productivity method.

  • Design build (DB) is a construction project delivery system which has become one of the favored ones and the growth of DB by the public agencies has been steadily increasing. DB can be viewed as an evolutionary project delivery system, since DB project team members collaborate on work with each other, keep seeking cost effective and innovative alternatives that meet the construction needs of the project. Thus DB outperformed others in delivery speed, cost saving, and turnover quality. In Korea, DB projects likewise have steadily increased that it is needed to analyze characteristics of DB delivery system in Korea. For that purpose, this research would offer an analysis of characteristics of DB delivery system in Korea using system dynamics model with investigating the public market trend, comparing DB performance to DBB, and analyzing questionnaire survey.

  • On March, 2013, the Government announced the Multiple Prime Contract method will be expanded in public building construction projects. The applying multiple prime contract method has been immersing issue among all stakeholders of construction project. The owner conducts the role of a general contactor as well as owner's original responsibility while construction works being executed by specialty contractors. If the owner has not experience of project management, it should be bring about increasing management cost due to the interface problems among prime contractors. With this reason, it is difficult to administrate the multiple prime contract. So far there has been no methodology of predicting management cost in the multiple prime contract. Therefore, this study aims to enable the operation of efficient multiple prime contracts by developing a model to predict their management costs.

  • It has been passed $5\~6$ years since Construction Management introduced in Korea, but a few government projects have been presented as CM instances. We performed CM service, on behalf of the foreign Client, in the Insa-dong construction, I-Project. Even though there were many limits in cost, time and other aspects, we have attained satisfaction of the Client and successful businesses of all the construction parties as adopting the advanced management methods. Many advanced construction methods have been applied for the purpose of time reduce, cost save and quality assurance as well as to the webbased project management has been imported to overcome the limits of time and place. They have actualized to increase the productivity of the project by managing the floor to floor cycle and quality systemically pursuant to ISO 9002, and by adopting Real-name construction and completion system (or individual activity. While carrying out this project, it is possible to establish mutual reliability and understanding enable to resolve the issues occurring in the early stage due to insufficient understanding of CM, lack of communications and team work, indistinct work scope through continuos training and conferences. Additionally, we became to share business targets among the parties and promoted the project in confidence. We wish that the success of I- project to be rated as a standard model of CM in Korea.

  • Recently, Design-build project as delivery system public construction sector tends to be increased according to the Masterplan for promotion of construction technologies, and construction projects are increasing their complexity, variety and scale. And owner's requirements become various. Preliminary design for design eligibility judging of design-build has been designed excessively to get a good point and this tendency includes the elements which is capable of wasting the budget. Because of excessive design, owners require to apply VE study into the design development phase but in the Design-build system, VE application has not been of no effect that owners expect, owing to the characters of lum-sum contracts. The purpose of this study is to propose the plan for effective application of VE in the design development phase in order to solve the problems such as excessive design of preliminary design in the design-build project. This study established plans for VE application through investigating and analyzing VE application case and then proposed the applications in the aspect of regulations and contracts, parties participated in project, VE operation through research for verification of usefulness.

  • Alternative dispute resolution(ADR) techniques, like negotiation, arbitration, meditation, have been used to resolve dispute in Korea construction industry with litigation. Nowadays, in construction, there are growing numbers of disputing cases, because of the different viewpoint of the owner and the constructor, great demand of opening market, and bad construction business situation. As the name implies, ADR plays an important roles after disputes have already arisen. This paper suggests the one of the solutions that prevents disputes befor they have been occurred. There are some proves that the partnering has a substantial effect on reducing disputes and time reduction and improving communication among the parties. This paper proposes the partnering model for the one of preventive methods to solve disputes.

  • Construction Projects have many participants by characteristic, scale and contract. Those also have complicated communication structure. So, claim and dispute occur continuously for conflicting communication. In many claim and dispute cases, it usually occurs between builder and owner. Unfair practices by owners position cause main claim and dispute. This study analyses judgment type, cause and compensation ratio in korean commercial arbitration case and provides the dispute information for builder that has weak position by contract. It draws analysis information for managing and controlling dispute that order type, judgement type, cause and failure case. Using these analysis information, it hopes to help inducement of dispute agreement and save time and economic damage for builder during construction. It also hopes to rise construction completeness by providing dispute management information.

  • In many countries, most of the tunneling works have been ordered by the shield TBM, and also Korean companies are actively bidding and execute in this project. In case of Korea, refurbished machines are mainly using in power cable, gas pipelines, and water and sewage tunnel. Also in metro projects, shield TBM of over diameter 7m is required mainly by using brand new machine. Since the shield TBM is not easy to change once it is produced, it is necessary for the client to provide sufficient information on the production conditions so as to satisfy various characteristics of the construction. In this study, to manufacturing optimal shield TBM, the Client's TBM requirements of tunnel construction in Hong Kong and UK was analyzed and compared with the domestic requirements. The results are expected to provide as client's guidelines for bidding stage and manufacturing for shield TBM tunneling in Korea in the future.

