Analysis of Public-private Governance Based on the Cooperative Governance Model: A Case of Urban Parks in Cheongju (협력적 거버넌스 모형을 통한 민관거버넌스의 성과 분석: 청주시 도시공원 사례를 중심으로)

  • This study aims to analyze the performance of public-private governance of urban parks in Cheongju-city, focusing on the 'cooperative governance' model of Ansell & Gash(2007) and find implications. The performance and limitations of the governance were analyzed using 13 success factors suggested by this model. According to the results of the analysis, four categories are satisfied: initial conditions, institutional design, leadership, and cooperation process. 8 out of 13 factors were analyzed at a 'good' level and thus this governance can be evaluated as successful one. Building trust and committed collaboration can be seen as key elements of successful governance. On the other hand, 5 factors were evaluated as 'average' because some limitations were revealed. The results of this analysis suggests that in order to improve cooperative governance, a post-implementation management system should prepared, and the inclusiveness of participation should further strengthened, and also regulations that ensure a regular forum for indirect participants and the public from the institutional design stage should be established. Although this study was analyzed based on the evaluation category of the objectively verified model, there is a limitation in that the evaluation was based on subjective judgment.

Daegu metropolitan government's plan of relocation of water intake plant and collaborative governance between regions (대구시 취수원 이전계획과 지역 간 협력적 거버넌스)

  • This paper is to consider the development process of conflict between Daegu and Gumi which has been arisen from Daegu city's plan of relocation of water intake plant. It first argues that water is a major common and public resource which is circulated through the social process as well as the natural one, and hence that conflicts within or between regions due to its allocation should be resolved or managed by construction of collaborative governance in which all stake-holders participate. In particular, it is pointed out that collaborative governance would be not only oriented to a normative goal, but also be mobilized as a strategic means. On the basis of this conceptual consideration, this paper explores the development process of conflict caused by Daegu city's plan of relocation of water intake plant, and analyze the starting conditions and deliberation process of the public-private committee which has been constituted through a consensus between Daegu and Gumi city government. It concludes that the current interruption of the committee has happened, because it has been mobilized politically as a strategic means for regional hegemony, not as a normative one to resolve the conflict.

A Study on Collaborative Governance: Focusing on the Cultural Heritage Guardians (문화재지킴이 정책의 협력적 거버넌스 운영 체계 연구)

  • Governance is valued as a new concept and principle of social operation and public policy management, and its influence is gradually expanding. Among the various governance theories being put into practice and in case analysis studies, collaborative governance embracing various governance concepts has been found to increase interdependence and responsibility beyond participation and compromise, and create new public values by integrating and utilizing optimal social coordination forms. In the field of cultural assets, governance-related research is also being conducted for the efficiency, sustainability, and scalability of public policy enforcement. This study explored the government's role (promotion, arbitration, and condition creation) in collaborative governance, focusing on the "Cultural Heritage Guardians" to understand how collaborative governance operates in the cultural heritage sector. Regarding governance policies in the cultural asset sector, the cultural asset guardians highlighted the status, role, and characteristics of policies by examining their introduction, development, and implementation. The results of the analysis revealed that private-led, horizontal public-private cooperation, collaborative governance, policy introduction, solidarity, professionalism, resource/knowledge imbalance, cooperation precedence, etc., facilitate increased participation. The government has accordingly proposed measures to establish comprehensive legal stability centered on cooperation; strategic reorganization of dedicated organizations; strengthened, supportive intermediate organizations; and individual and multi-party consultative bodies.

