우리 협회는 최근 서울문화재단, 서울시공공도서관협의회와 공동으로 '책 읽는 서울-기초 예술 책부터 시작이다'라는 주제로 독서 운동을 시작했다. 이 운동은 서울문화재단의 제의로 논의가 시작되었으며, 지난 9월 4일 서울시청 광장에서 개막식을 갖고 본격적으로 시작되었다. 이에 이번 호는 30년 넘게 연극 배우로, 대학 교수로, 극단 대표로 활동해오다, 지난 5월부터 새로 출범한 서울문화재단을 책임지고 있는 유인촌 대표를 남산에 위치한 재단 사무실에서 만났다.

This study has started from the political process of local community power structure to elaborate the reason why both a majority of cultural artists and cultural artist organizations want to be against establishing the local Foundation for Arts and Culture. The cultural artists and cultural artist organizations believe that the establishment of the local Foundation for Arts and Culture might threaten not only their monopolistic status or their livelihood in the local market relying on public supports, but also make them being marginalized from the potential supports. Therefore many of them have somewhat unfavourable opinions about its establishment. Drawing from the Jellabuk-do case, their concern of being isolated from the monopoly by the local Foundation for Arts and Culture are reduced to publicized discourses such as powerization, the lack of expertise, the loss of independence, and the fall of business. When constructing the Foundation for Arts and Culture, the major values are 'Pluralism' and 'Fairness'. On one hand, the terms of Fairness means that it should be fair in operations, support and executive composition. On the other hand, Pluralism means that policy-making rights should be distributed to various groups, not owned by some specific groups. Some plans for building Foundation for Arts and Culture are needed to make diverse classes and groups to expect the pluralistic interests emerged eventually.

재단기 전문업체 대호기계(대표 김남호)가 인쇄물 재단 작업에 혁신의 바람을 예고했다. 복잡하고 다양한 인쇄물 재단 작업의 명세를 바코드화하는 모듈 개발에 성공한 것이다. 이로써 앞으로는 인쇄물 재단 작업도 공산품의 명세를 인식하는 것처럼 단순화할 수 있게 됐다.

본 연구는 일반인들의 서울시 자치구 문화재단에 대한 인식을 유형화하여 사람들의 주관성을 다루고, 구조를 밝혀내고자 한다. 이를 통하여 향후 자치구 문화재단에 대한 지원체계나 관련제도를 마련하는데 근간을 마련하고자하며, 각 지역의 문화수용자에 관한 다양한 논의 및 자치구 문화재단의 운영계획을 수립하는데 기초자료로 활용될 수 있다.

Local governments have absolute authority for the policy and budget. So the backgrounds of local cultural foundation managers vary depending on whether the priorities are close relationship with upper institutions and organizational stability or whether the managers are asked to conduct autonomous management based on professionalism to boost the development of local culture. There are conflicting opinions about managers of local cultural foundations; some argue that administrators are desirable as they can not only maintain close relationship with the local government but also establish and maintain organizational stability. Others argue that cultural art experts are desirable for professional and effective management. However, the conflict and debate kept going on without clarifying objective facts how those completely different backgrounds, such as administrators and cultural art experts, make the characteristics of managers different. In this regard, this study divides the managers of The National Local Cultural Foundations Association into administrator group and cultural art expert group. By comparing and analyzing their characteristics, This study will enhance the professionalism and efficiency of each group.

대중기계(주)(대표이사 여인성)는 올 상반기에만 Foxfire사를 비롯한 미국내 5개의 고객사와 잇달아 재단기 공급 계약에 성공, 6월 이후 순차적으로 수출되는 한편, 일부는 이미 설치해 가동되고 있다고 밝혔다. 이번에 공급 계약한 S-2300(90", 재단폭 2300mm), S-2800(110", 재단폭 2800mm)은 초대형 재단기로서 대중기계가 미국의 파트너사인 C&P사와 합작으로 2009년 S-1900(75")를 개발한 데 이어 2012년에 한층 업그레이드한 신제품이다. 튼튼하면서도 정밀도가 뛰어나 그동안 미국에 보급됐던 캐나다와 유럽의 초대형 재단기를 빠르게 대체할 수 있을 것으로 기대된다.
