해외전력 - 미얀마의 수력개발 현황

  • 인도차이나의 서쪽, 태국 라오스 중국 방글라데시 인도에 둘러싸인 미얀마는 비옥한 토양과 천연자원의 혜택을 입고 있는 나라이다. 에너지자원으로서는 풍부한 포장 수력이 있는 외에 천연가스의 혜택도 입고 있다. 경제적으로는 네 윈 정권 하에서의 쇄국경제체제 이후 해외로부터의 경제원조가 중지되고, ASEAN 가맹을 달성한 현재에도 민주화운동의 탄압에 대한 유럽 미국 등의 엄한 대응에 의하여 서방 여러 국가로부터의 경제원조는 제한되어 있다. 이 때문에 성장이 두드러지고 있는 ASEAN 여러 국가 중에서 뒤처지고 있다. 1인당 국민총생산(GDP)을 보더라도 237 미달러(2007년 IMF 추정)로 ASEAN 여러 국가 중에서도 가장 낮은 실정이다. 전력부문에 있어서는, 설비의 신설 갱신이 충분히 시행되지 못하여 공급력이 상당히 부족한 상태이다. 이러한 상황 하에서 미얀마 정부는 영해 내에서 산출되는 천연가스를 태국에 수출하여 귀중한 외화 수입원으로 하는 한편, 전원으로서는 수력을 선택하여 중국에서의 경제원조도 받아 대규모의 수력 개발을 위해 매진하고 있다. 이 글에서는 미얀마의 수력개발의 현황과 앞으로의 전망에 대하여 소개한다.

A Study on the Trade Intensity of Garments in Myanmar (미얀마 의류 무역결합도에 관한 연구)

  • This paper examines Myanmar's garment industry comparative's competitiveness by selecting Korea and Japan-Myanmar's main target exporting countries for their garment industry-and China and Thailand, the neighboring countries it has continued to have business relationships with since the economic sanctions in selecting the target countries, this study presents a competitive outlook at the Myanmar garment industry's potential for the future by analyzing trade intensity per main garment product. Therefore, Korea should recognize the advantages of Myanmar, compared to other countries with similar competitiveness in the textile industry, and should develop Myanmar textile industry into a future-oriented garment industry through measures such as labor force training, scaling up both industrial relations and safety facilities, and establishing sound labor-management relations.

The Pattern of Regional Migration in Myanmar (미얀마 인구이동 패턴과 결정요인 분석)

  • This study analyzes the determinants and patterns of regional migration in Myanmar. Population migration is affected by various factors such as economic and social factors as well as regional characteristics. It is affected by factors such as income, employment and social overhead capital. Therefore, this study attempts to analyze the following two research problems. First, I would like to analyze whether the reform and opening of Myanmar is causing the migration of rural to urban population. Myanmar is also trying to verify the pattern of population migration experienced by other developing countries. Second, we analyze the impact of social overhead capital on population migration in Myanmar. We analyze the impact of basic infrastructure such as roads, electricity and water on population movements. This will give implications for investment policy decision of social overhead capital for balanced regional development. First, the pattern of population migration in Myanmar is shifting from rural to urban areas, as other developing countries have experienced. Myanmar's urban areas of Yangon and Mandalay have been analyzed as having migration. Second, the expansion of social overhead capital was found to have an impact. Social overhead capital such as roads and educational environments were analyzed to have the capacity to inhale the population. Especially, the educational environment of the region has a great effect on population migration. It is analyzed that education reform is an important policy issue for the balanced regional development of Myanmar. Fourth, employment opportunities were analyzed to have the greatest impact on Myanmar population movements. In the early stage of economic development, it is analyzed that the population moves to a region where employment opportunity is high in the situation where foreign capital is coming in. It is analyzed that the direction of inflow of foreign capital and the imbalance of development in the region will be determined in the situation where the economic development is carried out through foreign capital.