  • 본 논문은 현행 전력기술 관리법에 의하여 시행되고 있는 전력시설물공사 감리제도의 제도개선에 관한 연구로서 연구자의 현장 실무경험과 감리제도의 일반사항, 감리업자와 감리원에 대한 사항, 감리업자 선정 및 입찰에 관한 사항을 조사하여 전력시설물공사 감리제도의 현황과 실태분석 및 개선방안을 제시한 내용으로 연구결과는 다음과 같다. 첫째, 법적 및 제도적 측면에서 시급히 개선될 사항이다. 정부는 1995년 12월 법률 제5,132호로 전력기술관리법을 제정하여 전력시설물에 대한 공사감리 업무를 별도 분리 발주하여 전문성을 높이도록 전기 분야 전문기술자에 의해 수행토록 하는 것을 골자로 하는 책임 감리제도를 도입하여 오늘에 이르고 있다. 그러나 공사 준골단계에서 전기사업법 제98조 2항에 의해 위탁업무를 하고 있는 전기 안전공사가 사용전 검사를 함으로서 책임 감리제도의 도입 취지를 무색케 한 정도로 심각한 국면에 접어들었다. 전력기술관리법이 제정되어 13년이 지난 오늘까지도 책임 감리제도가 성공적으로 정착되지 못한 근본적인 문제는 사용전 검사를 전기 안전공사에서 대행하고 있다는 것이다. 물론 그동안의 많은 노력으로 어느 정도의 개선은 있었지만 근본적인 문제가 해결되지 않고서는 전력시설물공사의 감리기술의 전문화를 기대하기 어려운 실정이다. 따라서 책임 감리계도의 성공적인 정착을 위해서는 전기사업법 제98조 2항에 의한 위탁 업무인 사용전 감사 제도를 감리업자에게 돌려줌으로서 책임과 권한을 실질적으로 부여하고 감리회사 자체의 기술력 및 기술자 확보와 기술개발에 필요한 운영자금 및 투자 확대를 유도해 나가야 하며, 무엇보다도 확실한 법적 제도적 뒤받침이 선행되어야 한다. 둘째, 제도적 측면에서 일반건축물은 사업주가 전력시설물공사 감리업자를 임의선정 및 수의계약에 의해 감리업자를 지정하고 해당 공사기간동안 전기 감리원을 투입토록 되어 있어 인건비에 미치지 못하는 저가수주와 다음계약을 위해 어쩔 수 없이 사업주에게 종속되는 경우가 많으며, 이로 인해 감리수행에 혼란이 야기되고 책임소재의 불분명 책임 감리원의 조정 및 통제기능이 약화되는 부작용이 나타나고 있다. 전력시설물공사의 감리는 전력시설물의 안전사고, 비효율 및 부실소지 둥을 방지하기 위해서 필수적이고 발주자 감리업자 시공업체에게 모두 도움을 주는 업무이며, 일정규모이상의 건축물은 자발적인 참여로 유도할 수 있도록 적격심사제도(PQ심사)도입이 적극 필요한 실정이다. 셋째, 운용측면에서 공동주택의 주택법에 의한 전력시설물공사 감리는 사업승인권자가 사업수행능력 평가기준(PQ 심사)에 따라 감리업자를 지정하고 해당 공사기간 동안에 전기 감리원을 투입토록 되어 있으나 평가기준이 세대수에 따라 정해져 있어 효율적, 기술적 측면에 미치지 못하는 경우가 많다. 수준 높은 감리를 수행하려면 그에 맞는 적정한 감리원의 투입이 필수적이다. 넷째, 운용 및 제도적 측면에서 공공발주 건축물(공동주택 포함)의 전력시설물공사는 사업수행능력 평가기준(PQ 심사)에 따라 감리업자를 지정하고 해당 공사기간 동안에 전기 감리원을 투입토록 되어 있으나 발주자 소속직원의 감리수행 근거에 의해 자체 감리를 함으로서 시장경쟁 및 민간경제 활성화의 제약, 부정부패 및 비효율 등 사회에 전반적으로 악영향을 끼쳐 하루 빨리 민간 감리업자에게로의 개선이 시급한 실정이다.

  • 건설 현장이나 일반 제조업 현장은 작업자의 고소 위치에서의 작업시, 필요한 특정 장소로의 접근을 위한 임시 구조물을 설치하는데 이를 가설비계라고 한다. 이러한 가설비계는 작업자의 안전 통행과 작업을 위한 받침대 역할, 장비나 공구, 자재를 임시 적치하기 위한 장소로 활용되는데 일반 건축물과 중후장대한 조선소 블록 제작등에 필수적으로 사용된다. 하지만 가설설비라는 특성으로 비계와 관련된 연구가 부진하고 사업적으로 참여하는 사업주 또한 진출을 가볍게 생각하고 있으며 해당 공사에 임하는 작업자의 산업으로의 진입문턱도 낮은 등으로 시공 품질이 떨어질 우려가 매우 높다. 또한 설치후에는 품질검사가 어려워 작업자의 숙련도나 진정성 등에 의한 주관적 작업 결과물이 설치된 시설물을 사용하는 주변 작업자에게는 불안전 요인이 되기도 한다. 이에 작업자의 숙련도나 주관적 판단에 의한 가설 구조물 설치를 회피하여 안전성을 높이기 위한 방안이 연구되어 왔는데 이것이 시스템비계이다. 이러한 시스템비계에 대한 사용성을 확대하기 위해 국토교통부와 고용노동부등의 정부기관에서는 여러 가지 제약과 동시에 장려정책을 제시하고 있으나 공적 발주나 일부 대기업그룹 외의 중소 현장에는 그 확산 속도가 높지않은 편이다.
