The law on promoting rationalization of mansion management is the one that was enacted with the aim of enhancing stability of people's life and further of promoting sound development in national economy, by securing good residential environment of mansion in Japan. A rise in mansion, the distinct characteristics of a residential form that only mansion has, and the insufficiency of legal modification related to this are the issues that have been steadily proposed in academic circles and practical affairs in Japan. Also, in the managerial aspect, even problems about the operation of the management association, the maintenance & repair, the management contract on management agency in management association, and the correct transfer of design completion plan have been pointed out. To solve these problems, the law of rationalization was legislated. However, the law of rationalization can be ultimately evaluated to suggest its solution on a problem about forming agreement on mansion management. On the other hand, it is concerned about the management association and section owner in mansion, and about mansion that was progressed aging considerably. For example, it is proposing or suggesting duties in several forms caused by dwellers' diversity to local self-government. Thus, it is a fact that a number of difficulties exist in smoothly enforcing the law of rationalization.

일본의 근대수도는 100년을 넘는 역사를 갖고 있으며 보급률은 95$\%$에 달하고 대부분의 국민이 수도에 의존하여 건강하고 위생적인 생활을 이루는 기반시설로서 정착하고 있다. 그러나, 건축후 25년을 경과한 맨션 100만동 이상의 거주자가 급수$\cdot$급탕의 적수$\cdot$청수$\cdot$부식누수의 피해에 고민하고 있다. 전번 NHK의 프라임 10에서 $\ulcorner$고치려고 해도 고쳐지지 않는 고령화 맨션의 우울 $\lrcorner$이라고 하는 제목으로서 맨션배관정비개수비 4억엔으로 고민하는 거주자의 곤혹의 실태가 영상으로 호소되었다. 매년 150만호가 건축되는 주택의 급수급탕배관의 대부분이 라이닝강관과 테이퍼 나사 조인트 분기공법으로 시공되고 있다.

Condominium management ask for planning ability and special knowledge in order to solve the troubles of a condominium. But all the HOA has not ability or knowledge of condominium management, so administration support to condominium management came to be given to HOA. In this study, we divided the administration policies on condominium management as follows; (1) instruction about an advertisement and a contract (2) instruction about management (3) instruction about maintenance (4) instruction by the local government (5) legislation about condominium management. Most of the condominium management policy has been programmed by government, such as legal amendments and advises by administrative inspection. But these condominium management policies have limitations to support HOA, so it is need to correspond to local government. In advanced local governments, administrative policies were materialized by the report of a housing related council. HOA: Home Owners Association

미국 뉴포트의 주택들은 20세기를 전후로 하는 시기에 당시 최상류층의 휴양용 저택들로서, 미국의 절충주의 건축을 대표할 수 있는 특징을 갖고 있는 주택들이다. 본 연구에서는 미국에서 유럽의 건축적 전통과 영향을 절충주의적 철학에 따라 자신들의 형식으로 완성한 양식상의 전개를 살펴보고자 한다. 단순히 외국의 건축으로서 보다는 전통적 건축보다 외국의 영향에 의한 근대건축 문화를 이룩한, 우리나라의 건축 양식적 문제를 상호 비교하여 살펴보는 한 사례가 될 수 있을 것으로 본다.
