Development and Application of a Path-Based Trip Assignment Model under Toll Imposition (통행료체계에서의 경로기반 통행배정모형 개발과 적용에 관한 연구)

  • 이용자의 경로선택 형태를 모사하는 통행배정모형 결과의 정확도는 교통계획에 상당한 영향을 미친다. 이용자의 경로선택 결정과정에서 가장 중요한 판단기준은 통행시간과 통행요금이다. 그런데 통행요금은 이용자의 경로거리에 따라 다양한 방식으로 부과되므로, 링크를 분석단위로 하는 기존의 통행배정모형은 현실적인 통행요금 반영이 힘들었고 또한 수요예측 결과를 이용한 다양한 분석에서 제약을 받아 왔다. 본 연구는 이러한 배경에서 경로교통량을 도출할 수 있는 경로기반 통행배정모형을 구축하였고, 또한 경로거리에 따라 결정되는 현실적인 통행요금을 반영할 수 있는 알고리즘을 개발하였다. 경로기반 배정모형에서는 GP(Gradient Projection) 알고리즘을 이용하였고, 계산상의 효율성 제고를 위해 K-최단경로 알고리즘 중 MPS(Minimal Path Search) 알고리즘을 이용하였다. 개발된 배정 모형은 현실적인 통행요금을 반영할 수 있으므로 통행배정 결과의 정밀도를 향상시켰을 뿐만 아니라 기존 배정모형에 비해 최적해로의 수렴속도도 개선되는 것으로 나타났다. 본 논문의 배정모형은 경로교통량이 도출되고 통행요금을 반영할 수 있으므로, 통행요금과 통행 거리 관계에 따른 목적함수의 규명과 그에 따른 효과척도를 계량화할 수 있다. 따라서 본 모형은 통행배정에서 실재상황을 보다 현실여건에 맞도록 규명할 수 있고, 기존의 제한적인 효과분석의 문제점을 해결할 수 있으므로 그 활용범위가 넓다. 또한 본 논문은 개발된 배정모형의 적용사례로서 고속도로 수요관리 요금체계 개선방안을 제시하였다. 기존의 고속도로 통행요금 산정 방법은 이론적 근거가 미약했던 반면, 본 논문에서 개발된 배정모형과 고속도로 수요관리 요금체계 개선방안은 고속도로 통행료 결정에 대한 과학적이고 합리적인 분석방법을 제공하였다.한 민감도 분석을 실시한 결과 대안1의 경우 교통량의 변화 및 화물통행의 시간가치의 증가시 사회적 편익이 오히려 감소하였고, 대안2와 3의 경우 사회적 편익이 증가하는 것을 알 수 있었다. 이는 경부고속도로의 화물차량의 구성비에 따라 대안 1의 경우 오히려 화물차의 통행시간이 증가함에 그 원인이 있다 할 것이다. 이상과 같은 결론을 통하여 경부고속도로상의 화물전용차선의 설치시는 수답렬 교통량의 구성비와 구간 평균교통량에 의하여 그 효과가 다르게 나타남을 알 수 있었다. 따라서 물류비용 절감차원에서의 화물전용차선의 설치는 본 연구에서 나타낸 방법과 같이 수단간의 경제적 편익을 고려한 구간별 시간대별 효과분석을 통하여 정책의 시행여부가 결정되어야 할 것이다. 한편, 화물전용차선의 설치로 인한 물류비용의 절감을 보다 효과적으로 달성하기 위해서는 종합류류 전산망의 시급한 구축과 함께 화물차의 적재율을 높이고 공차율을 낮출 수 있는 운송체계의 수립이 필요한 것으로 판단된다. 그라나 이러한 화물전용차선의 효과는 단기적인 치유책일 수밖에 없기 때문에 물류유통 시설의 확충을 위한 사회간접자본의 구축을 서둘러 시행하여야 할 것이다.으로 처리한 Machine oil, Phenthoate EC 및 Trichlorfon WP는 비교적 약효가 낮았다.>$^{\circ}$E/$\leq$30$^{\circ}$NW 단열군이 연구지역 내에서 지하수 유동성이 가장 높은 단열군으로 추정된다. 이러한 사실은 3개 시추공을 대상으로 실시한 시추공 내 물리검층과 정압주입시험에서도 확인된다.. A Study on Establishment of Technical Guideline of the Installation and Operation for the Biogas Utilization of Transportation and City Gas: Results of the Precision Monitoring (고품질화 바이오가스 이용 기술지침 마련을 위한 연구(II): 도시가스 및 수송용 - 정밀모니터링 결과 중심으로)

  • This study carried out on-site investigation and precision monitoring to prepare proper design and operation technical guidelines for the use of bio gas in organic waste resources (fertilizing urine, food waste, food waste, food waste, etc.). According to the government's mid- and long-term policy on bio gasification, the expansion of waste resources is actively being pushed forward. However, facilities that use the biogas produced for urban gas and transportation are still under-efficient. Precision monitoring was carried out for biogasification facilities of organic waste resources in seven locations nationwide. When the results of precision monitoring were summarized with the four-season average, the efficiency analysis of each organic waste resource showed that the organic breakdown rate was 66.3% on average on VS basis. Analysis of biogas characteristics before and after pretreatment revealed that the $H_2S$ average of the entire facility was measured at 949.7 ppm using iron salts and desulfurization (dry, wet) and that the quality refining facility shearing and rear end was 29.0 ppm and 0.3 ppm. The methane content was found to be reduced by 65.6% at the rear of the fire tank, 63.5% at the back and 97.5% at the rear.