Current status of Myanmar food industry and reinforcement of Korea-Myanmar mutual cooperation through TASK project (미얀마 식품산업 현황과 TASK 사업을 통한 한-미얀마 상호협력 강화)

  • Since the food industry, including the agricultural production, is the largest industrial sector in Myanmar, the Myanmar government and industry have a strong willingness to develop the food manufacturing industry despite the limitations of investment, production and technological level. Particularly, the Myanmar government recognizes that the agricultural product-based food industry is an essential element for national economic growth, and is promoting various policy efforts for the industrial development. Therefore, the overall status of the food industry in Myanmar has been reviewed in this study. Also, the TASK (Technology Advice and Solutions from Korea) project in the food processing sector as an ODA (official development assistance) program has been specifically addressed in order to strengthen bilateral cooperation between Korea and Myanmar in the near future.

  • Nowadays, soft power is playing a more important role in international communication and cooperation, and as cultural exchange in regional cooperation is deeply influenced by national soft powers, the development is usually unbalanced. Bangladesh, China, India and Myanmar are adjacent to each other with a long history of intercourse. In the year 2013, initiation of constructing Bangladesh-China-India-Myanmar Economic Corridor advocated by China and India was responded positively by Bangladesh and Myanmar. Since then, the world has witnessed an increasing connection of these four countries. Being the critical bond connecting the southwestern areas of China and Bangladesh, India as well as Myanmar, Bangladesh-China-India-Myanmar Economic Corridor is characterized by multiple regional cultures along with frequent connections in cultural products and activities. However, cultural exchange now is dominated by imbalanced development due to potent soft power of China and India that these two countries export more cultural products to the rest, which has an impact in many fields of Bangladesh and Myanmar. Priority should be given to coordinated development in cultural exchange regarding the construction of Bangladesh-China-India-Myanmar Economic Corridor. Only by developing a sustainable development mechanism for cultural exchange, to coordinate the influences of soft powers of these four countries, then a fine complexion of "all flowers are in bloom" can be created, returning to five original intention of the construction of this economic corridor: "Policy Communication" and "Strength People-to-people Ties", etc.

The Spillover Effect of FDI on GDP -Analysis on Myanmar using GARCH and VAR- (외국인 직접투자의 국민소득에 대한 전이효과 -GARCH와 VAR를 이용한 분석-)

  • FDI can either be absorbed in the production cycle with domestic investment and create an inducement effect or it can remain as an exogenous factor and increase the volatility of GDP. The purpose of this paper is to research these different impacts that FDI could have. For that, the endogenous growth theory was employed. The statistic method used are the panel model for sectoral analysis, and GARCH model and VAR for time series analysis. Myanmar was selected as this paper's research subject because it is one of countries which had a colossal amount of FDI inflow recently. The panel analysis did not confirm the causality between sectoral FDI and sectoral GDP. The reason for this could be in the lack of data, since sectoral data exists yearly only during 2006-2016. Therefore this study conducted the times series analysis. According to the results, during 2006 until 2010, it showed signs of GARCH but the effect of FDI on GDP was nonexistent, which means FDI was not integrated into the domestic production cycle but stayed in residual terms. During 2011 to 2016, FDI seemed to affect the growth of Myanmar's GDP. The estimation confirmed the existence of GARCH and the Granzer causality test confirmed that FDI influenced the GARCH, which signified FDI increased the volatility of GDP. The VAR analysis showed responses of GDP to FDI was small(about 0.0007). This research assumes that FDI can be divided in two parts: one part which can be assimilated in the domestic production cycle and the other where it stays outside of the production cycle. The former creates production inducement effect and the latter only increases the volatility of GDP. According to this study, the latter outweighs the former impact in Myanmar.

