주장 - 안전한 세상을 위한 신고리 5·6호기 백지화 시민행동 선언문

  • 신고리 5 6호기 공사 중단과 탈핵을 주장하는 900여개 환경 시민단체가 7월 27일 '안전한 세상을 위한 신고리 5 6호기 백지화 시민행동'을 발족했다. 이들은 선언문을 통해 "우리 사회가 안전한 탈핵세상으로 가기 위해서는 신고리 5 6호기 백지화가 그 첫걸음이 돼야 한다. 여러 어려운 점이 발생할 수 있지만, 함께 노력한다면 충분히 극복가능한 문제"라며 "우리는 이번 공론화과정이 충분한 시민들의 참여와 토론으로 에너지 민주주의를 실현하는 과정이 돼야 한다고 생각한다"고 밝혔다.

  • 옛 전남도청과 전남도경찰국이 1980년 5.18 당시 모습으로 복원될 예정이다. 옛 전남도경찰국을 원형복원하여 민주주의의 산 역사 현장으로 전시와 교육, 소통의 공간으로 활용하여야 할 것이다. 옛 전남도경찰국의 원형복원은 5.18 당시 시민군이 옛 전남도 경찰국에서 했던 일과 흔적을 정리해 원형복원해야 할 것이다. 5.18 당시 안병하 도경국장은 근무지 이탈 없이 최선을 다하여 수습을 위해 노력했고, 상부의 강경진압을 거부하고 시민의 안전을 강조하는 소신을 유지해 초기에 광주시내 무기를 소산시켜 탈취방지 뿐만 아니라 경찰무장으로 인한 더 큰 비극을 막았다. 옛 전남도경찰국의 복원공간은 5.18정신을 기리는 시민교육장으로 또 안병하 도경국장의 민주경찰정신과 위민정신을 기리는 공간으로 활용되길 기대한다.

  • 기존 사회주의사회들의 위기를 직시하면서 한국에서도 다양한 사회체제의 하나로 사회민주주의에 대한 관심이 일어나고 있다. 한국에서 논의되는 '사민주의'에 대한 관심은 유럽사회의 딜렘마와 북구의 성공적인 복지제도 등 긍정적인 접근방식으로 나타난다. '시민주의'의 한국에서의 가능성에 대한 체계적인 검토는 사회과학적 논의로 다뤄져야 할 것이다.

  • In recent years, partnership has become a central strategy for welfare provision worldwide. Particularly, civil society organisations have obtained considerable attention as the most accountable and democratic partner for public welfare delivery. Yet the mainstreaming of civil society into welfare policies challenges the conventional nature of civil society as an independent sector, and brings into critical question, how the political position of the civil society sector could be redefined in the new era of multi-sectoral partnership. The purpose of this study is to explore the current debates of state-civil society partnership and to propose three theoretical viewpoints (i.e. the mainstream, critical and alternative perspectives) regarding the role of the civil society sector in partnership. In doing so, this article introduces the key literature and scholars in partnership debates and provides analytical frameworks that researchers can use in examining state-civil society partnership cases.

  • 미국은 관습법(시민사회의 자생적 발전에 기초한 풀뿌리 민주주의를 토대)으로서 아래로부터(Bottom-up) 상거래 관행이 상표법에 조문화된 보통법 (common law) 체계인 반면, 한국은 시민사회의 기반 없이 정부주도로 바람직한 현상(1천년이 넘는 오랜 권위주의 체제를 토대)으로서의 법규범을 형성하기 위해 상표법을 제정한 대륙법(Continental law) 체계라는 법철학적 차이점이 있다.

  • The purpose of the study was to suggest how and what human rights education goes with civil democracy education. Analysis of civil democracy education contents in the 2022 revised general education curriculum draft and that of the 2030 OECD Education project have been performed to find out what contents are necessarily included. Results are as follows: Firstly, human rights education needs to be adopted as an independent subject to be delivered with detailed and organized information. Secondly, actual experiences in diverse curricular and extracurricular activities need to be provided. Thirdly, a human rights-friendly atmosphere needs to be established to update teachers' perception and upgrade competency regarding human rights education. Lastly, it is expected that these activities facilitate adoption of human rights education curriculum into 2022 general education.

Analysis of political conducts of the political players on privitization of healthcare service and public healthcare service after the democratization (민주화 이후 정치행위자들의 의료민영화 및 의료공공성 관련 정치적 행위 분석)

  • This paper analyzed experientially political conducts of the political players on privitization of healthcare service and public healthcare sercive aftrer the democratization in order to determine the influence of democracy on the development of a welfare state. For this purpose, the contents of the major daily newspaper reports from 1993 to 2012 were analyzed. As a result of such analysis, it was found that the political parties did not drive the policy even after the democratization reflecting the demands of the people, political parties had a strong conservative stance and did not show a consistent ideological inclination in their policies. Second, even though the role of the civic movement in the public healthcare service issue became larger after the democratization, policy decisions were driven by the government in an authoritative manner. In addition, the degree of contribution by the civic movements to the development of public healthcare service did not offset the influence of the president and the finance ministry on the development of privatization. Third, both the development of public healthcare service and privatization progressed simultaneously under the Kim Dae Jung, Rho Mu Hyun and Lee Myung Bak administrations after the democratization and it is thus difficult to argue that the qualitative nature as a welfare state was changed after the democratization. However, the degree of development as a welfare state differed depending on the ideological inclination of the presidents, the capacity of the welfare ministry and the ministry that drove the privatization.

Expansion of the Value and Prospect of the Human Rights Documentary Heritage : Focusing on the 5·18 archives (인권기록유산 가치와 지평의 확산 5·18민주화운동기록물을 중심으로)

  • Struggles to gain acknowledgement of identity have a characteristic of movement to recover human dignity. Participants in this movement come to confirm themselves as the subject of rights and communicate one another, free from oppression. Being guaranteed the opportunity to participate in the public opinion formation process is an indispensable element of human rights. In 1980, though it was short and incomplete, Gwangju experienced communal autonomy under the condition that state power was temporarily stopped. The contents and memories of the Gwangju Democratization Movement that intended to protect autonomy of civil society, resisting pillage of state power, remain intact in the 1980 Archives for the May 18th. The 5.18 archives were registered in UNESCO's Memory of the World in 2011, with its value of human rights and protection of democracy being acknowledged. The 5.18 archives have memories of resistance and struggles for justice, and sacrifices and pains of citizens under oppressive political authority in Gwangju, 1980. Thus, these archives are related to the historical struggles for democracy, and suggest a lesson on the transition process towards democracy to us. Preservation and utilization of the documentary heritage constantly lead the memories of historical events to the present, and enable exchanges of experiences and ideas between the present and the future. This study, through the process of UNESCO's Memory of the World registration and post-registration process, beyond the value of archives, tries to examine how historical events are led to the present, through the archives and to discuss the other values of archives.