A Study on the Evaluation of Coastal Shipping's Centrality Using a Social Network Analysis (SNA를 활용한 연안해운 중심성 평가에 관한 연구)

  • Coastal shipping performs a pivotal role as a national transportation network and is highly valuable in terms of enabling more economical transportation at affordable prices than road transportation. In this regard, this study aimed to examine changes in the characteristics and centrality of South Korea's costal shipping sea-route networks by analyzing the centrality of domestic coastal shipping. To this end, social network analysis was used as an analysis technique that enables an analysis on the characteristics of coastal shipping networks. As a result, Jeollanam-do showed the highest degree centrality, ranking first in both the in-degree and the out-degree. Jeollanam-do also exhibited the highest betweenness centrality, and Gangwon-do registered the highest closeness centrality. In terms of hub and authority centrality, Jeollanam-do topped the list, followed by Gyeongsangnam-do and Gangwon-do in order. Lastly, Jeollanam-do ranked highest in the hub index, followed by Incheon, other regions, and Gangwon-do in order. This study is significant for suggesting the cities and provinces that play a key role in coastal shipping each year and their corresponding items. Future studies are recommended to identify the trend of coastal shipping through more detailed research on each port by city and province.

A Study on the Safety Policies of Truck Traffic Using Fuzzy-AHP (Fuzzy-AHP를 이용한 화물자동차의 교통안전 대책에 관한 연구)

  • With the increase of truck traffic, roads are becoming more congested and the risk of accidents is also increasing. Since the fatality rate of traffic accidents caused by trucks is about 2 to 3 times higher than that of passenger cars and buses, it is urgent to prepare policies for truck traffic safety. While most of the previous studies focused on factor analysis that contributes to traffic accidents, this study presented traffic safety policies (4 major-criteria and 12 sub-criteria) for trucks through driver interviews and previous studies. Then, the priority of the policies was evaluated by using Fuzzy-AHP. As a result, the improvement of truck drivers' working environment was evaluated as the most important criteria, and followed by the improvement of road traffic conditions. In detail, there is an urgent need to improve the freight car fare system, ensure sufficient rest for drivers, and strengthen the crackdown of illegal parking and stopping along roads. This study is expected to be usefully utilized in preparing traffic flow safety policies in preparation for the continuous increase of truck traffic.

  • Recently, various digital technology issues such as e-Navigation, Maritime Autonomous Surface Ship (MASS) and Smart ships have constantly emerged in the maritime industry, based on the fourth industrial revolution. The International Maritime Organization is gradually tightening regulations for marine safety and marine environmental protection, and these strengthened regulations are leading to new maritime industries. Thus, the purpose of this study was to design a suitable model to analyze the industrial competitiveness of domestic autonomous operation technology industry, based on the Porter's diamond model. Based on a total of five evaluation factors and 13 detailed factors, the industrial competitiveness of the domestic autonomous operation technology industry was evaluated qualitatively and quantitatively. This industry, which is in the early stage of industrial development, was evaluated as 16.9 points relative to indexing industrial competitiveness. Currently, it is characterized by the simultaneous development of related regulations and core technologies, from the establishment of the scope of the industry. The industrial competitiveness evaluation considering these industrial characteristics is expected to serve as the basis for strategic support and new industrial policy, and impact a wide range of related industries such as shipping, logistics, ports, and shipbuilding and equipment industries.

  • The shipping industry has experienced significantly fluctuated while decline in long-term and boom in short-term period due to the continuous recession of the shipping industry since the 2010s and during the recent COVID-19 pandemic. This study aims to suggest implications for securing manpower and personnel policy by analyzing the effects of job environmental factors of a liner shipping company on job satisfaction and turnover intention and differences between land and marine workers. For the analysis, the job environmental factors of a liner shipping company were divided into work character, relational factors, personnel characters, and remuneration factors, and then structural equation model and t-test were conducted to test the relationship between job satisfaction and turnover intention. As a result of the study, it was found that job environmental factors, such as work, relationship, personnel, and remuneration, had a positive (+) effect on job satisfaction, and job satisfaction had a negative (-) effect on turnover intention. In a comparative analysis between groups such as land and sea workers, it was found that the maritime workers group had higher job satisfaction and lower turnover intention than the land workers.

