  • The study is about the national defense 2020 plan. According to the reduction of military bases, It should be needed to be integrated as a high-tech camp. So we researched and did a fact-finding survey mainly in Gyeonggi Province. After the research, first, It should be reset the regional development planning and the retention criteria of harmonized camp. Second, the neglected and scrapped camps should be put into order to activate the local economy by handling procedure. Third, it should have dedicated consultative bodies, exclusive departments and professional staff to communicate with the military authorities and the citizens. Fourth, if there are any causes of civil appeals such as shooting ranges should be in the underground. Lastly, To get support smoothly, it should be reflected by enacted special laws and ordinance regulations. This material could be used when the Ministry of National Defense has a discussion with Gyeonggi Province.

Estimating of Optimal Allowed Distance for Reducing Vibration and Noise Problems by Pile Driving after Drilling Method in Deep Foundation Work (천공 후 말뚝타격공법의 진동 $\cdot$ 소음 문제 해소를 위한 적정 이격거리 산정 방안 연구)

  • Pile driving work causes a vibration problem in the construction site using pile foundation and often causes civil affairs by construction noise around the construction site. For the vibration and noise problems, the driving after drilling method rather than the direct driving method is being generalized for reducing vibration and noise. However, this method also causes civil affairs when the driving work is operated in adjacent area. This study suggests a criterion for evaluating an optimal allowed distance for pile driving work by the driving after drilling method. Actual surveys of vibration and noise for pile driving work in seven construction sites were used for developing regression analysis equations. The results can be a standard to estimate the allowed distance to avoid vibration and noise problems in pile driving work for deep foundation.

  • Construction work noise has caused much annoyance for a number of dwellers nearby construction field and has become a very serious issue in our living environment. Therefore, practical solutions for reducing construction work noise are highly required in construction field. Practical solutions for the construction work noise, however, are very difficult because of the poorness of basic data and research. Especially, in order to establish a sound insulation plan about pilings work noise that has highly sound pressure level and impactive, it is necessary to investigate the characteristics of construction noise such as pilings work noise, mechanical operating noise, etc. Accordingly, the aim of this study is to get the basic data about construction noise by SDA(Separated Doughnut Auger) method. And in this study, we attempt to survey the characteristics of attenuation and propagation of construction equipment noise and to estimate the power level in pilings work, using SDA method.

Identifying and Analyzing Pre-Dispute Factors for Construction Projects (건설공사 사전분쟁요인 도출 및 분석)

  • As recent construction projects have gradually become larger in size and complex, construction documents such as drawings and specifications revealed the limitations that can not express all the necessary information. Due to the lack of stipulations on the contract, disputes arise among contracting parties. Traditionally, many construction companies in Korea make an unfair agreement with the clients so that the irrational items are included in their contract documents. Potential dispute factors are triggered as a result of misleading or omitted items on the written documents. This paper analyzed the civic counseling cases obtained from the public procurement service in Korea, and identified the potential dispute factors that can occur during pre-dispute stage alone with their influence analysis. The results found from this study can be used for the development of checklists that prevent the dispute in the process of construction projects.

Improving University Homepage FAQ Using Semantic Network Analysis (의미 연결망 분석을 활용한 대학 홈페이지 FAQ 개선방안)

  • The Q&A board is widely used as a means of communicating service enquiries, and the need for efficient management of the enquiry system has risen because certain questions are being repeatedly and frequently registered. This study aims to construct a student-centered FAQ, centered on the unstructured data posted on the university homepage's Q&A board. We extracted major keywords from 690 postings registered in the recent 3 years, and conducted the semantic network analysis to find the relationship between the keywords and the centrality analysis in order to carry out network visualization. The most central keywords found through the analysis, in order of centrality, were application, curriculum, credit point, completion, graduation, approval, period, major, portal, department. Also, the major keywords were classified into 8 groups of course, register, student life, scholarship, library, dormitory, IT and commute. If the most frequent questions are organized into these areas to form the FAQ, based on the results above, it is expected to contribute to user convenience and the efficiency of administration by simplifying the service enquiry process for repeated questions, as well as enabling smooth two-way communication among the members of the university.

  • The purpose of this study is to improve interaction with the construction subject by analyzing the contents and contents of users' involvement in landscaping works. For this purpose, this study selected the Gwanggyo Residential Land Development District Public Landscape Project in Suwon, Gyeonggi Province. For four years before and after the completion, the opinions of tenants were used as research data. Both qualitative and quantitative analyses of 412 complaints received by the project implementation office and local government were conducted. As a result, first, the main purpose of suggesting opinions was 'demanding and expressing complaints', and there were many 'parks' and 'rivers'. In terms of content, "quality" was the most pointed out, but many kinds of trees, such as tree planting, ecological river construction, and pavement construction were also mentioned. Second, the extraction of key words from content analysis was the most common method. Followed by 'additional foodstuff' and 'moving to the toilet and management building'. Much of the point of view about dead wood has continued to be conspicuous in the process of waiting to be dealt with at the time of transplanting. Third, the validity of the contents of the complaints was evaluated as a five - point scale. Therefore, the opinions raised were unreasonable, but overall, there were more complaints with certain objectivity.

