2002년 중국이 상당히 증가된 분량의 비료를 수입하기로 한 약속을 취소할 것처럼 보였을 때, 세계무역기구(WTO)의 중국 가입을 돕기 위해 미국 의회에서 매우 열심히 로비를 해 온 Fertilizer Institute(TFI)는 실망을 감출 수 없었다. 불공평하다, 중국은 이렇게 대답했다 : 중국의 비료 수요는 무한하지 않고 우리는 시장을 늪에 빠져서는 안 된다. 그런데 미국은 더 심한 충격을 주었다 : 수입 비료의 금속함유량에 대한 새로운 규정은 세계의 어느 지역에서 제안된 것보다 엄격하다. 이러한 규정은 향후의 미국 비료 수출에 상당한 위협을 줄 것이다. 의지의 본격적인 전쟁에 대비한 방법은 분명한 것처럼 보였다.

The purpose of this study is to propose the expansion of headings for digital trends of Korean Decimal Classification. In order to achieve the purpose, this study first analyzed the change process of classification items related to digital resources in DDC and KDC. Second, subject names related to digital in LCSH and Korean National Library Subject Heading were analyzed. Third, comparisons between the items related to digital of DDC 23rd with LCSH and KDC with Korean National Library Subject Heading were conducted. The result of comparative analysis was identified that KDC 6th edition faces with difficulties in reasonable classification because item names related to digital of KDC 6th edition have 11 items. Therefore, the item related to digital has to be expanded to new classification item name and has to add include notes and class here notes in KDC.

The purpose of this study is to analyze the characteristics of OPAC displays of the National Library of Korea and the Library of Congress. based on the 'OPAC Display Guidelines(Draft)' published by IFLA. Discussed are such topics as a basic search process and the headings list, a brief display and the arrangement of bibliographic records, a brief record and a full record, use of terms and labels. link between records, and organization of screens for the OPAC display. It is strongly suggested that when compared with the LC's OPAC, the OPAC display of the National Library of Korea should be much improved by following the recommendations of the 'OPAC Display Guidelines(Draft)'.

이 글은 대통령제 국가인 한국에서 대통령의 자의적인 인사권을 방지하기 위해 의회가 보유한 동의권한의 절차적 표현인 인사청문회의 정치적 의미, 기능, 문제점, 그리고 개선책에 대해서 논의해 보았다. 이 글은 먼저 세계 최초의 대통령제 국가인 미국에서 대통령의 인사권에 대한 상원의 동의권한이 어떠한 경로로 도입되었는지를 파악하고, 이와 관련하여 이러한 의회의 동의권한이나 인사청문회 제도가 대통령을 견제하는 효과가 있는지를 이론적인 수준에서 검토하였다. 이어서 이 글은 정운찬 국무총리 후보자의 인사청문회를 사례로 연구를 진행하였다. 그 결과 전체적으로 윤리적인 영역의 발언이 많고 질의응답이 특정한 이슈에 편중되는 경향이 있다는 점이 발견되었으며, 이는 부분적으로 기존의 연구결과와도 일치한다. 또한 단편적인 여론조사 결과와 기존의 연구를 토대로 인사청문회는 정부에 대한 국민의 불신을 조장할 가능성이 더 클 수 있다는 추론을 제시하였다. 마지막으로 이 글은 최적의 인물이 인사청문과정을 통해서 선발될 수 있는 방향으로 개선방안이 추진되어야 한다는 점을 강조하였다.

고준위 방사성폐기물 처분사업은 미 의회 내에서도 골치 아프고 민감한 문제로서 지난 몇 년간 아무 해결책 없이 손을 놓고 있는 상태이다. 교착 상태에 빠져 있는 이 문제는 올해 치러지는 선거가 끝난 후에나 해결책이 나올 수 있을 것으로 전망되고 있다.

인간 복제시대가 오면 이 세상은 어떻게 될까. 필요에 따라 전투병력이나 노동자를 대량 복제한다면 우리 지구촌은 공상과학소설처럼 새로운 세상이 펼쳐질 것이다. 그래서 미국 클린턴대통령은 인간복제를 5년간 금지하는 법안을 의회에 제출하는가 하면 7백여개의 연구소, 학술기관이 반대하고 있으며 서방 7개국 정상들도 반대하고 나섰다. 앞으로 펼쳐질 인간복제의 문제점과 현황을 살펴본다.

The most important goal of records management is to document the administrative responsibility of the institution producing records and its history. For this purpose, each institution needs to make a plan determining kind and value of phenomena and evidences to be documented, that is, a plan for documentation. This study was aimed to present its necessity and stretagy, focussing on the documentation of correlations with external factors surrounding National Assembly (external relations). Through literature survey, external relation functions of congress and important sources associated with their functions were analyzed. and what records were produced from those sources was investigated in the case of U.S. Congress. Comparing with the present state of National Assembly on this basis, four significant subjects to activate the external relations documentation plan in the point of institutional policy of National Assembly were proposed : legislation of documentation program of external relations, acquisition policy, advocacy enforcement for National Assembly Documentation, and establishment of cooperation and support systems with external factors.
