Educational Reform of the Moon Jae-In Government: Issues and Tasks (문재인 정부 교육개혁의 쟁점과 과제 : 교육개혁의 방향과 내용, 추진방식을 중심으로)

  • This study was conducted to review the educational reform of the Moon Jae-In government, to analyze the its issues, and to suggest the tasks for the successful reform at the time since the government of Moon Jae-In was launched just over a year old. To attain the aim, we first examine the characteristics of the Moon Jae-In government, who emerged as a candlelight revolution, and what it means in terms of educational politics perspective. Under this background, this study examined the direction, contents, and implementation method of education reform policy of the Moon Jae-In government. And the study discussed what are the major issues raised in the direction and contents, implementation method of education reform, and what are the future challenges for resolving such issues. In conclusion, based on the discussions of the issues and tasks of the education policy, in order to implement the new educational system in the future, the Moon Jae-In government should take into consideration the discourses related to vision and direction, educational policy to embody them. The results of this study are expected to give an opportunity to examine the direction, content and implementation of policy in the early stage of the government.

  • A seismic change is under way in diplomatic topography surrounding the Korean Peninsula. A new dynamic is being generated that could lead to a breakthrough in the nuclear stalemate and to an end of hostility between the two Koreas. Moon Administration's bold and creative foreign policy, which is alleged to place South Korea in the "driver's seat", is probably responsible for what is happening on the Korean Peninsula. However, on the other hand, Moon Administration's foreign policy shows a lot of continuity with foreign policy of previous conservative governments. In particular, the Moon government's emphasis on the vitality of the ROK-US alliance and its commitment to close coordination with the US in dealing with nuclear issues of North Korea is the hallmark of the continuity in South Korea's foreign policy. Emphasizing and sharing the notion of the continuities in foreign policy could contribute to social integration by garnering bi-partisan support. It could also spawn sense of stability, predictability, and confidence to diplomatic counterparts in other countries. And it could help avoid the negative effects of expectation-reality gap in the event that the outcome of all the diplomatic endeavor falls short of expectation held by citizens.

Public Opinions on the Welfare Policies of the Moon Jae-in Government (문재인 정부 복지정책에 대한 인식)

  • How do Korean people recognize major welfare policies of the Moon Jae-in government? Using a survey of 1,000 adults conducted in December 2018, this study examines what the public thinks about major issues related to welfare policies and what factors are related to variations in their opinions regarding the welfare policies. Results show that the public recognized the roles of government in providing welfare in a positive way. The positive opinion on expanding the coverage of National Health Insurance was the highest. Regarding the resolutions of fiscal problems of the National Pension Plan, there were substantial oppositions to reforms such as insurance premium increase, benefits cut, and increase in the age of receipt of pension benefits. Both efficiency and equality were perceived as important when government makes decision for allocating budgets. Only one-third of respondents agreed Korean government contributed to promoting the happiness of Korean people. Based on these findings, implications for developing welfare policies were discussed.

Mobile Telecommunication Policy Analysis of Moon Government In Korea (문재인 정부의 이동통신정책 분석)

  • The Moon government, launched in May 2017, regards telecommunication service as part of people's welfare and is trying to save telecommunication costs. However, the direction of policy presented is assessed as symptomatic approach. This is largely attributable to the a partial improvement approach from the framework of the present mobile telecommunication industry. However if we restart from an essential point of view, the result is likely to be much better. The nation's mobile communication costs are not adequate because the government's role was not sufficient. There is a problem with the mobile phone supply chain, the subsidy payment mechanism, and the billing system. Addressing these complex issues requires the establishment of an independent system of handset distribution from telecommunication companies, ban on discriminative subsidies payment, and adoption of volume rate system. Telecommunications Business Act that defines the service charges to normalize the market might be somewhat useful, but the normal application of the Fair Trade Act is more important.

