Recently, operation of highway is the complex digital Infrastructure based on complicated IT. The application of IT is increasing more and more in digital Infrastructure. Though IT is very convenient, if unpredicted operating risk of highway occurs, widespread damage can be large. When operating risk of highway occurs, road users are out of smoothly-run service because of the operating interruption. This risk causes unpredicted operating management cost and additional maintenance cost. It will excess over the planned operating cost, which may leads to users's unsafety and operator's insolvency because of income loss. Until now, related studies to find out the risk are not sufficient. The purpose of this study is to suggest risk cost items and to estimate the reasonable risk cost by using simulation method in case of occurring the huge power failure at the operating digitalized highway. This study indicates the several plans to hedge against risk cost and the management of highway project. From now on, it will be used as basic data to confirm the soundness of operating system in Digital Infrastructure.

안전관리는 건설사업의 시공과정 중에 발생 가능한 유해, 위험으로부터 인명을 보호하는 것이며, 건설사업의 주제는 발주자로서 발주자 역할의 극대화는 효과적인 건설재해 방지의 관건이다. 건설프로젝트의 발주자, 설계자, 감리자, 시공자, 협력업자 등 다수 참여자의 장기간에 걸친 공동작업으로 이루어지는 건설공사의 특성을 고려할 때, 기존의 건설안전관리체제로는 건설공사에 수반되는 이와 다양한 유형의 사고를 방지하기 위한 근본적인 처방으로는 미흡하며, 건설산업의 총체적인 안전수준의 향상을 통한 시설품의 생애주기 전반에 걸쳐 안전성을 확보할 수 있는 근원적인 안전관리제도의 구축이 요구되고 있다. 실태조사 결과 공공발주자와 민간발주자의 안전의식 및 안전관리실태에는 격차가 크며, 대다수 발주자의 안전관리에 대한 책임의식이 미흡하며, 민간발주자의 경우가 훨씬 열악한 것으로 나타났다. 정부 감독기관의 발주자에 대한 안전책임 부여도 소극적이다. 발주자 안전관리가 미흡한 원인과 이의 촉진 방안에 대한 도출이 필요하다. 발주자에 대한 접근 방법의 홍보를 통한 책임의식의 고취, 발주자를 위한 안전관리매뉴얼 등 안전관리 도구의 제공, 법령을 동한 명확한 책임의 부여, 발주자가 책임을 이행할 수 있는 자질있는 안전전문가의 활용이 긴요한 것으로 사료된다.

공공부문의 SW에 대한 사용자의 기대 및 정보화 요구에 부응하기 위하여 그동안 국내에서는 수많은 SW 시스템들이 개발되어 왔으나, 개발 과정에 대한 체계적인 관리 방법이 미흡하여 발주자가 복잡한 SW 발주과정을 추진하기 어려우며 SW 개발자에 대한 관리 통제수단이 미흡한 실정이다. 또한 발주자의 전문성 결여로 수주자인 개발업체에 과도하게 의존하는 업무 추진과 수발주자 간의 불명확한 업무 인식으로 상호 불신이 팽배한 가운데 공공부문 SW사업의 완성도 및 성공률이 저조하여 낮은 품질의 정보시스템 인수 등 사업 실패율이 높아지고 있다. 본 논문에서는 이러한 문제점을 해결하고 개선하기 위해 발주${\cdot}$관리 프로세스 확립과 이에 대한 적용을 중심으로 체계적인 SW사업 발주${\cdot}$관리 프로세스 확립과 이에 대한 적용을 중심으로 체계적인 SW사업 발주${\cdot}$관리 프로세스 개선방안을 제안한다.

정보화 사업에서 발생할 수 있는 위험(Risk)은 다양하다. 정보화 사업 관련 위험 요인 중 가장 대표적이고 보편적인 것은 발주 및 제안단계에서 발주자가 가진 요구사항의 불명확을 꼽을 수 있는데, 이로 인해 정보화 사업 수행 도중 요구범위 증가와 변경, 그리고 사업원가 구조의 악성화가 발생하게 됨은 자명하다. 그러나 안타까운 현실은 그 동안 우리나라 정보화 사업의 관행이 요구사항 불명확이라는 잠재적 위험 아래에서도 발주자와 사업자 간의 계약이 보호장치가 미흡한 확정가(firm fixed price) 방식으로 수립되어 왔다는 것이다. 확정가로 계약이 수립될 경우 사업자는 발주자의 요구사항 불명확으로 인해 파생된 원가 위험까지 불합리하게 책임져야 하는 고리에 묶이게 된다. 이러한 문제를 본질적으로 해결하는 한가지 방법은 발주자와 사업자간의 정보화 사업 획득 절차를 혁신하는 것인데, 본 논문은 이를 위해 가칭, 한국형 정보화 산업 활성화 획득 절차(KIPAP: Korea If Proliferation Acquisition Process)의 기본 개념을 고안하여 소개한다. 이 획득 절차는 정보화 사업이 내재하고 있는 요구사항의 불확실성을 계량화, 가시화하여, 그 정도에 따라 차등화된 계약방식의 선정방법 을 제시한다.

