Skills Development Programmes and Activities for LIS Professionals in India: A Road Map For South Asian Countries (문헌정보학 전문가를 위한 인도의 기술개발 프로그램과 활동 분석)

  • The new millennium with mystifying convergence of IT has opened new challenges to LIS profession. This has resulted to continuous skill development and lifelong learning, for capacity building in consonant with contemporary changes. The LIS profession in India has created several mechanisms to organize and conduct several skills development programmes through which professionals are continuously enabled to update their professional knowledge and skills, in practice and teaching. There is a good organizational infrastructure and identified areas related to the recent developmental trends and as such LIS professionals and educators have facilities for updating their knowledge at veritable levels and intervals. The paper has surveyed programmes conducted by different organizations at different levels and highlights the aspects of the organizational infrastructure and the emergent areas of applications in LIS teaching, research and professional practices in India. The selection of areas and subjects for various skill development programmes suggest the competencies acquired by the LIS professionals from India, and the empowerment of their professional knowledge can be of immense value to its neighbouring countries. The paper highlights the knowledge and competencies of the LIS professionals in India and the broad-based facilities available here which can be a model for those countries which are seeking to utilize the LIS human resources from this part of the sub-continent. The paper in this circumstance surveyed on the institutional infrastructure for skill developmental opportunities available in India which would meet such requirements within and to the countries outside in the South Asian region seeking its collaboration in such manpower development work.

  • The purpose of this study is to measure self images of public librarians who should increasingly take charge of services for children and young people through the semantic differential method and analyze its' general characteristics. According to the results of analysis public librarians have been satisfied with their works and believed that they are kind, fair and gentle. One the other hand, they have had negative self images such as no influence, neglect, poor and stuffiness. Therefore, the result show that public librarians consider their ability, quality and activity as positive images, but they have felt lack of the social consensus and affirmative evaluation of their role. So, we can see building a good physical environment and running great programs to create access of children and young people to the public libraries, demonstrating leadership among senior librarians are so important in order to beat the stereotype and improve their positive self images of their evaluation and role. It is also necessary to promote the new value and role of public libraries and librarianship and to enable retraining for cultivating their qualities as a teacher.

  • This study is a nationwide survey of Korean public libraries to identify and analyze the usefulness of 69 evaluation indicators of a public library proposed by the authors in the previous paper. A random sample of respondents including library managers, librarians, and users rated the usefulness of each indicator in assessing the performance of a public library. The results of this study could be used as the basic data in the evaluation of public libraries by selecting appropriate indicators and giving weight on each indicator according to the specific evaluation purpose.

  • Job satisfaction can affect not only physical and mental health in an individual's life but also productivity and job performance in an organzational setting. This study investigate the level of the academic librarians' job satisfaction in Korea. As the results of this investigation, the librarian or the university administrator and futhermore the government autorities must attempt to know of needs of academic librarians to improve of job satisfaction. Consequence of this study is conducive to the establishment of the academic librarians's personnel management and the advancement of academic library in Korea.

  • 본 연구는 민간위탁 공공도서관을 대상으로 관료제적 특징 및 그 요인들을 탐색함을 그 목적으로 한다. 이를 위해 3개의 민간위탁 공공도서관에서 각각 사서 2명씩을 대상으로 비구조화 심층면담을 실시하였다. 면담 후 녹취록을 작성하여 분석대상으로 삼았으며, 베버의 이념형 관료제에 기반한 6개의 관료제적 특성을 살펴보았다. 대상 도서관의 관료제 정도는 전반적으로 낮거나 보통 수준이었으며, 사서직의 전문성, 관장의 리더십, 모기관과의 위계 수준 등이 영향을 미친 것으로 파악되었다.

