This study was conducted to examine and analyze local governments, park status, project characteristics, and the implementation in detail for private park special projects across the country as a means of responding to the sunsetting of urban parks. As a result of the analysis, first, the private park special project, was found to be mainly implemented in cities with a population of more than 100,000, so there was a limit to the application on military installations or in local small cities. Therefore, rather than applying the special system collectively, it was judged that institutional flexibility, considering the characteristics and size of local government, was needed. Second, the current special projects by the park creation donation collection method shows monotonous development centered on apartment houses, so it is necessary to diversify the development by introducing a park preservation method that purchases and donates park sites. Third, it was found that the area standard needs to be eased to less than 50,000m² to include parks with high utilization and good accessibility in urban areas of large cities, as the type and area of parks are limited. Fourth, most special projects are mountain parks, which are feared to damage the natural terrain and skyline, so separate ordinances should be established and applied, and development approaches should be made to allow nature and parks to coexist with the setting of detailed building guidelines for each type of facility. The guidelines should include, first, after the nationwide private park special projects are completed, standards for appropriate returns for similar projects should be established, institutional standards such as the recovery of excess profits should be established, and environmental reviews should be conducted. Second, it was found that local governments should institutionalize the composition of private consultations to promote the efficient management of projects through a cooperative system, and third, a roadmap for maintenance after the donation of special parks should be established.

International Civil Aviation Organization adopted the program to improve performance of aviation-related data systems through the ASBU for 20 years from 2013. Research and development for integrated management network of aeronautical telecommunication data through SWIM(System Wide Information Management) technology which is part of program, are being progressed in the United States and European countries. Therefore, in this paper, we suggest a method of testbed implementation based on technology of aeronautical data services architecture applied the concept of SOA(Service Oriented Architecture), development of future data management model for integrated management of aeronautical data, and development of user-centric integrated aeronautical data management network through adapter technology for interoperating legacy aeronautical data system to develop even technology with development trends of advanced countries.

According to the survey of Ministry of the Interior and Safety in Korea, The number of public and private CCTV reached over ten million and is still increasing. Also with improving Image Processing Technology, it is possible to obtain diverse information. Recently, various services using CCTV are being provided. Therefore it is necessary to ensure CCTV image integrity. However there is no system to prove events in film yet. In this paper, we suggest system model that can manage, use and authenticate CCTV. This model allows a CCTV film to be verified by other nearby CCTVs' data. This model ensures film's integrity by using blockchain. And also, It addresses privacy problem in CCTV and file size problem in blockchain by using not large film data but much smaller analyzed data.

지능형교통시스템 (Intelligent Transportation System: ITS) 은 도로 및 교통관리, 교통정보제공, 대중교통 및 화물차량의 운영 등 교통의 전 분야에 걸쳐 정보통신 기술, 센서 및 제어 기술을 접목함으로써 교통의 효율화와 물류비용의 절감을 목표로 하고 있다. 특히, 최근에는 전자 및 통신 기술 등 첨단기술을 활용하여 현행 교통체계를 첨단화하기 위한 노력이 빠르게 진행되고 있으며, ITS는 최근 위치정보의 폭넓은 보급과 유 무선통신기술의 발전에 따라 위치정보서비스, 텔레매틱스 서비스 등과의 결합을 통해 새로운 비즈니스 모델들을 탄생시키고 있다. 또한 기존에 중점적으로 추진되어 왔던 도로 및 차량 영역뿐만 아니라 ITS 아키텍처를 구성하는 다양한 하위 시스템들간의 통신 및 정보체계 표준화와 관계된 기술, 시스템, 서비스 등의 시장이 형성되기 시작하고 있다. 이중에서도 최근에는 이동통신기술의 발전과 복합단말의 발전을 통해 통합된 기능을 갖는 이동전화, PDA, 스마트단말 등의 개인단말 뿐만 아니라 도로와 차량내의 통신을 위한 차량탑재형 단말 등의 보급으로 단거리 무선통신기술과 스마트차드 기술을 이용한 자동요금징수시스템, 위치정보기술을 이용한 위치기반서비스, GPS를 이용하여 실시간 교통정보 서비스가 가능한 텔레매틱스 서비스 등은 본격적으로 시장을 형성해 나가고 있다. 이는 기존의 ITS 분야가 ETCS(Electric Toll Collection System), AVHS(Advanced Vehicle & Highway System), CVO(Commercial Vehicle Operation)등 교통 인프라에 초점을 맞추고 있었으나 그동안의 수익모델 부재 등으로 인해 사업자들의 적극적인 투자가 이루어지지 않아 ITS 시장 활성화에 어려움이 있어 왔다는 점을 고려해 볼 때 최근 위치정보를 이용한 사용자 서비스를 통해 민간 기업의 투자 참여와 일반 사용자들의 ITS 에 대한 관심이 매우 높아지고 있다는 점은 ITS 시장의 확대에 있어 매우 긍정적인 요인될 것으로 예상되고 있다. 본 논문에서는 이러한 ITS의 세계적인 개발 및 투자 추세, 국내의 추진 동향을 통해 살펴보고 이에 따른 국내 적용에 대한 시사점을 살펴보았다.