The First Year of the Moon Jae-In Government: An Assessment (문재인 정부 1년의 평가와 전망)

  • This paper aims at making an assessment about the first year of the Moon Jae-in government. President Moon was elected amid political insecurity over the impeachment of then-president Park Geun-hye. However, the Moon administration settled in fairly smoothly despite no transition period of presidential power. Political and economic stability was soon restored, and the tensions between the US and North Korea over the North's nuclear weapons program were, to some extent, managed along with the agreement of the North-South summit and the US-North Korea summit. Pyeongchang hosted the 2018 winter olympics and paralympics successfully. Moon continued very positive approval ratings of higher than 70%. However, he has something to be desired. His leadership seems to rely heavily on a limited number of close staff in the Blue House, alienating the governing the Minjoo Party of Korea. He should build better relationship with opposition parties particularly given a divided government. Rectification of the lingering negative practices should also produce institutional solutions. Above all, Moon should carefully watch out to prevent scandals over corruption and power abuse around him and his family, which would lead to a precipitous decline of the approval ratings and the abrupt weakening of the leadership.

  • 2017년 봄 한국과 프랑스는 우연하게도 새로운 정부가 탄생하였고, 각각의 새로운 정부는 여성들에게 우호적인 듯한 모습을 띠고 나타났다. 프랑스의 마크롱 정부는 내각에서부터 남녀비율을 5:5로 맞추어 획기적인 면모를 보여주었고, 문재인 정부는 마크롱정부와는 비교할 수는 없으니 여성에게 우호적인 모습으로 비추어졌다. 본 연구는 여성우호적인 모습으로 비춰진 두 정권의 실상이 어떠한가를 분석하면서 두 정권에서의 여성정치세력화의 본 모습을 찾아내는데 그 목적이 있다.

Study on the Change of Nuclear Energy Policy: Before and After Fukushima Nuclear Accident (원자력 정책 변동에 관한 연구: 후쿠시마 원전 사고 전후를 중심으로)

  • Since Fukushima nuclear disaster occurred in 2011, the nuclear energy policy of the international society has been in recession. However, In Korea, the nuclear-friendly policy had remained and even expanded over the last 60 years until the Park Geun-hye government. In other words, there was the path dependence of nuclear energy policy. Since the Moon Jae-in government that pledged to perform nuclear phase-out policy in 2017 was inaugurated, the nuclear-friendly policy began to swerve from the course of path dependence. Based on the mai logic of historical institutionalism, this study looked into the change of Korean nuclear policy by before and after the Fukushima nuclear accident. As the result of this research, the external situation of Fukushima Nuclear Accident became a critical turning point and led to a change in the government's policy on nuclear power. From an institutional perspective, it influenced the paradigm of nuclear power policy, policy decision structure, and laws of nuclear power. From a doer's perspective, it influenced political idea and social acceptability. Since Moon Jae-in government was inaugurated in 2017, nuclear phase-out policy has secured its institutional foundation and nuclear power policy has basically changed from nuclear-friendly policy to nuclear phase-out policy. Therefore, the energy policy of Moon Jae-in government gets out of the nuclear power based path dependency that previous governments pursued, keeps punctuated equilibrium, and changes to renewable energy oriented policy.

The Status of Higher Education Reform Drive and Improvement Tasks of Moon's administration : Focusing on University Restructuring Project and Higher Education Funding System (문재인 정부 고등교육 개혁 추진 현황 및 개선과제: 대학 구조개혁 및 재정지원 사업 재편 정책을 중심으로)

  • The purpose of this study is to critically reflect on whether the higher education(HE) restructuring & funding policy proposed by the Moon administration can properly tackle the structural problems confronting Korean HE system. The three major structural problems having entrenched during the rapid expansion of Korean HE system since 1945 can be identified as (1) a 'high cost - low efficiency system' based heavily on 4-year private universities, (2) lack of clear distinction of the roles and connection among different types of higher education institutions (HEIs), and (3) provider-oriented education system and culture seemingly still being widespread at Korean HEIs. This study analyzed the validity of Moon Administration's HE restructuring and funding policy from both a macro- and micro-perspective. From a macro-perspective, this study raised concerns regarding the projects to nurture a national university and a government-dependent private university which will require huge public money. In terms of both the feasibility to secure enough funds and the validity of the proposed policy measures in the existence of unclear roles between public and private HEIs in Korea, this study criticized these policies and proposed, as an alternative policy measure, a low-cost and flexibly operated HEIs such as a government-dependent polytechnic, and a measure to increase connection between different types of HEIs. From a micro perspective, this study suggested, based on 'the expanded principal-agent theory (Waterman & Meier, 1998)', that it would be considered to introduce a more flexible approach in designing the level of government intervention depending upon the maturity of quality assurance procedure at individual universities and the level of goal conflicts between government and individual university.