  • Myanmar had fallen behind other southeast asian nations since Burmese way to Socialism settled down. However, historically second election in Myanmar hold in 2011 and dramatic changes in areas such as Special Economic Zone announcement, the very huge inflows of foreign direct investment in a year of 2009, the infrastructure building projects, a permit of the right to strike for Labour Organization in Myanmar etc. Particularly, Foreign investments and trade with neighbouring countries are actively growing and also with Korea. But investments of Korea in Myanmar relatively are not diversity, with limited sectors such as mining and sewing manufacturing. In this point of view, this paper is trying to make implications for strategies of entry and investments of Korea in Myanmar by using previous papers related to Myanmar economies, trade and foreign investments with updated statistical data. The implications for Korea is that recently Myanmar economy is in its early stages of development. Although it can occur huge demand of railway, road, communications and constructions related to social infrastructures essentially needed for development of a country, these sectors relatively need huge investments. On the other hands, textile and sewing industry relatively need smaller investments in which investors can utilize low labour cost and a position for export to third countries. But those firms which set up for those purpose in Myanmar might have trouble creating domestic markets in future. Moreover, due to demand which occur in the early stage of growth in Myanmar, trade volume tend to increase and trading is also possible to invest but Myanmar still have lots of problems with infrastructure such as road and logistics and we need to make pre-survey for the costs and benefits of our products Finally, Myanmar government is trying to promote and encourage some of industries such as export-oriented industry, import substitution industry and labour-intensive industry. It can also means they will accumulate capital which can be sources for Myanmar economic growth.

An Experience of a Country in Transition and the Change of North Korea : An Adaptation of the 'Myanmar Model' (체제변동국가의 경험과 북한의 변화: '미얀마 모델'의 적용 가능성)

  • The purpose of this article is to examine whether Myanmar's experience in which dealing with the most exemplary change among rogue states or pariah state in the 21st century is feasible for North Korea's case. Recently, North Korea's willingness to dialogue, reform and open is similar to the precedent in which the Myanmar military junta dismantled its ruling system and turned over transition period through general elections in 2010 and 2015 each. The so-called 'Myanmar Model' refers to a country branded as a rogue state which has been under the international sanctions and pressure, and opening its political system and the market by choosing transformation. However, rapid changes in speed across the entire society after opening up are impossible because the political elite is only the leading role and implementation in the transition. In case of Myanmar, military culture has penetrated into society due to such a long-lasting military dictatorship, and even democratic bloc has become accustomed to authoritarian decision-making process. Furthermore, the "reserved area" of the old regime still exists in a deformed political structure that can not retrieve the interests of the military. Therefore there could not be achieved political development in term of qualification. North Korea also appears unlikely to achieve political and economic assessment in a short period of time, as civil society has not appeared due to its long dictatorship and very low economic development levels. Like Myanmar, North Korea is also likely to control the pace and direction of upcoming reforms and open, as the dictator or most powerful person chose to reform and open up. Therefore, if North Korea moves toward the 'Myanmar Model', there will be high expectations of new changes in the short term, but it could be delayed or stalled in the mid and long term.

수출유사도 지수를 활용하여 분석한 국가별 수출품목의 변화

  • 본 자료에서는 1998년과 2017년의 수출유사도지수 변화를 파악함으로써 북한의 수출상품이 어떠한 소득수준의 국가와 유사한지 알아보았다. 1998년 수출유사도지수는 한국, 홍콩, 태국, 중국, 일본 순으로 높았으며 2017년에는 미얀마, 모로코, 튀니지, 방글라데시, 스리랑카 순으로 높은 것으로 나타났다. 단편적인 비교일 수 있으나, 1998년 북한의 수출 품목은 한국과 2017년에는 미얀마와 가장 유사하다고 해석 가능하다. 이어서 1998년과 2017년 북한의 수출품목의 비중변화를 관찰한 결과 광물성연료(HS 27)의 수출비중이 가장 크게 증가하였으며, 의류(HS 62), 광·슬래그·회(HS 26), 과실(HS 08), 의류(HS 61)가 뒤를 이었다. 반대로 2017년 1998년에 비해 수출비중이 가장 크게 감소한 품목으로는 전기기기(HS 85), 원자로·기계류(HS 84), 식물(HS 12), 플라스틱과 제품(HS 39), 인조스테이플 섬유(HS 55)이다. 비교분석을 위해 북한과 수출유사도지수가 가장 높은 10개 국가의 수출품목 비중 변화 역시 살펴보았는데, 자세한 품목의 비중변화는 부록의 <부표 1~10>에서 확인할 수 있다. 1998년과 2017년 각각 수출유사도지수가 가장 높았던 한국과 미얀마의 수출품목 변화는 특히 주목할 만하다. 전기기기(HS 85)의 수출이 한국에서는 가장 크게 증가한 반면, 북한에서는 가장 크게 수출이 감소한 상품이었으며, 미얀마의 경우 광물성연료(HS 27), 의류(HS 62), 광·슬래그(HS 26)의 수출이 증가한 것으로 드러난다.

