As the terrorist act inflicted on the American Ambassador to Korea, Mark Lippert on March 5, 2015, the hunting rifle case in Sejong-si in which 3 persons were killed on February 25, and the hunting rifle murder case in Hwaseong-si Namyang-dong on February 27 occurred in succession, there is growing concern that our country is no long safe from firearm violence. Internationally, there is growing concern that our country is no longer safe from international terrorist organizations such as Islamic State (IS), the Sunni Muslims fundamentalists' Islamic militia group, which an 18-year old Korean boy Kim voluntarily joined in January 2015. The police crisis negotiation of our country was established and operated to prepare for the 1988 Olympic Games mainly for counter-terrorism purposes, and due to the characteristics of the prohibition of the use of guns, not a counter-terrorism incident has occurred, so the skepticism about its existence and the development directions are actively being discussed. Our country still prefers the traditional use of force such as SWAT team to resolve crisis case, such as such as murder, terrorism, robbery, and is reinforcing tactical capabilities. However, to perform the primary mission of the police to protect the people's lives and properties, it is necessary to establish the system in which crisis negotiations are possible in the initial stages no matter what incidents may occur by expanding the education for crisis negotiations techniques which are emphasized in the advanced countries such as the United States. In this research, the police department's internal education materials and media are analyzed so that the new police officers who work hardest on the forefront can carry out the roles as basic negotiators of crisis negotiations, and the measures for the development directions of the police crisis negotiations are presented.

The threat of crime became a global issue nowadays. Terrorism, organized crime, crime by nation can be mentioned as typical examples. The crimes in modern society can't be identified to happen when, where and how being different from those traditional crimes(murder, robbery, sexual abuse, arson). This was the result of changed security environment that needs to address wide range of crimes as being indicated sporadic characteristics of modern threat of crime such as terrorism threat targeting unidentified masses as well as the emergence of systemic phenomenon of organized crimes and crime committed by nation. In this regard, the case of 9.11 occurred in 2001 can be deemed as an example that made a dramatic turn around to the security environment. After the terrorism, it provided an opportunity to rethink not only USA but also to the institutions all over the world that deals with crime about gathering, management, utilization of crime intelligence. As a result of which there appeared a change in police activities more effectively in gathering & managing crime information and ILP is the very activity that emerged from the USA/UK countries. This aims police activities to minimize the threat of crime being the system reflecting a framework to manage more directly to control crime by gathering and processing information. In view of the global change of security environment as a common phenomenon, the need to direct to ILP has increased in Korea in line with such security environmental change. Accordingly, this study focused on the method of introduction of ILP and presentation of matters for discussion by reviewing ILP activities of the USA/UK countries.

Through contemporary researches on policing, individual employees in law enforcement agencies has gained more and more attention from researchers and police organization managers. Unfortunately an important but largely ignored area of current research on individual police officers concerns the value orientations obtaining among Korean police officers. And during last five decades or so, no research has been done on this issue. Studying individual value orientations is important because a substantial body of research indicates that particular patterns of value orientation predict world views and hence can in turn predict behavior at the workplace and behavioral predispositions on salient social issues. Therefore in this research, the researcher intended to answer these issues. (1) What are the characteristics of value orientations among Korean police officers. (2) Is there any relationships between the specific groups and the value orientations among them.

Conflict management within a police organization is one of the most significant areas from the organization management point of view. This study aims to explore procedural entrepreneurship of police mangers when they face difficulties in their workplaces. Adopting a case study strategy, this study examines real cases from three police agencies from Japan, the US, and South Korea. Interviewing police officers from theses different countries, six main themes are identified: (1) the pervasiveness of hierarchical authority, (2) procedural conflict, (3) organizational cultures, (4) the origin of their values and assumptions, (5) characteristics of the strategy, and (6) organizational learning. Research findings pointed out that there were more similarities than differences among the three cases, such as the pervasiveness of hierarchical authority, the significance of informal networks, and characteristics of informal networks. The main finding was that police managers used informal networks in order to overcome the procedural conflicts regardless of their nationality. All the participants relied on informal communications to raise the adaptability and survivability of their organizations. It was found that the Asian culture and American culture respectively permeated the three police agencies, supporting the role of informal networks in the formal organizations. This presents a paradox which well reflects the reality of organizations: informality within formality.

Endless criminal act has serious effect on safety of the nation and lives of the citizens and it is causing major disorder in ruling of the nation and the society. Also internet generalization in public put country's information foundation on the latest trend on the other hand, due to lack of security concept, cyber crime is on the rise such as hacking and viruses. But with various crime occurrence and increased desire for safety of citizens, there is limit to provide high quality public security service with just police force and equipments. To solve the problems, advanced crime prevention system, not on the nation's level but on the private level was activated private security business some time ago. And now it has its firm place as a corresponding existence with crime prevention capability of police force. Still private security industry of Korea has relatively many weak points when compared with advanced countries and it should be backed up with improvement of the law and the system.

