우리나라 양계업도 기초단계에서 발전단계를 거쳐 완전한 한 개의 산업으로서 정립할 단계에 와있다. 모든 산업이 다 이런 과정을 거처 도약하고 있으니 양계산업도 예외는 될 수 없을 것이다. 다시 말하면 정비상완기에 돌입하였다는 말이요 만약 촌시라도 정비보완을 게을리 한다면 차기도약은 불가망일 것이며 아깝게도 우리의 땀과 열성으로 길러온 양계업은 빛도 못 본체 고사하고 마는 중대한 전환기라 하겠다. 보라！(중략)

60년대 말부터 자주국방을 위한 기반전력 건설을 목적으로 추진해 온 방위산업에 대하여 전반적인 점검과 재도약을 위한 준비가 필요한 시점이라 판단되어, '98년부터 국방부가 국방개혁과제의 일환으로 추진한 전문화.계열화제도에 대한 정비내용과 향후 발전방향을 소개하고자 한다. 정비된 제도의 조기정착을 통해 우리의 방위산업이 재도약 하는 계기가 되기를 기대한다

In 2005, the Korean government decided to postpone the introduction of competition up to 2009 in the power plant service industry. Thus, the purpose of this study is to analyze the efficiency changes and the determinants of international competitiveness of Korean power plant service industry by the comparison between before and after 2006. The sample used in the estimation of efficiency is six firms III Korean power plant service sector for the period of 2003~2008. According to the results, technical efficiency before 2006 (2003~2005) is 0.865 and that after 2005 (2006~2008) is 0.947, which implies that efficiency has been improved after the delay of introduction of competition. In addition, according to the analyses based on the diamond model of Porter using survey data, demand condition has been ranked first in the determinants of international competitiveness. The second and the third important conditions are government and input factor ones. Firm's strategy/structure/competitiveness condition is the most weak condition. Therefore, it would be necessary for firms to improve this condition for competitiveness.

한전KPS(주)는 국내외 수화력 발전소 및 원자력발전소 등의 발전설비와 송변전설비에 대한 정비업무를 수행하여 발전된 전력이 안정적으로 공급되도록 하는 업체이며, 그 기술력을 인정받아 호주, 필리핀, 인도, 레바논 등 해외로도 시장을 확대하고 있다. 또한 작년 UAE원전 수주에 따른 해외 원전설비 시운전 및 정비업무에 참여 등 이곳은 발전설비정비에 관한 세계 최고의 정비기술을 자랑하는 내실있는 기업이다. 이곳 보령사업처는 충남 보령시 오천면에 위치한 국내 최대용량의 화력발전소인 보령화력본부의 발전설비를 정비하고 있으며 고소작업, 중량물취급 작업, 고온부 작업 등 수 많은 위험요소가 있음에도 불구하고 지금까지 무재해 3배를 달성한 안전사업장이다. 위험요소가 많음에도 무재해를 달성할 수 있었던 데에는 모든 직원들이 협심하여 안전수칙을 철저히 지킨 것의 결과이겠지만 그 이면에는 전재진 과장의 보이지 않는 꾸준한 노력이 있었기에 가능했다. 안전을 나름대로의 철학으로 실천하고 있는 한전KPS(주) 보령사업처의 전재진 과장을 만나 어떠한 노하우가 있는지 이야기를 나눠보았다.

USA and Europe are leading a transport airplane industry. In Asia-Pacific region, air transportation and MRO industries are forecasted to be grown up rapidly. Furthermore, Japan and China entered into design and manufacture state of regional airplane, and developing countries entered into severe struggle competition for MRO industry. Global aircraft MRO and engine MRO industries are forecasted 3.4% and 7% growth respectively in next decade. In this paper, authors propose promotion strategy for technology intensive MRO of aircraft engine to create a higher value-added business.

방위산업의 구조를 단순 조립.생산체제에서 개발.제조.생산.정비의 전 획득순기를 담당하는 기술개발형 방위산업체제로 발전시켜 방산업체 스스로 무기체계 소요를 제안하고, 개발 및 생산하여 해외시장도 개척하는 자생력을 갖춘 체제로 발전시켜야 한다. 방위산업 육성지원업무는 방산특조법에 근거를 둔 각종 정책적인 특례제도를 위조로 수행되고 있지만, 실제 방위산업을 육성.발전시키는 핵심적인 열쇠는 이 법에 의해 통제되지 않는 무기체계 획득정책이나 국방연구개발 정책에 의해 좌우되기 때문에 전문화.계열화제도의 실효성을 확보하자면 각 분야의 무기체계 획득개발계획을 입안 과정에서부터 집행에 이르기까지 이 제도의 법적 기본취지를 충분히 고려하여야 할 것이다.
