동양에서 목판인쇄술이 발전한 까닭은?

  • 인류의 지성사에 있어서 인쇄술만큼 가치 있는 것은 드물다. 최근에는 정보화 시대를 맞이하여 '컴맹'이란 단어까지 등장하고 있지만, 근대 사회가 형성될 무렵만 해도 '문맹'의 상태에 놓여 있는 사람들이 절대 다수를 차지하였다. 인쇄술의 발명은 인쇄물의 대중화를 선도함으로써 문맹 퇴치와 근대 의식의 성장에 중요한 역할을 담당하였다.

A Study on the History of the Scripts in Soviet Union (소비에트 표기체 제정 역사 고찰)

  • After the October Revolution, the Soviet Union created a theory of creating letters for people who did not have scripts, and the task of applying this theory to the actuality emerged. As a result of this activity, the number of languages that have obtained the scripts exceeds the number of scripts created throughout Europe. At that time, most of the people of the Soviet republics spoke only mother tongue, and it had only oral form. In the shortest time, a scripts system for the Soviet people's mother tongue was to be created to approach and educate a large number of people to the achievements of international science and culture. At that time, Russians, Ukrainians, Georgians, and Armenians had developed and had a script system that fit their language. The languages of Tatars, Kazakhs, Kyrgyzs, Uzbeks, Turkmen, Tajiks and Azerbaizans had not well suited to Turkic languages, based on Arabic characters reflecting Semitic characteristics. For some minorities such as the Yakuts and the Chubashians, the Cyrillic-based notation had already been established before the revolution, but about 50 peoples, especially all northern peoples, had no scripts. As we see above, not only peoples who did not have not scripts before the revolution, but also scripts for all ethnic groups of the Soviet Union, which had previously been based on Latin, Arab or Jewish scripts, were created to access and educated large numbers of people within the shortest time to the achievements of world science and culture. The principle of markings for the people without the Soviet Union was to represent the unique notes of the ethnic languages by considering the unique phonetic components of the ethnic language as much as possible while observing the unity required for the Soviet ethnic characters, approaching the actual literary language and actually creating supplementary letters.

  • Financial technology (FinTech) is an emerging financial service sector include innovations in financial literacy and investment, retail banking, education, and crypto-currencies like bitcoin. One of the crucial branch of financial technology-third-party payment (TPP) is undergoing rapid growth, with online/mobile systems replacing offline financial systems. System quality and user attitudes are key perceptions driving third-party payment usage, the importance of these perceptions, however, may be different with countries as users' thinking varies from country to country. Thus, the purpose of this study is to elaborate how factors differ from China to Korea by drawing on the unified theory of acceptance and use of technology (UTAUT2). Additionally, this study also aims to propose a multi-attribute evaluation of the third-party online payment system based on analytic hierarchy process (AHP), fuzzy sets and technique for order performance by similarity to ideal solution (TOPSIS), to examine the relative importance of the perceptions influencing new technology adoption intention. The results showed that the price value has the most significant influence on Chinese perceptions, while the perceived credibility has the most significant effect on Korean perceptions. Sub-criteria also performs different results to Chinese and Korean third-party online payment system.

E-Governance Practices in Developing Countries. Its Benefits and Challenges. -The Case of Pakistan- (개발도상국의 전자정부 시행에 따른 장점과 문제 -파키스탄 중심으로-)

  • The quality of service delivery by governments to their citizens is a subject of concern in the contemporary society. E-governance is a critical aspect that is transforming government operation and service delivery to citizens and other bodies through application of information technology. This research explores the state of e-governing focusing on nations that are developing with special attention to Pakistan. The difficulties and benefits encountered are identified. The results are vital for implementers of e-governing systems in these countries. The methodology applied entails a secondary research that involves analysis and synthesis of literature relating the research topic. The results reveal that Pakistan has made incredible steps in setting up e-governance systems with growth in internet use and access of data from a digital platform. The findings reveal that e-government is associated with multiple benefits including enhanced quality of services, cost efficiency in service provision, enhance transparency and elimination of corruption, provide the basis for eradication of poverty, boost economic stability of a country, and provide room for direct democracy. The research also found that developing countries experience challenges in form of financial constraints, poor ICT infrastructure, illiteracy on e-government, political consensus constraints, legal obstacles, social and cultural constraints. E-government has the capability to transform the quality of governance provided by governments, and policymakers and implementers should address the constraints that act as a hindrance to its implementation.