  • This study aims to investigate Marseille's Euromméditerranée project and provide policy implications for revitalizing domestic urban regeneration projects. First, we identify Euroméditerranée as a pivotal urban regeneration effort, executed by EPAEM-an organization fostering governance-driven project advancement through collaboration and investment from both central and local governments. This endeavor has significantly contributed to revitalizing Marseille, enriching the quality of life for its residents. Second, this urban regeneration project has the following notable features: consolidated approach with combination of full redevelopment and rehabilitation, integrated regeneration covering hardware-like physical regeneration and software-like economic, cultural, and environmental regeneration; government-type urban regeneration project structure. Finally, we suggest that policymakers should consider the economic scale in urban regeneration projects, national-level government organizations, and efficient public-private partnerships.

A Study on Community Governance of Public Sector and Service Agencies : Focusing Differences of Perceptions Between Local Officials and Workers in Social Service Agencies Working for Poor Female-headed Households (빈곤여성가장을 위한 서비스 제공에 대한 민-관 인식 차이에 관한 연구: 지역사회 거버넌스 실현의 현실적 간격을 중심으로)

  • The study is to investigate the extent to which public sector and private sector have established local governance at the community level. Also, it examines similarity and dissimilarity in the perception of unmet needs in the community service delivery system among local officials and workers in social service agencies for poor female-headed households, using survey questionnaire. It finally aims to propose more effective way of local governance between officials and workers in service agencies, and to improve living conditions for poor female headed households. Results show that first, about 70% of survey participant assess community governance and network system do not work well. Second, the more positive people evaluate their outreach efforts and the network level among community service agencies, the more they perceive that unmet needs are satisfied and recipients are well benefited. Third, the perceptions are significantly different in the extent of service delivery and the unmet needs between local officials and service workers who implement direct social service to female-headed households, after controlling for other related factors. In conclusion, suggestions are given to develope more effective service delivery system for poor female-headed households.

  • This study aims to elucidate the major issues and problems of the North Korean woman defectors focusing on the Community settlement system of Korean society in the time of the historical change of the rapidly changing inter - Korean relations starting from the recent summit talks between North and South Korea. Analytical methods were conducted using literature and previous research data. The results of this study are summarized as follows. The necessity of legal and institutional support reflecting the characteristics of life of North Korean woman defectors and experience of defecting, the necessity of development and management of employment education and employment support program for stable settlement support, the necessity of an integrated support system of public - private cooperation governance structure The need for a tailored social adaptation program tailored to individual needs arises. The results of this study are important to suggest the direction of improvement of the actual system through studying the policy and system of the settlement of Korean society in advance of the unification era. In future research, the support system for the settlement of the South Korean society A variety of studies to identify the factors for role formation will be needed.

From Industrial Clusters to Innovation Districts: Metropolitan Industrial Innovations and Governance (산업클러스터에서 혁신지구로: 도시의 산업혁신과 거버넌스)

  • The study aims to synthesize the discussion of the innovation district and suggest an alternative to the governance system of the innovation district. Cluster policies that focus on industrial specialization, networking, value chains, and industrial ecosystems have shown some problems and limits in advanced industrial economies. The innovation district, suitable for the era of urban innovation, convergence of industry, housing, leisure, and related variety, emphasizes cooperation through the convergence of various innovations, workshops and industries, and communities. It is important to build a quintuple helix based on cooperative governance through public-private partnerships, integrate the physical and cultural atmosphere, and service industries that strengthen the place prestige. Beyond the industrial aspect, innovation districts can facilitate changes in urban amenities and lifestyles and creative atmosphere, such as diversity, lifestyle, charms, and openness, and promote social vitality and economic interactions. The governance of innovative districts can promote inter-organizational exchanges, and combinations. When knowledge is created through exchanges between companies, it also affects changes in the governance system, evolving from a rigid and centralized system to an open, dynamic, and organic system. Through the innovation policy, the existing Central Business Districts (CBD) can be able to be transformed into a Central Lifestyle Districts (CLD).

