A Study of Strategic Alliance on Negative Factors Affecting - Focused on Liner Shipping - (전략적 제휴에 부정적인 영향을 미치는 요인에 관한 연구 - 정기선사를 중심으로 -)

  • Because of operating and ordering vessels over 10,000 TEU, the strategic alliance between liner shipping companies will be diversified and activated more briskly to secure cargo quantities, minimize costs, secure profits, improve service quality and manage stable business. Many of prior studies concerning strategic alliance are carried out to clarify success factors, motives or to explain how to select a good partner for success. But over 70% of strategic alliance has been resulted in failure. Because failures of strategic alliance occur much more frequently than success, negative effect factors in strategic alliance have to be measured and be adapted to changing conditions in the shipping market. To improve negative effect factors, shipping companies should make an effort to establish reliable relationships between partners and suppress claims by clearing off imprecise contract terms. And it is necessary to increase satisfaction of each individuals and minimize complexity occurred due to the exterior relationships for the successful strategic alliance.

A Study on the Improvement of Long-Term Continuing Construction Contracts Dispute Using FGI (FGI를 활용한 장기계속공사계약 분쟁 개선방안 기초연구)

  • Given that most government contracts are based on a fiscal year, long-term continuing construction contracts require appropriate provisions as significant amounts of budget is supposed to be invested for several years. This study drew problems and improvements of the long-term continuing construction contracts by analyzing the contents of FGI and list of construction order. We found that a number of problems, such as the mismatch between laws and enforcement decrees, difference in calculating overheads due to the extension of construction period, many construction orders that are hard to see as budget efficiency and over investment in the final annual contract, were tangled up in the process. To solve the problems mentioned, we suggested several improvements as follows: (1) effect of total construction period and total amount should be guaranteed by a law, (2) it is suggested that the scope of long-term continuing construction contract is determined by a law, and (3) it should be clear about the calculation of overheads concerned with the extension of construction period as well as the estimation of construction period to prevent over investment in the final contract.

  • As we are approaching on the new paradigm for the water resource management. This is because there has been changed on the water resource environment. People want more water whenever they need, however increased absolute demand does not always meet the demand. Furthermore many water related social conflicts are getting increased in recent decades. Consequently, the emphasis of water policy became the core of water resource management. Therefore, research on the water resource policy should be diversified to derive prefer water management. In Korea this research has been done in recent, but within a very narrow view. We tried to evaluate the current status and suggest the direction of water resource policy.

Australia's Water Management Policies and Implications in Response to Climate Change (기후변화에 대응한 호주의 물관리 정책과 시사점)

  • Recently, as the extreme drought continued due to the reckless development and the dramatical climate change, national concern about the water management issues has been increased rapidly around the world, especially in Korea. Meanwhile, it is necessary to analyze and review the related cases in Australia, where they have developed the consistently, eco-friendly and systematically management from the national level, which is similar to that of Korea in difficult circumstances. Australia has been suffered by repeated droughts and floods due to low rainfall and dryness, and water disputes were begun with immigrant settlement in the 1890s. In the early days, water management agreements for efficient distribution of water resources, water use regulation programs, and federal water laws were enacted, and now the established water management system in which development and conservation are assumed to be well balanced. In Korea, however, in the past, the Ministry of Environment was responsible for water quality issues while the quantity was managed by the Ministry of Land, Infrastructure and Transport, and the main local departments for water management were divided. Therefore, it was difficult to manage the integrated water management due to problems such as duplicated works, excessive investments, and inefficiency. To resolve this situation, in 2018, all water management functions were unified, such as enacting the fundamental water-related laws, thereby laying the foundation for the integrated water management system for each basin. From 2019, even the integrated water management system was implemented, we are promoting the effect of sustainable water resource management. In order to establish a management policy for efficient and eco-friendly water management, the IWRM (Integrated Water Resource Management) of Australia, which has been devised in various ways, was analyzed and compared with the present situations and cases occurred in Korea, and the implications from this study would be suggested the future of IWRM in Korea.