북한 대중국 교역 의존도의 국제 비교

  • 1998~2017년 북한의 교역을 관측한 결과, 북한의 대중 교역 비중은 꾸준히 증가하여 2017년에는 그 비중이 94.8%까지 높아진 것으로 관찰됐다. 즉, 동기간의 북한의 대중국 교역 의존도가 급증한 것을 확인 할 수 있다. 이러한 북한의 대중국 교역 의존도가 북한만의 특이한 교역 구조인지 확인하기 위해 본고는 ① 전세계, ② 아시아, ③ 중국 접경 국가를 비교군으로 설정하여 시계열 및 횡단면 비교를 각각 실시하였다. 먼저 시계열로 비교한 결과 1998~2017년 전 기간 동안 북한은 전세계, 아시아, 중국 접경 국가 보다 대중국 교역의존도가 현저히 높았던 것으로 나타났다. 또한 북한은 대중국 교역의존도 증가 추세 역시 가장 가파른 국가로 확인됐다. 예를 들어, 1998년 북한의 대중국 교역 의존도는 24.8%, 아시아 지역의 대중국 교역 의존도는 6.5%로 북한이 아시아 지역에 비해 약 3.8배 높았으나, 2017년의 경우 북한 94.8%, 아시아 19.4%로 약 4.9배 더 높은 것으로 나타나 지난 20년 동안 북한의 대중국 교역 의존도가 다른 전세계 국가들에 비해 가파르게 증가한 것으로 나타났다. 구체적으로 중국 접경 국가군에 소속된 개별 국가와 비교한 결과, 북한 다음으로 대중국 교역 의존도가 높고, 가파르게 증가한 국가는 몽골과 미얀마인 것으로 관찰된다. 그러나 몽골, 미얀마는 북한에 비해서 대중국 교역 의존도 증가 추세는 상대적으로 완만하다. 다음으로, 본고에서 설정한 최종 관측연도인 2017년 한해에 대해 횡단면 비교를 실시하였다. 횡단면 비교에서는 대중국 교역 의존도를 수출입 의존도로 세분화하여 비교하고, 대중국 GDP 의존도를 추가하여 비교했다. 그 결과 2017년 북한의 대중국 수출입 의존도 모두 전세계, 아시아, 중국 접경 국가들 중 가장 높은 순위를 기록했다. 특이한 점은 북한의 대중국 교역의존도는 수출보다 수입에서 높게 나타난 반면, 북한 다음으로 대중국 교역 의존도가 높은 몽골과 미얀마의 경우 수입보다 수출의 대중국 의존도가 높게 나타났다는 점이다. 대중국 GDP 의존도의 경우 북한은 중국 접경 국가들 중 몽골과 베트남 다음으로 의존도가 높은 국가로 확인된다. 추가적으로 2017년의 북한, 몽골 및 미얀마의 교역 특징을 알아보았다. 먼저 북한, 몽골, 미얀마의 대중 교역 품목을 비교한 결과 이들 3개국 모두 공통적으로 주로 석탄, 천연가스 등의 천연자원을 중국에 수출한다는 특징을 가진다. 그러나 수입의 경우 북한은 대두유와 같은 식량류와 합성 직물, 무선 전화기 등을 주로 수입하는 반면, 몽골과 미얀마는 산업 생산에 필요한 에너지 및 부속품을 주로 수입한다는 차이점이 있었다. 다음으로, 2017년 북한과 몽골, 미얀마가 가장 많이 교역한 중국의 성(省)을 비교해본 결과, 북한은 요녕성, 몽골은 내몽고자치구, 미얀마는 운남성과의 교역이 가장 많았다는 것을 확인 할 수 있었다. 이를 통해 대중 교역 의존도가 높은 3개 국가들이 중국과 국경을 접한 성(省)과 가장 교역을 많이 한다는 특징을 확인할 수 있었다.