A Study on Safety Management Efficiency for Coastal Accident Prevention (연안사고 예방을 위한 효율적 안전관리 방안 연구)

  • This study examines the efficiency of safety management measures taken in coastal waters to prevent coastal accidents. Recent years have witnessed about 800 cases of large and small coastal accidents in coastal waters annually. On average, these accidents have been responsible for 129 deaths annually, Thus, there is a need for effective preventive measures. Accordingly, the Korea Coast Guard enacted the Coastal Accident Prevention Act in 2014 and has cooperated with related organizations, such as local governments and the Ministry of Oceans and Fisheries, to safely manage coastal waters. However, compared to the rapid increase in human coastal activities, coastal accidents continue to occur due to the lack of a safety mindset among the Korea Coast Guard, a lack of public safety awareness, a lack of safety management facilities, and poor interest from related organizations, among others. This study examines the conditions and problems faced with regard to safety management in coastal waters based on recent coastal accident data, and analyzes foreign coastal waters safety management cases. Various methods to improve the safety management efficiency in coastal waters are proposed, such as enhancing the safety mindset and capabilities of the Korea Coast Guard, strengthening cooperation among related organizations, increasing the role of local governments, expanding and strengthening safety management facilities by applying new technologies, inculcating a culture of maritime safety, and activating private-public collaborative governance.

<Field Action Report> Local Governance for COVID-19 Response of Daegu Metropolitan City (<사례보고> 코로나바이러스감염증-19 유행과 로컬 거버넌스 - 2020년 대구광역시 유행에 대한 대응을 중심으로 -)

  • Objectives: The purpose of this field case report is 1) to analyze the community's strategy and performance in responding to infectious diseases through the case of COVID-19 infectious disease crisis response of Daegu Metropolitan City, and 2) to interpret this case using governance theory and infectious disease response governance framework. and 3) to propose a strategic model to prepare for future infectious disease outbreaks of the community. Methods: Cases of Daegu Metropolitan City's infectious disease crisis response were analyzed through researchers' participatory observations. And review of OVID-19 White Paper of Daegu Metropolitan City, Daegu Medical Association's COVID-19 White Paper, and literature review of domestic and international governance, and administrative documents. Results: Through the researcher's participatory observation and literature review, 1) establishment of leadership and response system to respond to the infectious disease crisis in Daegu Metropolitan City, 2) citizen's participation and communication strategy through the pan-citizen response committee, 3) cooperation between Daegu Metropolitan City and governance of public-private medical facilities, 4) decision-making and crisis response through participation and communication between the Daegu Metropolitan City Medical Association, Medi-City Daegu Council, and medical experts of private sector, 5) symptom monitoring and patient triage strategies and treatment response for confirmed infectious disease patients by member of Daegu Medical Association, 6) strategies and implications for establishing and utilizing a local infectious disease crisis response information system were derived. Conclusions: The results of the study empirically demonstrate that collaborative governance of the community through the participation of citizens, private sector experts, and community medical facilities is a key element for effective response to infectious disease crises.

Study on Inclusive Business of Social Enterprise: Focusing on the Cases of Public-Private Partnership (사회적 기업의 포용적 비즈니스 연구: 민-관 협력기반 사례를 중심으로)

  • Inclusive business is a social business that is promoted with the aim of supporting the economic independence and quality of life of poor people in developing countries. Inclusive business is emerging as a new development cooperation method that can lead to development effects such as income generation and economic independence by engaging the poor, traditionally recognized as 'the target of aid' in terms of development cooperation, in market-based economic activities. This study considered how this inclusive business overcomes various barriers in the market for the poor in developing countries and generates social values and economic returns. To this end, based on previous studies, an analytical framework was established to analyze inclusive business models and business types. And based on the multiple case study method, 17 cases of inclusive business of social enterprises were selected to analyze the characteristics of their business models and the types of business. Through this study, characteristics of value proposition mechanisms, value creation mechanisms, and value securing mechanisms of inclusive business based on public-private cooperation were derived. Also, how these inclusive businesses create social and economic values for the poor were analyzed. The findings present theoretical and practical implications for an inclusive business model.