  • 대기중으로의 오염물질 배출량의 증가는 대기오염문제 뿐만 아니라 산성우 현상을 초래하게 된다. 우리나라, 중국, 일본을 포함한 동북아시아 지역도 급속한 경제성장에 따라 연료소비량이 증가함으로서 대기오염에 의한 피해가 심화되고 있으며, 중국 북동부 지역의 황해연안에 집중되어 있는 오염발생원에서 배출된 다량의 대기오염물질은 우리나라와 일본으로 장거리이동되어 산성우현상을 초래할 우려가 있다. 중국을 비롯한 주변국가들의 대기오염물질 배출량이 증가할 것이 예상되므로 장래 산성우에 의한 피해가 우려되며 향후 국가간의 환경분쟁에 대비하기 위해서도 산성우현상에 대한 조사연구가 필요하다.   • Several conversion formulas to convert peak particle velocity to vibration label were studied for their validity and applied to environmental dispute cases. Special cases like structural damage by blast vibration was accepted while mental damage was not accepted were discussed. Results show that inadequate formula was used or construction damage caused by subsidence or disturbance of ground were misidentified as vibration damage for some cases.

  • 제조물책임(Product Liability, 이하 PL)법은 2002년 7월 1일부터 국내에서 시행되고 있으며, 대기업뿐만 아니라 중소기업에서도 자사제품에 대한 신뢰성과 제품향상을 위해 많은 관심을 갖고 있다. PL법 환경에서 전력기기에 대한 제조결함과 사고의 연관성은 PL법의 적용대상이므로 국제화시대에 제품결함에 의한 전력설비 사고발생시 이의 정확한 원인규명 등을 통하여 기업에 있어서는 동일사고 예방 및 제품의 신뢰성 향상과 소비자에 있어서는 피해구제 마련 등 PL분쟁시 정확한 사고원인규명과 처리기준에 대한 자료구축이 필요한 실정이다.

  • 대기중으로의 오염물질 배출량의 증가는 대기오염문제 뿐만 아니라 산성우 현상을 초래하게 된다. 산성우 현상은 발생과정에서부터 피해현상에 이르기까지 그 대상이 매우 광범위하고 광역적으로 나타나는 현상이기 때문에 산성우에 대한 문제는 범지구적인 환경문제로 다루어지고 있다. 우리나라에서는 아직 산성우로 인한 토양이나 수계 및 생태계 등에 대한 피해는 조사되지 않았으나 중국을 비롯한 주변국가들의 대기오염물질 배출량이 증가할 것이 예상되므로 장래 산성우에 의한 피해가 우려되며 향후 국가간의 환경분쟁에 대비하기 위해서도 산성우현상에 대한 조사연구가 필요하다.   • 하천의 수위와 유량에 대한 정확한 정보는 이수, 치수와 같은 수자원 관리에 있어서 가장 기본 물리량이며, 각종 물이용 분쟁 해결, 수공구조물의 설계, 하천의 유사량 산정 및 수리 수문모형의 개발, 검증을 위한 기초자료로 이용된다. 그러나 유량의 직접 계측은 많은 비용이 소요되며, 홍수시에는 계측이 불가능하다. 지속적인 유량자료의 실측은 얻는 것은 매우 어렵다. 따라서 최근 수치 모형을 이용하여 수위-유량 곡선을 예측하고자 하는 연구가 진행되고 있다. 본 연구에서는 복단면 및 불규칙한 하상을 갖는 개수로의 수위-유량 곡선 및 단위유량 예측모형을 개발하고자 한다. 수심 적분된 2차원 운동량 방정식으로부터 정상류와 등류 조건을 가정하여 지배방정식을 구성하였으며, Manning 조도계수를 사용하여 자갈 및 모래와 같은 하상재료에 의한 전단력을 산정한다. 또한 식생항력을 이용하여 홍수터 및 제방의 식생이 수위-유량에 미치는 영향을 분석하였다.
