Shared Governance for the Arts and Culture - US Public Arts Agencies and Cultural Foundations (문화예술활동 지원을 위한 지역과 중앙의 공유 거버넌스 - 미국의 지역예술위원회와 문화재단의 활동을 중심으로)

  • In the US, there are no governing bodies within the federal executive departments dedicated to the arts and cultural affairs. Direct government subsidies for the arts are relatively small compared to other countries with a comparable economy and standard of living. Nevertheless, the US produces artworks, artists, and arts groups, leading the world's arts and culture. Incorporating the concepts of network governance and shared governance, this paper examines the dynamic roles and interrelationships among various for-profit/nonprofit arts organizations, foundations, councils, service organizations, arts advocacy groups, and professional/amateur associations from the federal to local levels that compose the ecology of American arts and culture. Through our evaluation, we conclude that the local/state/federal arts agencies and arts organizations at various levels influence each other via the principle of subsidiarity and isomorphism, creating a unique cultural policy and arts-supporting system that correspond to the political and social structure and environment of the United States.

  • Local festival can be defined as the essence of the local culture as it represents the lifestyle and culture of the people in the community intensively and implicatively. The local festival actives the regional economy, enhances the community image, harmonizes the community residences, and gives the good opportunity for the education of the culture mind. The ways in which the local economy can be activated through the festival are to find a way to get in goals, to use the characters of the Cheongju region in creating a brand and products for the festival.

Politics, Business and Technology: Social Network Analysis of Theater Environment (정치, 기업, 테크놀로지: 연극환경에 대한 소셜네트워크 분석)

  • Although the theater performance industry is a typical cultural content industry, the support at the national level has been poor and the theater workers tend to focus on individual efforts rather than active interaction with the theater environment. Therefore, there is a growing need for effective revitalization of the theater industry, which should be found in improving the quality of interaction between the theater and the theater environment. Therefore, the purpose of this study is to analyze the effects of theater actors (theaters, theater organizations) on the activation of plays by the interaction of politics, business, and technology, the main environment of the plays. For this, social network analysis was performed. As a result of the study, it was found that mediation centrality significantly influenced the visibility of theater actors. This means that the more the theater actors are at the center of information and resource flows to the elements of the theater environment, the more visibility becomes. This shows that the theater must actively acquire technology, create an avant-garde, and endeavor to expand its influence and outreach through active interaction with politics and corporations.

  • The current situation and problems of sensory console games was analyzed focusing on the Nintendo 'Wii.' In order to develop the limitation of contents that lean strongly towards sports and fail to offer diversity one step further into glocal cultural contents, a solution of applying 'Bollywood,' which has a main musical format, is presented. Bollywood is a unique cultural code of India which can stimulate the purchase desires of consumers with its exotic freshness in third countries, and can be used to lead sales of a new form of game culture that is familiar yet in a new format in the 1.1 billion population Indian market. The political, social and economic codes of Bollywood are examined in this study in addition to cultural contents and codes that include Bollywood to develop contents that are not foreign to their culture.

  • The study tried to examine the characteristics of transcription culture on YouTube through narrative analysis methods. The study found five meaningful features in YouTube's transcription culture. YouTube's transcription culture was first characterized by efficient writing and learning skills. Second, there was a characteristic of a transcription to read and understand text more deeply. Third, it had the characteristics of five strategies to advance my writing. Fourth, YouTubers had time to self-heal and comfort through transcription. Fifth, YouTube's transcription culture has expanded and developed into left-handed writing and digital writing. The characteristics of these YouTubers' transcription culture are expected to enrich the transcription culture that has been handed down for many years.

