설계$\cdot$시공 일괄입찰제도 개선

  • 최근들어 우루과이 협상의 진전이 가사화됨에 따라 서비스업의 개방이 현실적인 사항으로 인식되고 있고, 서비스업으로 분류되는 건설업도 개방압력에 직면해 있다. 건설시장의 개방에 따라 가장 크게 우려되는 부분은 국내업체의 설계 및 엔지니어링 분야를 들 수 있으며 선진외국 건설업체와 비교했을 때 매우취약한 실정이다. 이에 대처하기 위해 설계 및 엔지니어링 기술을 육성시킬 수 있는 기술경쟁입찰 풍토를 조성할 필요성이 있으며 설계 및 시공단계의 상호조정을 통하여 공사수행을 보다 효율적으로 수행할 수 있는 일괄입찰제도의 확대운용은 필수적이라 하겠다. 따라서 본 연구는 국내 일괄입찰공사의 확대시행을 위한 현행 일괄입찰제도의 개선방향을 설정하고 일괄입찰제도 절차의 개선안을 제안하여 설계입찰자의 평가 및 낙찰자 선정에 대한 구체적인 개선안을 도출하고자 하였다. 이와 같은 개선방안의 마련을 위해 설문 및 면담조사가 실시되었으며 최종적으로 실무자들과의 총의회를 통하여 최종안을 제안하였다. 본 연구의 주된 내용은 일괄입찰공사유형의 제시, 사전자격심사, 입찰서류 및 입찰기간, 입찰자평가시 발주처참여, 낙찰자선정, 실시설계판정, 건축$\cdot$토목$\cdot$기계$\cdot$설비에 대한 새로운 평가체계 제시 등으로 요약할 수 있다.

  • OTS(Operator Training Simulator) 소프트웨어는 원자력발전소, 화력발전소 또는 화학공장 등과 같은 플랜트의 동적 특성을 실제의 플랜트와 같게 컴퓨터 환경을 이용하여 모의하는 기능을 수행한다. OTS 소프트웨어는 개발 규모가 방대하고 개발에 소요되는 시간과 비용부담이 큰 특징을 갖는다. 또한 플랜트 공정제어와 감시에 대한 전문지식이 요구된다. 따라서 OTS 소프트웨어 개발은 정부투자기관이나 연구기관의 자체인력을 활용하여 개발되어 왔다. 그러나, 최근에는 아웃소싱이 보편화됨에 따라 OTS 소프트웨어 개발 또한 외주개발 형태를 띄게 되었다. OTS 소프트웨어 외주개발은 소프트웨어 개발회사들에게 동등한 기회를 부여하기 위하여 일반적으로 2 단계 공개경쟁 형태로 프로젝트가 수행된다. 즉, 기술규격경쟁과 가격경쟁의 결과에 따라 외주개발 회사가 선정된다. 국내 소프트웨어 개발회사들의 경우에 OTS 소프트웨어 개발경험이 적으므로 OTS 소프트웨어 개발 프로젝트 수주를 위한 첫 번째 장벽은 발주자의 제안요청서에 합당하는 기술 제안서를 작성하여 OTS 소프트웨어를 개발할 수 있는 기술적 사업적 능력이 충분함을 입증하는 일이다 본 연구에서는 OTS의 유형과 특징, 프로젝트의 기술제안서 평가요소를 고찰하고 OTS 소프트웨어 개발에 참여하려 고 개발회사가 제안서를 작성 제출할 경우에 기술규격 경쟁에서 우위를 점할 수 있는 기술제안서 작성방안을 토의한다.

  • As buildings are changing variously from the side of use, efficiency and size, the construction qualities are more importantly recognized. Supervision system was enacted in the Residential Building Law in 1990 and responsibility supervision system in the Construction Engineering Management Law in 1994, respectively. However, recently revised supervision system in 2003 has some limitations: the present problems of appointing supervisor, disposing the supervisors, supervisor's works. Therefore, the aim of this study is to improve the present supervision system for mix-use residential building. By implementing the proposed revised supervision system, it will be able to expect quality improvement, confidence of the owner and the user, development of construction technology, and increase international competitiveness of supervision company.

  • It has been seriously difficult to create demand of modular construction because Korean modular method has been considered as container house or lightweight steel house. Actually, barrier factor of modular construction for activation was difficult to produce modular continuously in factories based on stable amount of demands. So, this research found successive factors of modular construction and proposed the method of demand creation through a plethora of case analysis by building types. In addition, this research found the scale of modular potential market. Owners will be able to use this strategy that is proposed in this research when they make a decision about construction system. Also, the modular construction can make potential market in Korea. As a result, modular system producer can make their business strategies and make continuous demand by conjugating the method of creating demand for modular construction which is proposed in this research.