본 논문은 고출력 LED를 이용하여 대한민국 경찰청 및 지방경찰청 과학수사에 사용하는 지문감식을 위한 효과적인 휴대용 교광원에 관한 연구이다. 최근 광반도체(光半導體) 관련 형광물질 등 원천기술의 획기적인 R&D가 진행 중에 있다. 따라서 본 논문에서는 산업체는 물론 생활주변에 사용되는 핸드폰 백라이트, LED 평면광원, 가로등용 LED광원, 오징어잡이에 사용되는 집어용 LED, OLED, CNT 광원 등에 적용되는 기술을 광학적 논리를 근거로 하여 고고학에 적용되는 문화재, 미술품의 진품감정, 지문현출을 통한 지문감식 등에 적용하기 위한 연구이다. 미국 유럽 남미 등에서 개발하여 과학수사에 사용하고 있는 교광원은 기동성 및 휴대하기에 매우 무겁고 고가이다. 이러한 문제점을 해결하기 위해 LED 신광원 UV 파장을 이용하여 지문현출 및 지문감식 등에 적용하면 소형경량화가 가능하여 무게와 부피를 급감할 수 있으며, 휴대가 간편하여 기동성이 뛰어나고 신속정확하게 매우 효과적으로 감정 및 감식이 가능하여 그 기대 효과가 매우 우수하다. 이러한 장점을 조명공학 및 광학적 이론을 근거로 지속적인 연구개발을 추진하여 국산화된 세계적인 신제품 개발을 위해 타당성을 검토 고찰하였다.

본 논문에서는 미국·영국의 사례를 통한 정책적 함의를 제시하는 데 그 목적이 있다. 미국의 경우 초기 대응자로서 민간 부문의 중심적인 역할, 공공과 비영리 그리고 민간 부문 조직들의 협력적 대응, 자원봉사자들의 적극적인 참여, 평소 민간 부문에 대한 훈련, 민간 기업의 기민성과 영국의 경우 위기관리를 위한 언론의 협조자 역할, 정부의 언론을 통한 위기관리의 중요성 인식 등은 우리에게 시사하는 바가 크다. 요컨대, 미국·영국의 경우 전 국가적 차원에서의 대테러활동을 위한 민·관 간의 협력적 운영이라는 사실과 더불어 우리나라 대테러 관계기관 실무자들의 민·관 협력 기능의 필요성에 대해 시민의식의 향상, 시민단체와 민간 기업의 사회적 공익 분야 강조, 언론의 역할 정립에 대한 인식이 높아지고 있는 시점에서 대테러시스템 운영을 위해 이들의 역할과 기능이 더욱 확충되는 방안을 모색해야 할 것이다.

Recent aspects of terrorism varies in various ways according to means, targets, and regions. In particular, the 9/11 terrorist attacks in the United States in 2001 changed the paradigm of each country's terrorism, and the South Korea also participated in the enactment and enforcement of the Anti-Terrorism Act in 2016. Based on this, CBRN terrorism is included in general terrorism, and the National Police Agency plays the role of a control tower, and a system supported by related organizations such as the Ministry of Environment is being built and operated. However, restrictions were confirmed in the organizational system, manpower composition, and equipment and materials in operation in preparation for CBRN within the police. Based on the identified limitations, we proposed improvement plans to strengthen the capacity for CBRN terrorism: establishing a dedicated CBRN organization; creating research organization; and securing additional dedicated personnel. Based on this, as an improvement plan to strengthen the capability of CBRN, the establishment of an organization dedicated to CBRN and a research organization within the National Police Agency, and expansion of electronic equipment suitable for the characteristics of CBRN were proposed. It is expected that the police's on-site response capability system for CBRN terrorism will be strengthened via the proposed improvement measures to recover the various restrictions on the response to CBRN terrorism.

The purpose of the paper is to provide policy suggestions for effectively tackling subway crimes, based on the UK and USA's crime control strategies and systems of subway crimes. The paper attempts to analyze the characteristics of subway crimes in Seoul Subways, and discovers that many of the crimes on the subways are basically 'opportunistic' crimes. In particular, crime statistics of Seoul Subways clearly show that sexual-related crimes are on the sharp increase. In this context, it is of great essence that official vigilance functions should be strengthened in order to eliminate crime opportunities in Seoul Subways. Based on such an analysis - in particular, focusing on official surveillance and response capabilities of subway passengers - the paper finally presents policy recommendations as follows: 1) an increase in the number of police officers of the Subway Police Squad, 2) an increase in the number of CCTV cameras and their effective use, 3) the development of subway riders' defence abilities, 4) strong law enforcement against minor disorder offences based on zero-tolerance policing, and 5) the reinforcement of community partnerships.