학교 환경교육 10년 - 평가와 전망

  • 환경운동 10년의 결과 '생태적 감수성'이라는 '감성영역'이 새롭게 개발되고 보편화 되었으며, 녹색소비의 정신이 확산되고, '환경'은 늘 관심을 기울어야 하는 '문제영역'으로 설정될 수 있었다. 이는 환경교육에도 확산되어, 녹색소비 운동과 관리주의적 실천은 이제 보편화되었다. 지방정부에서 '의제21'을 채택하여 개발연대에 직강화된 '도시하천'의 생태적 복원이 활발하게 진행중이고, 초중고교의 '녹색화' 사업이 생태숲이나 생태연못 등등의 명칭하에 진행중이다. 한편 '환경교육진흥법'은 아직 계류중이긴 하나, 경기도와 같이 지방정부 수준에서 체험적 생태교육 시설을 정책적으로 확장해 나가고자 하는 흐름도 있다. 또한 1999년의 동강댐 반대투쟁, 2003년과 2004년의 새만금 저지투쟁과 부안항쟁을 거치면서 생명의 소중함에 대한 인식은 이제 '생명권' 개념의 확산을 앞두고 있을 정도로 보편화되고 있다. 그리고 이는 생태적 감수성을 함양하는 '체험 환경교육'의 보편화로 나타나고 있다. 하지만 교과교육으로서의 환경교육과 체험학습 영역의 환경교육은 '접점'을 찾지 못하고 있다. 한편으로 온 나라를 떠들썩하게 만드는 '환경갈등'에 대하여 그것의 '뿌리'를 완전히 뽑아내는 방식의 '재발 방지' 정치적 성과는 제대로 축적되고 있지 못하며, 환경교육은 '환경갈등'의 정치경제적 속성을 정면으로 응시하고 있지 못하다. 2004년의 환생교사업방향중 하나가 '사회적 실천'을 강조하는 흐름이었던 것은 바로 이와 같은 사정을 반영한다. '생태적 감수성'은 실천이라기 보다 안주와 '누림'의 영역으로 되기 십상이었기에 그러하며 실제로 상품화된 '생태기행'의 등장은 그런 맥락에서 이해된다. 그럼에도 이는 10년전 '군사문화'가 우리안에 살아있던 것에 비하면 분명 큰 진전이다. 군사훈련식의 수련활동이 생명과 생태에 대한 감수성을 일깨우는 '생태적 감수성' 함양으로 전환된 것이 단적인 경우이다. 이제 이러한 성과를 토대로 이후 학교환경교육 10년을 전망할 수 있어야 하겠다. 필자는 그 화두를 '환경정의'와 '생태적 합리성'에서 찾고자 한다. 생태적 감수성 키우기가 상업화 단계에 이를 정도로 보편화되었다면, 이를 바탕으로 '생태적 합리성'이라는 체계적인 지식교육을 거쳐서, '환경정의' 의식의 제고로 이어가고, 굵직한 '환경갈등'의 상황에서 뚜렷한 정치적 태도와 실천을 할 수 있는 '생태적 인간상'의 육성으로 나아갈 수 있어야 한다는 것이 필자의 생각이다. 이를 위해서는 어찌되었건 체험학습 영역에서는 환경현안에 대한 사회적 실천을 '교육 소재'로 삼을 수 있어야 하며, 교과학습 영역에서는 한국사회의 환경현안에 대한 정치경제적 접근을 외면하지 말고 교과서 저작의 소재로 삼을 수 있어야 하며, 이는 '환경관리주의'와 '녹색소비'에 머물러 있는 '환경 지식교육'과 실천을 한단계 진전시키는 작업으로 이어질 것이다. 이후 10년의 환경교육은 바로 '생태적 합리성'과 '환경정의'라는 두 '화두'에 터하여 세워져야 한다.

Differences in Attitudes Toward Society and Politics Between Liberals and Conservatives (한국 사회와 정부에 대한 태도에서 진보·보수 집단 간 차이)

  • This study examines how individual attitudes towards government and society are affected by political conservatism and liberalism. With survey data from 533 adults(M=249, F=284) who live in Seoul and surrounding areas, we examine the general attitudes towards society, expectation on general government and differences in attitudes towards the Roh Moo-hyun Gov't and the Lee Myung-bak Gov't between liberals and conservatives. Results show that liberals and conservatives vary by age and residence, whereas attitudes towards the general government and society are not. By contrast, liberals and conservatives are distinctly different evaluating governments with specific political tendency. Liberals are more positive to the Roh Moo-hyun Gov't than conservatives whereas the evaluation appears conversely on the Lee Myung-bak Gov't. These differences of attitudes are more distinctive when dividing liberals and conservatives by subjective judgement and political party preference than conceptual measurement of political ideology. These findings suggest that political conservatism and liberalism is the factor that has powerfully affected individual attitudes in the specific political context rather than a consistent ideological framework in Korean society.

Square and Court -Social Imagination of Korean Cinema in Blacklist Era (광장과 법정 -블랙리스트 시대 한국영화의 사회적 상상력)

  • This paper aims to examine to the political unconsciousness of social movies that have caused social repercussions in the 2010s, and to study the social imagination of Korean films at that time. Korean Movies such as (2013), <1987>(2017) and (2017) reflect the ethos of civil society based on common sense and justice. The epic structure was the same as that of ordinary citizens, who move toward a public space (court, square) after awakening their political correctness. More than anything else, the fact that such films were based on "a historical fact" could have been a strategy to avoid censorship in the era of the blacklist. In these social films, courts and squares have become places for democracy. The conservative government of the time was tired of anti-government resistance and the politics of the square. Thus, films from directors and producers blacklisted were difficult to produce. That's why the court in the movie during this period could become a symbolic proxy for the "legitimate" reenactment of the politics of the square, which was subject to censorship and avoidance by the regime of the time. Meanwhile, the square has gradually become the main venue for political films that advocate "historic true stories." The square of the 1980s, which appeared in the movies, will be connected to the Gwanghwamun candlelight square that audiences experienced in 2017. Furthermore, it was able to reach the concept of an abstract square as an "open space for democracy." At the foundation of these works is a psychological framework that equates the trauma of the failed democratic movement of the 1980s to the trauma of the failed progressive movement of the 2010s. Through this study, we were able to see that social political films in the 2010s were quite successful, emphasizing "political correctness" and constitutional common sense. But they also had limitations as "de-political popular films" that failed to show imagination beyond the censorship of the blacklist era.