  • Estimated construction cost is an important index to secure an optimal budget which needs to go into construction projects in the previous of basic design phase. In order for public institutions to calculate the estimated construction cost, the cost per unit area of public buildings is used. However, the current calculation method of the estimated construction cost in public buildings is impossible to reflect the characteristics of many facilities and combinations. The purpose of this study is to develop an estimation model in the previous of basic design phase for the elementary, middle and high school facilities. it is expected that it is possible to estimate the construction cost of the elementary, middle and high schools in a reasonable and reliable manner through the estimation model developed in this study.

Assessment of Defect Risks in Apartment Projects based on the Defect Classification Framework (공동주택 하자분류체계 기반 하자위험 평가)

  • In general, defects cause a lot of maintenance costs and serious damage to various stakeholders, such as the owners, contractors or occupants of apartments. For this reason, a systematic and efficient defect management method is needed to minimize defect disputes. This paper derives a defect classification framework and proposes a defect risk assessment model for different types of defects. For this purpose, 6,000 defect items are allocated to the defect classification framework; these items are associated with 34 apartment projects over ten years old. As a result of this analysis, it was confirmed that the defect risks are concentrated in the areas of RC and finishing work. Based on these results, it is necessary to prevent the major risks of defects according to their priority. Based on this research, it is judged that further research to develop a method of managing the risks of defects may be necessary.

A Selection Model of Suitable Tendering System for Public Construction Projects (공공건설공사의 최적 입찰방식 선정모델)

  • It is crucial In decision making to select a project delivery system (PDS) adjusted accordingly to the project characteristics. Furthermore, selecting a tendering system is the kernel in the process of selecting PDS. In October 2007, the Ministry of Finance and the Economy of Korea launched two new project delivery systems, "Best Value Contract (Design-Bid-Build)" and "Bridging Contracts (Design-Build)" by revising enforcement ordinances of "Act on Contracts to Which the State is a Party" to provoke the tendering systems. In order to support the proposed purpose, this research developed a selection model for suitable tendering system, which helps a public owner select a tendering system appropriate to the project characteristics. First, the framework of the model was set throughout analyzing previous researches and interviewing relevant experts. Additionally, by analyzing the survey result from 265 experts engaged in architectural and civil engineering business, the relative weights of the selection factors and the effectiveness values of the alternatives were suggested as the quantitative evaluation references. Finally, the practical guideline was suggested to apply this model to three public projects scheduled to be delivered. The result of applying the model to three case projects showed that further researches were needed to make the selection process logical and to suggest the standard weights and effectiveness values according to project type.

CM Prospects and Strategies Based on Contract Statistics : 1997 through 2014 (CM산업 수주실적 분석을 통한 CM기업의 발전 방안 - 1997년 ~ 2014년 실적자료 기반 -)

  • CM services have been focused on the advancement of the CM industry and expansion to overseas market based on CM capabilities. However, there has been lack of quantitative and comprehensive research to investigate current CM trends and prospects for improving competitiveness. In this sense, the purpose of this study is to statistically analyze total of 3,453 CM service contracts over the past 18 years (between 1997 and 2014) in term of market type, contract size, owner's type, commodity type. Finding of this research reveal that 1) compared to 2005, CM market size in 2015 increased as much as 2.5 times, and that 2) domestic CM projects count for 87.5%, architectural project 88.4%, less than 1 billion won small contracts 75%, respectively. Also, recently as CM company are developing capability and competitiveness, 1) overseas CM market share has grown up to 20% among total CM contract amount, and 2) CM contracts by private owners has increased 3 times demanding the total management services based on high technical capability. Additionally, the result of this paper supports the growth path model proposed by Jung et al. (2014), where a path from Domestic Public (DP3) and Domestic Private (DC2) CM projects towards the expansion to International Private (IC5) contracts was quantitatively analyzed. Implications for other practical issues are also briefly discussed.

  • Recently, Several Mega project are been performing as a multi-dimensional development project in Korea, but some problem has been revealed about deficiency of the history, experience, and skill. A multi-dimensional development project require the technology which can manage mega project to its specific at the level of program management. predicting schedule and schedule management are the most important for mega project, been performing over several years. This research shows the method of predicting and planning schedule in the early stage as a pre-study on developing a technology of schedule management. First of all, it presents the development of database considering the specific of mega project that can accumulate the history of schedule and search the schedule according to the type of single and multi building. Also it suggests the method of prediction schedule by creating scenarios according to owner requirements and cash flow, affecting schedule management in the early stage, and the shortening possibility of schedule duration using CCPM theory.

  • Although Public Construction Works in Korea have been executed according to Government Contract Act, and nature of contract is very complicated. So it is difficult to define liability for the defects. Therefore the studies on the defective performance and contractor's defects liability were remained one of the non-cultivated virgin land. As a result, contract privy waive the right to claim or generally resolve the problems. Therefore domestic and overseas liability for the defects was investigated and liability for the defects, under and after construction, on the defective performance and defects, was analysed. With a literature research, contractor's defect liability was systematically analyzed, problems were defined and resolution of the problem were suggested item by item in this study.