A Study on Trends of Key Issues in Port Safety at Busan Port (부산항 항만안전 주요 이슈 동향에 관한 연구)

  • As global supply chain risks proliferate unpredictably, the high interdependence of port and logistics industry intensifies the risk burden. This study conducted fundamental research to explore diverse safety issues in domestic ports. Utilizing news article data about Busan Port, we employed LDA topic modeling and time-series linear regression to understand key safety trends. Over the past 30 years, Busan Port faced nine major safety issues-maritime safety, import cargo inspection, labor strikes, and natural disasters emerged cyclically. Major port safety issues in Busan Port are primarily characterized by an unpredictable nature, falling under socio-environmental and natural phenomena types, indicating a significant impact of global uncertainty. Therefore, systematic policies need to be formulated based on identified port safety issues to enhance port safety in Busan Port. Additionally, there is a need to strengthen the resilience of port safety for unpredictable risk situations. In conclusion, advanced research activities are necessary to promote port safety enhancement in response to dynamically changing social conditions.

Multilateral Approach to forming Air Logistics Hub on North East Asia Region (동북아 항공물류허브을 구축하기 위한 다자적 접근방안)

  • The Northeast Asian air cargo market has expanded tremendously as a result of the opening up of the Chinese market. The importance of the Asia-Pacific region in the global air transport has also increased. The exchange of human and material resources, services, and information in Northeast Asia, which is expected to increase in the near future, requires that the airlines operating within this region adopt a more liberalized approach. This paper introduced alternatives which can be applied to the Northeast Asian airlines industry so as to bring about the integration of regional air transport: First, this paper found a need for individual Northeast Asian nations to alter their policies towards the airlines industry. Second, each country should further liberalize their respective domestic air transport. Third, there is a need for freer air service agreements to be signed between the nations of Northeast Asia. Fourth, the strategic alliances between the airlines operating in Northeast Asia should be further strengthened. Fifth, this liberalization process should be carried out in an incremental manner, beginning with more competitive airports and routes, or with less-in-demand routes. Sixth, there is a need for a shuttle system to be put into place between the main airports in China, Korea, and Japan. Seventh, these three nations jointly develop aviation safety and security systems that are in accordance with international standards. Eighth, the liberalization process of the aviation industry should be undertaken in conjunction with other related fields. Ninth, organizations linking together civil aviation organization in the Asia-Pacific area should be formed, as should each government linking together. By doing so, these countries will be able to establish regular venues through which to exchange opinions on the integration and liberalization of the air cargo market so as to induce the gradual liberalization of the actual market. The liberalization of the air transport in Northeast Asia will prove to be a daunting task in the short term. However, if the Chinese airlines continue to exhibit continuous growth and Japanese airlines are able to complete their move towards a low-cost structure, this process could be completed earlier than expected. Over the last twenty five years the air transport has undergone tremendous changes. The most important factor behind these changes has been the increased liberalization of the market. As a result, rates have decreased while demand has increased. This has resulted in turning the air transport industry, which was long perceived as an industry in decline, into a high-growth industry. The only method of increasing regional exchanges in the air transport is to pursue further liberalization. The country which implements this liberalization process at the earliest date may very well emerge as a leading force within the air transport industry.

  • In general, most of the firms do not settle down in one place for their pursuit of profit. There are many reasons for the relocation of the firms; procurement of raw material, market area, transportation cost and housing cost. The aspect of national policy, firm relocation has been systemically promoted for the purpose of logistics system efficiency. Nowadays balanced regional development has been issue. Another aspect, many countries have struggled for the preoccupancy of new place because of its production cost saving and curtailment of expenditure. The aim of this article is qualitative and quantitative analysis of relocation influence factors of domestic goods firms in Korea. This article dynamically analyzed the relocation influence factors for domestic goods firms in Korea. For the analysis this article made use of complementary survey (2006) out of the 3rd national logistics survey (2005). The complementary survey conducted pre-business district, business period, relocation reason, etc. This article dynamically analyzed from the three aspects; observation of average residence time in one business district, relocation factors, influence of market area. Analysis shows that relocation of firm is very high rate and the reasons of relocation play compositeness role. The results of determinants of location, firms approach the established market area closely and the firm's relocation is influenced by market area.

A Study on Policy Directions for Regional Development of North Korea (북한 지역개발 방향에 대한 연구)

  • In order to minimize regional disparities between the North and the South, it is very important to reduce shortages of food and energy in North Korea in the short and mid-term. In the long term, it is important to reduce not only regional disparities between two Koreas but also regional disparities in North Korea. It is important to consider national policies of the North, the South and other countries in Northeast Asia in the process of building regional development policies for North Korea because the future of regional development in North Korea depends on policies of stakeholder in Northeast Asia. This study suggest some policy directions for regional development in North Korea. At first, building new industries, such as hi-tech industries and MICE, is important for regional development potentials in North Korea. Also, we should take some special development strategies according to regional potentials in North Korea. For example, Nampo region should be specialized through hi-tech industries. Wonsan region should be specialized through MICE. Finally, this study suggests some policy issues to the South Korean government. Financial support from South Korean government about inter-Korean economic cooperation should have priorities on the regions where have potentials of hi-tech industries and MICE. Also, we should implement inter-Korean economic cooperation policies under consideration about spatial aspects.