As the ubiquitous technology has been widespread, the u-service development driven by the private sector is increasing these days. In this paper, a new development methodology of interactive u-services for a mixed-use complex in u-City is proposed. The current state-of-the-art IT, Web2.0, assumes that information must be communicated in both way, not only from service provides to users but also from users to service providers. Here the user-driven u-service will be utilized for service providers to customize user services. By this interactive u-service paradigm, the information users become the information providers so that the mixed-use complex will take advantage of massive information. Also, admitting that the mixed-use complex is limited in terms of the space size, the network effect of information and shared contents created through the interactive u-services can be maximized.

After the UN General Assembly on 2006, Interest on the marine litter has rapidly increased internationally. The UN sub-organizations, UNEP/Regional Seas, FAO(Food and Agriculture Organization of the United Nations) and OC(Ocean Conservancy) as a one of world NGO had been tackled to collect information and prepared world reports related on marine litter, recently, those are published. Through the 10years experience of Korea's policy on marine litter since 1999, it is re-evaluated as a roll model internationally. In this paper, brief introduction of structure and function of Korea's authorities which are responsible for or are involved in the marine litter issue as well as the National Marine Litter Management Basic Plan which is established in 2008, has been provided. This paper also included the structure and roll of the marine litter initiative center in the plan. Change of the paradigm of action plan on marine litter in Korea already had been started.

The purpose of this research is to identify problems and solutions of domestic Life Cycle Cost analysis in BTL(Build-Transfer-Lease), a PFI(Private Finance Initiatives) project. It is expected BTL would be quite effective delivery method for public construction introducing the private's major capital investments and technologies, and obviously LCC analysis is becoming more important factor for success of BTL projects. Nevertheless, there are still some complicated issues in LCC analysis, a technique for selecting the optimal VE(Value Engineering) proposals and estimating OM&R (Operation, Maintenance, & Repair) cost of the buildings, and has been applied limitedly. This research mainly focuses on educational facility, as most frequently delivered by BTL currently, especially with two levels (Alternative LCC and Building LCC) , which is occupied main potion in BTL project. In addition, it identifies four main problems and suggests their solutions through case studies focusing six major factors (WBS, Repair Information, Life Cycle, Time value of money, Repair Information Database, LCC Model) from three projects. Advanced development of this research requires closer partnership between the private / public sectors, and their long term strategies.

As the core technology of the 4th Industrial Revolution is applied to drone, the potential for growth in the field of unmanned aerial vehicles is very large, and the utilization of civilian & military fields in the domestic & foreign is increasing rapidly. Because application areas of drone in the civilian field is various, it is excellent in terms of cost effectiveness and high value in utilization when it is used for military operation support mission. Especially, in the case of the Air Force, it is expected that military usage effectiveness will be high if drone replaces various air operations support missions such as aircraft inspection, supply of military supplies, base security. We find out the missions that can utilize drones for military operations support and propose the recommendation and data management plan accordingly. We recommend the most suitable drones and equipment that perform similar missions in the private sector and propose the data modeling of relational database.

Recently, the BIM paradigm in domestic and foreign countries has been recognized as a momentum that can enhance productivity, efficiency, and collaboration of work in the construction industry. In this aspect, some countries have driven the development of BIM guideline to introduce and apply the Open BIM which is IFC-based BIM. Whereas, introduction and application of the BIM in Korea has been tried partly by several government agencies, public companies, design and construction companies. To promote the proliferation in the BIM use, therefore, the guideline needs to be developed first of all than anything else. In this context, this study addresses the trends of the BIM guidelines of foreign countries and strategic directions necessary for developing the Open BIM guideline.

As the ubiquitous technology has been widespread, the u-service development in the private sector is increasing these days. Especially, consisting of various life spaces, a mixed-use complex started actively utilizing the ubiquitous technology in order to provide users with differentiated services. In this paper, a new development methodology of the u-service for a mixed-use complex is proposed. Because the ultimate purpose of the u-service in a mixed-use complex is to guarantee profitability, the u-service must accelerate commercial activities among various users in the complex. The u-service development methodology of a mixed-use complex proposed in this paper firstly defines various perspectives for the u-service and identifies specific u-service elements in cross points of the perspectives. Then with those u-service elements, the methodology generates a u-service pool. Finally, after evaluation process, target u-serviced to develop are selected. Having designed the u-service development methodology, we expect the methodology to contribute the successful implementation of u-service model for a mixed-use complex.