  • We face with difficulty of Urban Regeneration because of conflict between complex stakeholders by structural characteristics of Urban Regeneration. Actually, many parts of stakeholder are assumed and conflicts of stakeholder aren't solved using systematic management. Therefore, In this study, I analyzed definition and special quality of Urban Regeneration and proposed necessity of Stakeholder Management that manages suitable communication and their relation of each stakeholder through grasping and analyzing stakeholder as Program Management for Urban Regeneration.

  • There are many dispute with a construction due to such environment problem as vibration and noise. Generally, we have a standard for acceptance level in land. But we have not a sufficient standard for acceptance level or guide line in underwater sound. In other countries, a acceptance level or guide line in underwater sound has been suggested. Especially the management criterion of underwater noise for fish has bee suggested using the measurement data (peak pressure, rms, energy and SEL) by a hydrophone. In Korea, there is no management criterion of underwater noise for fish. This study suggested the management criteria of underwater noise for fish based on the measured data by a hydrophone.

  • 우리나라는 계절적으로 편중된 강우특성 때문에 가용 수자원이 충분하지 않고 최근엔 빈번하게 발생하는 이상기후현상과 국지성기후로 인해 가뭄의 빈도 및 강도가 증대되고 있어 기후변화에 적응할 수 있는 농촌용수 물관리 대책과 가뭄대응능력 개선의 필요성이 요구되고 있다. 이러한 가뭄의 관리를 위해서는 시간적인 가뭄의 발생과 공간적인 가뭄의 분포를 파악하여 적절한 가뭄평가 수단을 통한 가뭄대책 수립기준을 설정하고 이에 대한 대책방안을 마련하여 각 지역별 특성에 맞는 가뭄대책을 수립해야 한다. 따라서 본 연구에서는 농업가뭄을 극복하고 농촌수자원의 안정적 확보와 효율적인 이용을 위해서 농업가뭄 상황을 분석하고 평가할 수 있으며 농업가뭄대책의 수립과 시행을 뒷받침할 수 있는 Web 및 GIS 기반농업가뭄관리시스템을 제안하고자 한다. 기존의 개발된 토양수분지수(Soil Moisture Index, SMI)와 저수지가뭄지수(Reservoir Drought Index, RDI)를 통합한 통합농업가뭄지수(Integrated Agricultural Drought Index, IADI)을 이용하여 다양한 시나리오를 통해 가뭄의 여러 가지 패턴에 따른 지역별 농업가뭄의 위험과 예측 피해를 설명하고, 가뭄관리에 필요한 정보를 단계적으로 제공함으로써 실제 물 관리 및 가뭄대책 업무에 반영하고 적절한 대응책을 수립하는데 기초자료가 될 것으로 판단된다.

  • 침수상황감시/현장안내시스템은 핸드폰망(CDMA)등 다양한 통신채널과 이들의 DTMF, SMS, Data 통신 등을 활용하여 수위 등 현장위험 상황을 실시간으로 감시 위험요인 발생 시 비즈니스 룰(Business Rule)을 이용 자동으로 현장안내 및 관리자, 지역주민, 수문 인근 경작지 농민에게 SMS를 이용 즉각 위험 상황을 전달하고, 상황실에 현장 상황 자동표출을 통하여 관계기관 및 국민들이 재난상황에 신속히 대응할 수 있도록 하는 시스템이다. 지방자치단체에서 재난상황 관리에 있어 유형별 표준행동 매뉴얼을 관리 시군구재난관리시스템을 이용 운영하고 있으나, 많은 분야별 자료들이 행정적인 업무지시 및 응답에 치중되고 있는 게 현실이다. 이에 지방자치단체에서 관리중인 배수문, 잠수교, 하상주차장 등 위험지역의 침수상황을 실시간으로 감시하며 공무원, 민원인, 인근주민에게 상황단계에 따른 안내 및 관리에 대한 업무프로세스는 상황에 따른 변화가 있어 단순한 프로그래밍에 의한 전산화하기 힘들다. 본 논문에서는 재난전문가의 전문지식을 적극 활용하여 다양한 상황에 대처할 수 있는 BRMS(Business Rule Management System)를 이용하여 침수상황감시/현장안내시스템의 설계를 제안하고자 한다.
