정부투자기관(政府投資機關)의 보수수준(報酬水準) 및 구조(構造)

  • 본고(本稿)에서는 정부투자기관(政府投資機關)의 적정보수(適正報酬) 수준(水準)에 관한 이론(理論)을 제시(提示)하고 이를 배경으로 하여 25개 정부투자기관의 보수실태를 민간기업(民間企業) 및 공무원(公務員)의 경우와 대비(對比)하여 실증적으로 분석 평가하고자 하였다. 정부투자기관의 보수수준(報酬水準)은 "민간(民間) 공공대등(公共對等)의 원칙(原則)"을 반영하여야 한다는 것이 본고(本稿)의 주장(主張)이며, 이에 따라 본고(本稿)에서는 1985년 3월의 시점에서 공공(公共) 민간(民間) 각 부문 종사자들의 직종별(職種別) 학력별(學歷別) 생애임금(生涯賃金)(퇴직금(退職金) 포함(包含)) 수준(水準)을 추계하여 비교하였고, 동시에 부문별(部門別) 임금함수(賃金函數)를 추정(推定)하여 임금격차(賃金隔差) 구조상(構造上)의 부문간 상이여부(相異與否)를 검증(檢證)하였다. 검증(檢證)에 의하면 민간기업(民間企業)(500인(人) 이상(以上))에 비하여 정부투자기관의 평균생애임금(平均生涯賃金)은 사무관리직(事務管理職)의 경우 21%, 생산기능직(生産技能職)의 경우 39% 높았다. 동시(同時)에 정부투자기관 상호간(相互間)의 생애임금(生涯賃金) 격차(隔差)도 적지 않았다. 반면에 학력(學歷) 성(性) 직종(職種)에 따른 임금격차는 민간기업에 비하여 정부투자기관이 훨씬 적었다. 보수체계(報酬體系)에 있어서는 사무직의 경우 각종 수당(手當)이 민간기업에서는 총급여(總給與)의 25%를 차지하였으나 투자기관에서는 총급여(總給與)의 53%에 달하였다. 한편 공무원(公務員)의 평균생애임금(平均生涯賃金)은 민간기업의 수준보다 낮아 사무관리직(事務管理職)의 경우 민간기업 수준의 71%, 생산기능직(生産技能職)의 경우 민간기업 수준의 90%에 불과하였다. 본고(本稿)의 결과에 의하면 공공부문(公共部門)의 보수정책(報酬政策)에는 개선(改善)의 여지가 적지 않다고 하겠다.

A Study in Considering the Acceptance of Private Military Companies (민간군사기업의 도입방향에 관한 연구)

  • Since the Cold war, many countries in the world have reduced the number of their military personnel. However, it is also factual that regional conflicts have been incessantly occurring around the world. In turn, specific governmental policies are also needed in certain countries. Recently, a resolution growingly accepted in the advanced countries is the outsourcing of the resources and services of private military companies, which benefits for governments to manage their military force efficaciously. The utilization of private military force, however, may potentially generate ethical and practical issues because of the non-specified international codes to regulate private military companies, the political misuse of private personnel without concerning the loss of public military employees in danger zones, the safety of private personnel in the field, and the possibility of genocide. Prior to accept a private military companies which may be adequate in the environment of the Korean military, it is necessary to review previous cases of foreign countries. In addition, it is also needed to determine the plausible boundaries of the operation of private military companies with taking into consideration of the situations of the Korean military and private business. Finally, the systemic governmental support is requested in order to foster the business of private military.

A Study on the Introduction of PMCs in Korea (한국적 민간군사기업 도입방안에 대한 연구)

  • After the Cold War, obligations of nation are expanded to 'Comprehensive Security' that caring citizens' safety and welfare in addition to national defense. Major nations are competing to revolutionize their army to be prepared for various threats. Major nations, including United States and United Kingdom, are tend to adopting and using PMCs eagerly. The size of PMC market estimated around 70 billion euro and growing rapidly. Korea has to adopt PMCs for building military force and operating efficiency while driving 'Military Reform 2030'. Adopting PMCs in Korea can be considered as followings reflecting security situation. So, Korean army must consider implementing and adopting PMCs in order to building army force and attaining efficiency and preparing for the N orth Korean threat and various security risks.

  • 지난 해 5월 정부가 그룹 VAN을 허용함에 따라 그룹사 정보처리 네트웍화의 길이 열렸다. 이로써 우리 나라에도 민간 VAN이 시작되었다. 민간 VAN은 이미 선진 각국의 주요 기업에 의해 산업화되어 급성장하고 있고, 국내에서도 근래들어 그룹사들에 의해 경영정보 공동활용과 새로운 유망 사업 분야로서 구상되기에 이르렀다. 이렇게 도입 욕구가 팽배된 적절한 시기에 민간 VAN이 허용됨에 따라 럭키금성을 비롯한 6개 그룹사가 이에 참여 하고 있는 가운데 제도상.기술상의 제반 문제점들이 도출되고 있다. 그룹 VAN 진출 기업들을 회원으로 하고 있는 본 협회는 국내 민간 VAN 사업의 활성화를 위하여 구랍 28일 문제점들의 시정을 정책 당국과 공중통신사업자, 그리고 진출기업에 건의 했다. 그 내용을 전개한다.