  • 본 연구는 공공도서관의 서비스 성과 향상을 위해 경영활동에서 고려되어야 할 요소와 개선 방법을 논의하는 것을 목적으로 공공도서관 5개관을 선정, 이용자 서비스를 담당하는 사서들을 대상으로 개별 심층면담을 진행하여 조직의 서비스 지향성(Service Orientation)에 대한 접점 직원의 인식을 조사, 그들의 서비스 태도와 행동에 영향을 미치는 요인을 분석하였다. 그 결과 공공도서관 접점 직원들은 도서관의 다양한 서비스 중 이용자서비스의 중요도가 저평가되어 있고, 이에 대한 조직의 목표관리와 지원은 취약하다고 인식하고 있었으며 특히 서비스 지향성의 4가치 차원 중 서비스리더십, 인적자원관리의 측면은 서비스 동기에 직접적 영향을 미치는 것으로 파악되었다. 이에 이용자서비스를 사서직 전문성이 발현되어야 할 핵심 영역으로 재인식, 이를 강화하기 위한 전략적 접근의 필요성을 제안하였다.

An Analysis on Librarian Competencies and Job Type in the Organization of Information (정보조직 사서직 역량 및 직무 유형 분석)

  • This study analysed the librarian competencies and job type to identify the present state of required librarians and to suggest the direction for education in the organization of information. As the result of investigation 278 job announcement, the traditional qualifications and the knowledge of new standard and S/W related electronic resources are required. The job type divided between cluster for the traditional demands and cluster for electronic resources and information technology. It proposed the expansion of education related electronic resources and information technology, the balance of theory and practice, and the adoption of new teaching method for education in the organization of information.

Collaborative Research and Publishing of Librarians and Research Teams from Other Academic Fields (사서와 타학문분야 연구팀의 공동 연구 및 출판에 관한 연구)

  • In the many countries including United States, numerous librarians participate as research project members and publish papers in related/non-LIS journals. In recent years, the quantity of papers published by librarians in LIS journals and the non-LIS journals is similar. This study analyzed whether librarians join the research team in various academic fields in South Korea, carry out the research together, and publish the papers in co-authorship. This study collected and analyzed 319 articles of the authors affiliated with libraries published in the last 10 years from the Korea Citation Index. As a result, there were not many articles published by the authors in the non-LIS journal. Nonetheless, specific examples of librarians collaborating closely with other disciplinary research teams were observed; Medicine, Architecture, Materials Engineering, etc. Librarians' contribution in research projects in South Korea is expected to increase in the future. Therefore, it is desirable to prepare for this such as opening courses on research projects in the library and the department of LIS which is training librarians as well.

Field Perceptions on the Staffing Situation of Academic Libraries (대학도서관 인력 현황에 관한 현장 인식 조사)

  • In this study, we analyzed the trends in staffing changes in academic libraries over the past ten years and surveyed staff working there to assess their perceptions of staffing levels and the current criteria for staffing allocation in academic libraries. We utilized statistical data from academic libraries to analyze staffing changes from 2014 to 2023. The survey was conducted through an online questionnaire targeting library staff, and responses from 216 respondents from 4-year universities and junior colleges were analyzed. The analysis of staffing changes revealed a decrease in the average number of employees in large 4-year universities and junior colleges, with a decrease in regular positions and an increase in non-regular positions. Survey results suggest causes such as declining school-age population and admissions quotas, budget shortages in universities, and structural adjustments. The perception of staff from 4-year universities and junior colleges regarding the criteria for staffing allocation was mainly negative, suggesting improvements such as increasing and refining criteria numbers, specifying standards for full-time librarians, clarifying criteria for compliance, and enhancing enforcement of standards. The results of this study can enhance understanding of staffing situations in academic libraries and serve as fundamental data for improving staffing criteria in the future, based on an understanding of librarians' perceptions on the ground.

  • The scope and the magnitude of change that are occurring in libraries today are exciting and the new developments in information technology challenging. A change in vision as well as activities and operations is required. Librarians need to make full use of information and multimedia technology to support this greatly expanded teaching venture. During the period of the 1st to 5th conference of Korean Society for Information Management produces 199 articles. The articles composed of 25 sub subjects of the knowledge of the library and information science. Some of the interesting sub-subjects were as follows: Information retrieval, Indexing, Classification, Library management, Information service, Cataloging and Digital library. The professional librarians pointed out the essential curricula of the library and informations science education.
