A Study on the Simplication of International Trade Procedures and International EDI Standards (EDI거래하에서의 무역절차간소화.표준화의 고찰)

  • This article studies certain standards which have been developed for exchanging information about business and trading transactions, both nationally and internationally. In this context standards means standardised ways of representing trade information and standardised procedures for communicating it in computer-based environments. Early in the 1960s, the United Nations UN/ECE working party was formed. The purpose of the this organization was to simplify and standardize trade document. This organization eventually evolved into what is currently known as EDIFACT, the international EDI standards organization. EDIFACT is the basis for agreement on a common structure for documents such as those used for trading(e.g., orders, invoices), so that they can be interchanged electronically between computer systems. The standard was ratified in 1987 and has already been adopted by many EDI users for the earlier European and American standards for trading data interchange called UN/TDl and ANSI Xl2 respectively.

  • The WCO Time Release Study (TRS) is a unique tool and method for measuring the actual performance of Customs activities. The ultimate aim of TRS is to improve the performance of the function being measured. To be more specific, TRS is used for identifying bottlenecks in the international supply chain and/or constraints affecting Customs release, assessing newly introduced and modified techniques, procedures, technologies and infrastructure, or administrative changes, establishing baseline trade facilitation performance measurement, identifying opportunities for trade facilitation improvements and estimating the country's approximate comparative position as a benchmark tool. The effective utilization methods of TRS for trade facilitation in Korea Customs Services are as follows ; Firstly, it is necessary to make every efforts to identify bottlenecks in border-related procedures and improve their procedures for continuous and more improved trade facilitation. Secondly, it is necessary to optimize and simplify export-related procedures using the TRS in exportation for efficiency of total international supply chain. Thirdly, it is necessary to make coordinated border management with main trading partners. Lastly, it is necessary to enhance Korea's international status to support underdeveloped countries in the field of trade procedures.

  • 운송에 필요한 각종 서류와 정보의 효율적 교환은 국제물류시스템의 중요한 일부분이 되었다. 또한 EDI(전자문서교환)는 수출입에 필요한 각종 상거래 서식을 컴퓨터가 읽을 수 있는 표준화된 전자문서의 형태로 바꾸어 교환함으로써 무역절차의 간소화와 운송서류의 신속한 교환을 가능하게 하여 물류 효율성을 증대시키는 것으로 알려져있다. 이러한 맥락에서 세계각국의 항만당국은 자국의 물류혁신을 도모하기 위하여 경쟁력으로 EDI의 도입을 추진해왔다. 그러나 90년대에 들어 EDI의 발전은 처음의 기대와는 달리 저조한 것으로 나타났다. 이는 크게 두가지로 설명된다. 첫째는 EDI 문서의 국제표준을 제정하는 UN/ECE 산하 WP4의 표준제정 미 공표의 비효율성으로 인해 실제 상거래에서 필요한 문서들의 EDI 표준화가 제때에 이루어지지 않았다는 점이다. 두 번째 이유는 대부분의 EDI 사용자가 전자문서의 교환통로로 이용해 왔던 부가가치통신망(VAN)서비스의 고비용적인 구조로 인하여 비용에 민감한 중소규모 화주들의 폭넓은 이용을 저해왔다는 점이다. 따라서 본고에서는 EDI의 확산을 저해했던 두가지 문제점에 입각하여 먼저 효율적 EDI 표준 제공을 위한 국제적 노력의 산물인 CEFACT(Center for Facilitation of Procedures and practices for Administration Commerce and Transport))와 보다 안전하고 신뢰성 있는 전자상거래 솔류션의 마련을 위해 이루어진 각종 국제기구들의 활동 및 결과물들을 소개하고 다음으로 인터넷의 급속한 확산으로 새롭게 개발되고 있는 Web-based EDI, XML/EDI, Simpl-EDI, Form-based EDI 그리고 Lite-EDI의 저비용적 구조 측면을 분석하여 중소규모화주들의 EDI에 대한 인식을 제고시킴으로써 EDI의 전반적인 확산을 도모하고 있다.

  • The development of EDI is playing a very great role in strengthening corporate competitiveness in the foreign market in addition to the expansion of the size of trade volumes between nations and the solution of the problem or streamlining procedures for trade as well as the smooth processing of trade business and cost and time savings effects. At point in time that corporate credibility and national image in Korea have greatly fallen in the IMF-supported regime, Korea is making every effort to restore its national credibility through the expansion of exports and focusing on the increase of exports through EDI for trade as part of this. Therefore. this study was intended to probe the EDI promotion strategy of the exporting firm with the development of EDI As a result, the following conslusion was drawn : (1) Development of the EDI system to provide immediate options. (2) Making the staff information - minded at a company-wide level. (3) Development of the website as the tool of the marketing strategy. (4) Construction of the Cyber Shopping Mall.