이 논문은, 끌어당기기 생산 체제에서 적정 롯트 크기를 결정하는 문제를 다룬다. 이것은, 요소 품목별 발주량을 각각 별도로 정하는 것이 아니라, 모든 요소 품목의 발주량을 최종 완성품의 생산계획에 따라 자동적으로 정해지게 하는 것이다. 이 문제는 소 롯트 생산을 즉시 실행하기가 어려운 제조환경에서, JIT생산방식을 점진적으로 적용하고자 할 때 발생한다. 그 기법의 하나로, 다수준 총비용 최소법을 제시한다. 이 방법은 기존의 총비용 최소법을 응용하는 것이지만, JIT생산방식의 기본 취지를 살리기 위해, 최종 완성품의 발주기간에 요소품목의 재고량이 반영되도록 수정된 것이다. 이 방법의 효과를 시뮬레이션에 의하여 분석한다.

설계용역과 통합하여 발주되는 측량용역의 입찰 제도를 보면 계획기관에서 설계예산서를 작성하여 해당 부처 분임경리관을 경유하여 공개경쟁입찰 또는 입찰참가자격제도(PQ) 등으로 발주하게 된다. 이 과정에서 측량용역과 설계용역을 분리하지 않고 측량용역 비를 설계용역비에 통합예산으로 발주 처리하고 있어 측량회사는 설계용역사로부터 불법으로 하도급 받고 있다. 설계용역회사는 엔지니어링등록과 측량업(공공측량)을 동시에 등록하여 용역수주를 하므로 기술력이 부족한 측량용역을 당연히 저가하도급으로 처리하는 커다란 모순이 발생하고 있다. 따라서 저가하도급으로 인한 측량성과의 부실은 건설공사의 부실시공으로 이어져 커다란 공사비손실과 안전 및 유지관리에 큰 문제점을 야기하고 있다. 이와 같은 문제점을 해결하기 위하여 본 연구에서는 측량용역 등록업체의 현황 및 현행 발주제도 방법 등의 분석을 통하여 발주제도의 개선방안을 제안하고자 한다.

Recently, construction industry demands have been changed by domestic construction circumstances such as high-technology, mega-projects, and the complexity of construction. In order to deal with the change of such a domestic construction circumstances, the Ministry of Construction and Transportation (MOCT) has introduced advanced delivery methods. However, the advantages and disadvantages of the advanced delivery methods have not been effectively applied for previous projects. The reason for this is that the "Reviewing Standard for the Large-scale Construction Bidding Method" has not reflected enough prcject characteristics when the delivery method is selected in the project planning phase. Therefore, this paper proposes the Analysis on the Impact Factors of Delivery Method for Multi-Family Housing Projects.

Renovation of existing sports facilities or construction of temporary ones for international complex games requires a wide variety of hundreds of sub construction projects to be awarded at the same time but there are few precedents required regarding the study of tendering process required in such cases. As award of construction contracts to build sports facilities for various international complex games is a critical determinant of fate of international complex games in the initial phase, it is very critical that adequate construction tendering process bedetermined. This research is aimed to study tendering cases for renovation or construction of critical international sports facilities to enhance efficiency of facility construction and define most reasonable tendering approach to satisfy schedule constraints often associated with international complex games and contribute to improvement of international competitiveness of their host cities and propose a direction for further development. This study also provides inputs to subsequent sports events of comparable scale to minimize trial and error.

Performance-based Project Delivery System(PPDS) is one of Project Delivery System that when owner ask for performance than constructor feel free to choose materials, technology, an engineering method. PPDS rank higher position than Performance Warranty Contract and Technical Proposal Bid. This study aims to propose Improvement Idea for PPDS that based Housing Performance Grading Indication System. 'Request-performance Checklist' is used as communication means(between owner and constructor) and a kind of corroborative facts make the procedures achievement of project like contract easier.

본 연구에서는 철도시스템의 RAM 체계구축과 관련하여 R. A. M 중 하나의 필수 요소이며, 실제 운행하고 있는 철도시스템이 얼마나 잘 운행되고 있는지를 나타내는 지표인 철도시스템 가용도(Availability)에 대하여 해외규격, 국내외 발주사양 등을 통해, 가용도 계산방법 등을 비교분석해 보았다. 그 결과, 백분율 % 값으로 계수화된 가용도 목표가 요구된 발주사양의 경우에도 수요처에 따라 가용도 목표의 계산방법이 다르며, 각각의 시스템에 맞춰 수정된 방법을 요구하고 있다. 우리나라도 우리나라 철도환경 및 시스템에 맞는 가용도 계산이 필요하며, 이에 따라 우리나라 철도시스템에 맞는 가용도 연구를 위해 본 연구에서는 해외규격, 국내외 발주사양 분석 결과들과 관련 문헌들을 바탕으로 철도시스템 가용도 계산 방법(안)을 만들어 국내 철도시스템에 제안해 보았다.