  • 이 연구는 2013년 민간경비 시스템을 활용하고 있는 사업장을 대상으로 민간경비기업의 서비스품질평가 모형을 개발하는데 그 목적이 있다. 이를 위해 수도권 소재 사업장을 모집단으로 선정한 다음 유의표집법을 활용하여 200명을 표집하였다. 결론은 다음과 같다. 민간경비 기업의 서비스품질의 신뢰도와 타당도는 높다.

  • In recent years, the importance of collaboration has been emphasized in the public sector as well as private companies. In a study for private enterprises, individual enterprises stressed the innovation through collaboration with other organization such as enterprise, university, and other agencies. Other companies and agencies have the technology they need, so that they share skill or knowledge, and they do to create more new developments. This implies a collaborative system can be a win-win collaboration with all partners. It also requires collaboration in the public sector. Because they have many problems that can not be solved at the level of individual institutions. However, public institutions lie ecologically unfavorable in a collaborative environment than the private sector. The organizational structure is hierarchical. In addition, relationships between collaboration partners not recognize horizontally. Of course, communication is not smooth. This study examines successful collaboration case in private sector and we want to draw implications for public organizations. Finally, we discussed ways to promote collaboration in the public sector.

A Study on Utilization and its Model of the Private Military Companies(PMCs) in Introducing the Legal System in Korea (민간군사기업의 법제화 필요성과 그 모델에 관한 연구)

  • The private military company(PMC) or the private military industry may be one of the most important, but little understood developments in security studies to have taken place over the last decade. This new industry, where firms not only supply the goods of warfare, but rather fulfill many of the professional service functions, is not only significant to the defence community, but has wider ramifications for global politics and warfare. The private military industry emerged in the early 1990s. Its underlying cause was the confluence of three momentous dynamics - the end of the Cold War and the vacuum this produced in the market of security, transformations in the nature of warfare, and the normative rise of privatization. In order to introduce MPFs(Military Provider Firms) into Korea, where in principle private citizens are prohibited to own a gun, unlike the United States, a special law should be enacted which allows them to possess weapons and fight in combat. Therefore, the National Assembly of Korea has been submitting and discussing "the Act on the Prevention and Conduction of Practice of Piracy" since 2014.

The Constituent Elements of State Responsibility Regarding Space Activities of Private Entities from the Perspective of General International Law (일반 국제법상 민간기업의 우주활동에 대한 국가책임의 성립요건)

  • In traditional international law, a state was internationally responsible only for its activities. With the diversification of the subjects of international law and with the expansion of state's activities, however, bearing international responsibility by the state for its nationals or private enterprises has been recognised in international case law and states practices. Also, this was codified in 2001 by International Law Commission, finishing Draft articles on Responsibility of States for Internationally Wrongful Acts. Yet, international responsibility of state for private entities carrying out space activities including launching of satellites and space launch vehicles has been dealt with as an exception from state responsibility in general international law. As we have seen the successful launching of 'Falcon Heavy' by SpaceX which is an american private entity, the private activities in outer space are expanding to even as far as deep space such as Mars. In other words, the scope of the private activities is too enormous to deal with the activities, irrespective of general theories on state responsibility in international law. Therefore, it will be significant to see the constituent elements of state responsibility for private activities in outer space from the point of general international law, without prejudice to provisions related to international space law.

A Impact of Governmental Fiscal Assistance on R&D Investment of Business Enterprise and University: Focusing on the Asymmetric Relationship (정부의 재정지원이 기업과 대학의 연구개발투자(R&D)에 미치는 영향: 비대칭성을 중심으로)

  • This article estimates the scale of impact of expanding governmental fiscal expenditure for R&D investment on the private business enterprise's investment for R&D, and the relationship between business enterprise and university for expanding investment of R&D. According to my results, first, an expanding fiscal expenditure from government for R&D investment leads to increase R&D investment from business enterprise. However, an expanding expenditure from university rather leads to decrease R&D investment from business enterprise. Secondly, the crowding-out effect of expanding R&D investment from University on business enterprise's is very strong, and it is affected by structural changes such as the country's economic power, fiscal stance and cyclical volatility. Third, the more governmental expenditure on university expansive is, the stronger asymmetric relationship between business enterprise and university is, and investment sources of university from business enterprise is the main factor of this relationship. Finally, it is not easy to solve out this asymmetric relationship even through the governmental subsidy.

  • 본 논문은 개인정보를 취급하는 민간기업들이 개인정보유출을 사전에 방지하기 위한 일환으로 예방의 원칙에 기초를 두고 있는 개인정보영향평가를 수행할 수 있으며 이러한 일련의 프로세스를 이용한 개인정보 유출에 대한 차별화된 위험 분석과 심각도 분석을 통해 민간기업에 실질적으로 영향을 줄 수 있는 위험과 위험평가 결과를 토대로 위험에 효율적으로 대응할 수 있는 방안을 제시한다.