  • The Manifestation Consolidation System(MFCS) has made a peat contribution to effective improvement of distribution industry. To save distribution expenses and the time needed to record reports, more simplified system is being used for which overlapped or unnecessary transmitted items in taking care of goods are decreased. To become a center of Asian distribution information, our country has to prepare for the base of the MFCS and use it effectively Therefore, for an effective management of the MFCS, this study examines a procedure that takes care of goods in the MFCS, presents a future-model of the MFCS, and analyses classification of tasks relating to export and import and titles of electronic documents. In conclusion, this study aims at presenting an interpretative base of the MFCS in a practical viewpoint rather than presenting its technical direction.

Benchmarking Ascension Prospects for the Gwangyang Port as a Hub for International Logistics (국제물류허브를 위한 광양항의 벤치마킹 중대방안)

  • This paper is intended to suggest benchmarking ascension for the Gwangyang Port as a hub for international logistics. Most countries that seek to join. and lead, the global trading system as they work to develop production and logistics systems that establish a reputation for leadership in international logistics. Our focus in this research is on the Gwangyang Port and whether Gwangyang Port is capable of carving out a competitive niche as a hub of international logistics. Our analysis is based on comparison and analysis with benchmark port developments around the world. As proposals to promote and activate Gwangyang Port as a hub for international logistics, we recommended in this paper several benchmarks. First, Gwangyang Port FTZ must strengthen the incentive system for tenant companies and providing an inducement for new global companies. Second, Gwangyang Port needs to moderation of regulation on the investment tenant companies and strengthening one-stop service. Third, it is required to stabilize labor and management relationship and securing of flexibility of labor market. Lastly, Gwangyang Port must strengthen mutual interaction of Free Economic Zone (FEZ), Customs Free Zone(CFZ) and Free trade Zone(FTZ) in Korea.

A Study on the Establishing of Single Window System for Simplification of Trade Procedures (무역절차 간소화를 위한 Single Window 구축에 대한 연구)

  • In many countries, a Single Window system for simplifications is establishing in order to reduce works submitted double data and compliance costs. A Single Window is defined as a facility that allows parties involved in trade and transport to lodge standardized information and documents with a single entry point to fulfil all import, export, and transit-related regulatory requirements. A Single window can bring improved level of security, faster clearance and reduced compliance costs. UN/CEFACT released "Recommendation and Guidelines on establishing a Single Window to enhance the efficient exchange of information between trade and government". Also, WCO has made progress several projects to assist effective establishing a single window, i.e. CDM, UCR, ICT. Korea has being established a single window system, "e-trade platform" connected with trade, clearance, logistics, marketing and payment system. Some suggestions to establish a effective single window system in Korea are as follows. Firstly, it is necessary to clearly define roles and responsibilities of a lead agency in a single window system and form a organic relationship with PGA. Secondly, a single window system has to be progressed by stages, namely, customs clearance portal system should be established first, and later established e-trade platform. Lastly, the Korean government has to take part in CDM project to gain an advantage over other countries.

An Exploratory Study on Logistics Infrastructures in Cambodia : Current Issues and Future Solutions (캄보디아의 물류 기반시설에 관한 탐색적 연구 : 그 쟁점과 해결방안)

  • This study uncovered some issues that have constrained the development of logistics performance in Cambodia. Firstly, literature review was narrowed down to include studies involving the relationship between Logistics and transportation, the relationship between the infrastructure and economic growth and the important role of logistics on economic growth and poverty reduction. Then the next step the study identified some issues related to transport infrastructure that were assumed to cause the enhancement of logistics sector. Moreover, a case study about cost and time analysis was used to address some issues of logistics cost in Cambodia comparing to its neighboring countries: Thailand and Vietnam. Based on the time and cost analysis, it revealed that the logistics cost in Cambodia is much high than Thailand and Vietnam. In addition, some logistics issues were found through other two case studies about the export and trade facilitation. The participants raised some issues related to issuance of certificate of origin, the availability of information about agreements, laws, rules, and regulations, checkpoints along the corridor and opening hours of logistics service providers and slow processes. Then the authors suggested some appropriate solutions to answer to the current issues related to transport infrastructure and logistics sector in Cambodia.
